The Indonesian National Army as a member of the Indonesian National Guard is at the forefront of Indonesia in the eyes of the public as an example and role model in discipline, ethics, and compliance with the law. However, in the reality of daily life, there are still TNI soldiers who commit traffic violations, such as driving a vehicle without having a Driver's License (SIM). This research includes empirical juridical research, or called field research, which examines the applicable legal provisions and compares them with the reality that occurs in society. The research method used was in the form of interviews with five relevant sources, then the data was analyzed descriptive-qualitatively to provide a comprehensive understanding. The results of the study showed that (1) law enforcement against TNI soldiers who committed traffic violations without a driver's license was checked according to the procedure of the rapid inspection event; no long inspection minutes are required, it is enough to use the minutes of traffic violations and road transportation or tickets from the military police; (2) Sanctions applied for minor traffic violations in the form of administrative disciplinary sanctions, including criminal prosecution of fines paid to military authorities and deposited into the state treasury. This reflects the balance between legal compliance and internal discipline of the TNI, as well as efforts to develop soldiers so that they remain an example for the community.

This research aims to examine and analyze the phenomenon of speeding and illegal racing, which poses a significant threat to traffic safety within the legal jurisdiction of the Buleleng Resort Police (Polres Buleleng). The study employs empirical legal research methods, gathering primary data through observations and interviews with traffic police officers, alongside secondary data from legal literature and previous studies. The findings indicate that the speeding phenomenon in Buleleng is predominantly carried out by teenagers and young adults, often motivated by social media trends, peer pressure, and the search for identity. This reckless behavior leads to a high rate of traffic accidents, frequently resulting in severe injuries or fatalities. Furthermore, law enforcement efforts by Polres Buleleng face several challenges, including the high mobility of the perpetrators, lack of personnel during specific hours, and low legal awareness among the public. Preventive measures such as counseling in schools and repressive measures like electronic traffic law enforcement (E-TLE) and routine patrols need to be optimized. This study concludes that an integrated approach involving the police, educational institutions, and parents is crucial to mitigating the speeding phenomenon and ensuring traffic safety.

This is related to the rights of traffic accident victims regulated in Article 240 of Law 22 of 2009 concerning Road Traffic and Transportation "traffic accident victims have the right to receive compensation from the party responsible and are entitled to insurance compensation from the insurance company". Article 1365 of the Civil Code, every person who commits an unlawful act is obliged to compensate for the losses arising from his or her mistake. In fact, many accidents occur due to damaged roads in Samarinda City, so this is one of the factors causing traffic accidents.The aim of this research is to answer two things. First, to find out and examine unlawful acts by the authorities in cases of traffic accidents due to damaged roads. Second, we want to know and examine the legal responsibilities of road operators. In this part of the research, we review and explore the relevant laws that regulate and are relevant to claims for compensation against road operators by victims of traffic accidents due to damaged roads.The results obtained from this research are as follows: 1) In this case, the occurrence of traffic accidents in terms of the last 5 years continues to show a significant increase, which means that the government has not maximally provided the community's rights, namely to have good roads. One of the causes of accidents is damaged roads, but to date no member of the public has filed a civil lawsuit against the government for compensation for the pain they suffered. 2) The government's regulations and efforts to provide protection for road users are sufficient, but they are not implemented optimally, in fact the public has never been given an appeal to demand their rights to receive good roads.

Quality public service represents a key measure of effective governance, including police administrative services. The Mobile Driving License (SIM Keliling) service is one of the public service innovations in the traffic sector designed to improve accessibility for the community. This study examines the quality of Mobile SIM services delivered by the Traffic Directorate of the East Java Regional Police at Lippo Plaza Sidoarjo. This research used a qualitative descriptive approach. Data collection techniques included observation, interviews with Mobile SIM officers and service users, and documentation. Service quality was analyzed using five dimensions proposed by Luke and Heyns (2020) reliability, responsiveness, assurance, empathy, and tangibles.The findings reveal that the Mobile SIM service generally performs well. Reliability is evident in the implementation of services in accordance with established procedures, although issues remain regarding service time certainty and transparency of administrative costs. Responsiveness is reflected in the officers’ prompt and attentive responses to public needs during the service process. Assurance is supported by officers’ professionalism, competence, and efforts to safeguard personal data, which enhance public trust. Empathy is demonstrated through friendly behavior, attention to individuals with special needs, and assistance throughout the service process. In terms of tangibles, the service location and main facilities are considered adequate; however, supporting facilities and officer identification still require improvement. In conclusion, while the Mobile SIM service fulfills most service quality indicators, further improvements are needed in time management, administrative transparency, and supporting facilities to achieve more optimal service quality.

