This study discusses the implementation of the CEISA 4.0 System (Customs Excise Information System and Automation) in managing Manifest Inward and Outward data at PT. Surya Samudera Indah under the supervision of the Batam Customs Office. The research is motivated by the need for efficiency and accuracy in customs processes in the era of digitalization. The purpose of this study is to analyze the effectiveness of CEISA 4.0 in supporting customs supervision and services, as well as to identify the challenges encountered during its implementation. The research employs a qualitative descriptive method with a case study approach through observation, interviews, and documentation. The findings show that the implementation of CEISA 4.0 has had a positive impact on the speed and accuracy of manifest data reporting, particularly in document validation and tracking processes. However, several technical barriers such as network disruptions and system errors, as well as non-technical obstacles including limited human resource competence and lack of coordination between the company and customs authorities, were identified. The implications of this research highlight the need for system optimization through technological infrastructure improvement and human resource capacity enhancement to ensure CEISA 4.0 functions more effectively in supporting the smooth flow of national and international logistics.

The maritime transport sector plays a vital role in international logistics, including the transport of special cargo such as live cattle, which requires specific administrative and operational handling. PT. Bahari Eka Nusantara Belawan Branch, as a ship agency company, is responsible for ensuring the smooth flow of ship services from arrival to departure at the Port of Belawan. This study aims to analyze the flow of agency management for special cattle cargo on the vessel MV Gloucester Express and to identify the coordination efforts carried out with relevant agencies to ensure service efficiency. The method used in this research is descriptive qualitative with data collected through field observations and literature studies. The results show that the agency flow involves three main stages: pre-arrival, arrival, and departure, with a focus on strict animal health documentation and coordination with the Quarantine Office. The study concludes that while the process generally runs well, administrative precision and real-time communication with the authorities are critical factors in preventing delays in unloading live cattle.

This research is aimed at examining the operational strategies carried out by PT. Samudera Sarana Karunia Dumai in ensuring the smooth operation of the Mt. Meghna Trader ship at Pelindo Dumai Port. The main focus of the research is directed at the identification and assessment of the effectiveness of operational strategies which include the planning, implementation, and control stages of various activities such as loading and unloading, logistics, coordination with relevant parties at the port, and operational risk management. This research also includes consideration of external factors, including port regulations, market conditions, available infrastructure, and supply chain dynamics. In addition, this study emphasizes the importance of continuous performance evaluation to ensure that ship operations can run according to safety standards, time efficiency, and procedural accuracy. A qualitative approach with a case study design is used and reinforced by quantitative data to get a more comprehensive analytical picture. Data was obtained through in-depth interviews, direct observations in the field, review of operational documents, and surveys involving internal and external parties who play a role in supporting the operational process of ships at the port.

The Sea Certificate (Surat Laut/SL) is a crucial maritime legal document, serving as proof of a ship's nationality and its seaworthiness status for sailing, making it a mandatory requirement in every clearance in and clearance out process. This research aims to comprehensively identify and analyze the procedure for the endorsement (validation) extension of the Sea Certificate for the MV. Eastern Fair, carried out by PT. Multi Jaya Samudera as the ship agent in Belawan. The research method utilized is field research, conducted through land practice (PRADA), interviews, and documentation study. The findings indicate that the endorsement extension procedure is executed through a strict series of stages, starting from the preparation of the ship's technical documents to the official submission to relevant agencies such as the Harbor Master (Syahbandar) and the Transportation Agency Office. The ship agent plays a vital role as the liaison and executor, responsible for ensuring the completeness and validity of all administrative requirements within the specified timeframe. Although the procedure is standardized, common constraints include delays from related parties, both in physical inspection and administrative completion at government institutions, which can potentially disrupt the vessel’s sailing schedule. This study concludes that rigorous supervision and effective coordination among the agent, ship owner, and port authorities are key to maintaining regulatory compliance and the operational smooth running of the MV. Eastern Fair.

