Managing Regional Public Service Agency (Badan Layanan Umum Daerah/BLUD) hospitals requires planning and budgeting processes that are accountable, measurable, and aligned with service performance. In practice, BLUD planning is still constrained by fragmented applications (hospital information system/SIMRS, finance, human resources, e-office, and procurement), duplicate data entry, approval delays, and limited monitoring of process compliance. This study aims to analyze requirements and design a web-based BLUD planning information system using an Enterprise Application Integration (EAI) approach through middleware to improve cross-system interoperability, data consistency, and the timeliness of executive reporting. The study adopts the Design Science Research (DSR) framework, comprising problem identification, definition of solution objectives, artifact design and development, demonstration, evaluation, and communication/report writing. The proposed system includes a unit-based budget proposal module and item management, a role-based approval workflow (RBAC) with SLA tracking, a budget ceiling (pagu) master to benchmark proposals, audit trails and report exports, and an executive dashboard integrating budget perspectives, service indicators (e.g., bed occupancy rate/BOR and patient visits), and process compliance. It also provides an integration design via middleware (ESB/message broker) supported by a canonical data model (CDM) and traceable logging (trace_id/correlation_id). Evaluation using black-box testing and API contract testing indicates that the main planning workflow operates as intended and the integration interfaces are consistently defined, providing a foundation for staged implementation and further performance evaluation.

Advances in science and technology have significantly improved and facilitated the work of health professionals. One example is the transition from manual medical records to Electronic Medical Records (EMDR). At Mitra Sejati Hospital, the implementation of EMR still uses manual and electronic methods, so it is not in accordance with the Minister of Health Regulation Number 24 in 2022. This study aims to analyze the implementation of EMR in the mitra sejati hospital on the regulation. The research method used is descriptive qualitative, with observations made using checklist sheets to evaluate the SIMRS application. The research subjects included doctors, nurses, radiology, IT officers, and medical record officers, each represented by one participant. The results of the study showed that the implementation of EMR at Mitra Sejati Hospital was in accordance with the Minister of Health Regulation Number 24 in 2022 about filling in clinical information, inputting financing claim data, and storing EMR. However, the implementation of patient registration, EMR data distribution, information processing, quality assurance, and transfer of EMR contents were not fully in accordance. This discrepancy indicates that the implementation of EMR in the hospital was not fully in accordance with the regulations. To address this gap, special efforts are needed to improve technical systems and staff training, so that it can ensure full compliance with regulations and optimize the function of the EMR.

The implementation of Hospital Management Information Systems (SIMRS) has become a strategic necessity to improve healthcare service quality and operational efficiency. This study focuses on evaluating the performance of SIMRS in the outpatient registration unit of Nur Hidayah Hospital Bantul, where system disruptions, inconsistent SOP application, and limited user training were identified as core issues. The research aims to assess how well the SIMRS aligns with the Human, Organization, and Technology components through the HOT-Fit model framework. A descriptive qualitative method was employed using purposive sampling to select five informants directly involved in SIMRS operations, including registration officers, IT staff, and the head of the medical records unit. Data were collected through in-depth interviews, direct observation, and documentation, and analyzed thematically based on the HOT-Fit model. The findings show that SIMRS contributes positively to workflow efficiency and data management; however, human factors such as inconsistent training and input errors remain prevalent. Organizational support is visible but lacks structured evaluation routines, and although the technological infrastructure is generally stable, peripheral device and network issues persist. The study synthesizes that effective SIMRS performance requires not only technological readiness but also consistent organizational commitment and continuous human resource development. It concludes that strengthening user competence, formalizing SOP usage, and improving infrastructure are essential to optimize the system's functionality and alignment with the HOT-Fit model.

In line with its development, Electronic Medical Records have become the heart of information in the Hospital Management Information System (SIMRS), which is the main application in a basic data management system that collects various sources of medical data, plus other features such as administration, billing and documentation services. medical. However, electronic medical records certainly raise new problems in the area of patient confidentiality and privacy. If a patient's medical data falls into the hands of an unauthorized person, legal problems and responsibilities could arise for the hospital and doctor who handles the patient, therefore standards for making and storing medical records that have been made conventionally or on paper must also be applied to Electronic medical records must be made secure and patient data must be strictly guarded by the hospital, meaning that no information can be opened without the patient's permission, which means that all patient medical information data can only be accessed by interested people. These people are also not allowed to transfer this information to other people. The implementation of Electronic Medical Records in Health Facilities is carried out by a separate work unit or adjusted to the needs and capabilities of each Health Fascily. In terms of the scale of health services, health facilities are very different from hospitals, especially those in remote areas. In fact, not all hospitals are ready to implement a medical history recording system, the total use of telemedicine applications which has increased up to six times during the 2022 COVID-19 pandemic in Indonesia.
