The development of rural economies based on locally superior commodities is an integral part of inclusive and sustainable development strategies. Sumberdem located in Wonosari Subdistrict, Malang Regency, possesses significant potential for the development of coffee-based ecotourism. However, this potential remains largely underutilized due to several structural and institutional constraints. Key challenges include inadequate supporting infrastructure, limited capacity of local human resources, and the absence of downstream processing for coffee products. This community engagement program implemented an adaptive approach known as the Lumintu model, rooted in the Participatory Rural Appraisal (PRA) framework. Field assessments revealed critical limitations such as poor road access to plantation areas, insufficient agricultural irrigation, and weak digital connectivity. Moreover, the capacity of village institutions—such as the Village-Owned Enterprises (BUMDesa) and coffee farmer groups—remained low, resulting in local coffee products with limited added value. The initial implementation of the program has shown promising results, particularly in strengthening institutional capacity through training on tourism business management and high–value coffee processing. Furthermore, product diversification through the development of coffee-based agrotourism and digital marketing innovations has been successfully introduced. Overall, this community engagement initiative has provided a concrete solution to rural development challenges in Sumberdem Village. Moving forward, the village is expected to strengthen its position as a sustainable coffee ecotourism destination and improve the long-term economic well-being of its residents. The proposed development model also holds the potential for adaptation and replication in other rural areas with similar characteristics, thereby supporting the broader achievement of the Sustainable Development Goals (SDGs).

Jamalsari Village has rich local potentials, including natural tourism, agriculture, and traditional culture. Unfortunately, these potentials have not been optimally managed, and as a result, they have not significantly contributed to the community’s welfare. In response to this issue, a community service program was conducted with the goal of empowering the residents in developing tourism and creative economies based on local potentials. The approach used was participatory, where the community was actively involved in every stage of the activity, from identifying potentials and problems to training, mentoring, and evaluating the outcomes. Key activities in this program included training local tour guides to enhance residents' capacity in welcoming tourists, homestay management training as a form of community-based accommodation, and training on processing local products such as cassava chips and opak (crispy rice cakes). In addition, the community was encouraged to utilize social media as a promotional tool for products and tourist destinations. The results of these activities showed an increase in the community’s capacity and awareness in managing the village’s potential. The establishment of the Tourism Awareness Group (Pokdarwis) became one of the success indicators, where this group actively managed tourism activities independently. Furthermore, several prototypes of creative economy products have been successfully produced and widely recognized through digital promotion. This program successfully encouraged active participation from the community in promoting and managing the village as a local wisdom-based tourist destination. The success of this initiative shows that community empowerment oriented towards local potential can be an effective and sustainable approach, with the potential to serve as a replicable model for other villages with similar characteristics. Additionally, with this program, the community began to have a better understanding of the importance of environmental sustainability and cultural preservation in tourism development. This program also opened new opportunities for improving the residents’ economy, creating jobs, and reducing dependence on less sustainable economic sectors.

The problems that exist in the Pekalongan Regency Tourism, Culture, Youth and Sports Office (Disporapar) on the one hand are problems in the organisational structure, especially in charge of Tourism, which has no sub-fields, even though the workload is very high. Another problem is that many tasks in the tourism sector have not been handled properly, such as the implementation of the licensing process and public services in the tourism sector, the implementation of qualifications and administration of tourism services, coordination and formulation of standards, norms and tourism promotion, and facilitation of tourism product development and the tourism business world and the creative economy in the tourism sector. On the other hand, it is a heavy responsibility for Disporapar to coordinate, communicate and socialise due to the low participation of the community to become "people aware of tourism".The purpose of the study was to analyse efforts to develop institutional capacity in public services in the field of tourism in Disporapar Pekalongan Regency. Analyse the factors that hinder and support capacity development efforts in public services in the field of tourism in Disporapar Pekalongan Regency. The data used are primary and secondary data. With data collection techniques using interviews, observation and documentation. Data analysis techniques through four stages that must be passed, namely information collection, data reduction, data presentation and drawing conclusions.Based on the results of the analysis of the above research, the conclusion is that first, the development of institutional capacity in coordinating public services in the tourism sector at the Pekalongan Regency Disporapar is not yet sufficient internally, such as budget improvement, improvement of organizational structure, recruitment of human resources apparatus, and provision of infrastructure facilities. Second, externally, there has been no development and improvement of tourism objects that are adequate for the consumption of local and foreign tourists in Pekalongan Regency. Thirdly, there is a lack of participation and awareness of the people to form "Rakyat Sadar Wisata" groups, but more people are not aware of tourism, so there is still "robbery" and destruction of tourist attraction facilities, illegal parking in tourist attraction areas, inadequate number and condition of tourist attraction facilities, and a lack of investors. However, there is a relief in the support from the Provincial and Central Governments as well as the availability of large areas of coastal, inland and mountainous land in Pekalongan Regency and the many potential natural resources in Pekalongan Regency that have not been utilised.
