Implementasi dan Dampak Pembangunan Gedung Pasar Raya Fase VII terhadap Keberlanjutan Ekonomi Pedagang di Kota Padang

Market revitalization is a local government policy aimed at improving the quality of traditional market facilities while supporting the community's economic activities. However, the implementation of revitalization policies often faces challenges, as physical market improvements are not always accompanied by an improvement in the traders' economic conditions. This study aims to analyze the implementation of the use of the Phase VII Pasar Raya (Central Market) building and its impact on the economic sustainability of traders in Padang City. The study employs a qualitative approach using a case study method. Data were collected through observation, in-depth interviews, and documentation involving traders operating in the Phase VII Pasar Raya building. Data analysis was conducted using the interactive model developed by Miles, Huberman, and Saldaña, comprising data condensation, data display, and conclusion drawing. The results indicate that the revitalization of Phase VII Pasar Raya successfully improved the quality of facilities, cleanliness, security, and orderliness within the market. However, these physical improvements have not fully translated into better economic conditions for the traders. Most traders experienced a decline in customer numbers and income following relocation, due to suboptimal kiosk accessibility and uneven visitor flow. Nevertheless, the traders have managed to sustain their businesses through various forms of adaptation to the new trading environment. These findings imply that the success of market revitalization cannot be measured solely by physical development; it must also be assessed based on the policy's ability to enhance market accessibility and support the economic sustainability of the traders the key actors in trading activities.
