The Indonesian Navy (TNI AL) is an important component of the TNI, playing a vital role in safeguarding the nation's sovereignty in Indonesian waters and coasts. Human Resources (HR) are crucial for success in carrying out its duties. The quality of human resources is not limited to education and work experience, but also requires attention to other aspects, including welfare. Homeownership is a key indicator of the well-being of Indonesian Navy soldiers, significantly impacting the lives of Indonesian Navy soldiers and their families. However, Indonesian Navy soldiers often face financial difficulties, opting to purchase a home through a Home Ownership Loan (KPR) despite the high interest rates. Disciplined Savings (Tabplin) is a savings program run by the Indonesian Navy (TNI AL) whose funds can be utilized by Indonesian Navy soldiers to finance urgent needs, including home ownership. However, due to limited information, the utilization of these funds has not been optimal.

The rapid development of information technology has created new challenges for military organizations, including the increasing accessibility of online gambling among military personnel. This study aims to analyze the optimization of mental development programs for Indonesian Navy personnel at the Naval Academy as an effort to prevent online gambling behavior. The study employed a descriptive qualitative approach using interviews, observations, documentation, and questionnaires. Data were collected from military leaders, military police personnel, mental development officers, and Naval Academy personnel. The findings indicate that mental development programs have been implemented through religious guidance, counseling, lectures, and character-building activities, which generally receive positive responses from personnel. However, several obstacles remain, including limited participation due to operational activities, rapid technological advancement, easy internet access, and the absence of specific educational materials concerning online gambling. Factors influencing personnel involvement in online gambling include low self-control, unproductive use of leisure time, environmental influences, and personal economic problems. The study concludes that mental development can effectively prevent online gambling when implemented continuously, supported by leadership involvement, digital literacy enhancement, supervision of technology use, and specific educational materials addressing the dangers of online gambling.

The KRI Nagapasa Class is a submarine of the Indonesian Navy that has the capability to deploy sea mines, launch anti-surface missiles, and release countermeasure torpedoes. However, to face the increasingly complex dynamics of the regional strategic environment, it is necessary to increase combat power through the installation of a Sub Launch Missile weapon system. Until now, the Indonesian Navy does not have a submarine equipped with this underwater missile, especially in the Chang Bogo class. This study aims to analyze and determine the most appropriate choice of Sub Launch Missile missiles to support submarine training and operations. The method used is the Analytic Hierarchy Process (AHP) with a quantitative approach. The results of the ranking of five respondents showed that the SM-39 Exocet missile was in first place with a value of 0.46424 followed by the CM-708UNB with a value of 0.41461 and the UGM-84 Harpoon with a value of 0.12115. The SM-39 Exocet missile was chosen as a priority because it has technical specifications that best meet the operational needs of the Indonesian Navy (TNI AL), as well as significantly contributing to enhancing the deterrence effect and combat capability of the Nagapasa-class submarines.

The Kampung Bahari Nusantara (KBN) Program is one of the Indonesian Navy's community empowerment initiatives aimed at improving the welfare of coastal communities through the development of economic, educational, health, tourism, and defense sectors. Tlocor Hamlet, Kedungpandan Village, Jabon District, Sidoarjo Regency, possesses significant coastal resource potential and marine tourism opportunities; however, the implementation of the program has not yet achieved optimal results. This study aims to analyze the implementation of the Kampung Bahari Nusantara Program and formulate strategies to optimize its contribution to community welfare improvement. The research employed a qualitative descriptive approach through observation, interviews, and documentation involving village officials, community members, and representatives of the Indonesian Navy. The findings indicate that the program has positively impacted infrastructure development, tourism growth, and public service accessibility. Nevertheless, several challenges remain, including limited community participation, inadequate human resources, insufficient educational and health personnel, and weak inter-agency coordination. The study concludes that optimization can be achieved through strengthening stakeholder collaboration, enhancing community empowerment, improving infrastructure maintenance, and expanding educational and health services. These efforts are expected to promote sustainable welfare improvement and strengthen maritime resilience in coastal areas.

