Since early 2021, the population administration service in Bandung Regency has been supported by service innovations implementation through an online service system, with the presence of the SAKEDAP application. Hence, the Population and Civil Registration Office of Bandung Regency makes use of Information and Communication Technology as an application of Agile Governance in order to deal with the dynamics of the environment. Nevertheless, at the implementation level of the newest version of SAKEDAP application, the limit of the Q-Ban is only 150 queues a day from 4,000 applicants per day. To tackle these problems, outreach should be tailored through a broad range of accessible media platforms, the recruitment of IT specialists to assure the strength of the system and the ability to increase capacity when necessary. Such measures, which, will enhance public understanding and easier access to services, are consistent with the ideals of the good governance which espouses efficiency and responsiveness. The objective of this study is to discover and analyze Agile Governance based Integrated Population Queue System Service in the Population and Civil Registration Office of Bandung Regency. Observer-participant, in-depth interviews and document review were the main data collection techniques used. In addition to Good Enough Governance, business- driven, Human Focused, Based on Quick Wins, Systematic and Adaptive Approach, Simple design and Continuous Responsiveness, based on the research conducted, the researcher found the responsiveness factor or the ability factor, which is intended to help and provide fast service to customers with clear information and can support the successful implementation of Agile Governance.

Prior to the Third Amendment of the 1945 Constitution implemented in 2001, there were no rules governing how to resolve conflicts about the constitutional authority of state institutions in the context of Indonesian constitutionalism. In addition, there was no entity that had the authority to decide cases related to the constitutional authority of these institutions. After the Third Amendment of the 1945 Constitution, the Constitutional Court began to be used as a tool to resolve disputes related to the constitutional authority of state institutions. In the event of a dispute regarding constitutional authority, the Indonesian constitutional system provides a way to deal with state institutions when interpreting constitutional orders. In the event of such disputes, this type of research falls under the category of normative research. Constitutional disputes should always be based on the constitution as a clear and consistent source of the Constitutional Court, the public and state institutions can better understand the constitutional boundaries that apply. This is important to create a more effective legal system, where all parties, whether the government, society, or other state institutions, can carry out their roles in accordance with agreed constitutional principles. Therefore, constitutional justice upheld by the Constitutional Court does not only apply to certain cases, but also provides a clear direction for the development of state administration in Indonesia.

The objective this study is to analyze the implementation of Bandung Barat Regency Regional Regulation No. 5 of 2018 about the Placement and Protection of Indonesian Migrant Workers (PMI) originating from Bandung Barat Regency referring to the Hill and Hupe's theory of Policy Implementation. This matters all the more since the migrant worker-related cases that garner the highest volume if not interest–like illegal, clandestine worker departures, back wages, and exploitation–reflect the lack of protection systems, the unmet obligation towards the respect of individual rights and human dignity. This qualitative case study reveals key factors influencing policy implementation — low levels of socialization and knowledge about the regulation among migrant workers, absence of inter-agency coordination and poor resources for monitoring and enforcement In addition, it builds upon the variables presented by Hill and Hupe in order to present a more integrated analysis of the implementation process of the policy. These results highlight failures in the system, including the lack of inter- agency cross country collaboration and low resource allocation toward the functions that protect PMI. In light of this, the study makes a range of recommendations including for better policy socialization, improved inter-agency coordination and enforcement, and strengthening resourcing and legal compliance capabilities. Practical implications This study advances the theory of public administration and provides practical insights for policymakers, particularly for strengthening the protection of Indonesian migrant workers in an effective manner.

Innovation in service delivery is essential for the progress of the public sector, particularly in the issuance of death certificates by the Bandung City Population and Civil Registration Office (Disdukcapil). This study aims to identify and evaluate service innovations in this field, focusing on their impact on efficiency and user satisfaction. Using a descriptive analysis method with a qualitative approach, data were collected through direct observation, staff interviews, and document review. Findings reveal that Disdukcapil has implemented innovations like an online messaging and registration system, enabling citizens to apply for death certificates online, upload required documents, and complete electronic payments. These changes have reportedly enhanced service delivery, with user feedback indicating improved accessibility and time savings. However, challenges such as initial user adaptation and technical constraints were encountered, which affected the implementation process. This research highlights the sustainable benefits of service innovation in public administration, offering insights for further improvements in future practices..

