The success of this program is highly influenced by the quality of regional planning coordinated by the Regional Development Planning, Research, and Innovation Agency. This research aimed to identify and analyze the role of the Regional Development Planning, Research, and Innovation Agency in planning the handling of uninhabitable houses, understand the stages of the planning process, and determine the factors that influence its effectiveness. This research used a descriptive qualitative approach through observation, interviews, documentation, and literature study during the internship period in the Infrastructure and Regional Development Division. The results showed that the Regional Development Planning, Research, and Innovation Agency has carried out its functions as a facilitator, verifier, and evaluator by integrating the uninhabitable houses program into the Regional Medium-Term Development Plan, the Regional Government Work Plan, and the Strategic Plans of regional agencies. However, several obstacles were still encountered, including limited budget allocation, delays and inaccuracies in data, inadequate human resource capacity, and suboptimal coordination among stakeholders. Therefore, it was necessary to improve institutional capacity, strengthen information systems, and enhance cross-sectoral synergy so that the planning for handling uninhabitable houses can be implemented more effectively, accurately targeted, and sustainably.

This study aimed do analyse the level of effectivenss of thr budget planning process at the Secretariat of the Regional House of Representatives in Sikka Regency for the year 2024 and to assess the extent to which the budget planning prepared through the Work Plan and Budget Document (RKA) and the Budget Implementation Document (BID) proves effective. The research employed a descriptive qualitative method, with data collected through in-depth interviews, observation, and documentary study. The findings indicated that the budget planning process at the Secretariat of the Regional House of Representatives in Sikka Regency can be classified as reasonably effective. This effectiveness is evidenced by: (1) the alignment between planned programs and organisational needs, (2) the systematic preparation of budget documents, and (3) the existence of a verification process conducted by the Regional Government Budget Team which ensures that the planned budget is more target-oriented and accurate. Furthermore, the RKA and DPA documents have effectively served as operational guidelines for activity implementation and budget utilization throughout the fiscal year.

Work engagement is a crucial factor that supports organizational effectiveness, particularly within public institutions that bear significant responsibilities in delivering public services. This study aimed to examine the relationship between Perceived Organizational Support (POS) and Work Engagement among Civil Servants (Pegawai Negeri Sipil PNS) at the Medan Center for Drug and Food Control (Balai Besar Pengawas Obat dan Makanan BBPOM). A quantitative approach with a correlational research design was employed. The study population consisted of 127 civil servants, all of whom were included as research participants using a total sampling technique. Data were collected using the Survey of Perceived Organizational Support (SPOS) and the Utrecht Work Engagement Scale (UWES). Data analysis was conducted using the Pearson Product-Moment Correlation test. The findings revealed a positive and significant relationship between Perceived Organizational Support and Work Engagement (r = 0.266; p = 0.002). These results indicate that higher levels of perceived organizational support are associated with higher levels of employee work engagement. Descriptively, the majority of respondents reported high levels of POS (66.9%) and high levels of work engagement (73.2%). The findings suggest that organizational support manifested through fairness, concern for employee well-being, supervisory support, and recognition of employee contributions plays an important role in enhancing employees’ vigor, dedication, and involvement in their work. This study provides practical implications for BBPOM Medan to continuously strengthen organizational support as a strategic effort to improve employee work engagement and optimize the performance of civil servants.

This study aims to analyze the role of the tally man at PT. Gelora Perkasa Belawan in supporting the effectiveness and smoothness of loading and unloading processes at Belawan Port. As the front line in cargo supervision, the tally man bears a crucial responsibility for recording the quantity, condition, and types of goods, which serve as the primary data for company reports. The research method employed is descriptive qualitative, with data collection techniques involving field observations, interviews with operational staff, and literature reviews conducted during the internship period. The findings indicate that while the tally man performs a vital function as a supervisor and data recorder, their performance is often hindered by high workloads and a limited number of personnel. The main obstacles identified include dual responsibilities, which lead to decreased data accuracy and risks of operational delays due to physical fatigue. Optimization efforts are carried out by increasing personnel during peak hours and improving accuracy in validating cargo documents. The study concludes that strengthening the tally man's role through better workload management is essential for ensuring logistical reliability and the efficient flow of goods at the port.

