The governance of natural resources (NR) in Indonesia remains marked by structural inequalities that favor large corporations, while indigenous and local communities are marginalized from access, management rights, and equitable benefit-sharing. Although the Constitution and several laws mandate social justice and ecological sustainability, NR governance practices tend to focus on exploitation and investment acceleration, sacrificing environmental protection and meaningful public participation. This study employs a normative juridical approach to analyze weaknesses in sectoral regulations, overlapping authorities, and their implications for the rights of local communities. Drawing on Satjipto Rahardjo’s progressive justice theory, it offers a reformulation of the concept of “controlled by the state” in Article 33 of the 1945 Constitution as a trustee mandate, rather than a monopoly, placing humans, the environment, and justice as the primary orientation. The proposed legal transformation strategies include revising NR regulations, implementing the Free, Prior, and Informed Consent (FPIC) principle, strengthening community-based management models, recognizing the rights of nature, and establishing participatory oversight mechanisms. This approach is expected to dismantle unequal power relations and direct NR governance toward ecological sustainability, community empowerment, and intergenerational benefit equity.

Administrative letter services at the village (nagari) level are still largely conducted using conventional methods, resulting in various issues such as limited service hours, slow processing times, and risks of document loss. This study aims to develop a web-based letter service system with the implementation of digital signatures in Nagari Bukit Bais to improve efficiency, security, and transparency of public services. The research adopts the Agile Development method with an iterative approach, including requirement analysis, system design, implementation, and testing. The developed system enables citizens to submit requests online and is equipped with features such as officer verification, digital signing by the village head, automatic notifications, digital archiving, and document verification using QR Codes. Security mechanisms are implemented using SHA-256 cryptographic hashing and RSA-2048 digital signature algorithms, supported by X.509 digital certificates. Functional testing using end-to-end methods shows that all system features operate successfully without failures, while non-functional testing confirms the reliability of document security and integrity. The resulting system is able to automate the entire service process, reduce processing time, and ensure document authenticity and security. Therefore, this system can serve as a solution to support the digital transformation of public services at the village level.

This community service activity aims to explore strategies for strengthening human competencies in facing technological disruption through a national seminar entitled “Human Resource Transformation in the Digital Era: An Interdisciplinary Approach for Sustainable Community Empowerment.” The seminar featured expert speakers from various universities to provide multidimensional perspectives for participants. The discussion focused on the integration of digital technology, adaptation of organizational culture, and management innovation to enhance community economic resilience. The implementation method involved intensive material presentations and interactive discussions that bridged academic theory with practical field needs. The results of the activity indicated an increase in participants’ awareness and understanding of the importance of digital literacy and interdisciplinary collaboration as key factors for inclusive empowerment. Through synergy among academics, the seminar successfully formulated strategic recommendations for developing adaptive, innovative, and globally competitive human resources. It is expected that the outcomes of this activity will serve as a catalyst for achieving sustainable community independence amid the rapidly evolving digital ecosystem. Recognizing the importance of this issue, the seminar was held on March 7, 2026, and comprehensively discussed strategies, insights, and research findings related to human resource transformation in the digital era, including how organizations can become more competitive.

The development of the digital era has significantly transformed government administration, particularly in technology-based public services. This transformation requires strengthening the principles of good governance, which include transparency, accountability, public participation, effectiveness, efficiency, and legal certainty. State Administrative Law plays a strategic role in ensuring that bureaucratic digitalization remains within the correct legal framework and does not deviate from good governance principles. This study employs a normative juridical approach with a literature review method to analyze the role of State Administrative Law in strengthening good governance in the digital era. The findings show that State Administrative Law functions as an instrument of legality, discretionary control, data protection, improved accountability, and enhanced public service efficiency. Thus, State Administrative Law is not only regulatory but also adaptive to technological developments in achieving good governance in the digital era.

