Digital transformation in the military procurement sector has brought significant changes to accountability patterns at the Naval Academy (AAL). Using the AP2EP management cycle (Analysis, Planning, Execution, Evaluation, and Control) as an analytical tool, this paper dissects the extent to which the E-Procurement system can mitigate budget deviation risks and enhance financial transparency. As a military educational institution striving to become a World Class Naval Academy, AAL faces unique challenges in balancing state financial regulations with specific educational logistics needs. Through a descriptive qualitative approach, this research demonstrates that procurement digitalization provides an automated audit trail that minimizes human intervention. Despite technical and cultural obstacles, strategic steps such as developing real-time dashboards have proven effective in optimizing state financial governance to support cadet education quality and maintain an Unqualified Opinion (WTP).

Drug logistics management is a critical component of pharmaceutical services that ensures the availability, quality, safety, and rational use of medicines. Inadequate logistics management may lead to stock shortages, overstocking, increased operational costs, and disruptions in healthcare services. This study aimed to analyze the drug logistics management system at Altara Simalingkar Clinic, encompassing planning, budgeting, procurement, receiving, storage, distribution, utilization, recording and reporting, as well as monitoring and evaluation. This study employed a descriptive qualitative approach. Data were collected through in-depth interviews, observations, and documentation involving a pharmacy assistant technician as the key informant directly responsible for the daily technical operations of drug logistics management. Data were analyzed thematically by comparing interview findings, observations, and supporting documents. The results showed that the drug logistics management system at Altara Simalingkar Clinic generally complied with pharmaceutical logistics management principles. Drug planning was based on previous utilization data, disease patterns, and evaluations of fast-moving and slow-moving medicines. Storage practices implemented the First Expired First Out  method, while recording and reporting activities were supported by a pharmacy management information system. However, three structural challenges were identified: delays in drug delivery from distributors, limited storage capacity that does not meet WHO Good Storage Practice standards, and discrepancies between physical stock and administrative records arising from the dual manual-digital recording system. To enhance the effectiveness and sustainability of pharmaceutical services, it is recommended to diversify distributors for critical medicines, fully digitize inventory recording through barcode implementation, and optimize storage infrastructure in accordance with applicable regulatory standards.

This study aims to identify and minimize waste in the process of procuring Food & Beverage raw materials at Hotel PXY Jasa Bali using the Lean Inventory Management approach. Observations over one month showed that the total procurement cost reached 47% of the total revenue, exceeding the ideal limit of 35%. One of the main causes is the inefficient and lack of synchronization between divisions in the Rhapsody platform, which causes waste in the form of defects, delays, over-processing, and transportation. This study uses the Value Stream Mapping (VSM) method to map actual conditions and Process Activity Mapping (PAM) to identify the type of activity based on the waste category. In addition, root cause analysis is carried out using the Root Cause Analysis (RCA) approach. The mapping results showed that out of the total lead time of 598.44 minutes, only 278.49 minutes or 46.54% were value-added activities. This finding indicates that the procurement process is not yet efficient and needs optimization. Several recommendations were given to minimize waste, such as clearer division of tasks, improved communication with vendors, and the procurement of supporting facilities to reduce physical movement between divisions. The implementation of this lean service is expected to be able to increase the efficiency of the logistics process and reduce the company's overall operational costs.

This research investigates the application of the Economic Order Quantity (EOQ) method to improve drug inventory management in a primary hospital pharmacy, with a particular focus on reducing storage costs. A descriptive quantitative approach was applied using secondary data from January to December 2024, covering annual demand, purchase price, ordering cost, and holding cost. The analysis concentrated on fast-moving vital essential and moderate vital drugs that are critical for sustaining patient treatment. The study revealed inefficiencies in the hospital's procurement practices, with some medicines simultaneously facing overstock and stockout risks, indicating weak planning. EOQ calculations provided alternative procurement quantities that were smaller but more frequent, resulting in lower storage costs and better stock control. Simulation outcomes demonstrated notable cost savings, particularly for Flamicort, Diazepam, and Ventolin. These findings emphasize the value of integrating EOQ into hospital pharmaceutical logistics to reduce financial losses, strengthen supply chain efficiency, and ensure the continuous availability of essential medicines in primary hospital settings.