This research aims to thoroughly examine the implementation of the Batam-Seaport Information Management Sistem (B-SIMS) for the payment of berthing and mooring services carried out by PT. Div Samudera Abadi at Batam Port. The background of the problem includes the government's post-COVID-19 pandemic drive to accelerate the digital transformation of public services, particularly in ports, to enhance efficiency and transparency. The B-SIMS system, developed by the internal team of the Directorate of the Port Business Entity (BUP) of BP Batam, is designed as a digital solution to replace the previously manual, queue-based process for berthing and mooring fee payments. As a ship agent, PT. Div Samudera Abadi is responsible for reporting all ship activities, managing necessary documents, and settling port service payments. The research method employed involves a qualitative and descriptive approach. The findings show that the implementation of B-SIMS has successfully transformed the business process. Ship agents can now submit applications, monitor status, and make payments digitally through the B-SIMS sistem. This transformation significantly contributes to increased port operational efficiency, administrative transparency, and reduced physical contact, aligning with the vision for digitalizing public services in Batam. However, challenges related to sistem adaptation and early stability may still arise.

Maritime safety is a crucial aspect of sea transportation regulated by Law No. 17 of 2008, which mandates the fulfillment of ship seaworthiness and crew requirements. To ensure these standards are met, the Directorate General of Sea Transportation carries out continuous supervision through the issuance of the Ship Safety Certificate. This certificate ensures that the ship meets the material, construction, machinery, stability, and equipment requirements in accordance with regulations, including the SOLAS International Convention. To enhance efficiency, the SIMKAPEL digital system was developed to accelerate the certification process online. This study aims to analyze the mechanism of issuing the Ship Safety Certificate for the TB. Cavalo Marinho 09, managed by PT. Surya Samudera Indah Batam at the Batam Special Port Authority (KSOP). The method used is a combination of field and library research, with direct observation and active participation for six months. The results indicate that the certification process at KSOP Batam is in accordance with the applicable Standard Operating Procedures (SOP) and supported by the SIMKAPEL system. The study concludes that compliance with regulations and the utilization of digital systems are essential for maritime safety and efficiency.

This research aims to provide an in-depth explanation of the extension procedure for the Equipment Safety Certificate of the Tug Boat TB. Mitra Jaya XVI. This process is conducted at the Class I Port Authority and Harbormaster's Office (KSOP) Dumai and managed by PT. Berlian Ocean Shipping Dumai as the shipping agent. The equipment safety certificate is a vital document ensuring the seaworthiness of the vessel's equipment and compliance with maritime regulations. The research methodology utilized is a combination of Field Research—involving direct observation at the site—and Library Research—for gathering relevant regulatory and theoretical data. The findings indicate that the process for managing the certificate extension has generally complied with the established Standard Operating Procedures (SOP). Nevertheless, applicants still face significant obstacles during the application process. These constraints include delays in document inspection by related parties and technical issues within the online SIMKAPEL system (Information Management System for Harbormaster and Ship Services), which frequently experiences disruption. These system outages repeatedly lead to the postponement of certificate issuance. The conclusion of this study emphasizes that while formal procedures are followed, there is a necessity for optimizing the ship agency services and internal supervision. It is crucial to implement improvements to the technical system of SIMKAPEL and enhance internal coordination between surveyors and administrative staff at the KSOP to reduce waiting times, ensuring that certificates are issued promptly for the smooth operation of the vessel.

