The smart city concept has emerged as a primary solution to address various global urbanization challenges. However, its implementation in developing countries frequently encounters unique obstacles, such as limited infrastructure, constrained budgets, and varying levels of community readiness. This study aims to identify and analyze the critical success factors for smart city implementation in developing nations using a literature review approach. The research employs a Systematic Literature Review (SLR) method, adapting the PRISMA guidelines. Data collection was conducted by screening scientific articles from leading academic databases published over the last five years. The review results indicate that the success of a smart city in developing contexts does not rely solely on technological advancement. There are four primary dimensions acting as determinants: (1) the governance dimension, encompassing regulatory support and bureaucratic transparency; (2) the technological infrastructure dimension, involving equitable internet access and centralized data integration; (3) the human resources dimension, focusing on the digital literacy of citizens and government apparatus; and (4) the financial dimension, which includes innovative financing models and public-private partnerships. The conclusion of this review emphasizes that cross-sector collaboration and strong leadership commitment remain the most crucial foundations. These findings are expected to provide a strategic reference framework for local governments in designing more sustainable and targeted smart city roadmaps.

The rapid development of information technology has had a significant impact on the world of education, particularly in the use of mobile applications as learning media. Developing Android-based applications using Flutter is one innovation that can increase efficiency and provide a more personalized and adaptive learning experience. In this context, educators are required to continue innovating to meet the increasingly diverse and dynamic needs of students in the digital era. The Multimedia and Information Technology Professional Association (PPMultindo), an organization that brings together technology professionals, is taking advantage of this opportunity by developing an Android-based learning platform. This platform is designed to provide easier, more flexible, and more interactive access to learning materials, as well as support the process of designing more engaging materials. Features such as learning data analysis, material recommendations, and automatic evaluation are expected to increase the effectiveness and efficiency of the teaching and learning process, while also providing a means for collaboration between members. However, the implementation of this technology still faces various challenges, such as limited technological competence of educators, inadequate infrastructure, and the need for curriculum adjustments. Therefore, collaborative efforts are needed to optimize the use of mobile technology to support educational transformation.

The proliferation of online gambling promotional comments on Indonesian social media has become a serious issue requiring fast and accurate automated handling. This study aims to implement a Hybrid Recurrent Neural Network (RNN) and Long Short-Term Memory (LSTM) method to classify online gambling comments and compare its performance with standalone RNN and LSTM models. The research utilized a dataset of 10,230 comments subjected to comprehensive preprocessing stages, including the normalization of non-standard language using a slang dictionary. Testing was conducted across three data-splitting scenarios: 90:10, 80:20, and 70:30. Experimental results demonstrate that the standalone LSTM model achieved the highest average accuracy of 97.45%. However, the Hybrid RNN–LSTM model showed significant superiority in terms of performance stability, yielding the lowest standard deviation (0.0027) and the smallest Coefficient of Variation (0.28%) across all scenarios. These findings indicate that while the LSTM architecture is highly effective at capturing short-text context, the Hybrid approach provides better robustness against fluctuations in data proportions, making it highly relevant for implementation as an automated detection system on social media.

The increasing use of Learning Management Systems (LMS) in higher education generates large amounts of student activity data that have the potential to provide deeper insights into learning processes. However, in practice, these data are still rarely analyzed systematically to understand variations in students’ learning activity patterns, limiting their practical use in supporting teaching and learning. This study aims to explore students’ learning activity patterns in an LMS using a clustering approach based on activity data. This research utilizes the publicly available Open University Learning Analytics Dataset (OULAD), focusing on a single course and a single academic term. LMS activity data were processed through data cleaning and feature extraction, followed by student clustering using the K-Means algorithm. The quality of the clustering results was evaluated using the Silhouette Score, and visual analysis was applied to support the interpretation of the results. The results indicate that students’ learning activities can be grouped into two main patterns, namely a group of students with high learning activity and a group with lower or moderate activity levels. These findings highlight the existence of heterogeneous learning behaviors among students, even within the same learning context. The identified learning activity patterns provide an initial foundation for utilizing LMS data to monitor student engagement and to support the development of more responsive, data-driven learning approaches in higher education.

This activity aims to strengthen the management of the Rambu Solo Ne' Gandeng Cultural Museum through workshops and training on social media management, human resource management, and simple and responsible museum financial management. This activity was carried out to increase the capacity of museum managers to promote the museum through social media, manage human resources professionally, and understand the basic principles of financial management to support museum sustainability. The methods used included material delivery, interactive discussions, and case studies tailored to the museum's conditions and needs. Furthermore, this activity emphasized a family-like and contextual approach to ensure the material was easily understood and applied by participants. The activity took place on September 9-10, 2025, with 18 participants. The expected outcome of this activity is an increased understanding of museum managers in social media, human resource management, and financial management, so that the Rambu Solo Ne' Gandeng Cultural Museum can be managed in a more organized, transparent, and sustainable manner as an institution for preserving Torajan culture.

This study focuses on analyzing the application of cloud computing as a supporting infrastructure for digital transformation in the implementation of Smart City at the Communication and Information Agency (Diskominfo) of Muara Enim Regency. In the era of digital transformation and accelerated urbanization, the need for smart city management based on information technology has become increasingly urgent. Cloud computing plays a strategic role in providing integrated, scalable, and efficient data services to support the effectiveness of public services and data-driven decision-making. This study aims to analyze the extent to which cloud computing has been implemented in the Muara Enim Diskominfo environment, identify the supporting and inhibiting factors of its implementation, and evaluate its contribution to the achievement of Smart City objectives. This study uses a comparative approach with data collection techniques through interviews, observation, and documentation studies. The results of the study show that the implementation of cloud computing at the Muara Enim Communication and Information Agency is still in the development stage, with positive achievements in data management efficiency and inter-unit collaboration, but facing obstacles in terms of system integration and human resources. This research contributes to strengthening academic understanding of cloud computing implementation strategies in the context of local government, as well as providing practical recommendations for policy makers to improve digital infrastructure readiness towards a sustainable Smart City.

The rapid advancement of information technology has encouraged elementary schools to adopt digital systems for managing learning resources, including school libraries. SDN 15 Tangerang still applies a manual library management method, which leads to several issues such as poorly organized loan records, difficulties in locating book data, and low reading interest among students. This study aims to design and develop a digital library information system using the Human Centered Design (HCD) approach, which emphasizes user needs and comfort. The HCD method is implemented through four stages: understanding the context of use, identifying user needs, designing solutions, and evaluating the system. The findings indicate that the developed system improves the efficiency of library management, simplifies the book borrowing and return processes, and provides a better user experience for students and library staff. Therefore, the implementation of an HCD-based digital library information system is expected to support the improvement of literacy and reading interest among elementary school students.