This community service activity aims to enhance participants' digital competency through responsive web design training conducted using integrated webinar and workshop methods. The background of this activity is based on the increasing need for adaptive web development skills across various devices to support digital personal branding. This activity involves university students and the general public and is conducted online utilizing modern communication platforms. The implementation method consists of preparation, implementation, and evaluation stages. In the implementation stage, participants attend webinar sessions to strengthen conceptual understanding of responsive web design principles, followed by workshop sessions that emphasize hands-on practice in website creation using HTML, CSS, and JavaScript. Evaluation is conducted through pre-tests and post-tests to measure program effectiveness. The results show a significant increase in participants' digital competency with an average score increase of 55.8%. These findings indicate that the integration of webinar and workshop methods is effective in improving participants' conceptual understanding and technical skills. This activity is expected to serve as a model for community service based on applicable and sustainable digital competency development.

The utilization of digital technology in government administration is a critical measure to improve employee performance and the efficiency of public services. However, the effectiveness of implementing this technology is highly determined by the degree to which employees accept the digital systems being used. This study aims to analyze the impact of digital technology acceptance on employee performance at the Mojoroto District Office in Kediri City. The research employs a quantitative method with an explanatory design. Information was obtained through a questionnaire survey distributed to all employees at the Mojoroto District Office, totaling 30 respondents, using total sampling techniques. Indicators of digital technology adoption were evaluated based on perceptions of benefits, operational ease, social pressure, and infrastructural support, while employee performance was assessed according to the quality of work output and responsibilities. Data analysis involved descriptive statistics, validity and reliability tests, and ordinal linear regression. The study findings indicate that digital technology acceptance has a positive and significant influence on employee performance. The coefficient of determination figure reveals that digital technology adoption can explain a large part of the fluctuations in employee performance, with the remaining variation influenced by variables outside the research model. These results imply that the greater the level of digital technology acceptance, the better the resulting employee performance. This study concludes that strengthening digital capabilities, technical guidance, and institutional support are key strategies for enhancing employee performance and public service quality at the district level.

This study aims to analyze the influence of the work environment and job satisfaction on employee performance at PT Tirtakencana Tatawarna in Karawang. The study employed a qualitative approach with descriptive methods to gain an in-depth understanding of employee perceptions and experiences regarding their working conditions. Informants were selected using purposive sampling, with the criteria being employees who had worked for at least one year and were directly involved in the company's operational activities. Data collection was conducted through in-depth interviews supported by documentation studies. Data analysis was conducted through data reduction, data presentation, and conclusion drawing, with data validity tested using source triangulation. The results indicate that a conducive work environment, both physical and non-physical, and a good level of job satisfaction have a positive effect on employee performance. A comfortable work environment and harmonious working relationships can increase employee motivation and effectiveness, while job satisfaction fosters a positive attitude and responsibility in completing tasks. Thus, the work environment and job satisfaction play a significant role in improving employee performance at PT Tirtakencana Tatawarna in Karawang.

This study evaluates the effectiveness of the SOSEK MALINDO (Malaysian-Indonesian Socio-Economic) regional collaboration program in addressing human trafficking, coordinated by the Regional Border Management Agency (BPPD) of the Riau Islands Province (Kepri). The Riau Islands Province, which borders Malaysia and Singapore, is a strategic entry point vulnerable to transnational crimes, including human trafficking. The main factors driving the people of Kepri to choose illegal routes to become Indonesian Migrant Workers (TKI) to Malaysia are economic pressure, limited job opportunities, attractive promises from brokers (tekong), complex and expensive official bureaucracy, and a lack of accurate information about official procedures. This situation is exploited by human trafficking networks through hidden routes, illegal ports, and methods of illegal labor and sexual exploitation. Although SOSEK MALINDO aims to improve the socio-economic welfare of communities in border areas and indirectly functions to reduce vulnerability to human trafficking, this program does not specifically make human trafficking its main focus. The BPPD plays a very important role as a liaison in cooperation with the Indonesian National Police, Immigration, and BP3MI for prevention and supervision. However, the BPPD faces challenges such as limited funding, overlapping authority between institutions, and a lack of accurate data on human trafficking. Strategic recommendations include making human trafficking a primary focus of the SOSEK MALINDO forum agenda, establishing a dedicated cross-border human trafficking task force, strengthening the BPPD's role in coordination and information gathering, and involving local communities, NGOs, and international organizations in mitigation efforts.