This strategic position creates both opportunities and challenges, particularly in the maritime domain, which requires the Indonesian Navy’s significant contribution in force deployment planning to counter future threats and disruptions. The evolving strategic environment necessitates specific policies and strategies for the Navy to enhance its strength in safeguarding sovereignty, territorial integrity, and national security. This development is pursued through the establishment of the Minimum Essential Force (MEF), a fundamental standard that defines the minimum level of naval capability required to effectively execute missions and functions. This study employs a qualitative descriptive method, using primary data from expert and user interviews as well as secondary data from observation and documentation, to analyze the selection of helicopter escorts utilized by the Indonesian Navy.

This research aims to evaluate the Naval Academy's Technical Corps Education Program in enhancing cadets' readiness to face assignments on the Indonesian Navy Warships (KRI). The research uses a quantitative approach with an evaluative method and the CIPP model (Context, Input, Process, Product). The research sample consisted of 154 respondents, including cadets from the Technical Corps, educators, and officers who are users of the graduates. Data were collected thru questionnaires, interviews, observations, and documentation, and then analyzed using descriptive statistics and the CIPP model evaluation. The research results show that the Technical Corps Education Program falls into the good category with an average score of 4.15. The context component received a score of 4.18, input 4.05, process 4.12, and product 4.23. The results indicate that the education program has been effective in enhancing the cadets' readiness to face assignments on KRI. The main supporting factors include curriculum alignment, educator competence, and field practice experience. However, the improvement of practical facilities, the updating of modern warship technology materials, and the strengthening of simulation-based training are still needed to continuously enhance the quality of graduates.

This research aims to analyze and develop a competency model for the Indonesian Navy Technical Officers thru the education of Naval Academy Cadets (AAL) in supporting the operational readiness of main weapon system equipment (alutsista) in the naval domain. The research uses a mixed methods approach with a Sequential Exploratory design, starting with qualitative studies thru interviews, observations, documentation studies, and Focus Group Discussions (FGD), followed by quantitative testing using Structural Equation Modeling-Partial Least Squares (SEM-PLS). The research results show that the education curriculum, teaching quality, mentoring system, field practice, and mastery of weapon system technology have a positive and significant impact on the development of the competencies of the Indonesian Navy Technical Officers. The most dominant factor is the mastery of weapon system technology, followed by field practice and the education curriculum. This research resulted in the Integrated Naval Technical Officer Competency Development (INTOCD) Model, which integrates a competency-based curriculum, academic learning, technical training, field practice, technology mastery, as well as character and leadership development. The model is expected to serve as a reference in the development of the competencies of the Indonesian Navy Technical Officers to enhance personnel professionalism and support the operational readiness of naval defense equipment sustainably.

Indonesia's maritime security faces increasingly complex challenges due to the rise of hybrid threats that combine traditional and non-traditional elements. One of the main threats is the shadow fleet, operating covertly with unregistered ships, evading detection, and exploiting weaknesses in maritime surveillance to engage in illegal activities such as smuggling, illegal transshipment, and unlawful exploitation of natural resources. This phenomenon exacerbates Indonesia's maritime security situation, particularly in strategic areas like the Natuna Sea and the Sunda Strait, which are vulnerable to geopolitical conflicts and overlapping territorial claims. Additionally, transnational crimes such as piracy, drug trafficking, and human trafficking further undermine security in Indonesian waters. To address these threats, Indonesia needs to strengthen its maritime surveillance capacity by adopting advanced technologies such as early detection sistems and the Automatic Identification Sistem (AIS), as well as enhancing coordination between maritime agencies like Bakamla and the Indonesian Navy (TNI AL) to improve responses to harder-to-detect threats. Moreover, international cooperation with neighboring countries and regional maritime organizations like ASEAN must be bolstered to tackle cross-border threats. Strengthening surveillance, modernizing technology, and fostering more integrative maritime diplomacy will be crucial in safeguarding Indonesia's maritime sovereignty and ensuring the stability of this increasingly strategic maritime region.

