Indonesia, as the largest archipelagic state in the world, lies on international trade and transportation routes and possesses abundant natural resources. This strategic position creates both opportunities and challenges, particularly in the maritime domain, which requires the Indonesian Navy’s significant contribution in force deployment planning to counter future threats and disruptions. The evolving strategic environment necessitates specific policies and strategies for the Navy to enhance its strength in safeguarding sovereignty, territorial integrity, and national security. This development is pursued through the establishment of the Minimum Essential Force (MEF), a fundamental standard that defines the minimum level of naval capability required to effectively execute missions and functions. This study employs a qualitative descriptive method, using primary data from expert and user interviews as well as secondary data from observation and documentation, to analyze the selection of helicopter escorts utilized by the Indonesian Navy.

Indonesia sedang berupaya membangun kapabilitas pertahanan dengan menetapkan Minimum Essential Force (MEF) untuk membangun kemandirian industri pertahanan. Dengan demikian industri pertahanan domestik masih melakukan kerjasama dengan industri sejenis di luar negeri yang memiliki kemajuan industri lebih mumpuni dari Indonesia. Salah satunya ialah PT. Pindad Persero yang masih melakukan impor bahan baku material untuk setiap produk yang mereka keluarkan. Tantangan dan Strategi PT. Pindad dalam mewujudkan kemandirian industri pertahanan,  masih memiliki banyak ketertinggalan dalam teknologi, inovasi, diplomasi dan langkah kebijakan yang diambil dalam mewujudkan kemandirian Industri Pertahanan di Indonesia. Penelitian ini menggunakan metode kualitatif deskriptif karena adanya data-data yang diperoleh adalah data kualitatif, yakni menggambarkan adanya kondisi riil di lapangan. Tujuan penelitian ini untuk mengetahui strategi PT Pindad dalam mewujudkan kemandirian industri pertahanan. Hasil Penelitian menunjukan perwujudan kemandirian industri pertahanan PT.Pindad didorong upaya alih teknologi, ataupun pendanaan dalam bentuk offset dan juga imbal dagang untuk produk alat peralatan pertahanan dan keamanan yang didatangkan dari luar negeri.
