Air quality in the Special Capital Region of Jakarta has shown a concerning decline in recent years, largely due to high emissions from motor vehicles as the main source of pollution in urban areas. The Provincial Government of DKI Jakarta issued Governor Regulation Number 66 of 2020 concerning Exhaust Emission Testing for Motor Vehicles as a public policy instrument aimed at controlling air pollution. This study aims to analyze the implementation of the regulation from a public policy perspective and to identify supporting and inhibiting factors in its execution. The research employs a normative juridical method with statutory and conceptual approaches, supported by qualitative analysis of policy documents and reports on the implementation of emission testing. The results reveal that the implementation of the regulation has not been optimal due to limited emission testing infrastructure, low levels of public awareness and socialization, and inconsistent enforcement of administrative sanctions. Nevertheless, there are opportunities to improve policy effectiveness through strengthened inter-agency coordination, digitalization of monitoring systems, and increased environmental literacy among the public. Therefore, the success of emission control policy implementation is highly dependent on resource support, regulatory consistency, and community awareness, necessitating a comprehensive and continuous multi-stakeholder improvement strategy and stronger commitment.

Infrastructure development as a National Strategic Project (NSP), such as the Yogyakarta-Bawen Toll Road, aims to improve public welfare but often faces a crucial issue in the land acquisition process, namely the determination of compensation. This research examines the application of substantive justice, which focuses not only on procedural compliance (procedural justice) but also on the fairness and adequacy of the final outcome for the entitled parties. Using a juridical-empirical approach, this article analyzes two main problems: first, how substantive justice is realized in the deliberation stage of determining compensation and what factors cause disagreement from residents. Second, how the overall stages of land acquisition affect the achievement of substantive justice and the obstacles encountered. The analysis shows that although the land acquisition stages have procedurally followed Law No. 2 of 2012, the achievement of substantive justice is still hindered. Factors such as the appraisal of compensation which is deemed not to cover non-physical losses, lack of transparency, and an imbalanced bargaining position in deliberations are the main causes of disagreement. Obstacles in the planning, socialization, and payment stages also impede the realization of a complete sense of justice for the affected communities. This study is expected to contribute to the development of land acquisition policies that prioritize fairness, transparency, and the protection of the rights of affected communities.

This study aims to analyze the supervisory strategy of the Panwascam (Central Election Supervisory Agency) of Sinjai Borong District in handling election violations in the 2024 Simultaneous Regional Elections in Sinjai Regency. The study focuses on two main aspects, namely preventive strategies and repressive strategies. The research method uses a qualitative approach with case studies, through in-depth interviews, observation, documentation, and interactive data analysis. The results show that the Panwascam's preventive strategies include socialization of election regulations, political education, and strengthening coordination with village officials and community leaders. This strategy has been proven to increase regulatory understanding among lower-level election organizers and public political awareness, especially first-time voters. Meanwhile, the repressive strategy is implemented through violation handling mechanisms, preparing legal recommendations, and summoning perpetrators and witnesses. Based on field findings, the Panwascam successfully handled one case of violation of ASN neutrality that was recommended to the Regency Bawaslu. This study concludes that the supervision of the Sinjai Borong Panwascam is relatively effective, although it still faces limited resources, low public legal literacy, and strong local political patronage. The results of this study provide a conceptual contribution to strengthening the community-based electoral supervision model, which integrates regulatory, educational, and collaborative aspects. They also serve as practical recommendations for improving the quality of electoral democracy at the local level.

This study aims to determine the role of public relations in the socialization of the functions and duties of the high state institution, DPD RI, and to identify the obstacles faced by public relations in this process. This research also examines the use of media and facilities for socializing the tagline "From the Regions for Indonesia" on the 16th anniversary of the DPD RI. Using a qualitative approach with a case study method, the findings show that public relations plays six key roles: 1) Communicator, bridging two-way communication between the government and the community; 2) Facilitator, absorbing community aspirations and acting as a liaison with policymakers; 3) Disseminator, disseminating information on government policies and activities to both internal and external audiences; 4) Catalyst, influencing public opinion to align with government policies; 5) Counselor, Advisor, and Interpreter, providing advice, translating government policies, and building public trust; and 6) Prescriber, serving as a strategic advisor to leaders in decision-making.

