The implementation of web-based archive digitalization can help improve performance in the field of archive recording, which was previously still manual at the Naval Academy. Some of the obstacles include archiving that is still manual, many files lost due to piled-up storage systems, and human resources in the field of archiving that are still lacking. This study aims to increase time and cost efficiency in archive processing, reduce the risk of loss and damage to archives, and improve the abilities and skills of human resources in the process of using digital archives. This type of research is descriptive qualitative. The data collection techniques are interviews, observation, and documentation with respondents as well as appropriate documentation. The data analysis was carried out through the processes of data reduction, data display, as well as verification or drawing conclusions. The research results can help improve the efficiency and security of archiving by minimizing risks, so that archive management can enhance efficiency and effectiveness, focusing on the implementation of web-based applications.


The development of information technology has encouraged the transformation of government administration toward digital-based governance, including correspondence management systems. Digital correspondence governance plays an important role in improving administrative effectiveness, bureaucratic efficiency, and the quality of public services. However, the implementation of digital correspondence systems in local government institutions still faces several challenges, including limited system integration, inadequate human resource capacity, and unstandardized electronic archive management. This study aims to analyze and construct a digital correspondence governance model in realizing administrative effectiveness at Dinas Komunikasi, Informatika, Statistik dan Persandian Kabupaten Gowa. This study employed a qualitative approach with a descriptive research type. Data collection techniques were conducted through observation, in-depth interviews, and documentation. Research informants were selected using purposive sampling techniques, while data analysis employed the interactive model of Miles, Huberman, and Saldaña through data condensation, data display, and conclusion drawing. The results indicate that the implementation of digital correspondence governance has improved the speed of document disposition, administrative efficiency, accessibility of documents, and organizational work coordination. However, the implementation has not been fully optimal due to constraints in system integration, human resource capacity, and digital archive management. This study produced a digital correspondence governance model emphasizing the strengthening of information technology, enhancement of employee competence, integration of administrative systems, and development of a digital work culture. It is recommended that government institutions strengthen the integration of digital correspondence systems, improve employee competencies, and establish sustainable electronic archive management standards.

 Education in vocational high schools (SMKs) requires effective data management to improve students’ academic achievement and discipline. At SMK Islam Secang, students’ academic scores and attendance data have so far functioned merely as administrative archives, making it difficult to identify patterns of student performance. This study aims to classify students based on academic achievement and discipline by applying the K-Means Clustering algorithm using RapidMiner. The data used in this study consist of scores from six subjects and attendance records of 35 students from the Light Vehicle Engineering (TKR) department over two semesters. The data were obtained from original school records, compiled using Microsoft Excel, and processed in RapidMiner. The clustering process employed four clusters for academic achievement and two clusters for discipline, with Euclidean Distance used as the similarity measure. The results show that in the first semester, students were grouped into four academic achievement clusters: high achievement (6 students), moderate achievement (7 students), potentially problematic (14 students), and problematic (8 students). In the second semester, the distribution changed to high achievement (19 students), moderate achievement (14 students), potentially problematic (4 students), and problematic (1 student). Meanwhile, student discipline was divided into two clusters: disciplined (31 students) and undisciplined (4 students). These results demonstrate that K-Means Clustering is effective in mapping student conditions, revealing patterns in academic performance and attendance, and supporting educational evaluation, learning planning, and early detection of students who require academic or disciplinary intervention. The preservation of the nation's collective memory is a very important aspect in maintaining national identity, but its existence today is threatened by physical damage and limited access to information. This study aims to explain effective preservation methods to ensure the sustainability of the collective memory as a historical heritage. The methodology applied is qualitative descriptive by collecting data through literature review and document analysis from various literature sources and regulations related to archives. The results of this study show that the implementation of the current preservation strategy still faces major problems, especially the difference between the expected tennis standards and the reality of limited funds and the ability of human resources to carry out restoration. In addition, the digitalization process has not been fully linked to the planned long-term digital preservation management. The implications of this study show that strengthening the collaboration and technical capabilities of archivists is very important so that all historical artifacts of the nation are maintained in their authenticity, protected, and can be widely accessed by future generations.

The Legal Unit plays a crucial role in ensuring compliance with banking regulations, particularly in managing customer documents related to data protection and legal risk reduction. This study aims to explore the role and performance of the Legal Unit in managing customer files at Bank Sumsel Babel, Kapten A. Rivai Main Branch, and to identify obstacles and possible solutions. The method chosen in this study is qualitative with a descriptive approach. Data were obtained through observation, interviews, and document analysis, which were then analyzed using the interactive model of Miles and Huberman. The research findings indicate that the Legal Unit is responsible for ensuring that document management is carried out regularly, securely, and in accordance with applicable banking regulations. The implementation of Standard Operating Procedures (SOPs), internal supervision, and the use of digital archives contribute to legal compliance and minimize the risk of document loss and information leakage. Problems encountered include limitations in human resources and incompatibility with digital systems. Therefore, improvements in document management technology, training for human resources, and periodic SOP evaluation are needed to improve the effectiveness of the Legal Unit's work and maintain customer trust.