This study critically examines the transformation of the regulatory framework governing Fixed-Term Employment Agreements (Perjanjian Kerja Waktu Tertentu/PKWT) following the enactment of Indonesia’s Job Creation Law and its implications for workers’ legal protection. The research focuses on the paradigm shift from a worker-protection-oriented model toward labor market flexibility and its impact on employment security. Using a normative juridical approach, this study employs comparative legal analysis between the Manpower Act No. 13 of 2003 and the Job Creation Law No. 6 of 2023, along with its implementing regulation, Government Regulation No. 35 of 2021. The analysis is supported by systematic statutory interpretation, labor law doctrine, and Constitutional Court Decision No. 168/PUU-XXI/2023. The findings reveal a significant regulatory shift characterized by the extension of the maximum duration of fixed-term contracts, the removal of mandatory grace periods for contract renewal, and the substantial narrowing of grounds for automatic conversion of PKWT into permanent employment agreements (PKWTT). Although the Job Creation Law introduces new protective instruments, including end-of-contract compensation and expanded social security coverage, these measures are insufficient to offset the decline in job security and legal certainty for workers. Consequently, workers face an increased risk of prolonged employment precarity. This study underscores the urgency of rebalancing labor market flexibility with the constitutional rights of workers in Indonesia’s future labor law reform. The adoption of holocratic leadership systems has become a crucial strategy for startups navigating market volatility, which demands organizational agility through the elimination of traditional hierarchies. This study aims to analyze the transformation of the Human Resource (HR) department's role within holocratic systems and its impact on HR efficiency in startup environments. Employing an integrative literature review approach, this research synthesizes various findings from reputable global and national journals published within the last five years to map the shifts in managerial functions. The results indicate that in structures devoid of conventional managers, the HR role transforms from a controlling authority into a system architect and governance facilitator that maintains compliance with the organizational constitution. HR efficiency is achieved through clear authority distribution within dynamic roles, transparent peer-to-peer feedback mechanisms, and the removal of slow bureaucratic coordination costs. The contribution of this research lies in the formulation of the "HR-as-a-Platform" conceptual model, which shifts the focus of management practices from personal supervision to systemic infrastructure optimization. The practical implications provide a guide for startup founders to re-engineer HR functions to support individual autonomy without sacrificing operational stability. This study confirms that the success of non-hierarchical organizations relies heavily on the integration of radical autonomy and robust digital protocols facilitated by the newly defined HR function.

Digital technology has, in many ways, altered the manner in which businesses function. This transformation touches on aspects like how products are developed, delivered, and sold. It opens up a range of possibilities for business owners to broaden their markets, boost profits, and make better use of online tools. At the same time, however, the digital age introduces certain difficulties. These include increased competition as well as risks related to practices that may conflict with sharia law—for example, charging interest, engaging in transactions with unclear risks, or producing counterfeit goods. The focus of this study is to examine the opportunities and challenges that businesses encounter in today’s digital world, viewed through an Islamic lens. The approach taken involves a review of existing literature, drawing from various sources dealing with digital commerce and Islamic economic principles. The results suggest that digital business ventures hold considerable promise, provided they are conducted with honesty, fairness, and transparency, while avoiding activities disallowed by sharia. This way, entrepreneurs can not only generate income but also develop their enterprises in a way that aligns with ethical and religious values.

This study aims to analyze and formulate strategic approaches to restructuring educational management in Islamic secondary schools in response to digital disruption, with a specific focus on the local context of Pesawaran. The research employs a qualitative approach with a case study design, involving school principals, teachers, and administrative staff as participants. Data were collected through in-depth interviews, observations, and document analysis, and analyzed using an interactive model consisting of data reduction, data display, and conclusion drawing. The findings reveal that educational management practices remain largely administrative and conventional, with limited and non-systemic integration of digital technologies. Key challenges include inadequate infrastructure, low digital competence among educators, and organizational resistance to change. In response, this study proposes a strategic framework for restructuring educational management, encompassing digital transformational leadership, human resource capacity building, integrated digital management systems, and the incorporation of Islamic values into the digital ecosystem. The main contribution of this research lies in the development of the Islamic Digital-Based Educational Management Model, which integrates leadership, human resources, technology, and Islamic values as an adaptive conceptual framework for addressing digital disruption.

