The waste problem in Indonesia has now reached a critical stage and has become an increasingly serious environmental issue. The ever-increasing volume of waste is not being managed effectively, leading to various negative impacts, particularly environmental pollution. This study aims to examine the state of waste management in Indonesia and its impact on water pollution from the perspective of the Sustainable Development Goals (SDGs). The method used is descriptive qualitative research through a literature review utilizing various sources such as journals, official reports, and legislation. The results indicate that the majority of waste originates from household activities, while management practices remain rudimentary, such as the “collect-transport-dispose” method and open dumping. This situation leads to waste accumulation, which contributes to water pollution, deteriorating environmental quality, and increased health risks for the community. Furthermore, suboptimal waste management also poses a challenge in achieving sustainable development goals, particularly regarding responsible consumption and access to clean water and sanitation. Therefore, improved efforts are needed through the application of the reduce, reuse, recycle (3R) principles, increased public awareness, and the active role of the government and the private sector in providing a sustainable waste management system. With the right measures, it is hoped that the waste problem in Indonesia can be reduced and the environment preserved.

The application of the Anti-Dumping Code in international trade law is the topic of discussion in this article. Particular attention is paid to what happens when unfair trade practices are involved. The primary focus is on addressing the issue of price discrimination in international trade, which frequently brings about negative consequences for developing nations like Indonesia. The article provides a description of the phenomenon of dumping, including its impact on domestic producers, as well as anti-dumping rules within the context of the GATT and WTO. This is accomplished through theoretical studies and normative analysis. In addition, it covers the difficulties that arise when putting anti-dumping legislation into effect, as well as the remedies that can be implemented to defend domestic markets from losses that are caused by dumping. The purpose of this article is to highlight the significance of international cooperation and domestic law amendments in order to maximize the effectiveness of the Anti-Dumping Code as an instrument for protecting fair trade.

Dumping, characterized by selling goods at below-market prices in export markets, poses significant ethical and economic concerns in global trade. Islamic law (shariah), with its emphasis on justice, equity, and harm reduction, provides a unique lens for analyzing such practices. This review synthesizes insights from scholarly works to explore the compatibility of Islamic legal principles with anti-dumping measures. Key findings include Islamic jurisprudence’s proactive stance against predatory pricing (siyasah al-ighraq) for its potential to harm market stability and marginalize smaller producers. Studies show that Islamic law prioritizes public welfare (maslahah) and promotes ethical market behaviors, offering alternative regulatory perspectives to address trade malpractice. Through case studies like Indonesia’s WTO defense on paper dumping and comparative analyses with Saudi trade laws, this review highlights the robust ethical foundation Islamic law brings to contemporary international trade debates. The synthesis concludes by advocating integrative frameworks to harmonize Islamic ethics with global trade governance.

