The empowerment of rural communities is a strategic effort to improve the well-being and economic self-reliance of communities in rural areas. One of the instruments developed by the government to support this objective is the establishment of Village-Owned Enterprises (BUMDes) as economic institutions managed by the village and the community in a participatory manner. This study aims to analyze the role of BUMDes in Semaran Village, Pauh Subdistrict, Sarolangun Regency, in empowering the rural community through the management of local potential, the development of productive business units, and the increase in community income. The research method used is a qualitative descriptive approach with data collection techniques through observation, interviews, and analysis of various business programs run by BUMDes. The results indicate that the Semaran Village Government plays a crucial role as a facilitator, initiator, mentor, and supervisor in the management of BUMDes Maju Bersama. The village government is involved in providing initial capital, institutional development, and training to enhance community capacity. Supporting factors for success include Village Fund support, visionary leadership from the Village Head, and active community participation. The main challenges faced include limited capital, a lack of business innovation, low human resource capacity, and limited market access. This study aims to analyze the role of Village-Owned Enterprises (BUMDes) in improving community welfare in Tanarawa Village, Waiblama District, Sikka Regency, and to evaluate the implementation of BUMDes programs. Tanarawa Village has primary economic potential in the plantation and food crop sectors, managed largely by the community as farmers. BUMDes was established as an instrument for village economic empowerment with the aim of increasing Village Original Income (PAD), strengthening the local economy, and maximizing the utilization of natural resources and human resources. This study used a qualitative descriptive approach with data collection techniques including observation, interviews, and documentation. The results indicate that BUMDes Tanarawa is still in the development stage, although it has been able to contribute to community welfare through the provision of basic necessities, training, outreach, and consultations related to business management. The success of BUMDes is influenced by government support, quality leadership, community participation, and transparent and accountable management. However, limited understanding by the community and village officials, as well as obstacles in implementing outreach, are inhibiting factors that need to be addressed. This study confirms that BUMDes plays a strategic role in local economic empowerment, improving community welfare, and equitable distribution of village economic growth.

Problems identified include the lack of official licenses or professional guide certificates for tour guides, an unclear organizational structure resulting in weak coordination between the village government and tour guide groups, limited proactive leadership, which reduces community motivation and participation in tourism development, low community involvement in the planning and implementation of tourism activities, and a lack of effective promotion to attract visitors. These conditions have resulted in the suboptimal development of Citumang's tourism potential as a leading regional destination. This study recommends the establishment of a clear organizational structure, increased human resource capacity through guide training and certification, strengthening the role of visionary and inclusive leadership, increasing community participation in all stages of tourism management, and implementing creative and targeted promotional strategies. This will enable Citumang's nature tourism management to be more effective, sustainable, and provide optimal benefits for all stakeholders.
