The No Smoking Area (KTR) is a form of protection for the community from the adverse effects of smoking, which is regulated in Regional Regulation Number 2 of 2016. This study aims to analyse the implementation of the KTR policy in the Regional Apparatus Organisation (OPD) of Merangin Regency by reviewing four aspects of policy implementation, namely communication, resources, disposition, and bureaucratic structure. This research used a descriptive qualitative approach with data collection techniques in the form of interviews, observation, and documentation. The research informants consisted of OPD parties involved in the implementation of KTR. The results showed that in the communication aspect, KTR policies have been socialised through print and electronic media, but delivery training has not been carried out optimally. In the resource aspect, limited human resources, funds, and facilities are the main obstacles in implementing KTR. In the disposition aspect, most OPDs show commitment in implementing KTR, but have not been supported by providing incentives or awards. In the aspect of bureaucratic structure, there is no special SOP or organisational structure in each OPD for KTR implementation, so the implementation is still not running optimally. In conclusion, the implementation of the KTR policy in Merangin Regency has not run optimally because there are still weaknesses in the four aspects, especially related to coordination, human resources, and supporting institutions.

The Implementation of Smoke-Free Areas (KTR) is an important effort in tobacco control to protect the public from the dangers of smoking. This research aims to analyze the comparative implementation of KTR regulations between Indonesia and Singapore using Lawrence M. Friedman's legal system approach, which includes components of legal substance, legal structure, and legal culture. The research method employed is normative juridical with a comparative legal approach, using secondary data collected through literature study and analyzed qualitatively. The research results show that in terms of legal substance, KTR regulations in Singapore are more comprehensive and stringent with heavy sanctions, while in Indonesia they remain partial with relatively light sanctions. In the legal structure aspect, Singapore has a more effective system of supervision and law enforcement with technological support and adequate human resources, whereas Indonesia still faces coordination challenges between institutions and limited supervisory personnel. From the legal culture perspective, the level of awareness and compliance of Singaporean society towards KTR regulations is higher compared to Indonesia, which is still influenced by a permissive culture towards smoking behavior.    

The implementation of the No Smoking Area is important in the campus environment because the campus is one of the places that should implement the No Smoking Area. In addition, the campus is a place of learning, where people in it are not only people who smoke, but there are also many passive smokers. Student smoking behavior that is carried out every day inside and outside the lecture hall causes the prevalence of cigarette smoke in the campus environment. With several reasons, there are many male students who smoke. This study aims to determine the implementation of the KTR policy by academics within the scope of the Faculty of Sport and Health Sciences, Makassar State University. This research uses a qualitative study design with data collection methods in this study, namely interviews and participatory observation. The results of this study, namely the implementation of academics regarding communication, resources, bureaucratic structure, and disposition towards KTR policies in the FIKK UNM environment become an obstacle to the enforcement of policy compliance. The conclusion of the results of interviews with observations of research variables in the campus environment is not in line in its implementation. It is recommended to the Faculty of Sport and Health Sciences UNM to increase compliance with KTR policies in the campus environment by increasing communication variables, disposition, resources and bureaucratic structures so that it will reduce the prevalence of smoking rates in the campus environment.

Regional Regulation Number 11 of 2014 concerning Non-Smoking Areas was issued by the Sorong City Government in 2014 with the aim of creating an environment free from cigarette smoke. This regulation aims to change the behavior of people who smoke and emphasizes how important it is to create a supportive environment to stop smoking. The aim of this research is to find out whether the implementation of smoking-free areas has been implemented. This research uses a quantitative research design. The results of observations made in seven areas of non-smoking areas are that on average the implementation that has been carried out has not been implemented. In conclusion, the government must be more firm in implementing the policy of Sorong City Regional Regulation Number 11 of 2014 concerning No-Smoking Areas so that the policy can run evenly and provide socialization to the public regarding the policy of Sorong City Regional Regulation Number 11 of 2014 concerning No-Smoking Areas with the community's expectations. understand the policies made.

Banjarmasin City Regional Regulations Concerning Non-Smoking Areas is a rule made by the Government to reduce violations committed by the community, but in reality there are still many who violate these rules. In this service activity, we discuss the effectiveness and factors that occur in the field. This activity focuses on two problem formulations, namely, how effective is the Banjarmasin City regional regulation Number 7 of 2013 concerning non-smoking areas in university areas in Banjarmasin, what are the factors that influence the effectiveness of Banjarmasin City regional regulation Number 7 of 2013 concerning non-smoking areas.

Merokok berdampak buruk bagi kesehatan tubuh manusia sehingga menghambat pembangunan dibidang kesehatan. Hal ini menjadi dasar Pemerintah Kabupaten Sumbawa untuk membuat kebijakan yang mengatur tentang kawasan tanpa rokok yang tertuang dalam Peraturan Daerah Kabupaten Sumbawa Nomor 7 Tahun 2016 tentang Kawasan Tanpa Rokok. Masalah dari Implementasi Peraturan Daerah tentang Kawasan Tanpa Rokok di STIKES Griya Husada Sumbawa yaitu masih kurang adanya aturan terkait kawasan tanpa rokok. Tujuan dalam penelitian ini yaitu untuk mengetahui implementasi peraturan daerah tersebut dalam penerapan kawasan tanpa rokok. Penelitian ini menggunakan metode penelitian empiris melalui observasi mengamati kegiatan, tingkah laku nonverbal dan dokumentasi dari mengumpulkan dokumen-dokumen terkait. Berdasarkan penelitian tersebut dapat disimpulkan bahwa implementasi peraturan daerah di STIKES Griya Husada Sumbawa sudah cukup berhasil, karena pada umumnya para pegawai /dosen dan mahasiswa/mahasiswi cukup patuh terhadap peraturan daerah kawasan tanpa rokok, meskipun belum ada diberikan batasan tempat kawasan tanpa rokok akan tetapi pengunjung dari luar masih ada beberapa yang kurang paham terkait kawasan tanpa rokok dikarenakan belum  adanya aturan terkait kawasan tanpa rokok jadi perlu adanya aturan yang mendisiplinkan dan penyediaan kawasan khusus merokok.
