Market levies are a regional taxation category that holds significant promise for increasing regional fiscal resources, complementing local tax revenues. The objectives of this study are; (1) Understanding the Communication Mechanism in the Implementation of Market Service Fee Policy in Gorontalo City. (2) Examination of Resource Availability in the Implementation of Market Service Tax Policy in Gorontalo. (3) Understanding the Bureaucratic Framework in the Implementation of Market Service Tax Policy in Gorontalo City. (4) Examination of the Implementation of Market Service Tax Policy Disposition in Gorontalo City. The method used in this study is a descriptive qualitative method. The results of this study indicate that the communication of market service fee policy has been carried out through systematic formal channels and is supported by a clear bureaucratic structure and division of tasks, but its implementation is still not optimal. This is caused by several obstacles, including unequal understanding and distribution of information among traders, limited resources in terms of both quantity and quality of human resources, budget, and inadequate market facilities. Furthermore, weak coordination and suboptimal implementation of SOPs in the field also impact work consistency, while the disposition or attitude of implementers who have demonstrated commitment but are not yet unified requires a more comprehensive strategic approach. Therefore, integrated efforts are needed, including improving the communication framework, strengthening human resource capacity, improving facilities, stricter supervision, and ongoing coaching to create more effective and professional policy implementation.

The abuse of narcotics in Indonesia has become a serious threat to public health and social order. In supporting law enforcement efforts against narcotics abuse cases, the role of the Police Medical and Health Division (Biddokkes) is crucial. Biddokkes is not only responsible for conducting medical and forensic examinations on suspects but also plays a key role in assessment and rehabilitation recommendations for drug addicts. The health law approach, which emphasizes recovery and the protection of human rights, serves as a vital framework in addressing these cases. This study aims to analyze the role of Biddokkes in supporting law enforcement processes against narcotics abuse and to examine how health law can be applied in this context. The research uses a normative-empirical method with primary and secondary data obtained through document studies, interviews, and field observations within Biddokkes of the North Sumatra Regional Police. The results show that Biddokkes plays a strategic role in legal proceedings, including conducting medical examinations, issuing visum et repertum, toxicology testing, and clinical assessments that determine the legal status of suspects. The findings also indicate that medical examination results from Biddokkes serve as vital evidence in court and form the basis for recommending rehabilitation for drug users. However, challenges such as limited facilities, human resources, and pressure in forensic practices remain obstacles. Therefore, the integration of criminal law and health law approaches must be continuously strengthened to establish a fair, humane, and recovery-based legal enforcement system.

This study analyzes the public relations efforts of Radio Republik Indonesia (RRI) Banten in maintaining its existence in the digital era and identifies the inhibiting factors faced. Using a qualitative method with a case study approach, this research involved in-depth interviews with informants from various divisions at RRI Banten, as well as observations of the communication strategies and programs implemented. The results of the study indicate that RRI Banten has undertaken a significant digital transformation, including through the development of the RRI Digital application as a means to expand broadcast access, active use of social media to reach a wider audience, and the implementation of a broadcast program segmentation strategy to adapt to the needs and preferences of listeners from various groups. However, the study also identified several crucial inhibiting factors. Limited human resources, particularly in mastery of digital technology, remain a major obstacle in optimizing the transformation program. In addition, the uneven geographic coverage of broadcasts in some areas limits public access to RRI services. Increasingly fierce competition with other digital media that offer greater flexibility, speed, and interactivity also poses a major challenge. On the other hand, the lack of optimal digital promotion and difficulties in reaching the interests of the younger generation hamper the increase in RRI's popularity in the era of media digitalization.