Correspondence administration is vital for supporting operational efficiency in schools. However, manual management often leads to issues such as data retrieval delays, recording errors, and the risk of lost archives. This research aims to design and develop a Web-Based Administration Data Monitoring Information System using QR Codes at UPTD SMAN 3 Majene. The study employs the Research and Development (R&D) method with the Waterfall model, encompassing requirements analysis, system design, implementation, testing, and maintenance.The system involves three primary users: Admin/Administrative Staff, Teachers, and the Principal. QR Codes are implemented as digital identities to facilitate easier archive tracking and retrieval. Results indicate that the system enhances effectiveness and efficiency in correspondence management, accelerates letter request services, and simplifies data monitoring for school management. This system is expected to provide a solution for achieving orderly administration at UPTD SMAN 3 Majene. Furthermore, QR Code integration ensures document validity and digital archive security, supporting a more modern, transparent, and sustainable school governance transformation.

Archives are documents stored by an institution responsible for managing documents or organizing archival programs. Archives have an important role as a source of information in an agency so it is important to research. This study aims to analyze the management of incoming and outgoing mail archives in Rangkah Kidul Village, Sidoarjo District using descriptive qualitative research methods with data collection techniques in the form of interviews, observation and documentation. The focus of this study is the management of archives from the stages of creation, use, maintenance and reduction of archives. Informants in this study with five informants. Data analysis techniques with data reduction, data presentation and conclusion drawing. The results of the study show that 1) the process of creating archives is running quite well supported by the use of the Ebuddy application, although it is still physical. 2) at the stage of archive use, searching is still done manually by searching one by one depending on one officer. 3) at the stage of archive maintenance, the storage process is based on the time of creation, but has not been sorted based on use value and there is no SOP. 4) at the stage of archive reduction, there has never been a transfer or destruction so all archives are still stored.

The Secretariat of the Regional People's Representative Council (DPRD) of Southwest Sumba Regency plays an important role in supporting local government administration. In carrying out its duties, the Secretariat produces various administrative documents that must be properly managed and maintained. However, archive management is still conducted conventionally through physical storage, which increases the risk of document damage, loss, and inefficiency in retrieval. This study aims to develop a web-based archive management information system to improve the effectiveness of document management. The research methodology involves several systematic stages, including needs analysis, system design, development, and system implementation. Data were collected through observation and interviews to identify existing problems in archive management practices. The results show that the developed system provides significant improvements in managing archives electronically. It enables faster data access, better document organization, and reduced risk of physical damage. Therefore, the system offers a practical solution to enhance administrative efficiency and support digital transformation within the DPRD Secretariat of Southwest Sumba Regency.

Community service is a form of implementation of the Tri Dharma of Higher Education which aims to make a real contribution to society through the application of knowledge and skills possessed by students. The rapid development of the business world requires every company to be able to manage operational activities effectively and efficiently. In carrying out company activities, administration has an important role in regulating various activities related to data recording, document management, and archiving company information. This service activity was carried out at CV. Stara Maju Perkasa with the aim of assisting in the implementation of more orderly and systematic operational administration. The method used is a descriptive method with a participatory approach through observation, interviews, and assistance in operational administration activities. The results of the activity show that the implementation of operational administration can improve the neatness of data recording, document management, and archiving of company archives so as to facilitate the process of searching for information. In addition, this activity also improves employee work efficiency and minimizes errors in administrative management. Thus, the implementation of good operational administration is able to support the smooth running of the company's activities as a whole.

This research aims to analyse the role of archives as agents of change in the digital transformation of archives and as catalysts for bureaucratic reform in the era of digital government at the Sorong City Regional Secretariat. The research used a mixed-methods approach, combining a quantitative survey of 30 respondents with in-depth interviews with five key informants, and analysed the data using correlation statistics and thematic analysis. The study's results show that the digital transformation of archives is closely linked to bureaucratic reform and digital governance, and qualitative findings confirm that digitisation improves administrative efficiency, data integration, and organisational accountability. The research highlights the importance of strengthening technological infrastructure, integrating information systems, and improving the competence of the apparatus as prerequisites for the success of the digital transformation of archives. This study has limitations in its scope, involving only one local government agency and a relatively small number of respondents. Therefore, further research is recommended to broaden the scope, incorporate public service quality variables, and use a longitudinal design to examine the long-term impact of archive digitisation on the performance of bureaucratic reform and digital governance more comprehensively. These findings also provide practical contributions for local governments in designing integrated, sustainable electronic archive management policies that support effective, transparent, and responsive public services to meet the needs of modern society in the future, as well as strengthening data-driven governance.  

