Package C equivalency education is a strategic non-formal education policy designed to provide senior secondary education access for citizens who are not served by the formal schooling system. This study evaluates the implementation of the Package C Equivalency Education Policy at the Non-Formal Education Unit Sanggar Kegiatan Belajar in Batudaa District, Gorontalo Regency, Indonesia. The study addresses the gap between the policy objective of expanding equitable access to secondary education and the practical constraints found in local implementation. Using a qualitative evaluative case study design, the research applies the Context, Input, Process, and Product evaluation model. Data were collected through in-depth interviews, observation, and document analysis involving program managers, tutors, learners, parents, alumni, and non-formal education supervisors. The findings show that the policy is contextually relevant to learners who face economic barriers, employment demands, age constraints, and limited access to formal schooling. However, input capacity remains insufficient due to limited tutor availability, inadequate andragogical competence, insufficient learning media, and learning modules that are not yet fully contextualized. The process dimension reveals inconsistent learning schedules, lecture-dominated instruction, weak adult-learning practices, and suboptimal monitoring. Product evaluation indicates positive outcomes in graduation, academic confidence, and access to administrative requirements for work or further study, but practical skills and socio-economic impacts remain limited. The study concludes that Package C policy implementation requires stronger socialization, tutor capacity development, contextual learning resources, flexible learning management, and local policy support to generate sustainable public value.

The implementation of Electronic-Based Government Systems (Sistem Pemerintahan Berbasis Elektronik/SPBE) represents a strategic instrument of public administration reform aimed at improving service quality, efficiency, and governance through digital transformation. However, empirical evidence across countries indicates that the effectiveness of digital government initiatives is frequently constrained by persistent competency gaps among public sector personnel. This study conducts a thematic literature review to systematically identify, classify, and synthesize scholarly findings on competency gaps affecting SPBE and digital government implementation within the field of public administration. Drawing on peer-reviewed international literature published over the last decade and indexed in Scopus, Web of Science, and DOAJ, the review applies a narrative–synthetic approach supported by thematic analysis. The findings reveal four dominant dimensions of competency gaps: technical–digital competencies, managerial and digital leadership competencies, cross-sectoral collaborative competencies, and adaptive learning competencies. These gaps are shaped by interacting individual, organizational, and systemic factors, including misaligned human resource management practices, fragmented bureaucratic structures, and limited capacity-building mechanisms. Using Competency-Based Human Resource Management (CBHRM) as the primary analytical lens, and reinforced by Digital Government Theory, Digital Era Governance, and Capacity Building Theory, this study demonstrates that competency gaps are structural rather than merely individual deficiencies. The article contributes theoretically by integrating human resource and digital governance perspectives into a unified analytical framework, and practically by offering policy-relevant insights for strengthening public sector capacity and enhancing the sustainability of SPBE implementation.

Public health is a crucial aspect of improving well-being, particularly at the village level. However, in Srigading Village, Lawang District, Malang Regency, access to information related to health services remains a significant challenge, resulting in suboptimal utilization of Posyandu and Puskesmas services. To address this issue, a web application called “Srigading Sehat” has been developed as a digital platform providing health service information through interactive maps and service schedules. This community service activity employs the IDEA approach (Identify Objective, Design Action Steps, Engage Our Plan, Assess and Follow Up) as a systematic framework. The Identify Objective stage identified limitations in health information access; Design Action Steps designed a participatory learning-based application development model; Engage Our Plan implemented application development, socialization, and training for 25 participants comprising village officials, posyandu cadres, and the general community; and Assess and Follow Up evaluated achievements through Firebase Analytics monitoring. Results showed increased health information access marked by 500 health information page visits within the first 30 days of launch, with total Firebase reads reaching 631 (+1,026.8%). Four village health facilities are actively registered and using the application to independently update their service information. This application is anticipated to serve as an appropriate technological innovation contributing to the enhancement of health services at the village level.

