This study aims to analyze the feasibility of implementing Solar-Powered Street Lighting (PJUTS) as an alternative lighting solution in Campus C of UNINDRA PGRI. The background of this research is driven by the high operational electricity costs of the existing conventional street lighting system and the need to transition toward clean energy. The analysis methods include a technical comparison of off-grid systems, an economic evaluation based on cost savings, and an assessment of environmental impacts. The technical analysis indicates that PJUTS is highly feasible due to its ability to operate independently without reliance on the national electricity grid, thereby ensuring lighting continuity during power outages. From an economic perspective, although the initial investment (CAPEX) is higher than that of conventional street lighting, the project is considered feasible as it eliminates monthly electricity bills permanently, resulting in long-term budget efficiency and financial benefits. The Payback Period analysis shows that the initial investment can be recovered through cumulative operational cost savings. Environmentally, the implementation of PJUTS significantly contributes to carbon emission reduction and supports the Green Campus vision through the utilization of renewable energy. Overall, the transformation of the existing street lighting system into PJUTS represents a strategic and feasible initiative that fulfills effectiveness, efficiency, and sustainability criteria.

Technological innovations have brought significant changes in the management of public administration, including the procurement of goods and services. E-Catalog is one of the innovations implemented to improve efficiency, transparency, and accessibility in the procurement process. This study aims to analyze the effectiveness of the use of E-Catalog in the city of Surabaya based on five main criteria: effort, cost-efficiency, result, cost-effectiveness, and impact. The results of the study show that E-Catalog is able to speed up the procurement process of goods and services by providing direct access to the information needed by users, without going through a time-consuming manual tender process. The system also cuts operational and administrative costs, such as printed documents and formal meetings, providing budget efficiency of up to 10% per year. In addition, user satisfaction levels increased with more than 85% of respondents feeling helped by this system. E-Catalogs not only save time and costs, but also increase transparency and accountability in procurement. All transactions are digitally documented, making the audit process easier and preventing potential irregularities. This implementation also encourages the empowerment of local MSMEs by providing easier access to government markets. Another positive impact is the increase in public trust in the government, which is supported by a transparent and inclusive system. Nonetheless, challenges such as limited technology infrastructure and intensive training need still need to be addressed to ensure the sustainability of these systems. With the integration of blockchain technology and strengthening regulations, E-Katalog has the potential to become an effective and efficient model for the procurement of goods and services, not only in Indonesia, but also at the global level. This research offers strategic recommendations for the development of better technology-based procurement policies and practices in the future.

Efficient drug inventory management is a critical factor in ensuring medicine availability and optimizing procurement budgets in healthcare facilities. This study aims to analyze drug inventory at Tritya Eye Clinic Surabaya using the ABC (Always, Better, Control), VEN (Vital, Essential, Non-Essential), and EOQ (Economic Order Quantity) methods to improve procurement budget efficiency. A quantitative descriptive approach with a case study method was employed. Data were collected from drug usage records, stock opname reports, and procurement documents from in 2024. The findings reveal that the combined ABC-VEN method effectively identifies priority drug groups based on consumption value and clinical importance, while the EOQ method determines optimal ordering quantities to minimize total inventory costs. The integrated application of these methods successfully reduces overstock and stockout incidents and enhances procurement budget efficiency. This study recommends inventory management based on historical usage data and strategic classification to achieve more accurate and cost-effective drug procurement planning.

Digital transformation is one of the main instruments in bureaucratic reform efforts aimed at improving the quality of public services and state budget efficiency. Through the application of information technology such as e-government, e-budgeting, and digitalization of public services, the government can reduce operational costs, accelerate administrative processes, and increase transparency. However, in practice, this transformation process faces various challenges, such as infrastructure gaps, low digital literacy, internal resistance, and data security threats. This study aims to identify opportunities and challenges for digital transformation in the context of state budget efficiency in Indonesia. The method used is a literature study with a descriptive-qualitative approach. The results of the analysis show that digital transformation plays an important role in driving fiscal efficiency, but requires strong policy support, increased human resource capacity, and equitable digital infrastructure development.