The Indonesian Navy Academy is a military educational institution that produces cadets to become professional and reliable Indonesian Navy officers. Cadets are required to have strong physical and mental strength to achieve responsiveness, resilience, and resilience in undergoing education, training, and upbringing. To support learning and training activities, quality food intake and service are required. Quality meal service is needed in order to increase the satisfaction of AAL cadets during meal activities in the Hadiwinarso Rds Loungeroom. For this reason, qualified Human Resources are needed to man the Hadiwinarso Rds Loungeroom, namely Cooks and Waiters in improving meal services for cadets. The researcher focused on personnel development and made it as input to optimize the cooks and waiters in the Hadwinarso Rds Loungeroom to improve meal services for cadets. In this study, the SWOT method was used to reveal internal and external factors that influence the performance of Waiters and Cooks. This study is expected to find the right optimization strategy by identifying strengths, weaknesses, opportunities, and threats. After conducting a SWOT analysis, a strategy was obtained to optimize Waiters and Cooks with a combination strategy of Weakness-Opportunity in quadrant III. W-O strategy (supporting the Turn-Around strategy) namely the organization faces enormous opportunities, but on the other hand faces several internal obstacles/weaknesses with the focus of the strategy being to minimize internal weaknesses so that it can seize better opportunities. The results of the study show that the W-O Strategy that the author found is Strategy 1: Given training/courses according to their fields so that they can work optimally and acquire new skills, Strategy 2: Cooks and Waiters have experience in supporting protocol activities at AAL well. Working well and having experience is capital to open up opportunities for PHL to be appointed as PNS or promoted to division head/kitchen head by considering the working time and amount of experience during AAL, Strategy 3: AAL needs to have standardization in recruiting workers so that later workers are ready to be placed to work according to their fields and open up opportunities to continue improving skills/abilities through courses/training provided by AAL. Artificial intelligence (AI) is currently a rapidly developing technology in all fields, particularly in finance and the military. This study aims to examine the application of Artificial Intelligence (AI) technology to support financial report analysis and internal control within Indonesian Navy (TNI AL) work units. Along with the development of information technology, AI has the potential to provide innovative solutions to improve efficiency, accuracy, and transparency in state financial management, particularly in a military environment that demands high accountability. The research method used was descriptive qualitative with a case study approach in several work units within the Indonesian Navy. Data were obtained through interviews, observations, and a review of relevant documents and literature. The results indicate that the use of AI, such as machine learning and data analytics, can identify unusual financial transaction patterns, predict potential irregularities, and improve the effectiveness of internal oversight. However, the implementation of this technology still faces challenges, such as limited digital infrastructure, the need for human resource training, and the need for policies that support sustainable digital transformation. This study recommends the gradual and strategic integration of AI as part of the reform of the Indonesian Navy's financial management system.

Daily drinking water requirement for healthy individuals is a crucial factor in maintaining health and physiological balance. For individuals involved in intense physical activity or exercise, fluid requirements can increase significantly, with recommendations reaching 3 to 4 liters per day to replace fluid loss through sweat, so researchers consider it important to discuss the provision of clean drinking water installations with the application of Reverse Osmosis (RO) machines that utilize PDAM water as a source, which is in the Candrasa complex to support the fulfillment of drinking water needs for the Indonesian Navy Academy Cadets. AAL is a military educational institution that requires a supply of safe and high-quality drinking water for the Cadets so that the learning and training process can run smoothly. This study covers the daily drinking water needs of AAL Cadets, the current condition of the drinking water supply, and the concept of the RO machine itself in the Candrasa complex by utilizing PDAM water to produce healthy and suitable drinking water for AAL Cadets. The results of this study are expected to increase the availability of clean and safe drinking water for AAL cadets, facilitate drinking water distribution in the Candrasa complex, support their quality of life during their education, training, and foster care, and help maintain their health and safety. This study also underscores the importance of efficient and sustainable water management in the military environment.

Indonesia's dependence on fossil energy, which reaches 98%, results in high CO₂ emissions and energy costs. This study aims to design a wind energy system to meet electricity needs at the Arafuru Field of the Indonesian Navy Academy (AAL), which is strategically located near the coast with adequate wind potential. A quantitative research method was used by collecting wind speed data for three months (January-March 2025) at coordinates 7.21755° S, 112.71022° E. The data shows an average wind speed of 2.32 m/s with unpredictable direction. Based on the analysis, the SH-X 10000 vertical wind turbine was selected as the most suitable solution. Calculation results show that one turbine unit can generate power of 104,999 watts, so to meet the total power requirement of 109,120 watts, at least 2 wind turbine units are needed. This system not only reduces dependence on PLN and fossil energy but also has the potential to reduce CO₂ emissions and can be utilized as a learning laboratory for AAL cadets. The implementation of wind energy at AAL's Arafuru Field is expected to be a concrete step in the transition towards renewable energy in the military environment.

