Bureaucratic reform is one of the government's efforts to realize good governance and carry out reforms and fundamental changes in the governance system, especially from the institutional (organizational) aspects, management and human resources apparatus. Bureaucratic reform is the basis for changes in the life of the nation and state. Through bureaucratic reform, the provision of an efficient and effective government management system can be carried out. Public service is a reflection of the bureaucratic condition of a region, because public service is directly related to the real needs of the community and the government's role is to provide the needs of the public service itself. The protection of women and children from acts of violence is part of the public services provided by the government for women and children victims of violence. Violence against women and children is one of the issues that is of concern to the government. There is a trend of increasing cases of violence against women and children. The increase in incidents of violence has provided a solid basis for the government and stakeholders to accelerate progress on reducing violence against women and children.Protection of women and children as part of public services carried out by the government in the implementation of bureaucratic reform is carried out according to applicable regulations, to optimize the function of services for protecting women and children, it is necessary to optimize the role of service implementers, implementing human resources who have competence, collaboration of all relevant stakeholders, preparing tools which will serve as a guideline and carry out monitoring and evaluation functions.

Issuance of General Election Commission Regulation Number 10 of 2023 concerning the Nomination of Members of the DPR, Provincial DPRD and Regency/City DPRD, special wabil Article 8 paragraph (2) raises a new polemic because it is felt to deny the value of the struggle for democracy and the rule of law principle which has been painstakingly built so far sucks. The regulation is considered to reduce and distort the instrument of struggle for women's groups known as the affirmative action quota for women's representation of 30% in Parliament. The purpose of this study is to describe the problems that occur and discuss them in depth through methodological analysis. The research method that the author uses in this work is normative-juridical research with a library research approach which is coupled with gender theory and democratic principles and which is linked to the theme of this research discussion and uses qualitative methods. Research results Based on the description above, the authors conclude that Article 8 paragraph (2) PKPU 10/2023 is contrary to the principles of non-discrimination and the substantive equality and justice approach because it is not in line with the spirit of The Convention on the elimination of All Forms of Discrimination against Women (CEDAW ) which is further regulated in Law no. 7/1984 concerning the Convention on the Elimination of All Forms of Discrimination Against Women. Furthermore, the PKPU is not in line with the idea of ​​equality contained in the body of the 1945 Constitution of the Unitary State of the Republic of Indonesia such as Article 27 paragraph (1), Article 28D paragraph (3), Article 28H paragraph (2), and Article 28I paragraph (2). Article 8 paragraph (2) PKPU 10/2023 does not follow up on the essence of the legal norms of Article 245 Law Number 7 of 2017 concerning General Elections.