This study aims to develop a Student Worksheet (LKPD) on Chemical Bonding assisted by Augmented Reality (AR) based on deep learning and to examine its feasibility, practicality, and effectiveness in improving learning activities and higher-order thinking skills (HOTS) of high school students. The research employed a 4D development model (define, design, develop, and disseminate) using a pretest posttest control group design involving 11th grade students. Research instruments included expert validation sheets, learning activity questionnaires, and HOTS test instruments. Data were analyzed using descriptive and inferential statistical methods. The results indicated that the AR-based LKPD met very feasible and practical criteria based on expert judgment and student responses. Furthermore, there was a statistically significant difference between the experimental and control groups in learning activities and HOTS achievement (p = 0.005). The increase in HOTS scores in the experimental group was categorized as moderate, indicating meaningful learning gains. These findings demonstrate that the AR-assisted Chemical Bonding LKPD is effective as an innovative learning medium for supporting students’ understanding of abstract chemistry concepts and fostering higher-order thinking skills.

Teamwork is a fundamental factor in social, organizational, and educational life, because in essence humans are social creatures that require the interaction and involvement of other individuals to meet their needs and achieve life goals. In the context of work, teamwork can be defined as the result of coordinated individual efforts that are able to produce higher performance than if work is done individually, or as a group of individuals working collectively to achieve common goals that are easier to achieve through collaboration. The implementation of teamwork plays an important role in accelerating job completion, improving individual and organizational performance, and being able to prevent overlapping tasks through good synchronization. Through intensive interaction, teamwork can have a positive impact on the overall performance of the group and also improve individual abilities through the process of knowledge and experience transfer between employees. The dimension of teamwork includes active member contributions, interaction and communication, consistency in maintaining focus on goals, quality of work results, and relevance of team members' knowledge and skills. Therefore, the effectiveness of teamwork is seen as the most important competitive advantage in an organization, making it a major factor that influences the increase in work productivity.

The Checksheet process at PT. Automotive component companies are an important activity to maintain quality consistency in the production of automotive components, especially brackets. However, the inspection method that is still carried out manually causes waste of time, high use of paper, and increased operational costs. This study aims to reduce the cycle time of Patrol Check A-T-A, implement a digital (paperless) recording system, and improve process efficiency through the PDCA (Plan-Do-Check-Act) approach, Fishbone Diagram, and Why-Why Analysis. The results of the identification of the root of the problem show that the absence of a standardized digital system and the lack of management initiatives are the main causes of the long inspection process and high paper consumption. The implementation of E-Checksheet as a digital solution resulted in a significant reduction in cycle time, from 50 minutes to 10 minutes, as well as eliminating paper use by up to 100%. In addition, workflows become simpler, data is easier to monitor, and processes become more efficient. This study concludes that the digitization of Checksheet is able to increase operational effectiveness, reduce waste, and support continuous improvement in the manufacturing environment.

PT. XYZ faces administrative challenges in implementing the Contractor Safety Management System (CSMS), which has been managed manually from risk assessment and pre-qualification to contractor selection resulting in validation delays, document duplication, and limited monitoring. This study aims to: (1) identify the constraints of the manual CSMS at PT. XYZ; (2) design an electronic-CSMS (e-CSMS) application tailored to internal user needs; (3) analyze the contribution of e-CSMS to document management effectiveness; and (4) evaluate the design's alignment with the Occupational Health and Safety Management System (SMK3) principles as per Government Regulation No. 50 of 2012. The method employed is Research and Development (preliminary stage) using a descriptive qualitative approach through interviews, observations, and document studies. The design results include: (i) a unified digital form integrating procurement data input, risk assessment entries (severity and probability), and document upload and assessment for pre-qualification/selection in a single workflow; (ii) a monitoring dashboard with filtering and export functions; and (iii) internal access settings within PT. XYZ's HSSE portal. Functionally, this design addresses the main bottlenecks of the manual process by creating a more concise, structured, and documented verification workflow, thereby making document management more efficient and traceable. In terms of compliance, e-CSMS supports the implementation of SMK3 elements in the administrative domain of policy establishment, planning, and execution of OHS plans through consistent recording and verification mechanisms. Development recommendations include expansion to field implementation phases, automation of risk-level calculations, and an option for preliminary data entry by contractors with final verification remaining with the internal team.