This research aims to analyze strategies for budget efficiency by strengthening collaborative governance in delivering social services by the Social Service Office of Surabaya City. A qualitative approach was used through a study of planning documents and local media reports from 2021 to 2024. Content analysis was applied to identify partnership patterns among government institutions, social organizations, communities, and businesses involved in the implementation of social programs. The findings reveal that such collaborations significantly reduce the fiscal burden on the government, expand service outreach for vulnerable groups, and reinforce the sustainability of social programs. The established partnerships also accelerate aid distribution, improve coordination, and encourage innovation through community-based participation amid regional fiscal constraints.

The State Revenue and Expenditure Budget (APBN) is a fundamental fiscal policy instrument for realizing national development and public welfare. This study aims to analyze the correlation between APBN management and Indonesia’s economic growth, focusing on the effectiveness of government spending and oversight of budget misappropriations. Based on the 2023 audit report by the Supreme Audit Agency (BPK), financial losses due to APBN mismanagement reached IDR 8.2 trillion, highlighting the weakness in financial oversight and transparency. Using a descriptive qualitative approach, this study explores the significance of budget efficiency and the implementation of APBN’s fiscal functions in supporting macroeconomic stability. The findings suggest that government spending significantly influences economic growth, yet its effectiveness is heavily dependent on robust monitoring systems and sound fiscal strategies. Therefore, strengthening fiscal transparency and supervision is crucial to prevent state losses and promote equitable development.

This study aims to analyze the influence of organizing sports events on economic growth in Indonesia during the endemic transition period and legal regulations on sports events during the endemic transition period. Using normative juridical and normative empirical methods with a qualitative approach, this study examines relevant legal norms, such as the Indonesian Sports Law, on the influence of the country's economy in organizing sports events. Data were obtained from documentation of primary and secondary legal sources and interviews to understand the factors of economic growth through the sports industry. The results of this study indicate that the influence on economic growth through organizing sports events in Indonesia during the endemic transition period has not been fully accommodated by existing regulations. During the endemic transition period until now, the government and several sectors that work together to boost economic growth in Indonesia have not maximized the existing opportunities. However, with the weak implementation of regulations even though regulations regarding the sports industry have been written in the law. So that inappropriate implementation can hinder economic growth, as well as the occurrence of individuals who violate and damage existing facilities and the occurrence of budget efficiency in 2025 also affect the implementation of sports events. This study recommends that the government, private sector, and community collaborate to improve infrastructure evenly and maintain and build local and international appeal through the sports industry to become a source of foreign exchange for the country like developed countries.

This study uses a qualitative method to examine the efficiency of public budget utilization in improving social welfare. The focus of this research is on how budget management policies are directed toward meeting basic community needs and promoting equitable social justice. In many cases, inefficiencies arise due to poorly targeted planning, overlapping programs, and the lack of proper evaluation of activities funded by national or regional budgets. This study reviews relevant literature and public policy regulations, analyzing policy data in the context of budget efficiency. The findings indicate that social welfare can be significantly enhanced when budget allocations are directed toward priority programs supported by consistent evaluation mechanisms. A synergistic effort between policymakers and program implementers is essential to ensure that public spending effectively achieves social development goals. This research also highlights the importance of a result-based approach in fiscal management to ensure that every dollar spent delivers tangible benefits to society.

Local financial management in Indonesia still faces significant challenges, such as budget inefficiencies, high dependence on central funds, and lack of locally generated revenue (PAD), which exacerbates development inequality, especially in underdeveloped regions such as Papua. This research highlights the importance of cross-sector collaboration and technology utilization for the optimization of local finance to achieve sustainable development equity. Collaboration between central and local governments, the private sector, and the community can improve transparency and accountability of budget management, while technologies such as e-budgeting, blockchain, and the Local Government Information System (SIPD) can accelerate the budget planning and monitoring process. This study uses a descriptive qualitative approach with thematic analysis of primary and secondary data to evaluate the effectiveness of technology integration and cross-sector collaboration. The results show that a strong synergy between collaboration and technology can improve budget efficiency, reduce dependency on central funds, and accelerate infrastructure development and public services in disadvantaged areas. Policy recommendations include strengthening local government capacity, implementing a blockchain-based monitoring system, and involving communities in development planning. This research contributes to the local financial management literature by offering evidence-based solutions that support inclusive and equitable development in Indonesia.