This study aims to analyze the transformation of the educational pattern at the Indonesian Naval Academy (AAL) from a four-year to a three-year system and its impact on graduate competencies and operational readiness. This educational system change responds to budget efficiency needs and accelerated officer formation filling, yet raises questions about the new system's ability to maintain the quality of officer education. The research employs a mixed methods approach with a concurrent embedded design, involving 250 respondents comprising graduates from both educational systems, AAL instructors, and unit commanders receiving graduates. Quantitative data were collected through structured questionnaires and analyzed using descriptive and inferential statistics (independent sample t-test and regression), while qualitative data were obtained through in-depth interviews, observations, and document studies analyzed using thematic analysis. Results indicate no significant difference in overall Grade Point Average (GPA) between the two groups (p=0.470), but significant differences in competency patterns emerged: four-year system graduates excelled in theoretical competencies (p=0.001), while three-year system graduates excelled in practical competencies (p=0.003). Operational readiness evaluation shows that four-year system graduates obtained higher scores (82.5) compared to three-year system graduates (78.3), with significant differences (p=0.012), particularly in strategic leadership and complex decision-making aspects. Qualitative analysis identified five major themes: high learning time pressure, orientation shift from comprehensive to pragmatic, gaps in character formation and corps values, concerns about theoretical understanding depth, and need for more intensive post-graduation mentoring programs. This study concludes that educational time compression successfully increased operational efficiency but involved trade-offs in learning depth and professional maturity. To optimize the three-year educational system, a comprehensive approach is required, including curriculum revision with integrated learning methods, utilization of modern learning technology, strengthening of leadership development programs, and development of continuous professional mentoring systems. The recommendations of this research are expected to provide input for AAL and the Indonesian Navy in refining the officer education system to produce officers who are not only technically competent but also mature in leadership and strong in character.

The Indonesian Naval Academy (AAL) is a military educational institution responsible for training young officers for the Indonesian Navy. The learning process at AAL is structured thru classroom theory, field practice, and direct simulations, including using the Engine Room Simulator (ERS) located under the Department of Engineering. The ERS is an important facility for supporting the technical mastery of ship engines for cadets. The operation of this simulator is highly dependent on the supply of electrical energy, with a total electrical power requirement of 14.36 kW. Thru this research, the author aims to design a hybrid solar energy system that can combine electrical energy from the PLN grid with alternative energy from sunlight. The potential for solar energy in the Indonesian Navy Academy area is very large. The average sunlight intensity in the Surabaya area over 1 year per hour is 208.33 W/m2. Therefore, in the design study, the author chose the Solar PV Lesso HPM series 550W solar panel, which has a power of 550W, an efficiency of 21.3%, and an area per panel of 2.583 m2. Based on the calculations obtained, the author used 126 solar panels with an area of 323.64 m2, as well as 24 Panasonic LC-P12100NA batteries with a voltage of 12 V and a capacity of 100 Ah, installed in 3 series and 8 parallel circuits.

The fisheries sector plays a strategic role in Indonesia's national economic development due to its significant contribution to meeting food needs, creating jobs, and earning foreign exchange. However, this sector still faces various serious challenges, such as Illegal, Unreported, and Unregulated (IUU) Fishing practices, excessive exploitation of marine resources, degradation of aquatic ecosystems, and weak compliance with applicable legal provisions. These problems not only impact the sustainability of fisheries resources but also threaten the economic sustainability of coastal communities. This study aims to analyze the government's role in overseeing the fisheries sector in Indonesia, which includes regulatory and institutional aspects, and the implementation of supervision in the field. The research method used is a normative juridical approach through a review of relevant laws and regulations, including Law Number 31 of 2004 concerning Fisheries as amended by Law Number 45 of 2009, and other derivative regulations. The analysis also considers the role of supervisory institutions such as the Ministry of Maritime Affairs and Fisheries (KKP), the Indonesian Navy (TNI AL), and law enforcement officials in preventing and prosecuting violations in this sector. The research findings indicate that the government plays a strategic role in establishing policies, establishing oversight institutions, providing monitoring facilities and infrastructure, and taking legal action against violators. However, oversight effectiveness is still suboptimal due to limited human resources, monitoring technology, inter-agency coordination, and low legal awareness among fisheries business actors. Therefore, strengthening an integrated oversight system, increasing the capacity of officials, utilizing information and satellite technology, and consistent law enforcement are necessary. These steps are expected to ensure sustainable management of Indonesia's fisheries sector, protect marine resources, and support national economic growth.

