This study examines the influence of memorable tourism experiences and operational risk management in tourist train transportation on positive Word of Mouth (WOM), with tourist satisfaction serving as a mediating variable. A quantitative approach was employed, and data were processed using SEM-PLS 4. The research sample consisted of 247 respondents who had used tourist train services within the past year. The results reveal that both effective risk management practices and memorable tourism experiences perceived by tourists significantly impact tourist satisfaction. Additionally, tourist satisfaction plays a crucial mediating role in generating positive WOM. The study highlights that memorable tourism experiences, including aspects such as comfort, scenic views, and the quality of service, significantly enhance tourist satisfaction. Furthermore, operational risk management, which includes ensuring passenger safety, maintaining service reliability, and handling emergencies effectively, is essential for cultivating satisfaction and positive WOM. The findings suggest that businesses in the tourism industry, particularly those operating tourist trains, should prioritize both risk management and creating memorable experiences to foster customer loyalty and enhance WOM. This study contributes to understanding the dynamic relationship between risk management, customer satisfaction, and WOM in the tourism sector, providing valuable insights for improving service strategies in tourist train transportation.

Local governments manage substantial public resources under conditions of decentralization, fiscal complexity, and heightened accountability demands, making them particularly vulnerable to financial mismanagement and fraud. In this context, risk-based internal oversight has increasingly been promoted as a governance-oriented alternative to traditional compliance-based supervision. This literature review article examines how risk-based internal oversight is conceptualized, operationalized, and linked to fraud prevention and control in the management of local government finance. The study addresses a central problem in the existing literature: the fragmentation of analytical perspectives across risk-based internal auditing, fraud risk management, internal control systems, public financial management, and public accountability, which has limited a comprehensive understanding of how internal oversight contributes to safeguarding public funds. The primary objective of this article is to synthesize and integrate these strands of literature to clarify the role of risk-based internal oversight as a systemic governance mechanism for fraud prevention and control at the subnational level. Methodologically, the study employs an integrative literature review approach, drawing on peer-reviewed journal articles and authoritative institutional publications indexed in major academic databases over the past decade. A structured search, screening, and thematic synthesis process was applied to identify patterns, convergences, and divergences across conceptual, empirical, and policy-oriented studies. The findings indicate a clear shift from compliance-oriented inspection toward risk-based internal oversight that prioritizes high-risk financial processes—particularly procurement, grants, and asset management—where fraud risks are most pronounced. The synthesis further shows that effective fraud prevention depends on the alignment of risk-based oversight with fraud risk management practices, robust internal control systems (including SPIP).

Business entities often face bankruptcy risks due to various factors, including accounting errors, limited experience, or small-cap transactions. The COVID-19 pandemic exacerbated financial conditions for many companies, such as PT Garuda Indonesia (Persero) Tbk., which experienced a significant revenue decline. Additionally, individuals may face bankruptcy due to reasons like job termination or business failures. The primary cause of bankruptcy lies in the imbalance between debt and income, often worsened by poor financial planning. Government regulations can help mitigate bankruptcy risks, such as through health insurance and credit restrictions. The bankruptcy process aims to provide fair resolutions between debtors and creditors while safeguarding public interests. Bankruptcy can also offer debtors the opportunity to restructure their debt, maintain economic stability, and prevent social loss. In practice, bankruptcy involves the management of the debtor's assets by a trustee and the proportional distribution of proceeds to creditors. The application of freedom of contract and legal certainty principles in debtor-creditor relationships is crucial to ensuring a transparent, efficient, and equitable process.

