The implementation of public communication ethics codes in governmental policies encounters complex challenges in achieving optimal transparency, accountability, and responsiveness standards. This qualitative research employs library research methodology to analyze the effectiveness of public communication ethics code implementation mechanisms through normative examination of official government communication practices. Systematic content analysis of regulations, policies, and communication practice documentation reveals significant disparities between normative idealities and operational realities in field implementation. Findings indicate structural, cultural, and technological factors serve as primary determinants of implementation success. The digital era and post-truth phenomena present additional complexities in managing ethical public communication. Technological adaptation inadequacies, institutional coordination fragmentation, and organizational commitment variations influence the consistency of communication ethics standard application. A comprehensive evaluation model integrating input-process-output-outcome dimensions is essential for measuring implementation effectiveness. Recommendations encompass institutional capacity strengthening, adaptive regulatory framework reformulation, and development of communicative accountability systems responsive to contemporary dynamics. This research contributes to developing theoretical frameworks for public communication ethics code implementation within Indonesian governmental governance contexts.

Effective public policy communication is a crucial factor in ensuring public understanding, acceptance, and participation in the process from policy formulation to implementation. In this context, public affairs plays a strategic role as a liaison between policymakers and the public through information management, stakeholder relationship building, and facilitation of ongoing public dialogue. This study aims to analyze the role of public affairs in realizing effective public policy communication and its contribution to increasing public understanding and participation. The research method used is a descriptive qualitative approach with data collection techniques such as in-depth interviews, observation, and documentation of policy communication activities. The results show that public affairs strategies include policy publication, stakeholder engagement, media relations management, and the use of digital communication. However, obstacles remain, such as limited two-way communication and unequal levels of public understanding of policies. This study emphasizes the importance of strengthening participatory communication, information transparency, and innovation in public affairs practices to improve the effectiveness of public policy implementation.

People with disabilities continue to experience barriers in accessing education, employment, and social participation, requiring active government involvement through inclusive programs. One such initiative is the International Disability Day event organized by the South Tangerang City Social Service in collaboration with Rumah I’m Star. This study aims to analyze the public relations activities of the South Tangerang City Social Service by examining problem identification, planning, implementation, and interpretation in organizing the event. The research is based on the public relations model of Cutlip, Center, and Broom, which includes four stages: defining the problem, planning and programming, taking action and communicating, and evaluating the program. A qualitative approach with a descriptive method was employed. Data were collected through interviews, observations, and documentation, involving purposively selected informants from the Public Relations Division of the Social Service, the founder of Rumah I’m Star, beneficiaries, and public relations experts. The findings show that the Social Service identified low public awareness of disability issues as the main problem and responded by developing a collaborative communication strategy with Rumah I’m Star. The activities implemented included art performances, talk shows, and a bazaar showcasing the works of persons with disabilities, which were disseminated digitally. Program evaluation was conducted internally without standardized measurement instruments, limiting interpretation to event outcomes and participant involvement. Overall, the study concludes that these public relations efforts enhanced government communication and promoted inclusion awareness, although broader public engagement is needed for sustainable impact.

This study is titled Analysis of the Incumbent's Defeat in the 2024 Regional Head Election in East Flores Regency (A Study of Antonius Hubertus Gege Hadjon's Defeat in East Adonara District), with the aim of analyzing the factors that led to the defeat of incumbent Antonius Hubertus Gege Hadjon in the 2024 Pilkada. This study uses Pierre Bourdieu’s political modality theory, including political, social, economic, and cultural capital. A qualitative approach with a descriptive method is employed, and data is collected through interviews with subjects consisting of the incumbent candidate, a religious leader, a youth leader, a community leader, two party representatives, and the success team. The study focuses on the support base in East Adonara District. The results of the study indicate that the incumbent's defeat was caused by the weakening of political capital, especially due to the vacancy in the regent’s position for two and a half years, which strengthened the opponent's position. This caused stagnation in public services and a decrease in the intensity of local government communication. In addition to these structural factors, weak internal party consolidation and public sentiment about uneven development also contributed to the defeat, indicating the incumbent's failure to manage his political capital amidst the dynamics of governance.