PT. Pelayaran Dwi Putra Laksana Batam operates in the sector of ship security services and shipping management (shipping agency), providing support for both domestic and international voyages. Its services include handling vessel arrival and departure permits, processing entry and exit permits for foreign crew members, renewing ship and crew certificates, and managing administrative procedures for seafarers’ sign-on and sign-off documentation. The document management process begins when crew members either sign a Sea Work Agreement (PKL) for employment on Indonesian-flagged ships or enter into a work agreement for service on foreign-flagged vessels. This paper employs field observation and literature review methods to present a comprehensive description of the document processing mechanisms at PT. Pelayaran Dwi Putra Laksana Batam based on operational requirements. The discussion focuses on outlining the workflow of seafarer book sign-on procedures, starting from the shipowner’s notification regarding scheduled crew changes to final administrative completion at the Batam Special KSOP Office. The sign-on document not only verifies the crew member’s official assignment but also functions as a record of their maritime service history. Common challenges include delays in information submission from shipowners, which can prevent timely sign-on and subsequently hinder vessel clearance. Therefore, strong coordination between shipping companies and regulatory agencies is essential to ensure effective fulfillment of responsibilities in managing crew documentation.

This study aims to analyze the strategic role of the shipping agent, specifically PT. Naval Global Trans Belawan Branch, in ensuring the smooth flow of the maritime logistics chain. The shipping agent functions as a crucial intermediary coordinating contasiner distribution, bridging the interests of cargo owners, shipping companies, and the Belawan Port authority. The research utilizes a descriptive qualitative approach, with data collection performed through field observation and documentary study within the Belawan Port environment. The findings identify that the shipping agent holds broad responsibilities, commencing with container booking according to the required type and size, scheduling vessel arrivals and departures, managing customs and port documentation, and monitoring container movements (from the depot to loading onto the vessel). This role is highly instrumental in determining port throughput efficiency. However, in carrying out its functions, the shipping agent encounters several significant challenges. These constraints include limited container availability, disruptions in the port information system which is not yet optimally integrated, and dynamic changes in export-import regulations. These obstacles potentially cause operational delays and an increase in logistics costs. The study concludes by emphasizing the importance of better information technology integration between the shipping agent and the port authority. Furthermore, enhancing the quality of human resources (HR) through training and certification is key to ensuring that agents can respond to regulatory changes and operational challenges quickly and professionally.

This research aims to comprehensively describe and understand the utilization of the SINKARKES system (Ship and Health Information System) in the issuance of the Ship Sanitation Control Exemption Certificate (SSCEC) and the First Aid for Accidents (P3K) Certificate for vessels managed by PT. Surya Samudera Indah Batam. Compliance with ship sanitation and health standards is a mandatory prerequisite for preventing disease spread and ensuring occupational safety in accordance with prevailing regulations. The research methodology employed is field research (field research) to observe direct operational procedures in the field, supplemented by literature review (library research) to strengthen the theoretical and regulatory foundations of the Ministry of Health. The findings indicate that the process of issuing the certificates through SINKARKES begins with agent login access to the official application (sinakarkes.kemkes.go.id) using a registered company account. Subsequently, the agent submits an application for SSCEC and P3K issuance, followed by the completion of data and the uploading of mandatory supporting documents. These documents include the Maritime Health Declaration (MDH), previous SSCC/SSCEC certificates, the P3K certificate, crew list, voyage memo, and the list of last ports of call. Once the documents are verified, the Special Health Quarantine Officer (KarKessus) proceeds to conduct a physical survey onboard the vessel. The main obstacle encountered is poor internet network connectivity in the port area, which often leads to data input failures and double entry errors during certificate printing.

The Indonesia National Single Window (INSW) is an integrated system designed to facilitate, accelerate, and simplify port administration processes through real-time data exchange among relevant agencies. The purpose of this study is to analyze the effectiveness of implementing the INSW system in synchronizing data between customs and other related agencies within the ship agency process at PT. Samudera Shipping Agency Dumai. The research method employed is qualitative, with data collected through library research and field studies. The field study was conducted through direct observation and interviews at PT. Samudera Shipping Agency Dumai, while the library research involved reviewing various related sources, including journals, books, and government regulations. The results of the study indicate that the INSW system makes a significant contribution to harmonizing data between agencies, which positively impacts administrative efficiency, information transparency, and the reduction of data errors, particularly in interactions with customs. The system also supports improved coordination among related parties, such as quarantine offices, harbor masters, and port authorities, thereby enabling more effective services. However, several challenges still hinder optimal performance, including human resource readiness, limited internet connectivity, and dependence on the stability of the central system. These obstacles may lead to technical issues such as system errors, delays in document verification, and even risks of power outages, which could potentially cause delays in data submission and result in sanctions from authorities. In conclusion, the INSW system has proven effective in expediting and simplifying ship agency processes at PT. Samudera Shipping Agency Dumai. Nevertheless, to achieve greater effectiveness, continuous training for human resources, improvement of digital infrastructure, and the development of a more modern, transparent, and internationally competitive system are required.

