The Halal Industrial Estate (HIE) in East Java has enormous potential to capitalize on the global trend of increasing demand for halal products. As a country with the largest Muslim population in the world, Indonesia is expected to seize this opportunity through regulations that support the development of HZs, which can not only improve the competitiveness of local products but also expected to contribute to overall economic growth. However, challenges in the development of HEC need to be overcome through close cooperation between the government, industry players, and the community. Socialization of the importance of halal certification and its benefits for Micro, Small and Medium Enterprises (MSMEs) should also be improved to motivate business actors. This study takes a qualitative approach and literature review to understand how government regulations can support the development of the halal industry in Sidoarjo. The findings show that with the right regulations, KIH can function as a halal industry center that meets local needs and can compete in the global market. The strategic steps recommended by the government include increasing local production capacity, strengthening the halal ecosystem from upstream to downstream, and creating a competitive market environment. With these strategic steps, it is expected that East Java can optimize its role in the halal industry.

This research was conducted at IKM Batik Rasya. The aim of this research is to find out how to calculate the production costs of abstract batik cloth at IKM Batik Rasya and to find out how to calculate the production costs of abstract batik cloth in accordance with the order system. This research uses descriptive research with a qualitative approach. The analysis carried out is calculating the current cost of production by determining the Job Order Costing method, then comparing the calculation rate for the cost of production with the previous method. This research data was obtained from observations, interviews and documentation with the owner of IKM Batik Rasya. The results of the research show that from calculations using the Job Order Costing method, when compared with the rates set by the IKM Batik Rasya, calculations using the Job Order Costing method provide calculation results for the basic production cost of job order costing of IDR 38,976,000.00 with a price per unit of IDR 194.880,00, while the total calculation for the IKM Batik Rasya cost of production is IDR 35.422.000,00 with a price per unit of IDR 177.110,00, so the difference in calculation between the two is IDR 3,554,000.00

In the Riau Islands, especially on Ngenang Island, weaving activities have become part of the life of the Malay community. This initiative to develop and produce woven fabric aims to preserve culture as well as empower women and improve the local economy. This research aims to determine the role of the Batam City Department of Industry and Trade (Disperindag) in empowering the community through groups of woven cloth craftsmen on Ngenang Island. This research uses a qualitative descriptive research method. The data sources for this research come from primary and secondary data. Research results based on (1) support the development of small and medium industries (IKM), including the weaving industry. (2) empowerment efforts carried out through guidance and technical support, which helps in developing technical skills and innovation in woven motifs (3) the government responds quickly to the needs of craftsmen by providing funds, looms and raw materials, increasing production efficiency and quality of woven fabrics resulting from. In conclusion, the role of the government on Ngenang Island is not only as a regulator, but also as a dynamist and facilitator in strengthening the weaving industry as part of an inclusive and sustainable local economic development strategy.

Each subsector has an important role in economic growth and development of the country. Industry plays an important role in meeting society's needs, creating jobs, increasing national income, and encouraging innovation. Small and Medium Industries (IKM) consist of small and medium enterprises operating in various sectors. SMEs make an important contribution in creating jobs, local economic growth and national industrial development. The government has paid great attention to the development of MSMEs through various programs and policies, as well as support from the private sector and financial institutions.
