This study analyzes the effectiveness of multi-stakeholder collaboration in the implementation of the Complete Systematic Land Registration (PTSL) program in Bunut District, Pelalawan Regency. The PTSL program as a government effort to provide legal certainty over land ownership requires cooperation from various stakeholders in its implementation. With a qualitative approach and case study design, this study uses the collaborative governance framework from Emerson et al. (2012) to analyze three main dimensions of collaboration: principled engagement, shared motivation, and capacity for joint action. Data were collected through in-depth interviews with 27 informants, participant observation, focus group discussions, and documentation studies. The results of the study indicate that multi-stakeholder collaboration in the implementation of PTSL in Bunut District shows varying effectiveness in various dimensions. In the principled engagement dimension, collaboration is quite effective in the aspects of discovery and definition, but is still limited in the aspects of deliberation and determination. In the shared motivation dimension, there are limitations in building mutual trust and understanding between the community and technical agencies. Meanwhile, in the capacity for joint action dimension, there are strengths in the aspects of procedural arrangements and leadership, but significant limitations in the aspects of knowledge and resources. Supporting factors for collaboration include political commitment, community awareness, the role of traditional leaders, effective communication platforms, and academic involvement. Meanwhile, inhibiting factors include differences in interests between stakeholders, limited technical capacity at the village level, communication and coordination problems, historical land complexity, and budget constraints. The study recommends strategies to increase the effectiveness of collaboration through strengthening multi-stakeholder forum institutions, developing technical capacity, increasing transparency and accountability, developing effective conflict resolution mechanisms, strengthening the role of village governments, and allocating adequate resources. The research findings contribute to the development of collaborative governance theory in the Indonesian context, especially in rural areas with unique socio-cultural characteristics.

Development through community participation in villages is one of the efforts to empower the potential of village communities in planning development related to local resource potentials. The research questions in this study are: (1) How is the community participation in the development of Merbaun Village, West Amarasi Subdistrict, Kupang Regency? (2) What factors may hinder the success of community participation in village development in Merbaun Village, West Amarasi Subdistrict, Kupang Regency?  This research is a juridical-empirical study with a qualitative approach, using primary data collection techniques through interviews. Secondary data was obtained through literature studies.  The results of the study show that community participation in Merbaun Village development can be analyzed through three stages: planning, implementation, and supervision. Each stage shows different dynamics and levels of participation. (1) Planning Stage: At this stage, community participation is considered high. The village government conducts a development planning deliberation (Musdus) to absorb the aspirations of the community. Interview results show that the community is actively providing input and suggestions, reflecting a strong motivation and concern for the proposed development programs. (2) Implementation Stage: In contrast to the planning stage, the level of community participation in the implementation of development drops significantly. Although the village government opens opportunities for mutual cooperation (gotong-royong), community attendance is inadequate, with many absent. This indicates a lack of understanding and awareness among the community regarding the importance of their participation in the physical activities that have been agreed upon. (3) Supervision Stage: The supervision of the development also shows a lack of participation. The community should be involved in monitoring and evaluating development programs. However, most of the community members do not understand their role in the supervision process, as revealed in the interviews. The study suggests that community participation in the development of Merbaun Village should be increased to make development outcomes more effective and sustainable, in accordance with the principles outlined in Law Number 6 of 2014 concerning Villages.

Indonesia is known for its diversity of culture, ethnicity, religion and customs. One of the noble values contained in Indonesian culture is the spirit of mutual cooperation. Mutual cooperation is a form of cooperation between individuals or groups in solving work or problems together, regardless of social status, background or personal interests. In the history of the Indonesian nation, this spirit has proven to be a solid foundation in building social solidarity, strengthening unity, and supporting the sustainability of social life. However, along with the times and rapid advances in technology, the value of mutual cooperation has begun to be replaced by the values of more individualism. emphasizes personal interests and individual achievements. The modern era, with all the dynamics and influence of globalization, has caused many people to focus more on personal success without considering collective interests. This aims to re-explore the spirit of mutual cooperation in the modern era with an approach that is relevant to current developments, as well as finding ways to restore the value of togetherness which is increasingly being eroded by individualism.
