Study Interest State Administrative Law, Implementation of Business Licensing for Laundry Services Activities in Barong Tongkok District, West Kutai Regency, under the guidance of Dr. Siti Kotijah S.H., M.H and Agustina Wati S.H., M.H. Business licensing is an important aspect in the implementation of business activities, including laundry service businesses that are increasingly growing in urban communities. Laundry businesses require official permits from the local government as a form of compliance with regulations governing economic activities and environmental protection. With licensing, the government can supervise business activities and ensure that business actors comply with operational standards, including in the management of domestic waste generated from the washing process. Laundry business licensing is also an instrument to ensure consumer safety and comfort. Business permits include technical and administrative requirements, such as location permits, environmental permits (UKL-UPL/SPPL), and operational permits from related agencies such as the Investment and One-Stop Integrated Services Agency (DPMPTSP). Without complete permits, business actors can be subject to administrative sanctions to criminal penalties, as regulated in various laws and regulations such as Law Number 32 of 2009 concerning Environmental Protection and Management. Research on laundry business permits is important to provide a comprehensive picture of the processes, obstacles, and legal and environmental implications that may arise if business actors do not comply with applicable licensing provisions. Social legal research, with field studies at the Investment and One-Stop Integrated Service Office of West Kutai Regency, Barong Tongkok District and Laundry businesses in Barong Tongkok, West Kutai. Laundry businesses that have permits are 7, while there are still many laundry businesses that do not have laundry business permits. Business actors do not have business permits, because the reason is that their business is small, and the permit process is very difficult, and business actors avoid paying local taxes.

Community service is an important activity in increasing community capacity and welfare. In an effort to support sustainable agriculture, training on making liquid organic fertilizer (POC) with high nitrogen content aims to provide knowledge and skills to the community to use organic waste as a basic ingredient for fertilizer. Liquid organic fertilizer which has a high nitrogen content plays an important role in increasing soil fertility and plant productivity without damaging the environment. This training includes an introduction to organic materials that are easily available and available nearby, fermentation techniques, as well as methods for making appropriate POC to produce fertilizer with high nitrogen levels. This training also explained the ecological and economic benefits of using liquid organic fertilizer compared to synthetic chemical fertilizer. Training participants are taught from basic theory to practical application, so they can apply this knowledge to plants. With this training, it is hoped that the community can increase agricultural productivity, reduce dependence on chemical fertilizers, and create a friendlier and more sustainable environment.

The production of clothing produced by the textile industry cannot be separated from the use of dyes. The dyes that have been used of course become waste which can have an impact on the damage to the water ecosystem if they do not go through a waste treatment process. This research discusses the extent to which law enforcement has been carried out regarding the behavior of the textile industry which disposes of its clothing dye liquid waste haphazardly when viewed from statutory regulations. In this research the author uses normative legal research methods using legal sources from primary legal materials in the form of environmental law legislation and secondary legal materials in the form of books and articles regarding waste management. The conclusion obtained in this paper is that liquid textile dye waste is a dangerous waste that can damage the condition of water and river environments if its disposal is not based on the provisions of applicable laws and regulations.

Waste management in Karang Bawang Village is only transported by garbage officers, garbage transportation is carried out once a week or twice still using the transportation system, then disposed of to the landfill. The problem found in Karang Bawang Village is that there is organic waste that is disposed of carelessly and not managed specifically so that the waste causes environmental problems such as unpleasant odors, damaging the scenery, as a hotbed of disease and others. One way of processing waste is by processing the waste into liquid organic fertilizer. Liquid organic fertilizer (POC) is a solution resulting from the decay of organic materials derived from crop residues, household waste, animal urine, animal and human waste. In this community service activity, a training method for making liquid organic fertilizer was carried out with PKK women in Karang Bawang Village. The results of this community service can increase knowledge for PKK mothers to be able to utilize the remains of household waste to make liquid organic fertilizer which can be used to fertilize plants. And as an effort to utilize abundant household waste and reduce household waste in the community.

Piles of organic waste can cause the emergence of methane gas (CH4), giving rise to an unpleasant odor and can even potentially cause disease. The aim of this community service is to provide understanding, knowledge and skills to the community regarding how to utilize household organic waste in the form of fruit and vegetable waste into eco-enzymes by fermentation. eco-enzyme is a multi-purpose liquid that can be used to purify waste water, as a household cleaning product, as a detergent, as a pest control product, to remove pesticide residues, and also as an organic fertilizer for plants. The method used is Participatory Action Research (PAR) where the service team is integrated into the community and works with the community to increase the knowledge and abilities of the people who are members of the Women Farming Group (KWT) in understanding and changing the community to become better, more empowered and knowledgeable. Kampung Depet Indah is one of the villages in the Celala District, Central Aceh District. Kampung Depet Indah is located in an area that is remote in the District of Celala with its vast natural potential with agricultural land and plantations. Based on the results of surveys conducted on several farms and plantations, there are still many farmers who on average use chemical fertilizers as a source of additional or substitute nutrients needed by plants to support growth. One of the work programs being carried out is the manufacture of liquid organic fertilizer (POC) from banana peel waste, where POC itself is a liquid organic fertilizer that can be used by farmers as a provider of nutrients for plants and crops. The implementation of making POC up to the socialization stage to the community consists of several stages which include: (1) Preparation of tools and materials (2) Making POC as a sample (3) Making POC posters (4) Socializing POC to the community (5) Question and answer session.