The operational department at PT. Baruna Mitra Segara Lines Bandar Lampung plays a crucial role in ensuring the timely departure of ships. This study examines how the department monitors ship departures to ensure they occur on time and follow established procedures. The research uses a qualitative case study approach, collecting data through observation and documentation. The findings show that active involvement from the operational department helps reduce technical and administrative issues that may delay departures. Improving human resources and operational systems is essential to guarantee smooth operations. The operational department is responsible for coordinating between departments, checking ship readiness, and monitoring schedules. The department's effectiveness significantly reduces delays and enhances customer satisfaction. The study also highlights that the accuracy of operational work impacts the efficiency, safety, and reliability of the shipping process. Strengthening the monitoring system and improving human resource quality are critical to optimizing the department’s role. However, challenges such as limited resources and outdated information systems need to be addressed to improve performance. This research aims to provide insights for PT. Baruna Mitra Segara Lines management to enhance the operational process of ship departures.

This research aims to analyze the crucial role of the shipping agency—specifically PT. Maritime Network Indonesia Dumai Branch—in preparing the vessel departure and arrival schedule (line-up). Line-up preparation is a strategic process that involves vessel plotting at Pelindo Dumai Port and is vital for supporting the smooth running of port operations and loading/unloading activities. The research methodology includes field research (field research) to observe direct practices at the port and literature review (library research) to reinforce the theoretical and regulatory foundations. The findings confirm that the shipping agency plays an important role in ensuring the efficiency of the port schedule. Nevertheless, in practice, the line-up preparation process faces several significant challenges. These obstacles include the limited authority of local agents in independently determining vessel plotting, restricted coordination meeting schedules, and the continued use of manual and inefficient communication methods. This lack of integrated communication often leads to inaccuracies in the initial line-up preparation, forcing agents to recalculate the previously arranged vessel positions. The conclusion of this study suggests the need for developing an integrated system that facilitates real-time communication and reporting to all relevant agencies. Adopting a digital system will enhance process efficiency, ensure proper documentation, and minimize errors, thereby accelerating the vessel plotting coordination process in the field.

This paper examines the Hotwork Permit Issuance Mechanism on the Zhong Quan 7 Ship. This study aims to determine the Hotwork Permit Issuance Mechanism on the Zhong Quan 7 Ship by PT. Pelayaran Dwi Putra Laksana Batam, and to find out if there are any obstacles in the Hotwork Permit Issuance Mechanism on the Zhong Quan 7 Ship by PT. Pelayaran Dwi Putra Laksana Batam. The research method uses field research methods (Field Research) and library research (Library Research). The results of this study are the Hotwork Permit Issuance Mechanism at KSOP on the MV Ship. Zhong Quan 7. Starting with the agent submitting an application for a welding permit at KSOP through the Inaportnet system and then the agent also submits a manual application to the Harbor Master's Office Post in the work area where the ship will dock for unloading activities. Hotwork Permit is needed for cargo safety welding activities on the MV ship. Zhong Quan 7. The data collection techniques used are library research and field research.

