The People Crossing Bridge (JPO) is one of the important infrastructures in the urban transportation system. JPO is designed to facilitate pedestrians to cross the highway safely without being disturbed by vehicle traffic. This infrastructure not only serves to improve safety but also supports mobility efficiency in dense urban areas. On Jalan Dr. Sam Ratulangi, Jayapura City, a pedestrian bridge infrastructure was built, which is located in front of Jayapura Mall, Jayapura City. According to its purpose, the pedestrian bridge was built to reduce the occurrence of traffic accidents in locations with heavy activities, including city centers with shopping that certainly has high mobility. The data collection method in this study uses the survey method. In this study, the researcher conducted a survey of JPO facilities at pedestrian trap sites. This research is the output of the stages that have been carried out by the author. Based on the results of observations that have been carried out on July 8 and 13, 2024, at 07.00 – 17.00 WIP, the results were found that more pedestrians chose to cross using the available JPO with a total of 147 people (65%), compared to 92 people (35%) who did not use the JPO. Meanwhile, using JPO can help and facilitate and shorten the travel time of the crossing, by climbing and descending stairs you can enjoy the atmosphere around. In the condition of the JPO floor, this is due to the presence of mischievous individuals so that public facilities are starting to be unattractive to see. For this reason, public facilities are assets that we need to take care of together so that they are suitable for use. Factors that affect the effectiveness of the JPO located on jl. Dr. Sam Ratulangi in front of the Jayapura City Mall that needs to be concerned is the cleanliness at the location is the top priority.

The high pedestrian activity and traffic flow in the education area on Jalan Raya Abepura-Sentani Jayapura City led to the provision of Pedestrian Bridges (JPO) in two locations, namely in front of the Cenderawasih University Auditorium (JPO-1) and in front of SMP YPPK Santu Paulus (JPO-2). This research was conducted to determine the suitability of the physical geometric standards of the pedestrian bridge and its level of effectiveness, as well as factors that affect pedestrian satisfaction in using the two Pedestrian Bridge (JPO) facilities. Geometric analysis was carried out using the standard of Pedestrian Bridge Planning Procedures for Urban Pedestrians (1995) and Technical Planning of Pedestrian Facilities (2023), calculation of the level of effectiveness using the volume of crossings, and analysis of service satisfaction using the Importance Performance Analysis (IPA) method. The results found that the condition of JPO-2 is better and meets the standards because it uses a slope that can be used by people with disabilities, while the slope on the steps of JPO-1 is too steep (40°) and narrow with a width of 1.4 meters, so the effectiveness level of JPO-2 is higher (67%) than JPO-1 (52%). Factors affecting user satisfaction are aspects of comfort, safety, and security.  The main obstacles in using the pedestrian bridge are dirty conditions, no lighting, the presence of people under the influence of alcohol or extortionists, and damage to the Pedestrian Bridge (JPO) facilities.

Abstract. Jembatan Penyeberangan Orang (JPO) merupakan salah satu fasilitas pejalan kaki yang ditempatkan sesuai dengan tingkat kebutuhan bagi pejalan kaki dan lalu lintas kendaraan yang melintas pada ruas jalan yang bersangkutan. Penilaian efektivitas JPO akan menggunakan tiga standar parameter peraturan yaitu; Surat Edaran Menteri PUPR No.02/SE/M/2018 tentang Pedoman Perencanaan Teknis Fasilitas Pejalan Kaki, Keputusan Direktur Jendral Perhubungan Darat dengan Nomor SK.43/AJ/007/DRJD/97 tentang Keselamatan dan Kenyamanan Bagi Pejalan Kaki, serta DPU Direktorat Jendaral Bina Marga. Tiga JPO di jalan Pandanaran kota Semarang terletak di depan toko Merbabu (JPO-I), sky bridge (JPO-II), dan RS. Hermina (JPO-III). Penelitian ini menggunakan metode deskriptif kualitatif dengan data primer berupa observasi lapangan selama satu minggu. Hasil analisis menurut Surat Edaran Menteri PUPR bahwa JPO seharusnya berupa penyeberangan pelican dengan lapak tunggu. Hasil analisis menurut Keputusan Dirjen Perhubungan Darat yaitu; JPO-I tidak memenuhi syarat dengan persentase 40%, JPO-II memenuhi syarat dengan persentase 60%, dan JPO-III tidak memenuhi syarat dengan presentase 40%. Hasil analisis menurut DPU Direktorat Jendral Bina Marga yaitu; JPO-I memenuhi syarat dengan persentase 57,14%, JPO-II memenuhi syarat dengan persentase 57,14%, dan JPO- III tidak memenuhi syarat dengan persentase 42,85%. Berdasarkan syarat standar dan hasil kuisioner maka pembangunan JPO di jalan Pandanaran dikategorikan sebagai fasilitas penyeberangan yang tidak efektif.