This research explores the dynamics of public administration in Indonesia by comparing the roles and interactions of the formal and informal sectors in service delivery. Utilizing a qualitative approach, the study examines how these two sectors function independently and collaboratively within the broader context of governance. Data were collected through semi-structured interviews and focus group discussions with stakeholders from both sectors, including government officials, community leaders, and informal service providers. The findings reveal that while the formal sector is essential for providing structured public services and ensuring accountability, it often faces challenges such as bureaucratic inefficiencies and limited responsiveness to local needs. In contrast, the informal sector plays a critical role in addressing gaps left by formal institutions, offering agile and community-driven solutions, particularly in underserved areas. However, the informal sector also encounters significant challenges, including a lack of recognition and resources, which can hinder its effectiveness. The study highlights the importance of fostering collaboration between the formal and informal sectors to enhance public service delivery. By integrating the strengths of both sectors, it is possible to create a more responsive and effective public administration system. The research emphasizes that recognizing and supporting the informal sector as a complement to the formal sector is crucial for improving governance outcomes in Indonesia. The study provides actionable recommendations for policymakers to promote synergy between these sectors, ultimately leading to better public services that meet the diverse needs of the Indonesian population.

The Online Document Information System (Si-DOI) represents a digital innovation aimed at improving the quality of population administration services. This research analyzes the implementation and performance of Si-DOI at the Population and Civil Registration Office of Palangka Raya City. The research methodology employs a qualitative descriptive approach with a case study design, utilizing data collection techniques through in-depth interviews, observation, and documentation. Research respondents include office employees, service users, and relevant stakeholders. The findings indicate that Si-DOI implementation has facilitated document access, accelerated administrative processes, and enhanced public service transparency. However, several technical constraints and infrastructure limitations still require improvement. The research recommends system capacity enhancement, human resource development, and continuous updates to optimize Si-DOI performance. The conclusion suggests that Si-DOI has the potential to become an effective population administration information system, but requires ongoing commitment to development and improvement.

The implementation of digital technology in the judiciary system has become a cornerstone of public service improvement. This study examines the effectiveness of the E-Court application in optimizing public service quality at the Class 1A District Court of Batam City. The research employs a qualitative approach, utilizing data gathered through interviews, observations, and document analysis. Findings indicate that the E-Court application significantly enhances the accessibility, efficiency, and transparency of court services by reducing processing times, minimizing manual paperwork, and fostering accountability. However, challenges such as technical limitations, digital literacy gaps, and resource constraints impede its full potential. Recommendations include infrastructure enhancement, comprehensive user training, and policy support to maximize the benefits of digital integration in public service delivery. This study contributes to understanding the transformative role of technology in judicial administration and its impact on public satisfaction.

The study was intended to anlyze evaluations regarding the quality related to online registration of population administration at the Population and Civil Registration of Gresik Regency. The method used in the study is descriptive research with a qualitative approach. This descriptive research method was chosen to present data systematically, factually, and accurately regarding the facts in the field. This research model uses an approach to the implementation of service quality at the Population and Civil Registration Service of Gresik Regency. The results of this study are statutory regulations (Law Of The Republic Of Indonesia Number 25 Of 2009) where publics services is a primary obligation of all government officials to organize activities or a series of activities in order to fulfill service needs in accordance with statutory regulations for every citizen and resident for goods and services provided by public service providers. And from this study we can see together that the supporting factors of the analysis of the quality of online registration service of Gresik Regency.

The Srikandi application is an electronic-based management information system designed to support digital transformation in administration and archiving to enhance efficiency, transparency, and accountability in public services, particularly within the Secretariat General of the Indonesian House of Representatives (Setjen DPR RI). This study aims to analyze the implementation of the Srikandi application, evaluate its impact on work efficiency and service quality, and identify the main challenges in its adoption. This research employs a qualitative approach with a descriptive method. The findings indicate that the Srikandi application has successfully improved administrative efficiency through features such as electronic signatures and real-time document tracking, as well as supporting the restructuring of organizational work processes. However, several key challenges remain, including slow system performance, low user competence, resistance to new technology, limited accessibility for the public, and data security risks. The implications of this study highlight the importance of enhancing user competence through training, optimizing technological infrastructure, and strengthening data security policies. This study is expected to serve as a reference for other government institutions in adopting digital technologies to support more responsive and accountable public services.

