The current state of the war against COVID-19 requires people to be active at home, keep their distance, wear masks and other healthy living habits. Almost all activities that we normally can do outside the home freely, such as school, work, play, lectures and others, have been restricted since the Covid-19 outbreak. On the other hand, of course, there are economic factors that make people continue to do activities outside the home. Seeing this situation, the acceleration of handling COVID-19 must be carried out thoroughly and involve all parties who take universities. In Ringintunggal village, residents work as farmers, usually growing rice, beans, soybeans, secondary crops, and others. But here there are also lots of crystal guavas owned by residents, so don't be surprised if we enter Ringintunggal village there will be lots of guava trees around people's homes, and there are several crystal guava gardens that are quite wide owned by residents. But with the abundance of guava fruit, it is not accompanied by the innovation of processed crystals. Therefore we saw that this was a problem in the village and we were moved to take action for the residents of Ringintunggal village by providing understanding and training on the potential assets owned by Ringintunggal village.

The waste processing and renewable energy are being the issues in the industrial 4.0 era. Kitchen and organic trash in the rural areas will become a disaster if there is no solutions. On the other hand, kitchen and organic waste have a positive side, that they can be converted into biogas which can be converted into electricity. On the Minister of Energy and Mineral Resources Regulation Number 27 of 2014, supports the development of biogas and will buy electricity from the biogas conversion. The potential for biogas that obtained by the organic trash per 1000 people is 7619.8 liters of biogas, it meas that the energy contained is still abundant and the production can still be increased if processed with a modern digester system. This research produces a tool in the form of a portable digester that named GenBIoT (IoT-based Biogas Generator) which can be used by the public to produce biogas that  used by home industries or general factories. This research used the research method that similar to System Development Life Cycle (SDLC), this tool is built with several stages starting from planning analysis, designing, functional testing, data analysis and reporting of the results or implementing this tool that can be used as an alternative, as a cheap and easy source energy. Bureaucracy has a heavy duty to implement the government’s vision and mission. Therefore, reliable, integrated, honest, capable, and high-motivation personnel are required. Bureaucratic reform should be implemented using master plan of human resource with massive bureaucratic simplification, because the existing bureaucratic is too long. The position of ASN (State Civil Apparatuses) will be based on functional position only, requiring more skill and competency. In bureaucratic reform, ASN faces a problem, that is, government’s plan to remove structural post of echelons III and IV. The government wants to break the too long procedure in bureaucracy and expect to accelerate decision making and to accelerate public service when bureaucratic reduction is implemented. There are some solutions to the problem discussed, among others: a. amending ASN Law, particularly related to ASN position and ASN management; b. reorganizing the institutional structure (central and regional) in order to adapt to the bureaucratic function needed; c. reinforcing the integrated carrier building for ASN personnel emphasizing more on functional position; d. the establishment of work relation pattern and inter-function coordination that can project the quick and simple bureaucratic working system; changing ASN personnel’s mindset into work professionalism-orientation based on merit system. Internal expectation in the discussion resulting from this socialization includes: a) Regency Government gives inadequate socialization to ASNs, so that they have not understood completely the echelon removal policy; b) the echelon officials approaching pension age can accept the echelon removal policy; c) the young and productive echelon officials prefer structural position because they get more facilities and wellbeing than they do in functional position; d) potential staffs often attend education and training, have visionary perspective, and prefer functional position because they can get position promotion more quickly impacting on the increasing income; e) the staffs without structural position prefer functional position because their pension age can be up to 60 years. Recommendation and expectation to be obtained from this socialization is that all ASNs in DLH Blora will acquire complete information on echelon removal plan and keep their working spirit
