Syndicated credit serves as a response for banks in extending loans as an alternative financing mechanism when constrained by the legal lending limit. Syndicated loans have a distinctive characteristic, namely the requirement for collective decision-making among creditors to reach a resolution. Consequently, collateral execution is often delayed or not carried out optimally to recover bank receivables, resulting in participating banks bearing losses for a relatively long period. This research employs a normative juridical approach with descriptive-analytical research specifications using qualitative methods based on relevant legal norms and theories. The results show that the legal relationship between the bank agent and the syndicated creditors constitutes an agency relationship, namely a special power of attorney as regulated under the Civil Code. The Bank Agent, consisting of the Facility Agent, Security Agent, and Escrow Agent, acts according to their respective duties for the benefit of the syndicate within the scope of authority agreed upon in the credit agreement. The resolution of non-performing loans in syndicated credit schemes should be carried out by referring to credit rescue and settlement mechanisms as regulated in the OJK Regulation concerning the Asset Quality Assessment of Commercial Banks through the prudential principle. The legal liability of the Bank Agent or Security Agent arises only when it can be proven that the agent has acted beyond the authority granted to it.

The Tapal Kuda Air Salobar Food Court is one of the culinary areas that plays an important role in supporting tourism and social activities in Ambon City. This area offers a variety of local culinary specialties from Maluku which are an attraction for the community and tourists. However, the increase in the number of visitors and the activities of traders have not been fully balanced by the conditions of adequate spatial planning, facilities, and area management systems. This study aims to analyze the existing condition of the Tapal Kuda Air Salobar Food Court from the aspects of spatial planning, waste management, supporting facilities, as well as the potential and challenges of its development as a culinary tourism destination. This study uses a descriptive qualitative approach with data collection methods in the form of field observations and in-depth interviews with key informants, namely area managers, traders, and visitors. The data obtained are analyzed thematically to identify the main problems and potential development of the area. The results of the study indicate that the spatial planning of the Tapal Kuda Air Salobar Food Court has not been able to accommodate the increase in visitor and trader activities due to the lack of clear zoning, limited circulation routes, and spatial planning that develops without integrated planning. Furthermore, waste management in this area is not yet systematic and sustainable, as evidenced by limited trash bins, a lack of waste sorting, and poorly scheduled waste collection. Limited supporting facilities, such as seating and sanitation facilities, also impact the comfort and quality of the visitor experience, especially during peak visitor periods. Nevertheless, the Tapal Kuda Air Salobar Food Court has significant potential as a culinary tourism destination based on local cuisine and a social space, which can be developed through spatial planning, facility improvements, and more integrated area management. This study concludes that the revitalization of the Tapal Kuda Air Salobar Food Court requires a comprehensive approach, emphasizing spatial planning improvements, strengthening waste management, and enhancing the quality of facilities and area management to support the sustainability of culinary tourism and the quality of public spaces in Ambon City.

Human resource development is the process of preparing individuals to take on higher or different responsibilities within an organization, including enhancing intellectual abilities to support efficient task performance. This study aims to determine the extent to which human resource development contributes to improved employee performance at the East Lombok Regency Health Office. The qualitative, descriptive approach involved eight informants, consisting of officials familiar with the implementation of human resource development and staff who had participated in the program. The results indicate that education and training conducted by the East Lombok Regency Health Office have supported improved employee performance, as evidenced by more structured task implementation, public health monitoring surveys, and a decrease in maternal and infant mortality rates. However, in terms of human resource management, there are still shortcomings, with an average of 28 health workers per health facility, both civil servants and non-civil servants, reflecting an imbalance in workforce needs. Furthermore, the implementation of human resource development is supported by leadership commitment, inter-agency collaboration, and budget support from the provincial and central governments. However, it is hampered by limited qualified personnel, frequent policy changes, and the impact of natural disasters.

This study analyses the challenges of digitalising registration services at Primary Healthcare Facilities (Fasilitas Kesehatan Tingkat Pertama, FKTP) in East Java, including limitations in human resources, technological infrastructure, and public digital literacy, all of which affect the satisfaction of National Health Insurance (Jaminan Kesehatan Nasional, JKN) patients. Utilising the Systematic Literature Review (SLR) methodology with the PRISMA approach, the study reviews literature from 2024–2025 sourced from databases such as Google Scholar, using keywords related to digitalisation, FKTP, and patient satisfaction. The analysis is based on the ADO (Antecedent, Decision, Outcome) framework. The findings identify three key factors: (1) Antecedents (human resource competence, infrastructure, digital literacy); (2) Decisions (human resource training, facility modernisation, public outreach); and (3) Outcomes (increased patient satisfaction through time efficiency and ease of access). The study emphasises the need to strengthen human resources, provide adequate infrastructure, and educate the public to ensure the sustainability of digital healthcare services at FKTPs in East Java.