Islamic Financial Institutions play a vital role in strengthening the Islamic economy in Aceh, particularly through financing micro businesses. Article 14 of Qanun Aceh Number 11 of 2018 sets a target of 40% profit-sharing-based financing for Micro, Small, and Medium Enterprises (MSMEs) by 2024. However, the realization of financing with profit-sharing contracts is still low. This study aims to examine the implementation of Qanun Number 11 of 2018 in facilitating micro business financing in Aceh, identify obstacles in its implementation, and analyze the roles of the government, society, and the private sector in supporting this process. The study uses an empirical juridical method, collecting data through literature studies, interviews, and observations. Data analysis is conducted qualitatively with a prescriptive analytical approach. Challenges to financing distribution include business actors not meeting credit quality assessments and prudential banking standards, causing banks to implement risk management strategies to prevent non-performing loans. Additionally, low financial literacy among business actors remains a significant barrier. The local government supports micro business financing by establishing the Technical Implementation Unit of the Integrated Business Service Office, providing financial assistance, and introducing the draft Qanun of Aceh Sharia Financing Guarantee. Bank Aceh Syariah offers training and coaching for MSMEs, while Bank Syariah Indonesia aids MSMEs through the MSME Center and the Muslim Entrepreneur program. Improving financial literacy is essential for business development. The study recommends that the Aceh Government strengthen the implementation of Qanun Sharia Financial Institutions, increase profit-sharing-based MSME financing, and promote financial literacy.

Manado City is an area that is vulnerable to floods and landslides, but until now the effectiveness of disaster management still faces serious challenges due to low community involvement in mitigation planning. This study aims to analyze the role of participatory planning in improving community-based disaster preparedness, with a focus on how the Manado City Regional Disaster Management Agency (BPBD: Badan Penanggulangan Bencana Daerah) involves the community in the process of formulating disaster strategies. Using a non-empirical qualitative approach through a literature study method, data were obtained from scientific journals, policy documents, and institutional reports that were analyzed thematically and contextually with reference to the framework of community participation and disaster risk management. The results of the study show that community involvement is still at a symbolic level, limited to the implementation stage, and has not touched the strategic planning process in a meaningful way. Lack of institutional capacity, low disaster literacy, and absence of formal participatory mechanisms are the main inhibiting factors. As a result, disaster programs are often not aligned with local needs and have an impact on low preparedness effectiveness. This study concludes that strengthening community participation in disaster planning is needed to build a more adaptive and iterative preparedness system. Theoretically, the study broadens the understanding of the relevance of participatory planning approaches in community-based disaster management, while practically, the findings provide recommendations for BPBDs and local governments to develop more collaborative and local needs-based policies as a step towards sustainable disaster resilience.

Default, or breach of contract, is a common problem in business transactions and can have significant impacts, both financially and non-financially. This article analyzes the various forms of default, such as failure to fulfill obligations, delays, or non-performance in accordance with the agreement. The impact of default is not only directly related to financial losses—for example through fines or damages—but can also damage business relationships and the company's reputation. Therefore, good contract design is very important in reducing this risk. Effective contract design should include clear clauses regarding obligations, deadlines, and sanctions that apply in the event of a breach. Penalty clauses are often used to provide incentives for the parties involved to fulfill their obligations. Furthermore, in the context of globalization and international transactions, it is important for contracts to include clear dispute resolution mechanisms, such as mediation or arbitration, to avoid escalation of problems. This article aims to provide practical guidance for companies in designing contracts that not only reduce the risk of default, but also ensure the sustainability of mutually beneficial business relationships. With a thorough understanding of legal risks and the implementation of appropriate mitigation measures, companies can maintain smooth operations and prevent major losses due to default.   Keywords : Default, Breach Of Contract, Contract Drafting, ,, , Mediation, Arbitration, Corporate Reputation, Risk Management.

Community development programs are very important in reducing poverty and enhancing societal prosperity by improving quality of life, fostering economic empowerment, and promoting inclusivity. However, not all the programs have success as expected. This study examines ten evaluation studies of community development programs across various areas and tries to find common weaknesses. A qualitative analysis of evaluation studies identifies shortcomings in three domains i.e. program design and management, stakeholder engagement and participation, and external resource constraints. It is argued that these shortcomings are largely predictable and highlight the need for proactive strategies. The paper suggests that embedding risk management into the conception and implementation of community development programs can mitigate these challenges. A simplified framework adapted from project management practices is proposed, encompassing risk identification, measurement, assessment, evaluation, and control. By systematically integrating risk management, community programs can anticipate obstacles, strengthen accountability, and enhance their likelihood of success. Recommendations include applying risk management throughout program cycles and conducting post-implementation evaluations to inform future initiatives.

