The development of information technology has encouraged the transformation of government administration toward digital-based governance, including correspondence management systems. Digital correspondence governance plays an important role in improving administrative effectiveness, bureaucratic efficiency, and the quality of public services. However, the implementation of digital correspondence systems in local government institutions still faces several challenges, including limited system integration, inadequate human resource capacity, and unstandardized electronic archive management. This study aims to analyze and construct a digital correspondence governance model in realizing administrative effectiveness at Dinas Komunikasi, Informatika, Statistik dan Persandian Kabupaten Gowa. This study employed a qualitative approach with a descriptive research type. Data collection techniques were conducted through observation, in-depth interviews, and documentation. Research informants were selected using purposive sampling techniques, while data analysis employed the interactive model of Miles, Huberman, and Saldaña through data condensation, data display, and conclusion drawing. The results indicate that the implementation of digital correspondence governance has improved the speed of document disposition, administrative efficiency, accessibility of documents, and organizational work coordination. However, the implementation has not been fully optimal due to constraints in system integration, human resource capacity, and digital archive management. This study produced a digital correspondence governance model emphasizing the strengthening of information technology, enhancement of employee competence, integration of administrative systems, and development of a digital work culture. It is recommended that government institutions strengthen the integration of digital correspondence systems, improve employee competencies, and establish sustainable electronic archive management standards.

This study discusses the management of electronic archives across various institutions, focusing on effectiveness, efficiency, and its impact on employee performance. The study examines different strategies for optimizing digital archiving systems, including the implementation of correspondence management applications and relevant policies adopted by both the government and the private sector. Using a quantitative approach, this research is analyzed through statistical methods. The findings indicate that the implementation of digital archiving systems can improve work efficiency, reduce the risk of document loss, and accelerate access to information. However, challenges such as limited technological infrastructure, lack of employee training, and data security issues remain major obstacles to the successful implementation of these systems. Therefore, more comprehensive policies and ongoing training are needed to ensure the sustainability of effective and secure electronic archive management.

This research uses a qualitative descriptive method, namely by analyzing and describing the problems found. This research is based on primary data and secondary data. Primary data in this research was obtained using data collection techniques in the form of observation, interviews, and documentation. Secondary data was obtained from books, previous research, and articles related to research related to archival systems. The samples from this research were Tutorping employees of the Indonesian National Resilience Institute. Researchers also used data collection techniques in the form of surveys sent to 20 employees. In companies and institutions, the archival system is planning, supervising, training, organizing, developing, and managerial activities oriented towards the creation, maintenance, use, and depreciation of archives. This research aims to determine the archiving system at Tutorping, the Indonesian National Resilience Institute. The results of this research show that the majority of employees stated that they had implemented the archiving system well, and the archival storage system had been carried out by the needs of the activities that had been determined, but the space and space were inadequate so that the records piled up, but within a certain period they were destroyed following procedures. In the context of effectiveness, a good level of understanding of the archive system can create improvements in employee work. This research provides insight for employees into the importance of understanding the archive system within the institution. In this way, there will be an improvement in the archive system in the institution as a whole.