Health communication and community empowerment are crucial for improving health outcomes at the primary health care level. As a primary health care facility, the Empat Ulu Community Health Center in Palembang plays a strategic role in disseminating health information, strengthening community capacity, and promoting healthy lifestyles through various educational activities. The Field Learning Practice (PBL) activity, conducted by students within the community health center's work area, aimed to strengthen the implementation of health communication, particularly in promoting Clean and Healthy Living Behavior (PHBS) in elementary schools. The methods used included field observation, discussions, face-to-face counseling, handwashing demonstrations, and the distribution of educational media. The results showed an increase in students' understanding of PHBS, demonstrated by their ability to answer questions, practice handwashing correctly, and their enthusiasm during interactive sessions. This activity not only strengthened students' knowledge but also demonstrated that a two-way communication approach and the use of simple visual media can enhance the effectiveness of health education. Overall, this PBL activity contributed to supporting the community health promotion program and strengthened the role of students in encouraging community self-reliance in maintaining health.

The implementation of environmental management is an important aspect in shaping ecological behavior within educational settings. Law No. 32 of 2009 emphasizes the responsibility of individuals and institutions to preserve the environment, in line with the principles of Fiqh Al-Bi’ah in Islam. Al-Fajr Dormitory of Ma’had Al-Zaytun serves as an example of this application through the daily activities of its students. This study aims to describe the implementation of environmental management at Al-Fajr Dormitory based on Articles 67–68 of Law No. 32 of 2009 and the Fiqh Al-Bi’ah perspective. Using a descriptive qualitative method through observation, interviews, and documentation, data were obtained from dormitory administrators, students, and relevant literature. The results show that environmental management is carried out through routine activities such as cleaning duties, waste management, facility maintenance, and the prudent use of resources. From the perspective of Fiqh Al-Bi’ah, these practices reflect the values of stewardship (khalifah), trust (amanah), and balance (mīzān). The synergy between state regulations and Islamic principles fosters disciplined, responsible students with strong ecological awareness as part of sustainable environmental development.

The practice of naming rights through trademark licensing agreements on public facilities has become a common commercialisation strategy in Indonesia. However, when the object of naming rights is a public facility with cultural heritage status, legal uncertainty arises due to the absence of specific regulations governing the intersection between Law No. 20 of 2016 concerning Trademarks and Geographical Indications and Law No. 11 of 2010 concerning Cultural Heritage. The objective of this study is to analyse the regulation of naming rights on public facilities with cultural heritage status and to identify any differences in the application of trademark law in the cases of Semarang Tawang Station and Cirebon Kejaksan Station. The study employs a normative juridical method, utilising secondary data collection techniques and is supported by tertiary legal materials, employing a legislative, analytical and comparative approach. The results of the study indicate a discrepancy in the regulatory framework for naming rights concerning cultural heritage, leading to legal ambiguity due to inconsistent implementation. This is exemplified by the contrasting outcomes at Semarang Tawang Station, where the naming rights agreement with Bank Jateng was successfully executed, and at Cirebon Kejaksan Station, where the agreement was terminated despite both stations possessing cultural heritage status. The study recommends the introduction of comprehensive special regulations to harmonise the protection of exclusive trademark rights with the preservation of the identity and historical value of cultural heritage sites.

This study aims to analyze the implementation of public services in the administrative sector at the Batuwarno District Office, Wonogiri Regency. The research employed a descriptive qualitative approach. The data sources in this study include informants, research settings and events, as well as supporting documents. The sampling technique used was snowball sampling. Data were collected through three main methods: interviews, observations, and documentation studies. The validity of the data was tested using four criteria—credibility, confirmability, transferability, and dependability. Data analysis was carried out by applying the interactive analysis model. The results of the study indicate that: (1) the implementation of administrative services at the Batuwarno District Office has not yet been optimal, particularly in terms of facility maintenance and repair, which are essential to support efficient service delivery; (2) the main obstacles encountered include insufficient facility maintenance and a lack of understanding of administrative procedures among both the public and the staff; and (3) efforts undertaken to address these issues include improving coordination with related agencies, implementing the SAMBAT PAK CAMAT and DIK SUKMA programs, providing online administrative services, and distributing informational brochures and pamphlets on administrative services.