The international competitiveness of Indonesian fashion SMEs still faces challenges, despite the sector having a large business base, strong export opportunities, and increasingly widespread access to digital technology. In this context, product innovation and digital capabilities are viewed as strategic resources that can strengthen SMEs’ ability to adapt and compete in broader markets. This study aims to analyse the influence of product innovation and digital capabilities on the international competitiveness of Indonesian fashion SMEs. The research employs an explanatory quantitative approach with a cross-sectional survey design. The sample consists of 200 owners or key managers of SMEs in East Java, selected via purposive sampling. Data were collected using a structured questionnaire and analysed using SEM-PLS. The results indicate that product innovation and digital capabilities have a positive and significant effect on international competitiveness, with digital capabilities acting as the dominant predictor. The implication is that efforts to strengthen the international competitiveness of fashion SMEs should be directed towards the integration of market-based innovation and strategic digital transformation.

Digital evolution in the pattern of social interaction of the community also has a significant influence on the dynamics of the national judicial system. The transformation covers all judicial sectors, both religious and public, especially related to the technique of presenting evidence in the litigation process. This research is carried out with normative legal methods and is descriptive analytical. The author utilizes secondary data obtained through library search, which is then processed with qualitative normative analysis techniques. The legitimacy of screenshots as evidence has been explicitly regulated in applicable regulations. Referring to the renewal of the ITE Law in Law Number 1 of 2024, Article 5 paragraph (1) affirms that electronic information and its printed results are recognized as valid evidence before the law. This study shows that normatively, screenshots have a strong legal position in the civil system. However, in the reality of the trial, this instrument is positioned as a free evidence (vrij bewijs), which means that the weight of the evidence is not absolute and depends on the judge's evaluation and conviction.

Global business environmental uncertainty, triggered by "Black Swan" phenomena, demands that organizations transform beyond passive resilience toward anti-fragility capabilities, where Human Resource (HR) systems actually grow stronger through market disruptions. This study aims to analyze the concept of anti-fragility within organizational leadership, explain the role of transformational leadership in shaping anti-fragile employees, and identify organizational strategies for navigating market uncertainty. The approach employed is a narrative literature review using content analysis techniques across various reputable scientific journals, anti-fragility theory, and organizational case studies such as Disney+, Zoom, and Tractor Supply. Research findings indicate that transformational leadership acts as a primary catalyst that builds anti-fragility through intellectual stimulation, decentralized autonomy, and the creation of a culture that learns from failure. Organizational strategies prioritizing resource flexibility, cross-skilling, and optionality have proven effective in converting crisis stressors into opportunities for innovation and performance growth. The contribution of this article lies in the development of an "Anti-Fragile Leadership" conceptual framework that integrates the philosophical principles of anti-fragility into strategic HRM practices. The practical implications provide a guide for organizational leaders to design work systems that are adaptive and proactive toward market volatility, ensuring that organizations not only survive but thrive from chaos.

This research investigates how digital transformation contributes to innovation in public services as part of the move toward smart governance. The study employs a literature review approach by evaluating a variety of pertinent materials, which include global journals, scholarly books, and official publications from the years 2018 to 2025. Results show that digital transformation notably enhances the quality of public services regarding their efficiency, effectiveness, openness, and ease of access. The incorporation of technologies like e-government platforms, mobile apps, artificial intelligence, and big data analysis allows governments to provide services that are quicker and more responsive. Additionally, digital platforms foster public involvement by offering means for communication and participation in decision-making activities. Despite these advancements, there are still several obstacles to overcome, such as the digital divide, insufficient infrastructure, low levels of digital skills, and resistance to change within bureaucracy. These issues emphasize the need for cohesive strategies that include investment in technology, development of human resources, and regulatory assistance. The study concludes that digital transformation is vital for achieving smart governance; however, its effectiveness relies on the preparedness of infrastructure, institutions, and society to embrace digital advancements.