A woman's nature is to conceive and give birth. So when they get married they are required to have children. When they do not have children, there are stigmas that society gives to these women without seeing the cause. Such as barren women and less perfect women. This is called prejudice because it is not based on adequate knowledge, experience or evidence. Such conditions are inseparable from the social construction of women's gender roles, when a woman does not get pregnant, she will be stigmatized and reprimanded by family and society. Society will more often give a negative label to married couples who do not have children, especially to women who are the center of motherhood without seeing the causal factors or conditions that are being experienced by the married couple. In this study, researchers used qualitative research, with the research location in Sungai Besar Village, Lingga Regency. Determination of informants by pupose sampling, namely a sample that is chosen deliberately by considering that the selected informants are considered capable of providing the information needed. The informants in this study totaled sixteen informants, informants from married couples who did not have children, families and the community of Sungai Besar Village, Lingga Regency. This research was conducted to find out the impact of community stigma for married couples who do not have children. The theory used in this study is the theory of stigma by explaining the form of stigma and self-concept and the view of society by Erving Goffman. The results showed that there is an impact of community stigma for married couples who do not have children in Sungai Besar Village, Lingga Regency. Community stigma is inseparable from the process of detection and community interaction. The causes of stigma are patriarchal culture in society, education level, age, gender, and social conditions. The era of media convergence makes life easier with the adoption of knowledge through online media. In addition to obtaining various information, online media also has a significant contribution in changing the behavior of its users in responding to a phenomenon in everyday life. Especially women whose roles in this era of media convergence are increasingly complex. He not only acts as the head of the household, but sometimes his role is also as the head of the family to make a basic living or just as a breadwinner to support household life. In addition, responding to the phenomenon of domestic violence that is often found in the news, makes women try to also contribute to maintaining the integrity of their household by minimizing this phenomenon in their family. Various efforts have been made, one of which is to increase understanding of domestic violence itself. Through digital literacy, it is hoped that apart from having their own understanding of domestic violence, they can also share this information with their own environment and family. So you can anticipate it if it hasn't happened yet, and minimize it if it does happen without realizing it.The phenomenon of women in the category of always doing digital literacy in using online media is 66.93%. This is almost entirely dominated by women empowerment activists in RW XIII Pucang Gading Housing. Where besides having activities outside the home as an employee, educator, NGO member, businessman, doctor and so on, they are also very responsive to the importance of gender equality in running a household life. While the results of research to adopt knowledge and understanding of digital literacy regarding steps that can be anticipated to minimize the phenomenon of domestic violence obtained results of 61.66%. One of them is that women must also be economically independent and have positive activities in order to increase welfare for the family. Thus, respect arises from the partner to put more effort into efforts to achieve in activities to seek economic sufficiency for the needs of the family which is increasing from time to time. In this study, the final results showed that there was a positive relationship between online digital media literacy and the phenomenon of domestic violence by 58.12% of respondents who had high digital literacy in online media also had a household life that was quite harmonious, far from the various categories that caused the phenomenon of domestic violence.

This study aims to find out what challenges parents face in online learning and to what extent parents are ready for online learning to take place. The research method used is a systematic literature review (SLR). The results of the study show that the challenges faced by parents in online learning include time constraints, learning atmosphere, digital literacy, facilities and infrastructure, gender, children's social development, children's health, and parents' social status. The results of the study also show that parents are not ready for online learning to be implemented. Future research needs to look at parents' views on children's cognitive development in online learning and develop appropriate learning platforms so that teacher-student-parent communication can be well established in online learning

Entrepreneurship learning is the process of acquiring knowledge and skills related to entrepreneurship, including the ability to recognise and develop new business opportunities, effectively manage resources, and take calculated risks in order to achieve success in business ventures often associated with intentional entrepreneurship refers to a person's motivation or inclination to launch a new business venture. The focus of this study is on entrepreneurial learning and intention, and it employs a systematic review methodology from 2021 to 2023 scopus database. The focus of research related to entrepreneurship learning and entrepreneurship intention focuses on several things such as experiential learning practice, individual characteristics such as gender, age, proximity to entrepreneurship, academic performance, previous work experience, and propensity for risk and observe the change, innovation, one-day female-focused STEM-based entrepreneurship program, entrepreneurial self-efficacy, young employees’ perception of their current paid jobs, creativity among female learners, cognitive and social conditions, creative self-efficacy, and theory of planned behavior.

In Indonesia, now it doesn't look at gender differences, meaning that in this era it's not only men who can make decisions in doing business, but women can make decisions and to pursue the businesses they own. Currently, single parent women can also have a business to meet family needs and participate actively in social life, government organizations or local organizations. Therefore the district government. Sidoarjo provides assistance through the Independent Women's Business Card (KURMA) program for single parent women to create and advance their businesses. With the implementation of this program, many women experience confusion in creating new UMKM and developing their businesses. The purpose of this socialization is to assist women in providing UMKM business ideas, reducing women's poverty, increasing women's income, increasing knowledge and knowledge along with the quality of human resources, especially women. Apart from that, our goal is to invite the women's community to become a community that is friendly to banks and the economy.