In general, attacks on hospitals are prohibited under international humanitarian law (IHL), which aims to protect the life and health of civilians during armed conflicts. However, in certain circumstances, hospitals may lose their protection and thus become legitimate targets in warfare if they are considered to be involved in military activities or supporting the parties to the conflict. This brings into question the application of the principle of proportionality, which is an essential element of IHL. The principle of proportionality seeks to balance military necessity with the protection of civilians, requiring that the harm caused by military operations should not be disproportionate to the military advantage sought. This principle demands that military operations be conducted carefully to minimize harm to civilians and civilian objects, including hospitals. However, its application raises significant ethical questions regarding the moral justification of such actions, especially when hospitals are targeted in attacks. One prominent example that raises ethical concerns about this justification is the destruction of Al-Shifa Hospital in Northern Gaza. The hospital was destroyed in an airstrike during the conflict, causing severe harm to the civilian population that relied on this facility. While the principle of proportionality is designed to limit damage, attacks on hospitals such as Al-Shifa raise questions about whether the actions taken were truly consistent with this principle, particularly when the military gain achieved does not seem to outweigh the damage caused to human life and vital infrastructure. This article aims to explore the conventional moral justification of the principle of proportionality in international humanitarian law and evaluate its application in the case of Al-Shifa Hospital, challenging the boundaries of the principle in practice.

This research was conducted at the Tambaksari Fossil Museum, Ciamis Regency. The purpose of this research is to determine the Analysis of Cultural Heritage Management at the Tambaksari Fossil Museum, Ciamis Regency in 2024. The method used in this research is a qualitative descriptive research method. This method includes observation, interviews, and documentation. Data processing techniques in this research are data reduction, data presentation, and drawing conclusions. There are 5 informants. The results of the research show that the Analysis of Cultural Heritage Management at the Tambaksari Fossil Museum, Ciamis Regency in 2024 has not been running optimally. From the results of the observation, several indicators of problems were found related to the Analysis of Cultural Heritage Management at the Tambaksari Fossil Museum, Ciamis Regency in 2024, including limited adequate facilities and infrastructure in museum management, the lack of a management plan due to limited Human Resources (HR), the absence of a clear breakdown of duties and responsibilities in Museum management, and low community participation in Museum activities and management. The efforts made include submitting a budget for facility improvements to the local government, conducting routine fossil maintenance and conservation, identifying more comprehensive human resource needs, proposing to relevant parties to consider additional staff, and striving to increase public awareness of the importance of cultural preservation and the role of museums through good communication with the local community. Based on the results of the study above, it can be concluded that the overall Analysis of Cultural Heritage Management at the Tambaksari Fossil Museum, Ciamis Regency in 2024 has not been running optimally. To optimize the management of Cultural Heritage at the Tambaksari Fossil Museum, more intensive collaboration is needed between museum managers, the local government, and the community.

The special autonomy granted to Aceh Province allows for the implementation of Islamic criminal law (jinayat), yet challenges remain in law enforcement, particularly against corporations that provide facilities for Jarimah. Despite the enactment of Qanun Number 6 of 2014 on Hukum Jinayat, prosecutions have largely focused on individuals, while companies such as hotels, boarding houses, and cafés frequently escape accountability, even when their facilities are used to commit acts such as khalwat, maisir, and zina. This study aims to examine the enforcement mechanisms targeting such corporate entities within the jurisdiction of Banda Aceh City. Employing empirical legal research methods, the study utilizes qualitative analysis based on field observations, interviews with stakeholders, and a review of legal documents. The findings indicate that law enforcement efforts are hampered by five major factors: vague and incomplete legal provisions; limited knowledge and training among investigators; inadequate human resources and supporting infrastructure; a lack of public support; and deeply rooted cultural practices that often favor informal resolutions over formal prosecution. Despite the legal possibility of corporate liability under the qanun, enforcement remains weak due to unclear definitions, particularly concerning intent and the element of facilitation. The study concludes that the effectiveness of law enforcement in this domain is critically undermined by structural and normative deficiencies. Therefore, reform is urgently needed, including amendments to legal texts, comprehensive investigator training, and public engagement strategies to ensure corporate accountability in supporting the implementation of syari’at Islam in Aceh.