This study aims to develop an Indonesian traffic sign detection system using a transfer learning approach to improve road safety and traffic efficiency. The dataset was obtained from Kaggle and consists of 2,100 images across 21 traffic sign classes. The research stages include data collection, preprocessing to reduce noise and normalize image brightness, object detection using YOLOv5, and classification based on transfer learning with ResNet, VGG-16, and MobileNet architectures. Model performance was evaluated using accuracy, precision, recall, and F1-score metrics. Experimental results indicate that the YOLOv5 model is capable of detecting traffic sign objects; however, the classification performance remains relatively low, with a mean Average Precision (mAP) value of 0.17. These findings suggest that further optimization is required in data preprocessing, dataset quality, and model parameter tuning to achieve better performance. This study demonstrates that transfer learning has significant potential for developing computer vision-based traffic sign detection systems, although further improvements are necessary to ensure robustness under real-world Indonesian traffic conditions.

The increasing intensity of traffic object movement in urban areas has not been accompanied by adequate road infrastructure, resulting in traffic congestion, air pollution, and a higher risk of traffic accidents. One of the primary causes of accidents is traffic violations, particularly wrong-way driving behavior. This study develops a video-based automated traffic violation detection system using the YOLOv5 algorithm. A computer vision approach is employed to detect, classify traffic objects, and count wrong-way violations in real time. Due to limited access to real-world traffic violation footage, simulated traffic scenarios are used as testing data. The system is evaluated on four traffic object classes: motorcycles, cars, buses, and trucks. Experimental results demonstrate strong performance, achieving a precision of 90%, a recall of 92%, and an F1-score of 91%, while the traffic object counting accuracy reaches 89%. These findings indicate that the proposed system has significant potential to support traffic analysis and assist authorities in making more effective decisions to reduce congestion and traffic accidents.

This study aims to analyze the differences in motorcycle traffic flow (Q) during the morning and afternoon peak hours as an indicator of roadway operational performance, referring to the Indonesian Road Capacity Guidelines (PKJI) 2014, with a case study on Mawar Street–Wijaya Kusuma Street, Jember Regency. The research data were obtained from 12 observation points through traffic surveys that recorded motorcycle traffic flow in vehicles per hour (veh/h). The analytical methods used include descriptive statistical analysis, normality testing, and paired sample t-test. The results show that the average motorcycle traffic flow during the morning peak hour is 115.58 veh/h with a standard deviation of 62.97, while during the afternoon peak hour it is 63.25 veh/h with a standard deviation of 28.57. The paired sample t-test yields a significance value of 0.015 (p < 0.05), indicating a statistically significant difference between morning and afternoon traffic flows. These findings suggest that the level of roadway capacity utilization is higher during the morning peak hour, which is closely associated with dominant routine travel activities such as commuting to work and school. The results of this study are expected to serve as a basis for evaluating roadway operational performance and to support traffic management and traffic engineering planning aimed at improving road network performance and reducing congestion.

Traffic accidents not only cause physical injuries but also significantly impact the psychological state of victims, such as trauma, anxiety, excessive fear, and other emotional disturbances. Post-accident psychological trauma can hinder daily activities and reduce the victim's quality of life if not properly treated. This study aims to examine the role of individual counseling in assisting the recovery process of psychological trauma in traffic accident victims. The study used a qualitative approach with a phenomenological design with three informants who were traffic accident victims and experienced psychological trauma. Data collection was conducted through in-depth interviews to explore the victims' subjective experiences during the recovery process. The data obtained were analyzed using thematic analysis techniques. The results of the study indicate that individual counseling plays a significant role in helping victims recognize and manage negative emotions, reduce anxiety and fear levels, and rebuild a sense of security, self-confidence, and adaptability. Thus, individual counseling is an effective intervention in supporting the ongoing psychological recovery of traffic accident victims.

This study employed a descriptive qualitative approach using a case study design to explore the psychological impacts of traffic accidents on victims. Data were collected through semi-structured interviews and direct observation, then analyzed using thematic analysis techniques. The findings indicate that the main trauma-related symptoms include intense negative thoughts or emotions, such as sudden fear, nausea, and mood changes characterized by increased sadness and irritability. Additionally, sleep disturbances were observed, including vivid nightmares, flashbacks when attempting to sleep, and physical reactions such as heart palpitations. Avoidance behaviors were also noted, such as avoiding the accident location, rarely leaving the house, and avoiding conversations related to the accident. Traffic accidents are sudden, unexpected events that can cause not only physical injuries but also profound psychological impacts, including fear, excessive anxiety, nightmares, and symptoms of post-traumatic stress disorder (PTSD). If left untreated, these psychological disorders may interfere with daily functioning and significantly reduce the quality of life of the victims, making early intervention crucial for recovery.