PT. Pelayaran Cahaya Papua Dumai Branch is one of the companies operating as a Shipping Agency (ship agency) which provides domestic and international services. PT. Pelayaran Cahaya Papua also provides ship services such as ship needs (reflagging, fresh water, bunker), and also provides services for processing ship certificates that are entering their expiry date. The discussion presented in this paper is the Ship Sanitation Control Exemption Certificate (SSCEC) Certificate Extension Procedure at the Class I Port Health Office (KKP) by PT. Dumai branch of the Papua Light Cruise. In the Ship Sanitation Control Exemption Certificate (SSCEC) Certificate Extension Procedure, the company deals directly with relevant agencies, both government and private (companies). By having a good relationship with the shipowner (ship owner) who has been given the authority to make a Letter of Appointment (LOA) agreement to agent their ships, the Company can more freely convey information regarding ship certificates because information regarding ship certificates has a very important role in managing the arrival and departure of ships. To obtain data, the author used 2 (two) types of observation methods in collecting data, namely direct observation of field study and library study. Thus the author can conclude that the procedure for extending the Ship Sanitation Control Exemption Certificate (SSCEC) at the Class I Port Health Office (KKP) has been running smoothly.

This paper explains the role of technology in optimizing container yard (CY) management at PT. Masaji Kargosentra Tama Belawan. PT. Masaji Kargosentra Tama Belawan is a shipping company that is a multimodal transport business entity, this company operates in the field of domestic warehousing services and import and export container Freight Station (CFS), with warehouse supply and distribution services. The container yard is one of PT's main facilities. Masaji Kargosentra Tama Belawan is used to form containers to minimize the risk of ship delays resulting in decreased loading and unloading production. In managing container yards, there are obstacles, including incompetent human resources and high implementation costs. For this reason, the purpose of writing this paper is to determine the role of technology in optimizing container yard (CY) management. The aim of this research is to find out the port service process and what obstacles occur during the port service process. There are several obstacles experienced by service users in ship service activities via Inaportnet. The first is that PNBP payments (VTS, signs and dangerous goods) are still manual, the reason being that service users don't understand Inaportnet. Apart from that, updates to computer devices. When using Inaportnet, system errors often occur. Efforts that can be made are to carry out updates so that PNBP payments can also be made online, carry out training and socialization about Inaportnet filling, update computer equipment and evaluate and upgrade the Inaportnet application.

Pelayaran Semesta Sejahtera Lestari Belawan is a company that operates as a shipping agency (ship agency) which provides domestic and international services. The process of handling ship departure (clearance out) at PT. The Semesta Sejahtera Lestari Belawan voyage starts when the ship has finished carrying out activities at the port, the agent makes another request for ship departure or Clearance Out. The Clearance Out process is a maximum of six hours before the ship leaves, the agent submits a ship out service in the Inaportnet system. To issue an SPB (Sailing Approval Letter), the agent must complete all documents and costs which are the agent's responsibility. For the issuance of an SPK (Work Order), guide the ship out no later than one hour after the SPB (Sailing Approval Letter) is issued. After processing the SPB (Sailing Approval Letter) is complete, the agent will take the ship documents and SIB (Sailing Permit) at KSOP. PT Pelayaran Semesta Sejahtera Lestari is a company that operates in the service and agency services sector, in other words a representative of the general agent/principle to take care of ship documents and take care of all ship needs that are needed when the ship is at the port. The purpose of writing this paper is to find out and analyze how to optimize the making of Dahsuskim permits for the residence permits of foreign crew who will work on lay up ships at PT. Trans Shipping Agency Batam and foreign crew who are in Indonesian waters for a long time must be in Dahsuskim. The method used in collecting data is using the Field Research and Liberary Research methods. Dahsuskim is a limited stay permit for Special Immigration Facilities which is specifically intended for foreign workers who work on ships or floating equipment in Indonesian waters. The long processing process has had a significant impact on foreign workers and companies. In carrying out Lay Up activities, the Ship Owner appoints an agent or shipping company to manage all processes of Lay Up activities including taking care of the ship's needs and the needs of the ship's crew. In contrast to routine ships, Lay Up ships will stay for a long time in Indonesian waters and must have permits including residence permits for foreign crew entering and exiting Indonesia.