The increasing number of rape crimes by child perpetrators is a serious problem that needs to be reviewed in depth, not only from a legal aspect, but also from a criminological perspective that takes into account the child's social, psychological and environmental background. The type of research used is empirical legal research with a descriptive-analytical approach. This study relies on primary data obtained through direct interviews with staff at the Surakarta Correctional Facility and literature reviews of relevant laws and scientific literature. The results of the study indicate that internal factors such as past trauma, psychological disorders, and lack of moral understanding, as well as external factors such as family and social environments and weak supervision, are triggers for children to commit rape. The role of BAPAS Surakarta is proven to be crucial in efforts to provide support, rehabilitation, and social reintegration for children following court rulings. This study is expected to contribute scientifically to efforts to prevent and address sexual violence by children, as well as provide input for the government and correctional institutions in developing policies based on a child protection approach.

This study examines the role of the Youth, Sports, and Tourism Office in developing Manggar Beach as a leading tourist destination in Balikpapan City. Using Pitana and Gayatri's theory on the role of government as a motivator, facilitator, and dynamic, this study uses a qualitative descriptive approach with data collection through observation, interviews, and documentation. The results of the study indicate that the office has implemented various strategies such as digital promotion, facility development, and stakeholder collaboration with the pentahelix concept. However, there are still challenges in the form of suboptimal facility maintenance, waste management problems, and relatively high entrance ticket prices. The office has responded with initiatives such as cleanliness campaigns, periodic ticket price evaluations, and creative economy development to increase competitiveness. This study contributes to the understanding of the dynamics of the role of local government in developing sustainable tourism for coastal destinations.

The Community-Based Drinking Water and Sanitation Provision Program (PAMSIMAS) aims to increase access to clean water and proper sanitation in rural areas. However, the implementation of this program in several villages, including in Lubuk Ulak Village, Muara Pinang District, Empat Lawang Regency, still faces various challenges. This research aims to evaluate the PAMSIMAS development policy in the village, focusing on the effectiveness of implementation, the challenges faced, and its impact on the local community. This study uses a descriptive qualitative approach with a case study design. The data collection techniques used were in-depth interviews, observations, and document studies related to the implementation of PAMSIMAS. The collected data was analyzed thematically to find patterns relevant to the research objectives. The results show that although PAMSIMAS has succeeded in providing clean water infrastructure, there are still problems in terms of water resource management, community participation, and facility sustainability. Lack of technical training for local managers and weak coordination between stakeholders led to the insustainability of programs at the village level. In conclusion, PAMSIMAS in Lubuk Ulak Village needs improvements in planning, community involvement, and institutional capacity strengthening. Further research is needed to explore the sustainability of the program and the active role of communities and governments in sustainable clean water management.

The Family Visiting Leave Programme at Class II B Gunung Sugih Correctional Facility faces obstacles due to the imbalance between the number of officers and the workload that must be handled. In addition, limited facilities and lack of supporting facilities in prisons also hamper the effectiveness of the implementation of this programme. This research aims to analyse the implementation of Family Visiting Leave for prisoners in Class II B Gunung Sugih Correctional Facility and the obstacles faced based on Permenkumham Number 16 of 2023. This research uses a normative juridical approach through literature study and document analysis, as well as an empirical approach through observation and interviews. The data was analysed using qualitative juridical methods to draw conclusions based on empirical findings in the field. The results of this study indicate that the provision of Family Visiting Leave at Class II B Gunung Sugih Correctional Facility is given to prisoners who have shown good behaviour and have served at least half the criminal period, as part of an effort to encourage social reintegration. However, the programme faces a number of obstacles, including internal issues such as the low quality of human resources (HR) and overcrowding that hamper the effectiveness of its implementation. In addition, there are external obstacles that include negative stigma from the community as well as a lack of cooperation between the prison and related agencies, which affect the success of the programme.

This research analyzes the public relations communication strategy implemented by Pratama Bina Medika Clinic in building brand awareness as a new health facility. This study uses a qualitative method with a descriptive approach with data collection techniques using interviews and literature studies to determine the effectiveness of direct marketing strategies (direct selling), word of mouth communication (WOM), and digital marketing in introducing health services (clinics) to the public. The research results show that the direct selling strategy through visits to posyandu is effective in building personal relationships with the community, increasing trust, and expanding brand awareness. WOM communication, both directly and via social media, supports the dissemination of wider and more reliable information. The use of digital marketing through social media platforms such as TikTok and Instagram expands the reach of information and facilitates interaction with the public. This holistic approach has succeeded in creating a positive image of the clinic as a provider of quality and affordable health services, while increasing public trust in the services offered.