Kerusakan jalan adalah permasalahan infrastruktur yang berdampak pada keselamatan dan efisiensi lalu lintas. Penelitan ini memiliki tujuan mengevaluasi kondisi lapangan perkerasan ruas jalan Banjaran Muhammad Yamin, Kabupaten Tegal, menggunakan dua metode: Pavement Condition Index (PCI) dan Binamarga. Metode PCI menilai kondisi secara visual dengan indeks numerik, sedangkan Bina Marga menilai jenis dan Tingkat kerusakan serta menentukan urutan prioritas perbaikan. Survei dilakukan pada 30 segmen jalan sepanjang 2,9 km. hasil menunjukan bahwa Sebagian besar segmen tergolong Poor hingga Very Poor berdasarkan PCI, bahkan terdapat segmen yang masuk kategori Failed. Sebaliknya, metode Bina Marga menunjukkan semua segmen cukup untuk pemeliharaan rutin dengan nilai prioritas 8-11. Perbedaan ini menunjukkan bahwa PCI lebih sensitif terhadap kerusakan struktual dan permukaan, sedangkan Bina Marga bersifat konservatif. Disarankan untuk mengombinasikan kedua metode guna memperoleh penilaian kondisi jalan yang lebih akurat dan menjadi dasar perencanaan penanganan yang komprehensif.

Traffic performance on urban road segments is strongly affected by vehicle volume and travel time, particularly during peak periods. This study analyzes the relationship between travel duration and the total number of vehicles passing along Otto Iskandar Road as an illustration of urban traffic conditions. Data were collected through field surveys, focusing on two main variables: average vehicle travel time and total traffic volume. Statistical analysis was performed using IBM SPSS Statistics, including normality testing and the Wilcoxon Signed Rank Test to identify potential differences between the observed variables. The results show a difference in average values between travel duration and vehicle volume; however, this difference is not statistically significant at the 95% confidence level (p = 0.180). These findings indicate that increases in traffic volume do not always lead to proportional increases in travel time, although they can still influence the stability and efficiency of traffic flow. The results are consistent with previous studies, such as Halim (2021), who reported that U-turn movements affect speed and traffic performance, and Handayani et al. (2024), who found that parking activities and vehicle maneuvers reduce road capacity. Other studies also highlight the impact of side friction and traffic flow variations on speed and saturation levels. Overall, this study emphasizes the importance of managing vehicle flow and monitoring travel time in urban transportation planning and traffic management.

Traffic congestion is a persistent challenge in urban areas in Indonesia, where increasing vehicle density creates the need for intelligent traffic monitoring systems. This study aims to develop a real-time vehicle parking system using the YOLOv8 object detection model to provide efficient traffic analysis from live CCTV broadcasts and recorded videos. This study uses a quantitative experimental approach with the implementation of the YOLOv8m model using the Ultralytics library in Python, tested on data collected from CCTV cameras A TCS Dishub Medan and additional footage from mobile devices. Vehicles are detected and counted in two directions up (Up) and down (Down) using virtual detection lines on the video frame. The system performance is evaluated by automatic detection counting with manually recorded ground truth data. The results show that on live CCTV broadcasts, the YOLOv8m model achieves an average precision of 98.96%, a recall of 96.59%, and an F1 score of 97.74% for upstream traffic, while for downstream traffic it achieves 100% precision, 95.64% recall, and an F1 score of 97.730/0. On the other hand, on high-quality recorded videos, all performance metrics achieve 100%, indicating perfect detection accuracy. These findings confirm the effectiveness of YOLOv8 in real-time traffic monitoring, but also indicate that video quality and stream stability affect detection performance. In conclusion, the developed system shows strong potential to support smart city traffic management solutions. Future research should focus on performance optimization under low-resolution live streaming conditions to improve accuracy in practical applications.