This study addresses the issue of unit delays in providing goods receipt notes and routine distribution of supplies to the general logistics department, which impacts the inefficiency of the non-medical logistics management process at Ibnu Sina General Hospital, Bukittinggi. Untimely logistics management can hamper the availability of goods, disrupt the smoothness of services, and increase the risk of stock outs. The purpose of this study is to obtain a comprehensive overview of non-medical logistics management at the hospital, particularly in the aspects of planning, procurement, and control. The research method used is descriptive qualitative with in-depth interviews with five informants. The research informants include Mrs. D as triangulation, Mr. Y and Mr. B as general logistics staff, and Mrs. D and Mrs. S as unit staff. Data were analyzed to identify patterns and obstacles that occur in the non-medical logistics management process. The results show that the entire non-medical logistics management process at Ibnu Sina General Hospital, Bukittinggi is guided by requests from the unit. Logistics planning is carried out based on the receipt notes submitted by the unit, procurement can only be carried out after the receipt notes are received, and stock control is carried out by summarizing requests in the stock card. Although the procedures complied with the Standard Operating Procedures (SOPs) established by the hospital director, obstacles were identified, including delays in unit submissions and weak stock control at the unit level. This situation has the potential to lead to management inefficiencies and stockouts. The conclusion of this study confirms that the non-medical logistics management system at Ibnu Sina Islamic Hospital, Bukittinggi, complies with SOPs. However, improvements in timeliness in submitting orders and strengthening stock control within the units are needed to optimize logistics management efficiency.

The use of office stationery (ATK) plays a crucial role in supporting the smooth running of administrative activities within government agencies, particularly within the Financial and Development Supervisory Agency (BPKP). As an agency responsible for supervising and evaluating state financial management, the availability of adequate and timely ATK is a crucial supporting factor in ensuring the efficient and effective operation of BPKP. Unavailability of ATK can hamper administrative processes, while excess stock can lead to budget waste and inefficiency in logistics management. This study aims to implement an inventory control system for ATK use at BPKP using the Min-Max Stock method. This method is used to determine the ideal minimum and maximum limits for ATK inventory, with the aim of minimizing overstock and stockouts. With this approach, agencies can manage ATK procurement more efficiently based on actual needs and existing usage patterns. The results of the study indicate that the application of the Min-Max Stock method provides significant results in inventory management. For the type of ATK in the form of F4 size HVS paper, the minimum and maximum values are set at 12 reams. Meanwhile, for A4-sized HVS paper, the minimum quantity is 72 reams and the maximum is 98 reams. For other types of stationery, such as printer ink, the minimum and maximum quantities are set at 74 and 92 bottles, respectively. For BPKP logo folders, the recommended minimum is 240 sheets and the maximum is 325 sheets. By implementing this method, BPKP can optimally manage stationery inventory, thereby minimizing the risk of stockouts that could disrupt operations and preventing inefficient stockpiling. This approach contributes to more orderly, transparent, and cost-effective logistics governance within the government.

This study also demonstrates the importance of coordination between the engineering, nautical, and logistics departments in ensuring a smooth spare part procurement process. Each part of the process, from ordering to delivery, has its own mechanisms that must be adhered to to ensure smooth vessel operations. The ordering process begins with the identification of spare part requirements submitted by ship staff, which are then forwarded to the relevant departments for evaluation and approval. After the evaluation process, a purchase order is created and sent to the selected supplier. Despite these well-established procedures, challenges arise related to timely delivery, which can sometimes impact vessel operations. Another major obstacle is issues arising from inaccurate implementation of SOPs in handling procurement. Several deficiencies in the implementation of standard operating procedures (SOPs) cause delays in the procurement process, impacting vessel operations. To address these challenges, the company is conducting more thorough planning for ship spare part requirements by ensuring that all procurement follows established SOPs. Furthermore, vessels are also required to provide regular feedback to the company regarding their required spare part requirements. In this way, the company is expected to minimize delays and ensure that spare parts procurement can be carried out efficiently and on time, which will ultimately support the smooth operation of the ship as a whole. Furthermore, the company is also striving to improve relationships with suppliers by conducting more intensive communication and ensuring that all suppliers understand the quality standards and expected delivery timeliness. These efforts aim to reduce the likelihood of delays and ensure the availability of needed spare parts.

