Education policy analysis in improving quality culture through a process of predetermined stages to formulate problems that nanitnya bring up alternative policies as problem solving and improve the quality of education. The purpose of this study was to analyse the application of educational policy analysis in improving quality culture at SD - IT Tafizil Qur'an Yayasan Islamic Center North Sumatra (YIC-SU). This research method uses qualitative research using primary and secondary data collection techniques. Data sources include interviews, observation and documentation. The results of this study indicate that SD - IT Tafizil Qur'an (YIC-SU) in conducting educational policy analysis to improve quality culture by conducting several stages, namely 1). Problem formulation, 2). Policy agenda and formulation of policy alternatives, 3). Policy determination. The results obtained by SD - IT Tafizil Qur'an (YIC-SU) can build a good and sustainable quality culture so that it continues to be a school that is in great demand.

This research discusses several educational problems at MAS PAB I Sampali and analyzes policies that can be implemented to improve the quality of education. The main focus of research includes curriculum, educational infrastructure, parental involvement, and policy implementation challenges. First, inappropriate curricula are a concern, requiring thorough evaluation and adjustments to include 21st century skills. Second, limited educational infrastructure requires evaluation and improvement to ensure the availability of facilities that are conducive to effective learning. Third, low parental involvement can be overcome through special programs such as regular meetings and parent training. Fourth, policy implementation challenges, such as resistance to change, require identification of barriers and effective implementation strategies. This solution can be the basis for improving the quality of education at MAS PAB I Sampali and making it more responsive to today's demands. This transformation is not only to meet current educational needs but also to face future challenges with confidence and readiness.