This research is motivated by the importance of business licensing in the trade of goods and services sector as an instrument of legality, supervision, and legal protection; however, its implementation still faces gaps between normative regulations and practices in the field. The purpose of this study is to analyze the level of business actors’ compliance with licensing obligations, identify obstacles in the implementation of risk-based licensing policies, and evaluate their impact on compliance. The method used is library research with a normative juridical approach, through an examination of primary legal materials in the form of laws and related regulations, as well as secondary and tertiary legal materials from scientific literature. The results show that the effectiveness of risk-based licensing policies has not been optimally achieved due to low legal literacy, limited digital understanding, and the perception that licenses are merely a formality, causing many business actors to neglect administrative obligations. This condition illustrates the existence of a gap between regulatory objectives and implementation practices. These findings emphasize the need for procedural simplification, intensified socialization, and strengthened technical assistance so that licensing policies become more responsive to the needs of business actors, while simultaneously encouraging compliance and enhancing national economic competitiveness.

This study aims to analyze the Samsat (Village Unit) communication strategy in improving taxpayer compliance with Motor Vehicle Tax (PKB) in Pandeglang Regency. The study employed a qualitative approach, with data collection techniques including in-depth interviews, non-participant observation, and documentation studies. Informants were selected purposively, including internal Samsat personnel (heads of technical implementation units, socialization officers, social media administrators, Mobile Samsat coordinators, and the Regional Revenue Agency) and the public (compliant taxpayers, delinquent taxpayers, and community leaders). Data analysis was conducted using an interactive model through reduction, presentation, and drawing conclusions through source triangulation. The results indicate that communication strategies through direct outreach, social media, Mobile Samsat services, and the Tax Amnesty Program have proven effective in increasing taxpayer participation and compliance. The amnesty program, in particular, is effective in attracting delinquent taxpayers and has an impact on increasing regional revenue. This study concludes that an appropriate, consistent, and community-based communication strategy plays a crucial role in optimizing PKB revenue. These findings can serve as a reference for formulating more innovative and sustainable communication strategies to increase Regional Original Income (PAD).

This study aims to examine the communication strategies implemented by the Regional Indonesian Broadcasting Commission (KPID) of Banten in educating and engaging the public in monitoring local television content. The research employed a qualitative approach with a descriptive study method. Data collection techniques included in-depth interviews with KPID Banten commissioners and community members, observation of socialization activities, and document analysis. Data were analyzed through data reduction, data presentation, and conclusion drawing. The findings indicate that KPID Banten applies educational and participatory communication strategies through the socialization of the Broadcasting Behavior Guidelines and Program Standards (P3SPS), publications on social media, and public discussion forums. The community actively contributes by reporting broadcast violations and participating in media literacy activities. However, challenges such as low media literacy and limited understanding of broadcasting regulations remain obstacles. This study recommends enhancing collaboration among KPID, local governments, and community groups to strengthen participatory-based broadcast monitoring.

