This study aims to analyze public relations strategies in the implementation of the Mental Revolution Program through Instagram at the Coordinating Ministry for Human Development and Cultural Affairs of the Republic of Indonesia. The Mental Revolution represents an effort to transform public mindsets, attitudes, and behaviors based on the values of integrity, work ethic, and mutual cooperation in order to build a progressive and competitive nation. This research employs a descriptive qualitative approach with a case study method. Data were collected through observation, in-depth interviews, documentation, and triangulation to ensure comprehensive findings. The results indicate that the implemented public relations strategies have optimally utilized social media as a means of public communication, particularly in reaching younger audiences. These strategies include the development of positive content, cross-sector collaboration, and the use of media relations to expand information dissemination. The SWOT analysis reveals that the main strengths lie in effective team coordination, structured communication strategies, and a strong organizational culture, while weaknesses include limited human resources and insufficient technological support. Opportunities arise from extensive networks with various institutions and media, whereas threats stem from public perceptions and limited communication competencies. In practice, the Mental Revolution Program is implemented participatively through various initiatives such as Indonesia Serving, Clean, Orderly, Independent, and United, which are disseminated via Instagram. However, its implementation has not been evenly distributed across regions and has only reached approximately 70%, due to budget constraints and varying levels of commitment among local governments. Therefore, the success of this program largely depends on synergy among stakeholders and consistency in internalizing transformative values within society.

Advances in information technology have ushered society into the new media era, where social media is not just an information tool but also a new social space for teenagers. Instagram, as a visual-based platform, plays a significant role in shaping the reality of ideal lifestyles. Teenagers, who are in the process of discovering their identities, are susceptible to the influence of influencers and aesthetically constructed lifestyle trends on social media. This often triggers a shift in consumption patterns from functional to symbolic needs. This study used a qualitative descriptive approach. The subjects consisted of 10 students from the 2025 class of International Women University in Bandung, aged 18-20. Data were collected through in-depth interviews, participant observation, and documentation, then analyzed through data reduction and presentation. The findings indicate that all subjects are active social media users, spending 4 to 9 hours per day. They use Instagram as a means of building their personal branding and seeking lifestyle references. There is a tendency for consumer behavior driven by four main factors: peer influence and the Fear of Missing Out (FoMO) phenomenon, the use of goods as symbols of social identity (sign value), exposure to persuasive content from opinion leaders or influencers, and consumption as psychological compensation (self-reward) to relieve academic stress. Students tend to make impulsive purchases of viral fashion, beauty, and culinary products to gain social recognition online.

Social media represents a significant advancement in information technology that plays an essential role in facilitating communication and social interaction within society. Environmental care behavior reflects individual efforts to support and promote environmental sustainability. This study specifically targets Generation Z and millennials as future generations, emphasizing the importance of instilling environmental awareness and encouraging the maintenance of environmental cleanliness in all settings. Based on these considerations, the Instagram account @pandawaragroup was selected as the independent variable of this study, with a primary focus on environmental care behavior influenced by the content shared on the account. This research aims to examine the extent to which the Instagram account @pandawaragroup affects environmental care behavior. A quantitative research approach was employed, utilizing a random sampling technique by distributing questionnaires to 100 respondents who are followers of the @pandawaragroup Instagram account. Data analysis was conducted using simple linear regression with the assistance of IBM SPSS version 2025. The results of the hypothesis testing indicate that the use of the Instagram account @pandawaragroup has a significant effect on environmental care behavior, with a coefficient of determination of 17%. This finding suggests that the Instagram account @pandawaragroup contributes 17% to shaping environmental care behavior, while the remaining 83% is influenced by other factors beyond the scope of this study.

Hate speech is an expression or opinion expressed to attack an individual or group. In the era of globalization, technological developments have advanced so much that it is easy for any group in society to access social media, for example Instagram and Tiktok, easily and freely. The results of the analysis show that there are various kinds of speech acts, including expressive and directive speech. The comments given by netizens show that they can give their opinions freely regarding Teuku Ryan's Instagram or Tiktok account. The hate speech contained in the comments column includes insults, provocations and blasphemy. This shows that the use of hate speech language is often used by netizens in the comments column and the use is considered normal because it expresses opinions. So it is recommended that public figures should be more careful in sharing or conveying something and avoid anything that is controversial, because as a public figure, their behavior will definitely attract the attention of many people.

The development of social media from time to time continues to be in the spotlight for domestic and foreign audiences, this is in line with the times which continue to accelerate due to the creation of new things, including social media. The development of social media continues to be important in human society for the development of change from before and becomes the public's own assumptions. Social media is currently controlled by teenagers who follow the latest trends regarding social media and one of the social media which is currently in the spotlight and is popular with many people, especially teenagers, is the social media Instagram which is being consumed by everyone, especially by teenagers. teenage students who keep up with the times and the development of  Instagram which has entered all parts of the world, including Indonesia.Currently, Instagram users have reached 104.8 million+, with this value Indonesia is the fourth most used Instagram in the world. The large number of Instagram users is not only among women or teenagers, but based on gender, men dominate global Instagram users aged 18 years and over with a proportion of 50.3%, while women are 49.7%. As for Instagram became the social media application with the fourth most users in the world as of October 2023 according to We Are Social. Its position is below Facebook, YouTube and WhatsApp.Among the people, Instagram is no longer foreign, now more people use Instagram to get the latest and most up-to-date information.