The internationalisation of SMEs in the era of the global economy is still faced with low strategic readiness, limited innovation capacity, and sub-optimal digital transformation. This study aims to test a model of SME internationalisation strategy based on innovation and digital transformation. The study employs a quantitative approach using a cross-sectional survey design involving 200 owners or key managers of SMEs in East Java, selected through purposive sampling. Data were analysed using SEM-PLS through measurement model evaluation, structural model evaluation, and bootstrapping tests. The results indicate that innovation has a positive effect on digital transformation and internationalisation strategy, whilst digital transformation has a positive effect on internationalisation strategy. The indirect effect of innovation on internationalisation strategy via digital transformation is also significant, indicating partial mediation. These findings confirm that the internationalisation of SMEs becomes more effective when innovation and digital transformation are coherently integrated into business models and external market orientation. Implicitly, strengthening the global competitiveness of SMEs requires simultaneous intervention in business model renewal, digital capabilities, and policy ecosystem support.

Health-related SMEs in Indonesia have significant opportunities to enter international markets, but many businesses still face limitations in digital capabilities, innovation, and readiness for external markets. This study aims to examine the influence of digital transformation on the success of health-related SMEs in going international, both directly and through business innovation as a mediator. The study employs a quantitative approach using a cross-sectional survey design involving 200 owners or key managers of SMEs in East Java, selected via purposive sampling. Data were analysed using Structural Equation Modelling-Partial Least Squares (SEM-PLS). The results indicate that digital transformation has a positive influence on business innovation and the success of going international. Business innovation also has a positive effect on internationalisation success and mediates the relationship between digital transformation and external market success. These findings confirm that digitalisation should not merely be understood as an operational tool, but as a strategic capability that must be integrated with product, process, marketing, and business model innovation. The research implications emphasise the importance of strengthening digital capabilities and business innovation to enhance the global competitiveness of Indonesian health-related SMEs.

This study aims to examine the message of repentance in Jonah 3:1-10 through an interpretive analysis focusing on the manifestation of God's mercy toward non-Israelite nations. The background of this study is rooted in the theological tension between Israel's exclusivism and the universality of God's love reaching Nineveh, a nation notorious for its cruelty. The method used is qualitative with a historical-grammatical exegesis approach to uncover the meaning of the text in its original context. The research results show that Nineveh's repentance was a radical response to the warning of judgment, involving all elements of society from the common people to political authorities. This phenomenon proves that the primary purpose of God's prophecy of judgment is not destruction, but the transformation of human behavior. This analysis confirms that God's mercy is sovereign and transcends ethnic or geographical boundaries. The implications of this research emphasize the importance for modern faith communities to adopt an inclusive attitude and understand that the sovereignty of God's love cannot be limited by human prejudice against groups perceived as strangers or enemies

Increasingly digitalised and globally integrated market competition demands that micro, small and medium-sized enterprises (MSMEs) no longer merely excel in local markets, but are also capable of building sustainable competitiveness in broader markets. Recent literature indicates that innovation, digital capabilities, and international networks are increasingly viewed as strategic determinants of MSME competitiveness, although the relationships between these variables are often examined in isolation and are not always consistent. This study aims to analyse the influence of innovation, digital capabilities, and international networks on the global competitiveness of MSMEs. The research employs an explanatory quantitative approach with a cross-sectional design. The sample consists of 200 owners or principal managers of SMEs in East Java, selected using purposive sampling. Data were collected via a structured questionnaire and analysed using Structural Equation Modelling–Partial Least Squares (SEM-PLS). The results of the analysis indicate that innovation, digital capabilities, and international networks have a positive and significant influence on the global competitiveness of SMEs. The path coefficient values indicate that digital capabilities are the strongest predictor, followed by international networks and innovation. These findings confirm that strengthening the global competitiveness of MSMEs requires an integrated strategy that links value renewal, digital transformation, and the sustainable development of external networks.