Election or General Election is a facility of freedom or right owned by the people to elect members of the House of Representatives, DPRD, DPD, President and Vice President which is carried out directly, publicly, freely, secretly, honestly and fairly or commonly abbreviated as LUBER JURDIL based on Pancasila of the Constitution of the Republic of Indonesia in 1945. There are various ways to win the hearts of the public in the implementation of elections, including through democratic strategies such as using the vision, mission, program and work of the candidate pair to the community.  There are also other ways that are often done, even as if it is mandatory to be able to win elections, then for most voters it becomes a common and inevitable thing, namely money politics. The practice of using money in politics in Indonesia is not a new money. The reason is that from the reform period, the practice of money politics was rampant. Many candidate pairs use money as a way to bring victory in elections. This research is an empirical research supported by a qualitative descriptive approach that uses primary data and secondary data collected using interview and observation methods and data is processed using data examination methods (editing), data marking (coding), data validation, and data vertification and analyzed using judicial analysis techniques. The results of this study show that (1) The management of village funds by the Oelnaineno village government in meeting the community's needs for clean water has been carried out in accordance with procedures and gradually, this is marked by the creation of mini reservoirs and reservoirs in each hamlet. (2) Factors that affect the Oelnaineno village government in allocating village funds to fulfill the rights of the Oelnaineno village community to clean water, namely legal factors, law enforcement factors, facilities or facilities factors and community factors that are less active in taking part in helping the village government.

Public service is a key aspect of government performance that directly affects community satisfaction. This study examines the quality of public service at the Bumi Ayu Subdistrict Office in Dumai Selatan, Dumai City, using five dimensions: reliability, responsiveness, empathy, tangibles, and assurance. Data were collected through observation, interviews with two informants (one official and one service user), and document review. The findings indicate that public services are generally effective. Staff demonstrate adequate reliability and responsiveness, show empathy in serving the community, provide sufficient facilities to support service activities, and foster public trust through professional conduct. Supporting factors include well-organized service procedures, adequate infrastructure, and attentive staff, while limitations involve dependency on the subdistrict head for document approval, limited staff during peak hours, and some facility constraints. The study highlights the need to improve service timeliness, increase staff availability, and improve facilities to optimize public service delivery. Enhancing training programs for staff and implementing technology solutions for document processing could contribute to further improving service quality. Future research could focus on expanding the scope of public service assessments to include citizen satisfaction and feedback, providing insights into the areas requiring attention for continuous improvement.

This study examines the issue of law enforcement related to the conversion of Green Open Spaces (GOS) in urban areas. Using a normative juridical research method with legislative and conceptual approaches, this research analyzes the implementation of Law No. 26 of 2007 on Spatial Planning, which mandates the availability of GOS at a minimum of 30% of the total urban area. The findings indicate that law enforcement in GOS conversion faces multiple challenges, including inconsistent regulatory implementation, budget constraints, weak inter-agency coordination, and obstacles in monitoring and enforcement. The pressures of urban facility development and population growth due to urbanization further complicate efforts to preserve GOS. Optimizing the role of local governments in GOS protection and management is carried out through the implementation of the Spatial and Regional Planning  involving various related agencies. The Ministry of Environment’s Adipura Program also plays a role in promoting enhanced environmental management performance by adhering to eight essential criteria within legal products related to environmental and ecosystem protection. This study recommends strengthening the GOS management system through improved inter-agency coordination, adequate budget provision, and the consistent application of firm sanctions.

This study examines the religious transformation of inmates through the Christian spiritual guidance program at Class I Correctional Facility in Medan. The program aims to enhance inmates' spiritual awareness and behavioral change through worship, Bible study, and spiritual counseling. Using a qualitative research approach, data were collected through in-depth interviews, observations, and documentation studies. The results show that the Christian spiritual guidance program positively impacts inmates, contributing to significant behavioral changes, increased religious awareness, and deeper spiritual understanding. However, several challenges were identified, including limited resources, insufficient supervision, and a lack of adequate facilities. This study recommends improvements to the program’s implementation to achieve more sustainable outcomes and to address the existing challenges.