This research is entitled "Socialization of the General Election Commission in Increasing Voter Participation in the 2024 Regent and Deputy Regent Election of Ciamis Regency (Case Study in Ciamis District)". The focus of this research is to determine how the implementation of socialization carried out by the General Election Commission (KPU) of Ciamis Regency in an effort to increase public participation in the 2024 Regent and Deputy Regent Election, especially in the Ciamis District area. The research method used is descriptive qualitative with a case study approach. Data collection techniques include in-depth interviews with related parties, direct observation of socialization activities, and collection of supporting documentation. The data obtained are analyzed qualitatively through the process of data reduction, data presentation, and drawing conclusions. The results of the study indicate that the Ciamis Regency KPU carried out socialization by referring to the Theory of Three Elements of Socialization proposed by Haryanto (2018) in the book Political Socialization: An Initial Understanding. The three elements include: Socialization Agents, namely parties who play a role in conveying information, such as KPU officers, District Election Committees (PPK), and community leaders, Socialization Materials, including information regarding election stages, voting procedures, the importance of voting rights, and the role of the community in maintaining democracy, Socialization Methods, which are carried out through face-to-face meetings, leaflet distribution, banner installation, social media, and community-based activities. Although socialization activities have been carried out in a planned manner and involved various media, research results indicate that their implementation has not been optimal. Some obstacles found include limited reach to all levels of society, minimal participation in socialization activities, and a lack of innovation in information delivery methods. In conclusion, the socialization carried out by the Ciamis Regency KPU for the 2024 Regent and Deputy Regent Election has been running but needs to be increased in intensity, creativity, and equal distribution of targets so that voter participation can be maximized.

This research is motivated by the existence of problems in the management of movable assets owned by Margajaya Village which are not yet optimal. The purpose of this study is to determine the optimization of movable asset management in Margajaya Village, Sukadana District, Ciamis Regency. The method used in this study is descriptive analysis. There are 6 informants. Data collection techniques are literature studies, field studies (observations and interviews) and documentation. The author uses qualitative data analysis techniques through processing data from interviews and observations to draw conclusions so that they can answer the problems in the study. Based on the results of the study, it is known that: Optimization of movable asset management in Margajaya Village has been implemented but has not been optimal in accordance with the principles of asset management, namely the functional principle, legal certainty, openness, efficiency, accountability, and certainty of value. This shows that the movable assets owned by the village have been used but have not been managed effectively to support the implementation of government duties and community services. There are several obstacles faced in the management of movable assets, including limited competent human resources, inadequate supporting facilities and infrastructure, lack of socialization and understanding of regulations, limited community participation in supervision, and budget constraints for asset maintenance and development. Efforts have been made by the Margajaya Village Government together with related parties to overcome these obstacles, including conducting training and increasing the capacity of village officials, implementing a digital-based asset management information system, socializing and assisting with asset management regulations, increasing transparency and community participation, and optimizing village budget management.

The reform of criminal law in Indonesia through Law No. 1 of 2023 concerning the Criminal Code (KUHP) marks an important paradigm shift in the criminal justice system, especially related to the protection of victims of crimes. So far, the orientation of the Criminal Code of colonial heritage has emphasized more on the perpetrators of crimes, while victims are often positioned passively and marginalized. This article aims to critically examine the extent to which Law No. 1 of 2023 strengthens the rights of victims, both in material and procedural aspects. With a normative juridical approach and an analysis of the new norms in the National Criminal Code, this article finds that a number of provisions, such as the victim's right to restitution, participation in judicial proceedings, and identity protection, reflect a greater recognition of the interests of the victim. However, in practice, there are still implementation challenges, including limitations in the mechanism for the implementation of these rights, as well as potential inequalities in access to justice. Therefore, it is necessary to strengthen derivative regulations, socialization, and synergy between law enforcement agencies to ensure that victim protection runs effectively and fairly.

This study aims to analyze Legal Protection and Gender Justice for Women in the Practice of Siri Polygamy: Analysis of the Principles of Islamic Civil Law. The practice of polygamy in Indonesia often causes injustice for women, who do not receive adequate legal protection. This study analyzes the relationship between the principles of Islamic civil law and the reality faced by women in the practice of siri polygamy. Although Islamic law emphasizes justice and protection of women's rights, many women are trapped in situations of injustice due to a lack of understanding of the law and social stigma. This study uses a normative juridical method to explore the truth between legal norms and practices in the field. The results of the study indicate that minimal social support, lack of understanding of legal rights, and social stigma contribute to the injustice experienced by women. To improve legal protection and gender justice, it is recommended that there be recognition and registration of siri polygamous marriages, strengthening of legal regulations, assistance for women, and education and socialization regarding legal rights. With these steps, it is hoped that women's rights in the practice of siri polygamy can be fulfilled fairly within the framework of Islamic law and state law.