The Regional Secretariat of Bogor City, through the Protocol and Leadership Communication Division (Prokompim), utilizes social media as a medium for public communication, focusing on the Instagram account @pemkotbogor. This study aims to analyze how the account is managed as a communication medium by the Public Relations Division and to identify the communication model applied using the Circular Model of SoMe for Social Communications (Share, Optimize, Manage, Engage). Using a qualitative descriptive method with interviews, observations, and literature studies, the research found that @pemkotbogor is managed systematically through information sharing, content optimization, account management, and public engagement. The implementation of this model has made Instagram an effective platform for disseminating government policies, promoting official activities, and strengthening the city government's positive image. Overall, the account’s management has been effective and supports two-way communication between the government and the public, though improvements are still needed in real-time interaction and creative content development to enhance engagement.

In the digital era, local governments face significant challenges in building a positive public image of regional leaders. The changing public communications landscape driven by technological advancements demands public relations (PR) strategies that are not only informative but also able to engage the emotional and symbolic dimensions of society. The main problem identified is the limited effectiveness of PR content strategies in changing public perceptions. Most content still emphasizes the delivery of factual information, but does not optimally develop narratives, symbols, and interactions that can strengthen the leadership image. This study analyzes this problem using the ADO (Antecedent-Decision-Outcome) approach. Within this framework, PR content innovation is positioned as a prerequisite factor (antecedent), digital communication strategies as the decision (decision), and the formation of the regional leader's image as the final outcome (outcome). The study was conducted using a Systematic Literature Review (SLR) of seven scientific articles that met the inclusion criteria. The analysis is supported by Image Management Theory, Government Communication Theory, and the New Public Governance paradigm, which emphasizes collaboration, transparency, and public participation in governance. Research findings indicate that innovative digital communication strategies—such as the use of social media, visualization of leadership activities, personal narratives, and two-way interactions with citizens—have a significant impact on building and strengthening a positive image of regional leaders. This approach not only increases public trust but also creates more meaningful engagement between leaders and the public. The study's findings confirm that PR plays a strategic role as a key actor in shaping public perceptions of regional leadership in the digital era. The success of image building depends not only on the quality of the message, but also on PR's creativity, consistency, and ability to adapt modern communication technology to meet the dynamics of public information needs and expectations.

In the digital era, government public communications face complex new challenges, particularly in building positive public perceptions of government performance. Digital transformation has changed patterns of interaction between the government and the public, creating an increasingly critical, connected, and participatory society. The primary issue in this research is the effectiveness of government Public Relations (PR) digital communication strategies in responding to the dynamics of this digital society. The research focuses on how innovations in government PR communication content influence public perceptions in the context of digital public communications. This research uses a Rapid Review approach, analyzing nine relevant scientific articles published in 2025 and applying the ADO(Antecedent–Decision–Outcome) framework. Three main theories serve as the basis for the analysis: Government Communication Theory, Image Management Theory, and Digital Public Participation Theory. The findings indicate that the success of government public communications in the digital era is significantly influenced by three main factors: first, innovative, creative and interactive content that attracts attention and builds engagement; second, a two-way communication strategy that adapts to public feedback; and third, consistency in shaping and maintaining a positive and credible digital narrative. Furthermore, this research reveals that participatory and open digital communication can increase public trust, reduce disinformation, and strengthen the legitimacy of government institutions. Thus, this research provides a practical contribution to the development of public communication strategies that are more participatory, inclusive, and responsive to the dynamics of the digital era. The results of this study are expected to serve as a reference for government communication practitioners in designing effective and relevant public communication policies amidst the rapid and competitive flow of information.

The Communication and Information Service (Diskominfo) has a strategic role in building a positive image of local government agencies. This literature review research aims to analyze the role and strategy of public relations of the Serang City Diskominfo in building an organizational image. The research method uses a descriptive qualitative approach with literature study techniques through the collection and analysis of scientific literature from journals, reference books, and relevant official documents. The study focuses on the concepts of public relations, image management, and communication of government organizations. The results of the study show that the role of public relations of the Serang City Diskominfo includes the functions of internal and external communication, information management, and the formation of public perception. The main strategies used include the development of communication media, periodic publication programs, and persuasive approaches to build public trust.