Good logistics management of medicines is one of the factors so that medicines can be managed well. The pharmacy unit of the Kolaka District Health Service has problems with inadequate storage or storage of medicines and delays in the arrival of medicines. The aim of this research is to determine the Analysis of Drug Logistics Management at the Kolaka District Health Service. The research uses qualitative methods through in-depth interviews, observations and observation guides. The results of the research show that at the drug planning stage using the consumption method, drug procurement using an e-catalog system, drug storage is still not good because the warehouse is not large enough for drug storage. Suggestions for the Kolaka District Health Service.

Challenges in sugar factory logistics management are often factors that hinder production efficiency and effectiveness. Kebon Agung Sugar Factory is one of the major sugar producers in Indonesia that has an important role in supporting the national sugar industry, a key factor in maintaining competitiveness. In addition, optimization of procurement of goods and services is also closely related to risk management. The implementation of a more modern procurement system is also expected to support aspects of sustainability and resource efficiency. This study uses a descriptive method. Descriptive research with data collection methods used in this study is observation to obtain data regarding the service procurement system at PG Kebon Agung Malang, interviews with Mr. Egi as the head of the logistics sub-section and Ms. Debby as staff in the service procurement sector, and documentation. The system is an important element that a company has to manage all components in the company. Likewise at PG Kebon Agung which has a system that applies to the procurement of goods or services. the service procurement system at PG Kebon Agung Malang has been operating optimally. With the existence of its Own Estimated Price and Service Procurement Request Letter. And after that there will be minutes, aanwijzing, negotiations and finally the process of printing SPK and partner signatures.

The hospital is an important organization and is engaged in providing health services  that focus not only on medical service issues but also on non-medical service issues. The hospital guarantees the availability of medical devices to the availability of equipment that can affect the  quality of health services provided, including patient satisfaction. Therefore the purpose of this  study is to determine the analysis of the procurement of medical equipment logistics in hospitals.  The method used in this research is literature review from seven national journals obtained using  online database facilities via Google pages scholar and researchgate. The selected journal is based on its publication published from 2018-2023. The research results show that the analysis of logistics planning and procurement activities of medical devices in several hospitals in Indonesia  have various differences. The difference consists of hospitals that already have a plan logistics is good and some are not running perfectly. Procurement of medical devices that have not been good  due to several factors, one of which is an inadequate budget. So that management or logistics  management of medical devices is needed in hospitals so that medical devices are always available  in accordance with quality standards hospital health.

A hospital is an individual health care institution that provides inpatient, outpatient, and emergency services. The statement is based on the Regulation of the Minister of Health of the Republic of Indonesia No. 72 of 2016 concerning Pharmaceutical Service Standards in Hospitals. Drug processing management is an important part of drug management in hospitals, and if one process is not appropriate, it will hinder or affect the drug management system. The hospital does not have standards in recording and planning budgets for the procurement of drugs and other facilities, late delivery of expeditions or late disbursement of BPJS funds must be reconsidered seeing that many communities and hospitals use funds from the BPJS system. Collaborating with other hospitals, pharmacies and with the Health Office can help to meet the availability of drugs.

Inventory of goods is one of the tasks of logistics management in a company, namely support in the procurement of goods for the company. In order for this support to be utilized, it is necessary to plan and carry out in an integrated manner, which is interrelated and supports between related elements. CV Sinar Karya Ungaran is a private company which is engaged in the distributor of Electric tools. CV Sinar Karya is located on the road Dabo II / D30 RT6 Nitibuana, Ungaran Regency Semarang Tel. (024) 3584074 - 3584075. This company has a wide enough working area covering Central Java and DIY. Because the working area is quite extensive and the number of processes in and out of goods, the company must be more careful in calculating inventory. In the process of recording and counting inventory at this time the company is still using Microsoft Excel so there are still many obstacles. In the process of recording and counting inventory at this time the company still uses Microsoft Excel. One of the difficulties experienced is the frequent occurrence of errors in making inventory reports. Besides making reports takes longer because there is no computerized database system. With the development of technology, especially in the field of computers, the authors try to create a computer-based inventory program using Visual Basic 6.0. This is expected to help companies in making goods inventory more quickly and accurately.