Abstract.  The global economy has faced a decline during the pandemic, leading to substantial barriers in international trade.  Governments in various countries have implemented policies to protect their domestic markets, including measures to avoid dumping practices.  Indonesia experienced instances of dumping practices during the pandemic.  Therefore, it is crucial to review government policies as regulators to safeguard domestic products and promote economic growth post-pandemic while avoiding dumping accusations.  This research adopts a normative approach with a legal research method of literature.  The study employs a statutory approach and a conceptual approach to analyze the subject matter.  The findings of this research indicate that antidumping policies are enshrined in various provisions, including Laws and Government Regulations governing the imposition of Antidumping Duties.  To foster economic growth in the post-pandemic era, post-pandemic antidumping policies need to consider several aspects.  The government should conduct a thorough analysis and evaluate the synchronization of international trade institutions with WTO and other countries oriented towards economic growth.  Additionally, enhancing cooperation between stakeholders and institutions related to international trade, such as the KADI, is essential.  The government can also take preventive measures by engaging in effective communication with exporters and importers to improve product quality and enhance their understanding of international trade, particularly concerning dumping practices.     Keywords: International Trade Policy, Dumping Practices, Economic Growth, Post-Pandemic Era     Abstrak.  Ekonomi global telah mengalami penurunan selama pandemi, yang mengakibatkan hambatan substansial dalam perdagangan internasional.  Pemerintah di berbagai negara telah menerapkan kebijakan untuk melindungi pasar domestik mereka, termasuk langkah-langkah untuk menghindari praktik dumping.  Indonesia mengalami beberapa praktik dumping selama pandemi.  Oleh karena itu, sangat penting untuk meninjau kebijakan pemerintah sebagai regulator untuk melindungi produk dalam negeri dan mendorong pertumbuhan ekonomi pascapandemi sambil menghindari tuduhan dumping.  Penelitian ini mengadopsi pendekatan normatif dengan metode penelitian hukum berbasis literatur.  Studi ini menggunakan pendekatan undang-undang dan pendekatan konseptual untuk menganalisis pokok permasalahan.  Temuan penelitian ini menunjukkan bahwa kebijakan antidumping diatur dalam berbagai ketentuan, termasuk Undang-Undang dan Peraturan Pemerintah yang mengatur pengenaan Bea Masuk Antidumping.  Untuk mendorong pertumbuhan ekonomi di era pascapandemi, kebijakan antidumping pascapandemi perlu mempertimbangkan beberapa aspek.  Pemerintah harus melakukan analisis mendalam dan mengevaluasi sinkronisasi lembaga perdagangan internasional dengan WTO dan negara-negara lain yang berorientasi pada pertumbuhan ekonomi.  Selain itu, meningkatkan kerjasama antara pemangku kepentingan dan lembaga terkait perdagangan internasional, seperti KADI, sangat penting.  Pemerintah juga dapat mengambil langkah-langkah preventif dengan berkomunikasi efektif dengan eksportir dan importir untuk meningkatkan kualitas produk dan pemahaman mereka tentang perdagangan internasional, terutama mengenai praktik dumping.   Kata kunci: Kebijakan Perdagangan Internasional, Praktik Dumping, Pertumbuhan Ekonomi, Masa Pascapandemi

Abstract Economic relations in terms of trade between countries will always cause obstacles in diverse forms, one of the forms is the practice of dumping. This practice can cause losses for a country and trigger disputes between the countries concerned. In this research, the author will discuss a dispute about allegations of paper products from Indonesia that are considered to include dumping practices committed by South Korea. This research will focus on the Indonesian government's strategy in resolving the dispute and the legal process between Indonesia and South Korea. In resolving this dispute, South Korea has not completely gone through with the decisions of the Dispute Settlement Body (DSB) in 2005 and 2007. Indonesia government called on the South Korean government to go through with the last decisions of the Dispute Settlement Body by using strategies such as retaliation plans also the forcing of Anti-Dumping Duties (ADD) imposed on all South Korean paper producers concerned. To resolve the issue, the South Korean government decided to take legal action through the Korea Trade Commission (KTC) by formally revoking the Anti-Dumping Duties. This decision marks a major success and victory for Indonesia in the world trade organization. Abstrak Hubungan ekonomi dalam hal perdagangan antarnegara akan selalu menimbulkan terjadinya hambatan dalam berbagai bentuk, salah satunya adalah praktik dumping. Praktik ini dapat menyebabkan kerugian bagi suatu negara dan memicu terjadinya perselisihan antarnegara yang bersangkutan. Pada penelitian ini, penulis akan membahas sengketa tentang tuduhan produk kertas dari Indonesia yang dianggap termasuk praktik dumping yang dilakukan oleh Korea Selatan. Penelitian ini akan berfokus pada bagaimana  strategi Pemerintah Indonesia dalam menyelesaikan perselisihan dan proses hukum antara Indonesia dengan Korea Selatan. Dalam penyelesaian sengketa ini, Korea Selatan belum sepenuhnya menerapkan putusan dari Dispute Settlement Body (DSB) pada tahun 2005 dan 2007. Pemerintah Indonesia meminta pemerintah Korea Selatan untuk melaksanakan keputusan akhir yang telah diputuskan Dispute Settlement Body dengan menggunakan strategi seperti rencana pembalasan dan pengenaan Bea Masuk Anti-Dumping (BMAD) bagi seluruh produsen kertas Korea Selatan yang bersangkutan. Untuk menyelesaikan isu tersebut, pemerintah Korea Selatan memutuskan mengambil tindakan hukum melalui Korea Trade Commission (KTC) dengan secara resmi mencabut Bea Masuk Anti-Dumping. Keputusan ini menandai keberhasilan dan kemenangan besar Indonesia di organisasi perdagangan dunia.
