This study aims to analyze the strategic management of disaster services in handling flood-affected communities in Surabaya City. This study uses a qualitative descriptive approach with an analytical framework of strategic management theory according to Wheelen and Hunger (2008), which includes four main stages: environmental observation, strategy formulation, strategy implementation, and evaluation and control. Data were obtained through documentation studies, field observations, and secondary data searches from official reports from the Regional Disaster Management Agency (BPBD), the Central Statistics Agency (BPS), and relevant online sources. The results show that the BPBD of East Java Province has implemented a systematic strategic management cycle in disaster services. During the environmental observation stage, the BPBD was able to identify the main threat in the form of the dominance of hydrometeorological disasters, particularly floods. During the strategy formulation stage, the BPBD established a mission, objectives, and strategic policies focused on disaster risk reduction, increasing community preparedness, and strengthening cross-sectoral coordination. Strategy implementation is realized through mitigation, preparedness, and emergency response programs, as well as the utilization of early warning systems and command centers. Meanwhile, evaluation and control are carried out continuously through monitoring disaster events and adjusting policies based on actual conditions in the field. The flood-affected community management strategy demonstrates a responsive and collaborative approach, despite still facing structural challenges such as tidal flooding and limited drainage infrastructure. This study concludes that implementing strategic management based on the theory of Wheelen and Hunger (2008) can improve the effectiveness of disaster services, but requires strengthening long-term mitigation and community empowerment.

This study examines the collaboration between the Regional Disaster Management Agency (BPBD) and community organizations, specifically the Forum for Disaster Risk Reduction (FPRB), in implementing community-based disaster mitigation policies in Tamanayu Village, Lumajang. Using a qualitative case study approach, the research explores the dynamics, processes, challenges, and successes of collaborative efforts in disaster risk reduction (DRR) at the local level. The analysis highlights the significance of participatory strategies, local knowledge, and community empowerment in enhancing disaster preparedness and resilience. The involvement of multiple stakeholders—including government, community members, academia, private sector, and media—underpins the practice of the Pentahelix concept, fostering an integrated approach to disaster mitigation. The findings reveal that effective collaboration depends heavily on mutual trust, shared understanding, and a robust institutional framework that embeds disaster mitigation within the social fabric of the community. Challenges identified include coordination issues, limited resources, bureaucratic barriers, and disparities in perception and capacity among stakeholders. Despite these obstacles, the community's proactive measures, such as self-organized simulations and local resource utilization, demonstrate increasing resilience and capacity. The study underscores the importance of strengthening local institutional support, continuous capacity building, and the integration of indigenous knowledge to ensure the sustainability of disaster mitigation efforts. Furthermore, strategic alignment and synchronization between BPBD's top-down policies and bottom-up community initiatives are crucial for effective implementation. The research provides valuable insights into how participatory governance and community empowerment can lead to more resilient societies capable of adapting to evolving risks, including climate-change impacts.

This study aims to identify and analyze the main challenges in the implementation of e-government in Papua Province, employing a descriptive qualitative approach based on secondary data. Papua, with its unique geographical conditions and socio-cultural characteristics, faces considerable obstacles in digital transformation, despite national policies to accelerate the Electronic-Based Government System (SPBE). The analysis highlights several key challenges, including limited ICT infrastructure, low digital literacy, weak system interoperability, cultural resistance, and the absence of adaptive regulatory frameworks. To comprehensively interpret these complexities, this research integrates multiple theoretical lenses, namely the Technology-Organization-Environment (TOE) framework, the Unified Theory of Acceptance and Use of Technology (UTAUT), ICT readiness, and organizational resistance theory. Findings reveal that while Papua’s internet penetration rate has reached 69.91%, the adoption and utilization of public digital services remain significantly low. This gap reflects a disconnect between technological availability and institutional as well as cultural readiness. Moreover, the lack of involvement of local communities and indigenous leaders in the design and implementation of digital services has exacerbated the challenges of public acceptance and trust in government-led innovations. These limitations not only hinder service delivery but also create disparities in the broader agenda of equitable digital transformation across Indonesia. In response, this study recommends several strategic solutions: strengthening ICT infrastructure to reduce connectivity disparities, enhancing digital literacy programs tailored to local needs, drafting regulations that are context-sensitive and flexible, and applying cultural-based as well as participatory approaches to increase legitimacy and acceptance. By doing so, e-government initiatives in Papua can become more inclusive, sustainable, and effective. Overall, this study contributes to the literature on e-government in disadvantaged and high-complexity regions, emphasizing the urgency of inclusive and equitable digital policy design.