In the contemporary era, advancements in innovation and technological readiness have become fundamental elements in national security and defense strategies. This is because modern warfare has evolved from conventional physical conflicts to battles that encompass the domains of information, cybersecurity, and technological supremacy. In an effort to build a strong, sophisticated, and autonomous defense system, a nation needs to prioritize reducing dependency on other countries through achieving independence in the provision of Main Weapon System Tools (Alutsista). The Naval Technology College (STTAL) plays a vital role in advancing research activities and producing high-quality human resources as a long-term defense investment capital that can be optimized by the Indonesian Navy (TNI AL). This study examines the impact of innovation and integrated technological readiness in STTAL's research outcomes on the achievement of TNI AL's defense equipment independence. The research methodology employs a quantitative approach with Structural Equation Modeling (SEM) analysis techniques using the SmartPLS 4 application. The study involves four key variables: Innovation (X1, Z), Technological Readiness (X2), STTAL Research Outcomes (Y1), and TNI AL Defense Equipment Independence (Y2). The research findings reveal that: (1) the innovation variable has a significant impact on STTAL's research outcomes with an effect magnitude of 0.065, (2) the technology readiness variable shows a very significant influence on STTAL's research outcomes with an effect magnitude of 0.874, (3) there is a significant mediating effect of technology readiness through innovation as a mediator on STTAL's research outcomes with an effect magnitude of 0.026, and (4) STTAL's research outcomes have a very significant impact on the independence of the TNI AL's defense equipment with an effect magnitude of 1.318.

SIBENSAM is a mobile application owned by the Indonesian Navy to collect data on the personnel of the Indonesian Navy's kaporlap anywhere and anytime with the aim of reducing the time of the briefing process with the hope that the data produced has high accuracy. However, in the Indonesian Navy Academy environment, Cadets have not adopted the tool so that the method of collecting kaporlap data still uses the conventional method, namely filling out a form printed on paper. So that errors are still found in the data produced and the time required is very long to produce Kaporlap data as a basis for carrying out the briefing of the kaporlap of the Indonesian Navy Academy Cadets. The writing of this research proposal has the intention of creating a database of the AAL Taruna kaporlap to assist the duties of the Staff of the 4th Regiment of the Cadet Corps, thus this research proposal aims to be input for the Indonesian Navy Academy institution to create an application similar to SISBENSAM for the scope of the Indonesian Navy Academy Cadets. The current condition of the kaporlap data is inaccurate, the processing of kaporlap data takes a long time, and the cadets do not have time to carry out the kaporlap data update. The expected condition is that the kaporlap data produced is accurate, the processing of kaporlap data is concise, and the updating of kaporlap data is flexible as an indicator of the success of this research proposal. To realize this, a strategy was prepared including systematic design of the initial concept of the initial product, development of the initial product design, joint development with the TNI AL Disinfolahta. The conclusion of this study is that innovation is needed in the implementation of briefing activities in the scope of the TNI AL Academy Cadets which facilitates the work of the Staff of the 4 Regiments of the Cadet Corps and at the same time becomes a learning medium for the Cadets, especially for the Supply Corps Cadets.

Goods distribution applications have become key in facilitating goods data management. This study explores goods distribution applications, focusing on their development, implementation, and impacts with the aim of improving the effectiveness of procurement planning and the distribution process of kaporlap. This study discusses an online database system that is integrated with the system to facilitate the distribution of kaporlap for the Indonesian Navy Academy Cadets by implementing technology. The application of advanced technologies such as the Internet of Things (IoT), and goods distribution applications provide valuable insights to the Indonesian Navy Academy to improve the kaporlap data recording system and optimize the distribution process. The emphasis on data security is also important in ensuring integrity in providing accurate data for the benefit of implementing procurement planning and distribution of kaporlap in the Indonesian Navy Academy environment according to technological developments. The use of technology in goods distribution applications is a foundation for increasing knowledge and ease in carrying out activities, especially the distribution of kaporlap. Case studies and practical implementation provide a deeper understanding of the importance of this application to be realized and used by the Indonesian Navy Academy Cadets in the form of an online database system application equipped with QR Code and smartcard features that can be used without having to use a gadget. Thus, accurate kaporlap data can be obtained to support the planning of procurement and distribution of cadet kaporlap to be practical and more effective.
