The Indonesian National Army as a member of the Indonesian National Guard is at the forefront of Indonesia in the eyes of the public as an example and role model in discipline, ethics, and compliance with the law. However, in the reality of daily life, there are still TNI soldiers who commit traffic violations, such as driving a vehicle without having a Driver's License (SIM). This research includes empirical juridical research, or called field research, which examines the applicable legal provisions and compares them with the reality that occurs in society. The research method used was in the form of interviews with five relevant sources, then the data was analyzed descriptive-qualitatively to provide a comprehensive understanding. The results of the study showed that (1) law enforcement against TNI soldiers who committed traffic violations without a driver's license was checked according to the procedure of the rapid inspection event; no long inspection minutes are required, it is enough to use the minutes of traffic violations and road transportation or tickets from the military police; (2) Sanctions applied for minor traffic violations in the form of administrative disciplinary sanctions, including criminal prosecution of fines paid to military authorities and deposited into the state treasury. This reflects the balance between legal compliance and internal discipline of the TNI, as well as efforts to develop soldiers so that they remain an example for the community.

This study examines the effectiveness of law enforcement regarding violations of Article 287 paragraph (2) of Law Number 22 of 2009 on Road Traffic and Transportation, particularly concerning red-light violations (APILL). Although the legal provisions are clearly formulated, practical implementation reveals a gap between the normative expectations (das Sollen) and actual conditions (das Sein). This research employs a normative juridical method supported by secondary empirical data, analyzed through Lawrence M. Friedman’s legal system theory and Satjipto Rahardjo’s theory of law enforcement. The findings show that the effectiveness of enforcing red-light regulations is influenced by structural aspects of law enforcement agencies, the community’s weak legal culture, and supporting facilities such as the uneven distribution of ETLE systems. The study concludes that the enforcement of Article 287 paragraph (2) remains suboptimal, and therefore requires strengthening ETLE infrastructure, improving officer professionalism, reassessing the proportionality of sanctions, and enhancing public legal education to increase traffic compliance.

Vehicles in Indonesia are an important part of moving people or goods from one place to the destination, one of which is the transportation of boxed goods. However, the lack of security for boxed goods transport vehicles has always been the target of burglary of goods cargo in the area of Jalan Perniagaan Barat Roa Malaka Tambora, West Jakarta, perpetrators of goods theft from boxed goods cars that are traveling. Therefore, it is necessary to have a security system that can notify the driver when the back door of the vehicle is broken into, namely a Security Detection Tool on Iot-Based Goods Transport Vehicles Using Telegram this tool is able to detect the movement of the thief and evidence will be sent via Telegram. The research method used in this research is research adopting the ADDIE model R&D method, namely Analysis, Design, Development, Implementation, and Evaluation (assessment) of the reference model (ADDIE). In implementing the design of a Security Detection Tool on Iot-Based Goods Transport Vehicles Using Telegram Using the Esp32 Cam Microcontroller, MCU Node, and PIR sensors. Based on the Security Detection Tool, the transportation of box goods works well. Using the PIR Sensor, which is tested and applied directly to the vehicle. The tool is capable of sending telegrams in the form of messages, locations, and photos of the break-in.

Traffic and road transportation have an important role in supporting national development and integration as part of efforts to advance general welfare as mandated by the 1945 Constitution of the Republic of Indonesia. The type of research used in this research is empirical juridical research, namely legal research. which is carried out by direct research or secondary data consisting of primary legal materials, secondary legal materials and tertiary legal materials. Data collection methods are techniques or methods that can be used by researchers to collect data. The data analysis technique used in this legal research uses qualitative analysis.  Based on research that has been carried out, the duties and authority of the Deli Serdang City Traffic Police are fully in accordance with the provisions of Law Number 22 of 2009 concerning Road Traffic and Transportation by ordering and supervising the flow of traffic so that the safety and smoothness of traffic on public roads is maintained. . Various methods and forms of control are carried out by the police, but there are still traffic violators who violate traffic rules. In accordance with Law No. 22 of 2009 concerning Traffic and Road Transport Rules, and Standard Operating Procedures (SOP) owned by the Deli Serdang Regency Police Traffic Unit, control is carried out by warning and ticketing vehicles so that a ticket is given. Based on the results of the interviews, researchers could find out that the implementation of legal socialization carried out by law enforcers was not effective because they only socialized it at the school level and in the fields under Deli Serdang, but the people in the villages or sub-districts did not receive this socialization.  Based on the results of the research, it is concluded that the obstacles that arise in the implementation of Law Number 22 of 2009 concerning Road Traffic and Transportation (Study of Traffic Control in the Legal Area of ​​the Deli Serdang City Police. There are several inhibiting factors that cause the implementation of Law No. 22. 2009 Article 77 Paragraph 1 concerning Traffic and Road Transport Rules for Riding Motorbikes in Deli Serdang Regency and to determine the effectiveness or ineffectiveness of legal regulations regarding the obligation to have a driver's license for driving motorized vehicles when driving in the LLAJ Law