The SIAP Application is an innovation developed as a solution to support the archiving business process in the Planning Bureau. Currently, most employees still use computers and a web-based cloud system developed by Pusdatin using the PHP programming language as a storage medium for files that are no longer actively used and are categorized as dynamic archives. However, the cloud system does not have a well-structured archive management system, which often causes difficulties when employees need to retrieve archived files. As a result, employees must search for files manually by checking archived documents one by one in the cloud. This process is time-consuming and may lead to problems such as difficulties in finding files and the risk of data loss. Based on these conditions, the SIAP Application was developed to improve the effectiveness and efficiency of archive management in the Planning Bureau.The SIAP Application has an advantage in the archiving process, where employees can easily search for archives using the letter number or subject that has been entered into the system. The system will automatically display the required archive, making the retrieval process faster, more accurate, and more organized compared to the previous cloud system.The development of the SIAP Application uses PHP and HTML as the programming languages, with Bootstrap and Tailwind CSS as the user interface frameworks, and MySQL as the database. The system development method used is the Waterfall model, problem analysis is carried out using the PIECES method, and system testing is conducted through black-box testing and the System Usability Scale (SUS) to measure system usability.

Correspondence management is very important in government administration because it helps all parts of the organization communicate more easily. The purpose of this study was to assess the manual mail management system at the Riau Province Human Resources Development Agency (BPSDM) and find barriers and conformity with applicable regulations, especially Riau Governor Regulation No. 45/2019. The research was conducted using a descriptive qualitative approach involving participatory observation, in-depth interviews, literature research, and visual documentation. The results showed that the manual system used causes recording errors, delays in letter distribution, and difficulties in archive retrieval. In addition, the current provisions have not fully digitized the official manuscript and archive classification. Limitations in budget, infrastructure and HR training lead to mismatches between practices and regulations. The results show that to increase bureaucratic efficiency and improve accountability of public information, we must shift to a digital-based mail management system. According to this study, digitization of archives through applications such as Srikandi should begin immediately. This is necessary so that BPSDM can meet the demands of fast and accurate information services in the era of information technology.

The management of village development program archives plays a vital role in supporting effective, transparent, and accountable village governance. However, in many villages, including Kalembu KanaiKa Village in Wewewa Barat District, archive management is still conducted conventionally without the support of a structured information system. This condition creates several challenges, such as difficulties in accessing data, low administrative efficiency, and weak documentation and accountability of village development activities. Therefore, this study aims to examine the development of an information system for managing village development program archives based on local conditions and needs. The research seeks to identify the actual condition of archive management, analyze constraints faced by village officials, and formulate directions for developing an appropriate archive management information system in Kalembu KanaiKa Village. This study employed a qualitative method with a case study approach. Data were collected through in-depth interviews, observations, and document analysis involving village officials responsible for archive management and development program implementation. The results reveal that archive management has not been optimal due to limited human resources, inadequate facilities, and minimal use of information technology. Despite these limitations, village officials show readiness and willingness to adopt a simple and user-friendly archive management information system tailored to the village’s social and institutional capacity. These findings indicate that the development of archive information systems requires not only technical solutions but also attention to social, institutional, and capacity-building aspects.

This study aims to analyze the effectiveness of the internal control system in the Personnel Division of PT Sendang Derma Pesona in supporting effective, efficient, and well-governed human resource management. The background of this research is based on the importance of internal control systems in preventing administrative errors, reducing the risk of fraud, and ensuring compliance with labor regulations, particularly in personnel and payroll functions. This study employs a descriptive qualitative approach using an operational audit method. Data were collected through questionnaires, interviews, and document observation covering recruitment procedures, personnel data management, employee transfers, authorization processes, as well as payroll and bank reconciliation procedures. The results indicate that, in general, the internal control system in the Personnel Division has been implemented adequately, as reflected by complete personnel documentation and multi-level authorization in decision-making processes. However, several weaknesses were identified, including the lack of proper segregation of duties between payroll preparation and salary payment, the absence of regular bank reconciliation, and the continued use of manual personnel archive management. These weaknesses indicate that the internal control system still needs to be strengthened to minimize the risk of errors and improve the efficiency of personnel administration. The findings of this study are expected to provide practical implications for management in improving internal control policies and procedures to support better corporate governance and sustainable organizational performance.