Fenomena pelajar yang mengendarai kendaraan bermotor tanpa Surat Izin Mengemudi (SIM) merupakan permasalahan yang mengancam keselamatan lalu lintas serta mencerminkan rendahnya kesadaran hukum remaja. Penelitian ini bertujuan untuk menganalisis bagaimana pembelajaran Pendidikan Kewarganegaraan (PKN) mampu menginternalisasikan nilai-nilai hukum dalam membentuk sikap berkendara yang bertanggung jawab. Metode yang digunakan adalah pendekatan deskriptif kualitatif dengan desain studi kasus di SMPN 1 Ciamis. Teknik pengumpulan data meliputi wawancara mendalam, observasi pembelajaran, dan penyebaran kuisioner kepada siswa, guru, dan orang tua. Hasil penelitian menunjukkan bahwa meskipun pembelajaran PKN telah memberikan pemahaman normatif terhadap hukum lalu lintas, namun masih terdapat kesenjangan antara pemahaman dan implementasi. Faktor lingkungan sosial, pola asuh orang tua, serta lemahnya pengawasan eksternal menjadi kendala utama. Oleh karena itu, diperlukan pendekatan pembelajaran yang kontekstual, kolaboratif, dan terintegrasi dengan berbagai pihak untuk mengoptimalkan internalisasi nilai hukum.

This study examines the application of restorative justice in traffic accidents during the investigation stage. The main focus of this research is to analyze the regulations and implementation process. The goal is to comprehensively describe how restorative justice policies are regulated by law and how they are practiced in the field, particularly by investigators. The research method used is a juridical- normative method with a qualitative approach. Data were obtained through literature review and in-depth interviews with relevant parties. The results indicate that restorative justice can be applied in resolving traffic accident cases, especially those resulting in minor losses or minor injuries. This regulation is contained in various regulations, such as Police Regulations and Circular Letters that serve as guidelines for investigators. The implementation process involves mediation between the perpetrator, the victim, and other relevant parties to reach a peaceful agreement. This agreement often includes compensation, an apology, or other mutually agreed-upon forms of reparation. The application of restorative justice aims to restore conditions to normal, restore social relationships, and avoid lengthy formal judicial processes. However, its implementation still faces challenges, such as unequal public legal awareness and the criteria for cases that can be resolved through restorative justice.

This study examines the effectiveness of law enforcement regarding violations of Article 287 paragraph (2) of Law Number 22 of 2009 on Road Traffic and Transportation, particularly concerning red-light violations (APILL). Although the legal provisions are clearly formulated, practical implementation reveals a gap between the normative expectations (das Sollen) and actual conditions (das Sein). This research employs a normative juridical method supported by secondary empirical data, analyzed through Lawrence M. Friedman’s legal system theory and Satjipto Rahardjo’s theory of law enforcement. The findings show that the effectiveness of enforcing red-light regulations is influenced by structural aspects of law enforcement agencies, the community’s weak legal culture, and supporting facilities such as the uneven distribution of ETLE systems. The study concludes that the enforcement of Article 287 paragraph (2) remains suboptimal, and therefore requires strengthening ETLE infrastructure, improving officer professionalism, reassessing the proportionality of sanctions, and enhancing public legal education to increase traffic compliance.

This study aims to analyze the role of the Instagram account @sits_dishubsurabaya as a traffic information medium in the city of Surabaya. The background of this study is based on the increasing use of Instagram social media as a means of public communication by government agencies, which enables the rapid, efficient, and easy dissemination of information to the public. The research method used is descriptive qualitative with data collection techniques through observation and documentation of the account's uploaded content. The results show that the @sits_dishubsurabaya account plays an important role in disseminating traffic information, including traffic condition updates, driving safety appeals, and public service announcements. The presentation of content that is visually and substantively informative encourages public engagement through likes, comments, and sharing of posts. These findings show that the effectiveness of social media does not solely depend on the frequency of posts, but on the clarity of the message, the relevance of the information, and interaction with the public. The @sits_dishubsurabaya account plays an important role in supporting the dissemination of public information in the city of Surabaya.

Maritime safety is a fundamental aspect of the sea transportation system and plays a crucial role in supporting the smooth operation of trade, tourism, and community mobility between islands. Ensuring safety is not only dependent on the technical condition of vessels but also on the effectiveness of supervision and operational management at ports. This study aims to analyze the influence of ship traffic, ship document inspection, and vessel seaworthiness on maritime safety at Tanjungpinang Port. The research employed a quantitative approach, with data collected through questionnaires distributed to port officers, ship captains, and crew members, as well as field observations to strengthen empirical findings. The collected data were analyzed using SPSS software through validity tests, reliability tests, and multiple linear regression analysis to determine the relationship and contribution of each variable. The results indicate that all three variables ship traffic, document inspection, and vessel seaworthiness have a positive and significant influence on maritime safety. These findings suggest that proper ship traffic management, orderly administrative inspections, and ensuring that vessels are seaworthy play essential roles in reducing the risk of accidents at sea. This study provides practical implications for port authorities and the Ministry of Transportation, particularly in strengthening supervision systems, improving inspection quality, and enhancing maritime safety management in the Riau Archipelago region, especially at Tanjungpinang Port

