This study aims to evaluate the effectiveness of implementing an application-based water payment system as a strategy to reduce consumer arrears. Payment delinquency remains a significant challenge in the management of water utility services, often driven by low payment discipline, limited access to transaction channels, and the inefficiencies of conventional manual systems. Employing a quantitative approach, this research utilizes comparative data collected before and after the implementation of the digital payment application, supported by statistical analysis to measure changes in consumer payment compliance. The findings indicate that the adoption of an application-based payment system has a substantial positive impact on reducing arrears, as reflected in increased payment timeliness and a decline in the number of delinquent consumers. Features such as ease of access, automated notifications, and transparent billing information are proven to enhance consumer compliance behavior. These results underscore that the digitalization of payment systems can serve as an effective solution for improving operational efficiency and supporting the sustainability of water utility services.

The study aims to determine the development of the village Talun Kondot seen: livelihoods, production, education,     institutions, infrastructure, technology, customs and levels of development Talun kondot village. The research was   conducted in the village of Talun Kondot Panombeian Subdistrict Data collection technique used documentation study. The analysis technique used is descriptive qualitative analysis techniques. Research shows that: (1 The livelihood of the people in Talun Kondot is in the agricultural sector, namely growing rice, palm oil, rubber, corn and snake fruit.(2) average income is around 2 million to 2 million 500, (3) education level 60% have graduated from elementary school and some have even graduated from college, (4) existing institutions consist of government institutions, social institutions, educational institutions, economic institutions , health institutions, and the 5 institutions are running well, (5) infrastructure already provided more than 4, namely infrastructure and transport infrastructure, education facilities, health facilities, electric utilities, communications and clean water supply, (6) the application of agricultural technology has been implemented.

At this time, the government is very aggressive in implementing programs to reduce poverty in this country. One of the programs currently running is Self-Help housing stimulant assistance (BSPS) or commonly known as house renovation. To encourage and increase self-sufficiency in improving the quality of houses and building new houses, along with infrastructure, facilities and public utilities (PUPR Ministerial Regulation Number 07/PRT/M/2018). However, the implementation of this assistance program currently still uses conventional methods in collecting data, one of which is data on uninhabitable houses. Every country has a responsibility to fulfill the needs and rights of its citizens to adequate housing, either directly or indirectly. The current condition in Kendal Regency is that ownership of livable houses is still not affordable for some people, this is clearly seen by the existence of slum settlements even in big city areas. There are still many residents who do not have access to their rights to livable housing due to financial limitations. At the requirements engineering stage, the waterfall model is used with the application of a geographic information system. The results of system testing show that the system runs properly according to design.