This study aims to analyze the suitability between the type of road damage and the budget costs incurred on provincial roads in the Madura region. The research method used road condition survey and questionnaire distribution to contractors, consultants, budget users, and local communities. Data analysis was done descriptively qualitatively, including the type, volume, and location of road damage. The results showed that the three most common types of road damage were cracks, potholes and raveling. The total area of damage identified was 261.95 m², with a repair cost of Rp 57,586,900. This research emphasizes the importance of detailed road defect analysis and appropriate budget allocation to improve repair efficiency and support the region's economic activity. The findings conclude that detailed road defect analysis and budget efficiency can improve road quality and support mobility and economy in the Madura region. The results provide a basis for local governments to plan road infrastructure improvements more effectively and efficiently.

This study aims to analyze the maintenance strategy of railway lines in West Sumatra using the Life Cycle Cost (LCC) approach to determine the most economically efficient and sustainable maintenance option. The main issues raised are the high cost of reactive maintenance and the risk of operational disruption due to track damage. The research method involved collecting construction, operational, and maintenance cost data from railway operators, as well as LCC-based scenario simulations to compare preventive and reactive maintenance strategies. The results of the analysis show that the preventive maintenance strategy results in lower total life cycle costs, compared to the reactive strategy. In addition, the preventive strategy also supports operational sustainability by minimizing the risk of service disruption and improving user safety. SWOT analysis shows that LCC implementation has great potential to improve budget efficiency and support local economic growth, although challenges such as data limitations and natural disaster risks need to be mitigated. This research concludes that an LCC-based approach can be the basis for designing more effective, efficient and sustainable railway maintenance policies. Recommendations include prioritizing preventive maintenance, using monitoring technology, and strengthening supporting policies.

This paper describes the dynamics of legal politics in the regulation of Simultaneous Regional Elections in Indonesia with a focus on the effectiveness of implementation and its impact on local democracy. Simultaneous Regional Elections, which began in 2015, are the government's efforts to improve the efficiency of regional head elections while strengthening the democratic system. However, its implementation faces various challenges, such as regulatory complexity, potential political conflict, and impacts on the quality of representation at the local level. This study uses a juridical-normative approach with a qualitative analysis method to evaluate the laws and regulations governing Simultaneous Regional Elections, including Law Number 10 of 2016 and its implementing policies. Data were obtained through literature studies, legal documents, and interviews with relevant stakeholders. The results of the study show that, although Simultaneous Regional Elections bring benefits in the form of budget efficiency and strengthening political stability, this policy also poses a number of challenges. Among them are the gap in local government capacity, strengthening political oligarchy, and decreasing the quality of community participation at the local level. In addition, the implementation of Simultaneous Regional Elections tends to sacrifice regional autonomy in the context of local democracy, given the homogenization of election times that do not always match regional needs. This study recommends the need for a revision of regulations that are more adaptive to local needs, increasing public political education, and strengthening the capacity of election organizers to ensure that Simultaneous Regional Elections can run effectively without sacrificing the principles of local democracy.

Government policy changes and drug price fluctuations related to e-catalog can affect drug costs and types purchased between 2022 and 2023. This research aimed to analyze the differences in drug procurement using the e-catalog system and its interaction with hospital financial and operational variables. The study employed a mixed-methods approach to understand the dynamics of drug procurement at Pharmacy Department of X Hospital through the e-catalog system between 2022 and 2023. This research evaluated changes in purchasing volume, costs, cost efficiency, and service speed. Quantitative data were obtained from e-catalog documentation, focusing on the types, volumes, and prices of chronic medications, as well as BPJS claims. Statistical analysis was used to compare the study periods, while qualitative data from in-depth interviews with 15 respondents, observations and document analysis enriched the understanding of procurement process changes through data triangulation analysis.  The results demonstrated an increased use of e-catalog, with policy changes leading to supplier diversification and price flexibility. Quantitative findings indicated a 25% increase in the volume of drug purchases through the e-catalog from 2022 to 2023, accompanied by a 15% reduction in average drug prices due to heightened competition among suppliers. Additionally, procurement efficiency improved by 30%, as reflected in the reduction of the procurement cycle time from 45 days to 31 days. These findings indicated shifting needs and procurement strategies, affecting budget efficiency and the speed of fulfilling drug requirements. In conclusion, strategic adaptations and ongoing evaluations in managing e-catalog are essential to address financial and logistical challenges, ensuring patient satisfaction and drug availability.