The World Health Organization (WHO) as an agency of the United Nations, noted that in Indonesia, traffic accidents are the third leading cause of death after coronary heart disease and tuberculosis (TB). It is recorded that around 1.2 million people die each year in traffic accidents. Traffic accidents are the leading cause of death for adolescents, aged 15 to 29 years. Of this number, 73% are dominated by teenage boys. The number of traffic accidents among adolescents can occur due to several factors, one of which is the lack of understanding of adolescents about the laws and regulations governing traffic problems. In Indonesia, there is a law that regulates traffic, namely Law no. 22 of 2009. An understanding of the substance of the Traffic Law is deemed necessary for teenagers, especially for those who are still in high school. Therefore, this activity is one of the means to minimize the death rate among teenagers caused by traffic accidents, by increasing the knowledge and understanding of teenagers about Traffic laws. It is hoped that a better understanding of the Traffic Law, can reduce the number of traffic accidents among teenagers. Broadly speaking, the implementation method in this activity can be divided into three stages, first, namely pre-activity which includes licensing activities, surveys, and program preparation. Second, implementation starts with giving questionnaires before and after lectures and lectures. Third, evaluation, which includes the preparation of reports. The results of this activity showed an increase in the understanding of service participants regarding the Traffic Law and the forms of violations regulated in it. Undang-undang No.22 Tahun 2009 Tentang Lalu Lintas dan Angkutan Jalan mempunyai peran strategis dalam mendukung pembangunan dan integrasi nasional sebagai bagian dari upaya memajukan kesejahteraan umum dan untuk mewujudkan lalu lintas dan angkutan jalan di Kota Pekanbaru supaya aman, lancar, teratur dan efisien. Akan tetapi, pada penerapan UU No.22 Tahun 2009 ini masih menuai berbagai macam permasalahan, yaitu kedisiplinan para pengguna jalan dalam berlalu lintas masih belum tercapai terutama di Kota Pekanbaru sendiri. Penelitian ini bertujuan untuk melihat bagaimana implementasi di dalam berlalu lintas dan untuk mengetahui apa saja faktor penghambat di dalam implementasi kebijakan penyelenggaraan lalu lintas dan angkutan jalan di Kota Pekanbaru. Metode yang digunakan di dalam penelitian ini adalah metode kualitatif yang bersifat deskriptif dengan menggunakan teori Yulianto Kadji yang terdiri dari beberapa indikator seperti, mentality, system, dan networking. Hasil penelitian ini menunjukkan bahwa implementasi kebijakan penyelenggaraan lalu lintas dan angkutan jalan di Kota Pekanbaru telah dilaksanakan dengan baik oleh aparatur, namun partisipasi atas kesadaran supir truk masih kurang baik sehingga masih saja melakukan pelanggaran walaupun kebijakan sudah dikeluarkan. Pengawasan tidak dapat dilakukan secara terus menerus dikarenakan masih kurangnya sumber daya manusia. Peneliti juga memberikan saran sebaiknya pihak aparat hukum lebih giat dalam melakukan razia ditempat-tempat yang sering melakukan pelanggaran berdasarkan informasi yang diberikan dari masyarakat setempat agar terciptanya kelancaran dan kenyamanan serta keamanan para pengguna jalan.