Electronic credit facilities represent a significant banking innovation, employing technology in a manner that diverges from the established procedures associated with conventional credit. A credit deed that is not in accordance with the formal legal requirements is nevertheless considered to have legal force if the signature is recognized by the relevant parties. This thesis addresses the legal force and position of underhand credit agreements in commercial banks, as well as their suitability with the legal requirements of agreements according to the Civil Code and ITE Law, particularly in instances where the debtor subsequently rejects the signature. This thesis employs normative legal research methods to procure secondary data pertinent to the subject matter. The secondary data comprises primary, secondary, and tertiary legal materials, which are then subjected to qualitative analysis. The research demonstrates that the legal certainty of electronic credit agreements in commercial banks is regulated by the Civil Code Law Number 19 of 2016 on Electronic Information and Transactions, Government Regulation Number 71 of 2019 on the Implementation of Electronic Systems and Transactions, and OJK Regulation Number 38/POJK.03/2016 on the Application of Risk Management in the Use of Information Technology by Commercial Banks. In the event of a dispute over the rejection of an electronic signature in an agreement, the matter may be resolved through litigation after all other avenues of non-litigation have been exhausted. In electronic credit agreements, electronic signatures are recognized as valid evidence, thereby affording legal protection to creditors.

Debtor bankruptcy is a critical issue that has a significant impact on the performance of credit payments in the banking sector, especially at the BRI Batam Branch Office. This study aims to analyze the juridical impact of debtors' bankruptcy on credit payment performance in BRI Batam, focusing on the direct influence of bankruptcy on bank liquidity, asset quality, and bank operations. In the legal context, debtor bankruptcy is regulated by Law Number 37 of 2004 concerning Bankruptcy and Suspension of Debt Payment Obligations, which provides a framework for the bankruptcy process and its settlement. The research method used is normative juridical, with a case approach to collect empirical data from the BRI Batam Branch Office. Data was collected through interviews with bank management, analysis of bankruptcy documents, and literature review related to bankruptcy laws and regulations. Data analysis was carried out in a descriptive analytical way to understand the legal implications and operational impact of debtor bankruptcy on credit payment performance. The results of the study show that debtor bankruptcy significantly affects the liquidity and credit payment performance in BRI Batam, with direct consequences in the form of an increase in bad loans and a decrease in interest income. Delays in legal proceedings and asset liquidation also add to the bank's operational burden. Based on these findings, it is recommended that BRI Batam should improve its credit risk monitoring system and adopt a more effective risk management strategy to anticipate and overcome potential bankruptcy. The government is expected to accelerate the legal process related to bankruptcy to minimize the negative impact on the banking sector and the economy as a whole.

This study examines the strengthening of regional disaster management governance through a risk-based policy framework, focusing on the role of local governments in disaster-prone areas. The object of the study is the disaster management system implemented by the Dumai City Regional Disaster Management Agency (BPBD), which faces various potential natural and non-natural disasters. Although national and regional regulatory frameworks are in place, disaster management practices at the regional level still tend to be reactive, partial, and not fully based on comprehensive risk analysis. Therefore, this study aims to identify key issues in regional disaster management governance and analyze the role of risk-based policies in strengthening institutional effectiveness, cross-sectoral coordination, and disaster preparedness. This study uses a qualitative descriptive approach with data collection techniques through in-depth interviews with BPBD officials, relevant stakeholders, and community representatives in disaster-prone areas, supported by field observations and documentation studies of policies, disaster risk assessment documents, and institutional reports. Data analysis was conducted using thematic analysis methods to identify patterns related to governance structures, policy implementation, and disaster risk management practices. The study results indicate that disaster management governance in Dumai City has shown progress in regulatory aspects and emergency response capacity, but there are still weaknesses in the integration of risk into development planning, inter-agency coordination, community participation, and mitigation and prevention efforts. This study concludes that the implementation of a risk-based policy framework can encourage more anticipatory, integrated, and sustainable disaster management governance, and provides important implications for the formulation of public policy at the regional level.