The rapid development and population growth in Bekasi Regency, Indonesia, have resulted in increasing traffic density and a corresponding rise in road traffic accidents (RTA), particularly along the critical 28 km Kalimalang Inspection Highway, locally known as "Jalur Tengkorak." This study aims to analyze the simultaneous and partial influence of Vehicle Factors (X1), Human Factors (X2), and Road Physical Condition Factors (X3) on RTA (Y). A quantitative descriptive approach utilizing Multiple Linear Regression (MLR) was employed, based on primary data collected through questionnaires from 100 motorcycle riders and secondary data from Polresta Bekasi (2022). The findings confirm that all three variables significantly and positively influence RTA, resulting in the model \hat{Y} = 2.218 + 0.302 X1 + 0.161 X2 + 0.289 X3 + \mu. The adjusted coefficient of determination (R^2) is 0.514, indicating that 51.4\% of RTA variation is explained by these factors. Crucially, the Road Physical Condition Factor (X3) emerged as the strongest predictor (t=4.429, \beta=0.385), surpassing the traditional dominance of human error. This key finding suggests that mitigation strategies must prioritize urgent infrastructure repair addressing potholes, road waves, and insufficient markings to significantly reduce accident frequency in this corridor.

Logistics and Supply Chain Insights 2025 Indonesian Maritime Researchers and Lecturers

The main objective of this research is to analyze the simultaneous and partial influence of helmet use behavior, vehicle condition, and traffic discipline on driving safety levels on the Pandanaran Road Section, Boyolali Regency. High motorcycle usage in Indonesia contributes significantly to high accident rates, where human, vehicle, and regulatory factors are crucial elements that need in-depth assessment. The study employs a quantitative approach with a survey method, involving 100 motorcycle riders crossing the road using the Incidental Sampling technique. Data was analyzed using Multiple Linear Regression. The results indicate that all three independent variables (helmet use behavior, vehicle condition, and traffic discipline) have a positive and significant influence on driving safety. The vehicle condition variable was identified as the most dominant factor affecting driving safety, with a regression coefficient of 0.397. Overall, these three variables contribute 47.4% to driving safety. The implication of this finding emphasizes the importance of policy intervention that focuses not only on behavior but also on the supervision of vehicle technical roadworthiness.

Penelitian ini bertujuan untuk mengkaji dampak penutupan perlintasan kereta api Alastuo terhadap peningkatan volume kendaraan dan intensitas kebisingan di kawasan Fly Over Bangetayu, Kota Semarang. Fenomena ini mencerminkan tantangan tata kelola lalu lintas urban akibat perubahan infrastruktur transportasi. Dengan menggunakan pendekatan kualitatif deskriptif, studi ini dilakukan melalui metode studi kasus di lokasi terdampak. Data dikumpulkan melalui wawancara semi-terstruktur, observasi partisipatif, dokumentasi visual, serta pengukuran intensitas kebisingan menggunakan sound level meter pada sembilan titik waktu berbeda selama tiga hari pengamatan. Partisipan meliputi warga sekitar, pengguna jalan, dan petugas lalu lintas. Hasil analisis tematik menunjukkan adanya korelasi positif antara peningkatan volume kendaraan dan intensitas kebisingan, dengan nilai puncak kebisingan mencapai 93,6 dB pada sore hari. Temuan ini menegaskan bahwa perubahan rute akibat intervensi kebijakan infrastruktur dapat menyebabkan beban akustik yang signifikan di jalur alternatif. Penelitian ini memberikan kontribusi pada pemahaman tentang relasi spasial antara kebijakan lalu lintas dan degradasi lingkungan akustik. Implikasi teoretis mengarah pada integrasi studi kebisingan dalam perencanaan transportasi berkelanjutan, sementara implikasi praktis mencakup kebutuhan akan pengaturan lalu lintas yang adaptif serta mitigasi kebisingan melalui vegetasi, jalur alternatif, dan edukasi berkendara. Penelitian lanjutan disarankan melibatkan pendekatan interdisipliner untuk mengevaluasi dampak kebisingan terhadap kesehatan masyarakat secara langsung.
