Globalization has penetrated the territorial boundaries of countries in the world, and has affected the order of people's lives, namely in the political, economic, social, cultural and legal aspects. Indonesia as a part of the world community cannot be separated from these influences, including the influence of the development of narcotics abuse. This paper will discuss the problem of the influence of globalization on the development of narcotics abuse, as well as strategies to deal with the development of narcotics abuse in the era of globalization. The discussion shows that the problem of narcotics abuse seems endless in Indonesia. For this reason, a strategy is needed in overcoming narcotics abuse, namely with pre-emptive, preventive and recessive efforts. Besides that, it is necessary to cooperate with the police of other countries in the form of cooperation between countries, the ASEAN regional area and internationally through the United Nations (UN) through the Interpol forum.

This research is motivated by the rise of drug abuse cases, especially in Pekanbaru City which can damage themselves and others. The increasing number of drug abuse cases has become a special concern for the Government and also the people in Pekanbaru City. The existence of a strategy designed by the Pekanbaru City National Narcotics Agency (BNNK) to tackle drug abuse is expected to be able to overcome drug problems in accordance with the provisions of Law No. 35 of 2009 concerning Narcotics. This study uses qualitative research methods with data collection techniques through interviews and documentation. This study aims to obtain data on the strategy for overcoming drug abuse by the Pekanbaru City National Narcotics Agency (BNNK) and the factors that inhibit it. The results of this study indicate that the drug abuse prevention strategy designed by the Pekanbaru City National Narcotics Agency (BNNK) has not fully worked as expected, so that drug abuse cases have not been significantly reduced. This is due to the inhibiting factors, namely the lack of availability of human resources and limited supporting tools.

Banyaknya orang yang terlibat dalam kasus narkoba dan terus meningkatnya kejahatan tersebut memerlukan perhatian yang serius dan komitmen bersama untuk  mencegah  dan  menghapusnya.  Salah  satu  upaya  penanggulangan penyalahgunaan narkotika, antara lain dilakukan dengan menggunakan sanksi pidana berupa pidana penjara. Pada kenyataannya, sanksi pidana penjara bagi pengguna narkotika tidak cukup efektif, terbukti jumlah pengguna narkotika semakin  meningkat.  Menurut  Suriadi  Gunawan,  peraturan  perundangan yang  mengkriminalisasi  pecandu  narkotika  perlu  ditinjau  kembali  karena tidak  realistis,  contohnya,  dengan  mengkriminalisasikan  pecandu  terbukti tidak menurunkan kasus narkotika. Di Indonesia saat ini ada sekitar 1,5 juta pengguna narkotika, yang jika diproses hukum, penjara akan penuh, padahal jumlah kasus tidak menurun.