This research aims to analyze public administration ethics in the implementation of work at the West Sumatra Province Social Service. Public administration ethics is an important aspect that influences the quality of public services and public trust in the government. The method used in this research is a qualitative approach with data collection techniques through interviews, observation and documentation studies. The research results show that there are several challenges in implementing public administration ethics, such as a lack of employee understanding of the code of ethics, low transparency in decision making, and the practice of nepotism. However, there are also efforts made by the Social Service to improve work ethics, such as ethics training for employees and implementing a monitoring system. This research recommends the need to increase ethical awareness among employees and strengthen monitoring mechanisms to create a more ethical and transparent work environment.

This study evaluates the preparation of Accountability Letters (SPJ) for Religious Activity Facilitation Assistance in the Sub-Division of Spiritual Mental Development, Public Welfare Section, Regional Secretariat of Karanganyar Regency before and after the implementation of the voucher system. The voucher system is designed to improve accountability, efficiency, and timeliness in the management of aid funds. The results of the study indicate that the voucher system accelerates the completion of SPJ compared to the cash method, although there are still obstacles such as the workload of employees who hold concurrent positions and the need for complicated supporting documents. It is recommended to optimize the division of tasks and simplify administration to improve the effectiveness of SPJ management.

The goal of the government, both local, sub-district, and village governments, is to ensure that all citizens are treated fairly when applying and receiving population documents through the implementation of the Population Administration Service system. Observation, interviews, and documentation are the main tools to collect information in this qualitative descriptive research method. Population administration services based on the principles of good governance are very important to improve the quality of public services. This is driven by the need for public service providers in population administration services that show good governance, as well as people's aspirations for quality public services in this era of decentralization.

This study aims to see the application of web-based administrative system innovation in maximizing administrative services. Using a qualitative approach, data was collected through interviews and literature study methods. The results of the study indicate that web-based administrative system innovation results in effective and efficient resource management, good data processing and information access, and transparency in administrative management. The findings outlined in this article have an important impact on the development and improvement of education in Islamic boarding schools.

Public service is a key focus for the government in improving the quality of life of the community. The implementation of e-government is the government's effort to increase the efficiency, transparency, and accessibility of public services through the utilization of information and communication technology. The Department of Population and Civil Registration (Disdukcapil) of Padang City has implemented an online service innovation called SIRANCAK to facilitate the community in accessing population administration services. However, there are still several obstacles such as lack of socialization, uncertainty in procedures, and lack of public understanding in using the SIRANCAK online service system. This study aims to analyze the reliability, responsiveness, and assurance of the services provided by the SIRANCAK online service, as well as provide recommendations to improve the quality of public services at the Disdukcapil of Padang City.

Abstract. Pancasila has an important role in various aspects of life, including in efforts to prevent and eradicate corruption. This research aims to examine the role of Pancasila's contribution in the context of constitutional law, especially in terms of integrity and public ethics. Using qualitative research methods and descriptive analysis, this study investigates how Pancasila values such as social justice, fair and civilized humanity, and unity can be integrated into the legal system and state administration to prevent and eradicate corruption. The results of this study show that the use of Pancasila principles in laws and public policies has significant potential to improve transparency and accountability. The study also identifies challenges and barriers to the implementation of Pancasila values and provides recommendations to improve the effectiveness of corruption prevention and eradication in Indonesia. The findings support the argument that Pancasila serves not only as an ideological basis, but also as a practical foundation in building a legal system with integrity.

Immigration is related to the traffic of people entering or leaving Indonesian territory and its supervision to maintain state sovereignty. Immigration functions include providing immigration services, law enforcement, and maintaining the security and comfort of the country, while contributing to the development of community welfare. With the increase in crimes involving fake identities or misuse of other people's identities, immigration must be stricter in checking travel documents used by Indonesian citizens and foreign nationals when entering and leaving Indonesian territory. Therefore, immigration introduced a new passport design and implemented the use of electronic passports. The research method used in this research is a descriptive qualitative method. The research results show that changes in passport design can increase state sovereignty and security, because the new design is difficult to imitate. This can be seen from the materials used in making the new passports as well as the designs that highlight elements of Indonesian culture. Applying for an electronic passport does require higher costs than a regular passport, but offers advantages that conventional passports do not have, including a better level of security. Using an electronic passport also makes it easier for the holder to undergo immigration service administration because this passport uses a biometric system that only needs to be scanned.