This study aims to analyze the effectiveness of the use of Village Funds in Mengkait Village, South Siantan District, Anambas Islands Regency, Riau Islands Province. The Village Fund is a strategic policy of the government in order to accelerate the development and empowerment of village communities, so it is necessary to evaluate the extent to which the funds are used appropriately and effectively. The research approach used is qualitative descriptive with data collection techniques through in-depth interviews, observations, and documentation of informants consisting of village officials, community leaders, and beneficiary communities. This study uses four indicators of effectiveness, namely accuracy of timing, accuracy of cost calculation, accuracy in measurement, and accuracy in thinking. The results of the study show that the use of Village Funds in Mengkait Village in general has been quite effective. The timeliness of the implementation was largely achieved, although some activities experienced delays due to weather and logistical factors. In terms of cost calculation, the village government has prepared the budget in a participatory and transparent manner, although there have been some adjustments due to price changes in the field. Accuracy in measurements shows that physical activities have been carried out in accordance with the technical plan, although there is still a need for increased supervision and accuracy in implementation. Meanwhile, precision in thinking is reflected in program planning that starts to be based on data and the real needs of the community, although not completely visionary or long-term. The village government has shown progress in implementing the principles of good governance and village development management. In conclusion, the effectiveness of the use of Village Funds in Mengkait Village has reached a fairly good level. To increase effectiveness in the future, it is recommended to increase the capacity of village officials, strengthen the monitoring and evaluation system, and actively participate of the community in all stages of Village Fund management.

This study aims to describe and analyze: How is the appropriate technical management of regional assets based on applicable laws and efforts made by the East Java Provincial Government in managing regional assets to optimize Regional Fiscal Potential. This study uses a qualitative method of the Case Study approach. The data collection techniques used in this study are through observation, interviews and documentation.  The data was analyzed using an interactive model analysis developed by Miles and Huberman with three procedures, namely data reduction, data display, and conclusion. The results of the study show that the technical management of regional assets carried out by the East Java Provincial Government in managing regional assets in order to optimize Regional Fiscal Potential includes Technical Utilization of Regional Assets in the form of Leases running in accordance with the rules that have been set, this can be seen from the policies used, namely the Governor of East Java Regulation Number 108 of 2018 concerning the Implementation Regulations of the East Java Province Regional Regulation Number 10 of 2017 concerning Management of Regional Property.Technical Utilization of Regional Assets in the Form of Borrowing and Using Property Based on Article 157 of Permendagri Number 19 of 2016, the Implementation of Borrowing and Use is outlined in the agreement and signed by: a.Borrowers and Governors/Regents/Mayors, for regional property that are in the Goods Manageriii; and b. Borrowers and Goods Managers, for regional property that is in the Goods Users.  The technical utilization of regional assets in the form of Build to Hand Over / Build to Hand Over is carried out through a Build to Hand Over Agreement / BOT (Bulit Operate Transfer) covering aspects of Civil Law, Land Law (Agrarian), and Administrative Law.  The Utilization of Regional Fixed Assets in the Form of Inventory Infrastructure Provision is carried out through SOPs consisting of four, namely; Issuance of Regional Head Decree on Infrastructure Provision Cooperation (KSPI), Selection and Determination of KSPI Partners, Implementation of KSPI and Termination of KSPI. Efforts made by the East Java Provincial Government in managing regional assets to optimize regional fiscal potential, including identification and inventory of the value and potential of regional assets, assessment of regional assets. This study aims to describe and analyze: the management of Regional Original Revenue in Regional Revenue of Malang Regency for regional development, the obstacles faced by the Regional Government of Malang Regency in the Management of Regional Original Revenue and the efforts made as well as the recommendations of the PAD management model. The research is descriptive analysis with the type of research being field research. The data analysis technique uses a technique developed by McNabb (2002), namely Grouping the data according to key constructs, identifying bases for interpretation, developing generalizations from the data, Testing Alternative interpretations and Forming and/or refining generalizable theory from case study. The results of the study show that regional financial management in Malang Regency, especially the Regional Original Revenue (PAD) management policy in Malang Regency, has not been fulfilled because the Regional Government of Malang Regency has not made sufficient and adequate contributions or regional revenues have not been in accordance with what is hinted at in the 2023 budget period. Some of the obstacles faced by Malang Regency in managing local revenue are: a. Limited authority in the collection of Regional Original Revenue. b. Human Resources (HR) of government apparatus to support the mastery, utilization and development of science and technology, supporting facilities and infrastructure, especially to provide convenience for taxpayers and in the development of the management of potential and sources of income need to be improved. Efforts made to increase the Regional Revenue of Malang Regency for the implementation of development are as. Intensifying and extensifying regional taxes and regional levies and exploring the potential of regional revenues to be developed by referring to existing laws and regulations