This study aims to review the legal aspects and impacts of the vehicle tax amnesty policy on increasing Regional Original Income or PAD due to late payment of vehicle tax, which has become one of the strategies adopted by local governments to optimize tax revenues and maintain the validity of vehicle data. This study uses normative juridical as its approach to review laws and regulations and uses relevant literature studies. The results of the study reveal that normatively, this policy has a strong legal basis and has been empirically proven to be able to increase tax revenues in the short term. However, there is a potential for a long-term decline if the policy is not accompanied by adequate supervision and education. Therefore, harmonious, transparent implementation and increased socialization are needed to avoid taxpayer misunderstandings. This study contributes to the understanding of the importance of balance between fiscal incentives and the powerlessness of regional tax governance.

This study discusses the legal consequences of the absence of a marriage agreement on marital property according to the Indonesian legal system, especially based on the Civil Code and the Marriage Law No. 1 of 1974. By default, the absence of a marriage agreement leads to the enactment of a system of property union, in which all property acquired during the marriage is considered joint property. This condition has various legal implications, such as the vulnerability of personal property to third-party claims, difficulties in proving ownership of inherited property, and potential conflicts in the division of property in the event of divorce or death of one of the spouses. This study also highlights the difference in the regulation in Islamic law that does not recognize the automatic union of property, but still has the potential to cause disputes if there is no written agreement. The research method used is empirical normative with a qualitative approach, examining positive legal provisions and practices that develop in society. The results of the study show that low public understanding and negative stigma towards marriage agreements are the main factors in the low making of these agreements. The Constitutional Court Decision No. 69/PUU-XIII/2015 which allows the making of agreements during the marriage period expands legal protection, but its implementation still faces challenges. This study recommends the need to increase legal education and socialization on the importance of marriage agreements to provide certainty and fair legal protection for the parties in the institution of marriage.

This study examines the performance of the Banjarbaru City Personnel and Human Resources Development Agency (BKPSDM) in the recruitment of Government Employees with Work Agreements (PPPK). Using a qualitative approach with descriptive methods, this study evaluates performance based on five indicators: productivity, service quality, responsiveness, responsibility, and accountability. The results show that although BKPSDM has implemented a merit-based recruitment system through Computer Assisted Test (CAT), several challenges are still faced, such as technical constraints in the online system, limited formation quotas, and applicants' lack of understanding of administrative requirements. The research also identified supporting factors such as the regulatory framework, technology implementation, and the active role of BKPSDM in providing clear information to applicants. Recommendations include strengthening technological infrastructure, expanding socialization, optimizing complaint mechanisms, and proposing additional formation quotas to match regional needs.

Implementation of Public Service is all services organized by public service providers as an effort to meet the needs of service recipients and implementers of legislation. Public service is basically about the vast aspects of life. In the life of the state, the government has the function of providing various public services required by the community. One thing that until now is often still a problem in the relationship between the people and the government in the region is in the field of public services, especially in terms of the quality or quality of service government apparatus to the community.Tourism is currently being intensively incentive in the city of Jambi. Lots of local and foreign tourists visiting the city of Jambi. But with the level of service is said to be less than the relevant Office to make the process of tourism is not going well.In this research used qualitative research method, so the researcher will not specify the research only based on research variable, but the whole social situation examined covering aspect of place, actors and activity that interact synergistically. The result of the research shows that the lack of public service available in the Jambi City Tourism Office makes the tourism process less good. With the level of human resources that have not qualified with the limitations of foreign language skills make the tourists, especially foreign tourists feel uncomfortable. The tourism program created by the government itself has not been fully felt directly by the community. Lack of socialization of the existence of tourism programs from the government to make people less aware of the importance of existing tourism.