The rapid development of information and communication technology (ICT) has fundamentally changed the educational landscape. Schools, which were previously often considered as stand-alone entities, are now increasingly recognized as an integral part of wider social systems. In this context, the active role of society in the education process becomes increasingly crucial. This research aims to examine in depth how the administration of school and community relations is implemented in the digital era, as well as identifying factors that support or hinder its success. In the last few decades, there has been a paradigm shift in the understanding of education. Education is no longer solely seen as a process of transferring knowledge from teacher to student, but rather as a holistic individual development effort. Society, as a social environment where individuals grow and develop, has a very significant role in shaping the character and competence of students. Therefore, building strong and synergistic relationships between schools and society is the key to realizing quality education that is relevant to the needs of the times. This research has the main aim of analyzing, identifying, evaluating, identifying matters relating to school and community relations. This research uses a literature review approach. Research data was obtained from various sources, including scientific journals, popular articles, research reports, and relevant policy documents. Data analysis was carried out systematically by identifying main themes, comparing findings from various sources, and drawing conclusions based on existing evidence. The research results show that the implementation of administration of school and community relations in the digital era has experienced rapid development. The use of social media platforms, school websites, and mobile applications has facilitated more effective communication between schools and the community. In addition, many schools have involved the community in various school activities, such as extracurricular activities, personal development programs, and decision making regarding school policies.

Currently, the level of use of means of transportation in Indonesia is quite high, this can be found in daily life. Almost all the time we see a large number and type of vehicles popping up. This research is (1) normative research so that the data source used is a secondary data source obtained from company records, (2) empirical research so that the data source used is a primary data source obtained from the results of interviews. The results of this study show that: (1) The Regulation of Motor Vehicle Tax Collection Procedures in Kupang City is carried out based on Presidential Regulation Number 5 of 2015 concerning the Implementation of the One-Stop Manunggal Administration System by going through the stages of registration, examination of registration files, data collection, determination and control of SSPD, re-examination of SSPD and affixing of paragraphs, payment, control of SKPD, endorsement, and finally archiving, (2) The first inhibiting factor namely economic factors where there are taxpayers who have low income, high dependent burdens and unstable sources of income. The second factor is weak compliance or legal awareness of taxpayers.

The land holds significant importance for the people in Indonesia and is one of the country's natural resources. As an agricultural country, a large portion of the Indonesian population relies on agriculture as their primary source of livelihood. Farming, which involves cultivating land to produce food, has long been a cornerstone of rural economies. Notaries and Land Deed Officials (PPAT) play a critical role in Indonesia’s legal and land administration systems. Notaries, governed by Law No. 2 of 2014 and Article 1868 of the Indonesian Civil Code (KUHPerdata), are authorized to create authentic deeds, ensure legal certainty, and maintain document custody. Meanwhile, PPATs, under Government Regulation No. 37 of 1998 and Law No. 4 of 1996, are responsible for drafting deeds related to land registration and mortgage rights, including transactions involving the sale, purchase, and transfer of land rights. The distinct authority of notaries and PPATs is clearly defined by the relevant regulations, with the Constitutional Court Decision No. 5/PUU-XII/2014 affirming that their jurisdictions do not overlap, thereby safeguarding legal certainty in land administration.

This research was conducted to determine the influence of the population administration information system on work effectiveness. Apart from that, the general aim of this research is to determine the magnitude of the influence of the population administration information system on the work effectiveness of employees at the Wajo Regency Population and Civil Registration Service office. This type of research uses a census type with a total of 26 respondents and uses a quantitative descriptive study. The data collection techniques used are observation, questionnaires and documentation. The research population is operators using the Population Administration Information System (SIAK) of the Population and Civil Registration Service Office of Wajo Regency. This research uses correlation coefficient analysis techniques and simple linear regression tests. The results of this research show that the population administration information system is in the very good category, employee work effectiveness is in the very good category, the Population Administration Information System has a positive effect on the work effectiveness of employees at the Wajo Regency Population and Civil Registration Service office.
