This study aims to evaluate the effectiveness of subsidized fertilizer distribution to farmers in Gorontalo Regency. The allocation system follows a regulatory procedure starting from the Minister of Agriculture Regulation, followed by the Governor’s Decree, and finally by the Regent/Mayor’s Decree, which determines fertilizer allocation down to farmer groups. However, the implementation in the field faces several issues, including fertilizer shortages, prices exceeding the government-set retail price (HET), and misuse of distribution mechanisms. Using a normative-empirical legal research method, the study finds that the ineffectiveness of the subsidized fertilizer program is mainly due to inaccurate data collection and distribution, as well as the suboptimal use of the Farmer Card (Kartu Tani), often hampered by technical problems such as inactive cards. An evaluation based on the "six accuracy principles" (right quantity, timing, price, location, quality, and type) shows that the current distribution is not functioning effectively. The main inefficiencies are rooted in administrative shortcomings, delayed distribution, and inconsistencies between regulatory provisions and field implementation

This study aims to determine the benefits of the farmer card program in improving the welfare of poor farmers in Talotenreng Village at the BPP Sabbangparu of the Wajo Regency Agriculture and Food Security Office and to find out the factors that hinder the evaluation of the farmer card program in improving the welfare of poor farmers in Talotenreng Village at the BPP Sabbangparu of the Wajo Regency Agriculture and Food Security Office. The research method used is a qualitative method, usually the data is inductive or qualitative, and the type of research used is descriptive that provides a detailed picture or phenomenon.The results of this study show that the Farmer Card Program in Talotenreng Village has not been used by farmers as recipients of farmer cards or is still tentative so that farmers cannot feel the benefits, because there are no instructions, directions or orders from the Central Government/Ministry of Agriculture of the Republic of Indonesia. The Farmer Card Program is the latest Government program implemented in all regions with the aim of redeeming the purchase of subsidized fertilizers in an effort to improve the welfare of farmers in accordance with Presidential Regulation No. 77 of 2005 concerning the Determination of Subsidized Fertilizers as Goods in Supervision as amended by Presidential Regulation No. 15 of 2011 concerning Changes in the Determination of Subsidized Fertilizers as Goods Under Supervision.

Gresik district is experiencing problems with subsidized fertilizer from the government. The scarcity of fertilizer in Gresik district is not only caused by a lack of fertilizer availability, but can also be caused by delays in distribution. Finally, there is a risk of excessive fertilizer use. The purpose of this study is to determine the availability and needs of subsidized fertilizers, evaluate the implementation of fertilizer distribution, and provide recommendations for developing effective and efficient fertilizer distribution in Gresik Regency. This research uses a qualitative method. This research refers to the evaluation theory according to William N Dunn which consists of 6 indicators, namely effectiveness, efficiency, adequacy, equity, responsiveness and permanence. The result of this research is that the distribution of subsidized fertilizers has been effective, but there are still a few obstacles to scanning ID cards for the T-PUBRES application. Based on data from the Gresik Regency Agriculture Office, there is no shortage of subsidized fertilizer in Gresik Regency, but indeed the Gresik Regency subsidized fertilizer allocation from the Ministry of Agriculture is only part of the e-allocation. The delivery of subsidized fertilizer to kiosks is also good where the distribution is also in accordance with the policy. The implication of this research is that the Gresik Regency Agriculture Office needs to collaborate with the Gresik Regency Population and Civil Registry Office to improve the KTP of farmers so that it can be read by the REKAN KIOS application to make it easier for farmers to get subsidized fertilizer.

One of the benefits of using a farmer card is to access subsidized fertilizers. Farmer cards are those programmed by the government and can function to ease all farmers' affairs in making loans, transactions, savings and regarding the acquisition of subsidized fertilizers. This research was motivated by problems in the farmer card program which according to the community was less useful for them, especially in terms of accessing fertilizer. The farmer card is expected to be able to overcome the problem of fertilizer distribution that is not on target and is expected to be able to provide welfare for every farmer owned by farmers with the fertilizer obtained, so that the farm that is run produces satisfactory production for the farmers themselves. The results showed that, on average, the number of farmers who did not understand the farmer card was 60%, while those who understood the farmer card were 37%. This is due to the lack of socialization from related agencies, causing a lack of understanding of farmers towards the farmer card program, especially given the fact there are some farmers who have not studied at all. This farmer card has also not been benefited by farmers, so farmers have difficulty getting subsidized fertilizer and have to spend expensive costs to obtain fertilizer.

Bulo Village, Panca Rijang District is one of the areas that has started to apply the farmer card policy, the problem that occurs is that there are still farmers who do not have farmer cards in Bulo Village, then there are still people who have farmer cards but are not yet active, so it needs to be activated independently. by farmers, the aim is to find out how the effectiveness of the farmer card program is in Bulo Village. The location of this research will be carried out in Bulo Village, Panca Rijang District, Sidenreng Rappang Regency. This study has two variables, the X variable, namely the Effectiveness of the Farmer's Card Program, and the Y variable, namely Community Welfare. Population and sample data analysis techniques that will be carried out using the SPSS program assistance. There are 86 respondents, 7 people who answer very well with a total percentage of 8.13%, respondents who answer well there are 17 people with a total percentage of 19.76%, respondents who answer less well there were 40 people with a total percentage of 46.51%, respondents who answered not well there were 10 people with a total percentage of 11.62%, and respondents who answered very badly there were 12 people with a total percentage of 13.95%. The average percentage obtained based on the table above is 58% in the "Not Good" category. The percentage value of the program effectiveness indicator in Bulo Village, Panca Rijang District, Sidenreng Rappang Regency is 58% in the unfavorable category. The percentage value of the community welfare indicator in Bulo Village, Panca Rijang District, Sidenreng Rappang Regency, 64% were in the good category. The influence between program effectiveness and community welfare in Bulo Village, Panca Rijang District, Sidenreng Rappang Regency was 45.2%, categorized as "Influential/Significant".

The government initiated farmer cards to improve the distribution of subsidized fertilizers that were still not on the target. However, in some areas the effectiveness of distributing subsidized fertilizers using farm cards is unknown. This study aimed to determine the effectiveness of subsidized fertilizers in Cibeuti Village, Kawalu District, Tasikmalaya City. The population in this study was farmers who received farmer cards with a total of 559 people who were then sampled using a random sampling technique of 85 people. This research was conducted using two methods, namely observation and interview. Observation is carried out by collecting data carried out through direct observation of farmers included in the farmer group in Cibeuti Village. The data analysis used is  multiple linear regression analysis using the SPSS application. From the results of this study, the level of effectiveness of farmer cards, the distribution of subsidized fertilizers in the Cibeuti area of Tasikmalaya City is very effective and the most effective, indicator of the distribution of subsidized fertilizers is on time, whose efficiency value is 0.005 which means less than 0.05.