Cloud job-length prediction remains challenging when the target distribution is highly skewed and contains rare extreme values. This study proposes a log-transformed, regime-based machine learning framework for robust prediction of cloud job length, represented in million instructions (MI). The approach integrates sequential feature engineering, logarithmic target transformation, weighted learning, and regime-aware modeling to distinguish between normal and extreme job-length behavior. Using an ordered GoCJ-derived cloud job-length sequence of 1000 jobs, the dataset exhibits a heavy-tailed distribution, with a mean of 129,662 MI, a median of 93,000 MI, a 95th percentile of 525,000 MI, a 99th percentile of 900,000 MI, and a skewness of 3.695. The proposed model is evaluated against sequential baselines and stronger machine learning baselines, including Naive_Last, RollingMean_5, Global_Log_ExtraTrees, RandomForest, GradientBoosting, and MLP_Log. On the main test split, the proposed Regime_Log_ExtraTrees achieved the best RMSE of 206,255.66 and the least negative R² of −0.01062, while Global_Log_ExtraTrees remained competitive in terms of MAE, MedAE, and RMSLE. Additional walk-forward validation confirms that the regime-aware model consistently achieves the best mean RMSE and mean R² across temporal folds. Ablation results further show that regime-aware learning is the primary contributor to robustness, although accurate prediction of extreme jobs remains challenging. These findings indicate that log-transformed, regime-based learning provides a practical and more robust strategy for cloud job-length prediction under heavy-tailed workload conditions.

Digital transformation in hospitals through the Digital Hospital concept (HIMSS EMRAM) aims to improve efficiency and reduce the potential for human error. RS Panti Abdi Dharma Cirebon has initiated the implementation of digital systems since 2015; however, several technical obstacles remain in its execution. Nurses, as the primary care providers, frequently face challenges in using electronic nursing documentation, which can negatively impact the quality of service and the continuity of patient care. This community service activity aims to enhance nurses' proficiency in using digital nursing documentation systems to support the improvement of healthcare quality and patient safety. The activity is conducted through three main steps: 1) Situational analysis and identification of technical constraints via questionnaires; 2) Technical training and coaching regarding the standardized structure of electronic nursing care documentation; 3) Evaluation of results by comparing the results/values of digital document completeness observations. Through this activity, a significant increase in nurses' knowledge and skills in operating the hospital information system is expected. It is also anticipated that there will be an improvement in the completeness of nursing care documentation, thereby minimizing medical risks and strengthening RS Panti Abdi Dharma's position towards national accreditation standards.

The restructuring of Indonesian state-owned enterprises (SOEs) and their subsidiaries following the establishment of Danantara has generated new organizational demands, particularly regarding employees’ psychological preparedness for change. This article develops a quantitative research framework to examine the effects of change communication, transformational leadership, job insecurity, and organizational culture on employees’ readiness for change, with perceived organizational support serving as a moderating variable. The study is designed as an explanatory survey targeting employees of PT Krakatau Steel subsidiaries affected by restructuring. Data are intended to be collected using a five-point Likert-scale questionnaire and analyzed through partial least squares structural equation modeling (PLS-SEM). The article proposes that change communication, transformational leadership, and organizational culture positively influence readiness for change, whereas job insecurity exerts a negative effect. In addition, perceived organizational support is expected to strengthen the positive effects of change communication, transformational leadership, and organizational culture while attenuating the negative effect of job insecurity. The article contributes to the organizational behavior literature by offering a contextually grounded framework for understanding employee responses to restructuring in SOE subsidiaries. It further highlights the strategic importance of organizational support in sustaining employees’ readiness to navigate changes in governance, work systems, and organizational direction.

Planning and improving the performance of educational organizations is a strategic issue that requires a managerial approach integrated with psychological aspects. This study aims to examine and synthesize factors influencing organizational performance through a management psychology approach. The method used was a qualitative systematic literature review design for scientific articles from 2022–2025 obtained from Google Scholar. Data collection techniques were carried out through documentation and article selection based on inclusion criteria, resulting in seven articles for analysis. Data analysis used a thematic approach to identify patterns and relationships between findings. The results showed that organizational performance improvement is influenced by three main factors: structured human resource planning, effective organizational communication, and transformational leadership and work motivation as psychological factors. These findings indicate that integration between structural and psychological aspects plays a crucial role in improving organizational effectiveness. In conclusion, a management approach that integrates planning and psychological factors can improve the performance of educational organizations sustainably.