This community service program focuses on transforming financial management at Pharmacare Pharmacy Ciputat through the integration of digital accounting and strengthening human resource (HR) management. The background to this activity stems from the problem of partners who still rely on manual recording for financial transactions, inventory management, and report preparation. This condition results in inefficiency, late reporting, potential recording errors, and difficulties in strategic decision-making. In addition, limited HR competency in the use of digital accounting technology and the absence of financial standard operating procedures (SOPs) are major obstacles to improving organizational performance. The main objective of this activity is to implement an integrated digital accounting system capable of producing real-time financial reports, increasing inventory management efficiency, and building transparent financial governance. Simultaneously, employee competency is improved through intensive training and mentoring in the use of accounting software and the preparation of financial SOPs. The involvement of students and faculty in this activity aligns with the spirit of Independent Learning and Independent Campus (MBKM) and supports the achievement of the university's Key Performance Indicators (IKU), particularly in providing off-campus experiences and utilizing work results for the community. Through this program, it is hoped that Pharmacare Ciputat Pharmacy can improve operational efficiency, strengthen business sustainability, and provide more optimal healthcare services. More broadly, this activity contributes to community economic empowerment by strengthening the capacity of small businesses in the healthcare sector.

Paopao Village, Tanete Rilau District, Barru Regency, is one of the centers of cattle farming, as well as one of the sub-districts that received an allocation of Limited Production Forest management so that community groups who are members of the Forest Farmer Group (FFG) can apply the Agroforestry agricultural pattern, which was later developed into an Agrosylvopastura pattern with the management of animal feed crops. During this time, traditional livestock breeding communities still rely on natural feed and plant waste which is increasingly difficult to obtain,in extreme climatic conditions. Plant management in the Agroforestry system is also not optimal. The Community Empowerment Activity implements training and counseling activities as well as a demoplot of Agroforestry management management based on the application of environmentally friendly and sustainable Good Agriculture Practice (GAP) principles in Paopao village, to increase Agroforestry yields.  The method applied at this stage of activities is through the principle of learning by doing, starts from Problem Identification, Planning and Implementation program, and Evaluation of Success and Assistance for Sustainability. In addition to being equipped with knowledge of the implementation of GAP Principles, a demonstration plot for breeding and maintaining Indigofera sp. feed plants, as well as the practice of making complete cattle feed (Complete Feed) so that the community is able to process various natural ingredients into a complete feed formulation. Community empowerment was improved through counseling and training on livestock and crop management. Successful activities increase community knowledge in managing Agroforestry and Agrosylvopastura in an integrated manner based on GAP, as well as the technical ability to make complete feed formulations for cattle in a sustainable manner.

Radicalism remains a widespread global threat, especially in multicultural countries like Indonesia. Educational institutions play an essential role in countering radical ideologies by shaping students' characters to foster resilience against extremism. This paper explores how the synergy between architectural design, the authenticity of the place, and social adaptive learning through social networks and effective curriculum management contributes to creating an effective anti-radicalism learning environment. Using the Systematic Literature Review (SLR) method, this study examines existing literature on educational architecture, place-based learning, effective learning curriculum and integration of social networks in character education. The review highlights how architectural spaces that encourage collaboration and interaction can help foster inclusivity, open dialogue, and social cohesion—key elements in preventing radicalization. In addition, the concept of authenticity of place, which emphasizes the connection between students and their local cultural heritage, is identified as an important factor in building tolerance and social awareness alongside the implementation of an effective learning curriculum. Through place-based learning, students can develop a stronger sense of identity and belonging so that they are less easily influenced by extremist ideologies. Furthermore, integrating social networks into educational environments is examined for their role in promoting socially adaptive learning. Social platforms provide opportunities for students to engage with diverse perspectives, develop critical thinking, and build empathy—skills that are essential to counter radicalization. The SLR method allows for a comprehensive synthesis of research findings, offering new insights into how educational spaces can be designed to foster anti-radicalism character. This study contributes to the body of knowledge on the relationship between architecture, cultural context, effective curriculum implementation, and digital learning and offers recommendations for educational institutions to enhance their role in preventing radicalization.