In this era of ongoing digitalization, the use of information technology in records management is becoming increasingly crucial to ensure work efficiency and effectiveness. This study aims to examine the implementation of a dynamic archive storage system in the General Ledger Accounting Division of PT KPN Plantation. Specifically, this study identifies the obstacles encountered and analyzes the efforts made to overcome these challenges. Using a qualitative approach, primary data was collected through observation, interviews, and documentation studies with informants from General Ledger Accounting employees. Data analysis was carried out through a series of processes, including data collection, data reduction, data presentation, and conclusion drawing. The results of the study show that although the stages of archive management have been carried out systematically through a combination of physical procedures and digitization using E-Archive, its implementation still faces significant obstacles. The problems identified include managerial aspects such as high transaction volumes that cause document backlogs and space limitations, technical aspects such as the instability of the E-Archive system, and limited human resources with expertise in archiving. Collectively, these obstacles reduce the effectiveness and efficiency of the system, requiring a comprehensive and integrated improvement strategy to achieve reliable and sustainable archive management

Educator certificates are official documents that play a crucial role for teachers, as they serve as legal proof of professional competence and are required for various administrative purposes, such as professional allowance applications, promotion, transfer, and institutional accreditation. Along with the increasing number of educators in Indonesia, the volume of educator certificate data managed by educational institutions has also grown significantly. However, certificate management is still largely conducted in a conventional manner, functioning merely as digital or physical archives without an effective search mechanism, resulting in inefficiencies and difficulties in retrieving relevant documents. Therefore, an information retrieval approach is needed to support fast and accurate document searching. This study aims to analyze and implement an information retrieval system for educator certificates using the Cosine Similarity method. The research data consist of educator certificate documents, including professional educator certificates, training certificates, and competency certificates. The retrieval process involves text preprocessing, term weighting using TF-IDF, and similarity measurement using Cosine Similarity. The results show that document d1 (Professional Mathematics Educator Certificate) has the highest similarity value to the query “educator certificate,” as it contains all query terms with relatively high TF-IDF weights. Document d3 ranks second due to partial term similarity, while document d2 has the lowest similarity value because it shares only one common term with the query. These findings indicate that the Cosine Similarity method is effective in ranking educator certificate documents based on their content relevance in an objective and measurable manner. The proposed system can improve the efficiency and accuracy of educator certificate document management and retrieval in educational institutions.

Limited legal literacy among village officials may contribute to disorderly village administration, inconsistent document formats, weak record-keeping, and poor archive traceability, ultimately affecting public service quality. This Community Service Program (Pengabdian kepada Masyarakat/PKM) aimed to strengthen the legal literacy of village officials in Larangan Luar Village, Pamekasan Regency, to improve orderly and accountable village administrative governance. The program applied a hands-on training model combined with mentoring/document clinics and a pretest–posttest evaluation involving village officials (n = 18). Implementation consisted of three core training sessions and two mentoring sessions over four weeks, focusing on document legality, official correspondence standards, numbering and registers, and basic archive management. Results showed an increase in the average legal literacy score from 54.1 (pretest) to 74.6 (posttest), an improvement of 20.5 points. Beyond knowledge gains, document quality and administrative order improved through the adoption of practical administrative tools developed during the program. Key outputs included a concise module (±22 pages), 10 village administrative document templates, one village administrative SOP, and a simple filing system based on document classification and folder numbering. In conclusion, strengthening village officials’ legal literacy through practice-based training and mentoring effectively supports improvements in village administrative governance and is potentially replicable in other villages in Pamekasan with context-specific adjustments.

The Lamongan Regency Communication and Informatics Office plays a strategic role in supporting regional government decision-making through the implementation of the Megilan Innovation and Technology Program. The role of the Lamongan Regency Communication and Informatics Office in this program is realized as the main manager of digital information and archive systems that serve as the basis for providing data and information for regional leaders. Through the Megilan Innovation and Technology Program, the Communication and Informatics Office is responsible for everything from formulating archive digitization policies, implementing technology-based incoming mail management techniques, to providing fast, accurate, and integrated information to support the decision-making process. This study uses a descriptive qualitative method with interview and observation techniques carried out in the context of internship activities at the Lamongan Regency Communication and Informatics Office. Data analysis was carried out using the Miles and Huberman model which includes data collection, data condensation, data presentation, and drawing conclusions. The results of the study indicate that archive digitization through the Megilan Innovation and Technology Program can accelerate information access, improve the accuracy of letter disposition, and strengthen transparency and accountability of regional government. However, obstacles are still found in the form of limited human resources, technological infrastructure, and synchronization of physical and digital archives. Therefore, strengthening organizational capacity and supporting policies is necessary to ensure the Communication and Informatics Agency's role in decision-making can be optimal and sustainable
