The development of information and communication technology (ICT) has encouraged the implementation of Electronic-Based Government Sistems (SPBE) aimed at improving the quality of public services to become more transparent, accountable, and efficient. In line with this, the Department of Communication and Informatics (Diskominfo) of Central Java Province developed the Integrated Secretariat and Supporting Unit Sistem (Si-SEKRUP) application as a digital innovation specifically designed to support internal administrative management. The presence of this application represents a concrete step in bureaucratic digital transformation, particularly in realizing administrative services that are fast, integrated, and oriented toward the principles of good governance. This study aims to evaluate the effectiveness of the Si-SEKRUP application in supporting digital-based administrative governance. The research method applied is descriptive qualitative, utilizing secondary data obtained from literature, official reports, and public documents, with validation through data triangulation. The findings show that the implementation of Si-SEKRUP has significantly improved administrative efficiency, as reflected in the acceleration of document processing by up to 50%, the achievement of 100% digital documentation, and a substantial reduction in paper use that supports a paperless office sistem. Furthermore, the integration of digital and real-time asset monitoring has enhanced organizational transparency and accountability. The implementation of this application has not only provided technical benefits but has also fostered a shift in employee work culture toward more adaptive, collaborative, and productive practices in line with digital-era demands. These findings affirm that the success of bureaucratic digital transformation requires sustainable development, both in terms of technological infrastructure and human resource competencies, so that SPBE utilization can run optimally and deliver tangible value to public services.

The development of information and communication technology (ICT) has changed governance in Indonesia, driving digital transformation to improve public services, transparency, and accountability. In this context, the Regional Civil Service Agency (BKD) of the Riau Islands Province plays an important role in developing the digital competence of the State Civil Apparatus (ASN). This study aims to identify the strategies implemented by BKD in developing ASN digital competence and the challenges faced during implementation. The research method used is a qualitative approach with a case study design, involving in-depth observation interviews. The results of the study indicate that although various strategies have been implemented, challenges such as the digital literacy gap between generations, infrastructure constraints, and cultural resistance are still significant obstacles. Recommendations for improving the development of ASN digital competence include improving IT infrastructure, ongoing training programs, and strengthening regulations. This study is expected to provide an empirical overview and recommendations to accelerate digital transformation in the local government environment.

Smartpolitan Village is a village development concept that integrates information and communication technology (ICT) in resource management and public services to improve the quality of life of the community. For this reason, this Community Service activity is entitled "Improving Television Information Literacy for Village Officials as a Means of Validating Fake News (Hoaxes) in Smartpolitan Village Wantilan, Subang Regency". The aim is to implement the Tri Dharma of Higher Education and assist partners in improving their ability to develop an understanding of information literacy towards a Smartpolitan Village. Limited digital literacy of the community and the vulnerability of the community to the spread of hoaxes. Therefore, efforts are needed to improve the digital literacy of the community and utilize television as a medium for validating fake news so that Wantilan Village can truly become a Smartpolitan Village that is smart, informative, and resilient to hoaxes. Based on the identification of problems with partners, the team provides solutions and methods that can overcome these problems through: 1. Providing basic introductory material on fake news and how to validate information through television which is used as knowledge. 2. Providing direction in the form of material, techniques for preventing the spread of hoax news and the impacts of spreading or consuming fake news without validating it. 3. Conducting assistance in the practice of validating television media information. Based on the solutions and output targets achieved from the implementation of the PKM program on partners, village officials and residents in Wantilan Village, Cipeundeuy District, Subang Regency, the Community Service Team determined the approach method with: 1. This study examines the digital transformation of administrative services in Sabrang Village, Klaten, as part of the Smart Village initiative. The integration of Information and Communication Technology (ICT) aims to enhance service efficiency, transparency, and accountability at the village level. The research highlights the implementation of online platforms for administrative processes, such as issuing certificates and permits, and the use of real-time notification systems to monitor application statuses. Additionally, efforts to improve digital literacy among village officials and the community are emphasized to ensure successful adoption. The study underscores the importance of structured policies, capacity building, and community engagement in realizing the benefits of digitalization. While challenges such as limited infrastructure and resistance to change persist, the digitalization of village administration is shown to significantly increase service speed, reduce bureaucratic hurdles, and foster participatory governance. Ultimately, digital transformation in rural governance can support the creation of a more inclusive, efficient, and transparent local government, contributing to broader development goals.

The development of information and communication technology (ICT) has brought major changes to the world of education, especially in terms of the media used to support the teaching and learning process. The use of ICT-based media offers various advantages, such as fast access to information, more interesting learning materials, and a more flexible and personalized approach. This article aims to analyze the role of ICT-based media in improving student learning outcomes. In this discussion, it is explained how the use of ICT can enrich learning experiences, increase student motivation, and support more collaborative and independent learning. Even though there are various benefits, this article also identifies several challenges faced in implementing ICT-based media, such as gaps in technology access, limited infrastructure, and a lack of digital skills among teachers and students. Based on this analysis, this article concludes that although ICT-based media has great potential to improve learning outcomes, the success of its implementation is very dependent on infrastructure readiness, training for teachers, and awareness of the importance of technology integration in the education curriculum. For this reason, there needs to be a more planned strategy and support from all parties to maximize the use of ICT in education

The rapid development of information and communication technology (ICT) has increased the risk of cybercrime in Indonesia. Law enforcement against this crime faces various obstacles and challenges, both in terms of regulations, the capacity of law enforcement officials, and public awareness. This study aims to analyze the obstacles and challenges in law enforcement against violent crime in Indonesia and provide recommendations to improve its effectiveness. Through a qualitative approach with a case study method, this study uses primary data from interviews with law enforcement officials, academics, and cybersecurity practitioners, as well as secondary data from laws and regulations and related reports. The results of the study show that existing regulations, such as the Electronic Information and Transaction Law (ITE Law), still have weaknesses in accommodating the development of cybercrime. In addition, limited human and technological resources in law enforcement institutions, as well as low public awareness of cybersecurity, also hinder the effectiveness of law enforcement. To address these challenges, the study recommends more adaptive regulatory revisions, capacity building of law enforcement officials through more advanced training and technology, and public education campaigns to increase public awareness of cybersecurity. In addition, international cooperation needs to be strengthened to deal with transboundary crimes.

The use of information and communication technology (ICT) in procurement services is one of the efforts to realize good governance. The electronic procurement system is present by simplifying the stages of the procurement process, the vendor search stage, price comparison from each vendor, approval, monitoring, billing, to payment, all of which are done digitally. Thus, it is hoped that procurement activities for goods/services will be carried out with good procurement principles, namely effective, efficient, transparent, open, competitive, fair, and accountable. This study aims to analyze the implementation of an electronic-based procurement system for goods/services at the Aceh Industry and Trade Service and the obstacles faced in its implementation. The research method used is descriptive qualitative with data collection through interviews, observations, and documentation. The results of the study indicate that although the electronic-based procurement system can increase the transparency and efficiency of the procurement process, its implementation still faces challenges such as limited technological infrastructure and lack of technical competence of human resources. The implications of these findings indicate the need to increase human resource capacity and strengthen ICT infrastructure to support more optimal implementation.