The research was conducted at KSP Kopdit Obor Mas Maumere. The purpose of this study is to examine the effect of employees’education level and work experience on the effectiveness of the internal control system. The research method used is a quantitative approach with multiple linear regression analysis techniques. The research result show that the Education Level variable does not have a significant effect on the Effectiveness of the Internal Control System, while the Work Experience variable has a positive and significant effect on the Effectiveness of the Internal Control System. Simultaneously, both independent variables have a significant effect on the Effectiveness of the Internal Control System. The coefficient of determination (R2) indicates that variations in the effectiveness of the internal control system can be explained by Education Level and Work Experience. These findings affirm that Work Experience plays is dominant role in enhancing the effektiveness of the intenal control system, whereas Education Level is not a key factor in the context of this study.

The increasingly rapid digital transformation demands that MSMEs optimize technology not only in business processes but also in human resource management. Although HR digitalization is believed to improve organizational effectiveness, research on the psychological mechanisms and role of leadership in the context of e-commerce MSMEs is still limited. This study used a quantitative approach with an explanatory survey method and involved 366 respondents from e-commerce MSMEs in various regions of Indonesia. Data analysis was conducted using Partial Least Squares–Structural Equation Modeling (PLS-SEM) techniques to test direct relationships, mediation, and moderation. The results showed that digital HR practices have a positive and significant effect on employee performance. The digitalization of HR functions, such as e-recruitment, e-learning, HRIS, and digital performance management, can improve work effectiveness and the quality of work output. Furthermore, work engagement was shown to mediate this relationship, meaning that employees perform better when they feel more passionate, dedicated, and involved in their work. This mediating role emphasizes the importance of psychological aspects in the successful implementation of digital HR. Leaders who possess a digital vision, provide technological support, and encourage innovation have been shown to increase employee motivation and comfort in working using digital systems. Overall, this study confirms that the success of digital transformation in e-commerce MSMEs is determined not only by the technology used, but also by leadership support and employee engagement. These findings provide important contributions to the digital HR management literature and offer practical implications for MSME owners in increasing competitiveness in the digital era.

This study examines the legal protection of Indonesian Migrant Workers (PMI) following the revocation of the moratorium on deployment to Saudi Arabia. Using a normative juridical approach with a descriptive-analytical specification, the research explores the effectiveness of Law Number 18 of 2017 concerning the Protection of Indonesian Migrant Workers, the impact of the moratorium revocation on the rights and security of PMI, and the implementation of bilateral cooperation through the Indonesia–Saudi Arabia Memorandum of Understanding (MoU). The findings reveal that although the existing legal framework is comprehensive, its implementation remains weak, particularly regarding supervision and law enforcement in destination countries. The study identifies a gap between administrative regulations and substantive protection, as reflected in the persistent cases of violence, delayed wages, and exploitation in the domestic sector. Strengthening the effectiveness of PMI protection requires synergy between legal reform, digital-based monitoring systems, and human rights–based diplomacy. Therefore, Indonesia must reinforce its political commitment, institutional coordination, and bilateral mechanisms to ensure the fulfillment of migrant workers’ fundamental rights and dignity abroad.

This study examines the role of the General Affairs (GA) Division in ensuring the effectiveness of administrative processes and facility management at PT. Panorama Indah Permai (Saloka Theme Park). The research was conducted during an internship program from September to December 2025, during which the researcher was directly involved in daily operational activities. Using a descriptive qualitative method, data were obtained through direct observation, administrative document analysis, and informal interviews with GA personnel. The results show that the GA Division functions as a critical support unit responsible for logistics management, documentation control, meeting room preparation, and operational vehicle administration. Several challenges were identified, including inconsistencies in documentation, high workload during peak operations, and limited digital integration. Despite these challenges, the GA Division plays a central role in coordinating with other departments to maintain workflow continuity. This study reinforces the relevance of operations management, office administration, facility management, and organizational communication theories in practical workplace settings. The findings imply that improving digital administrative systems, enhancing coordination mechanisms, and standardizing procedures could significantly strengthen GA performance and overall organizational efficiency.

The study aimed to find out the nature of the budget, know the modern techniques of preparing and implementing the budget, and the consequences of preparing budget based on the modern techniques on performance of government. The descriptive-analytical approach was used to meet the objectives and hypotheses of the research. The data was gathered through a questionnaire whereby 60 questionnaires where distributed to a sample population of accountants working in the Financial Affairs Department at the General Directorate of Education in Wasit Governorate (Iraq), and 57 questionnaires were collected to establish the views of the accountants regarding the effect of preparing and implementing budgets under the modern techniques on the government performance. This paper came up with a number of conclusions. Preparation of the general budget of the state is a technical and political process that involves and is involving different actors in the state. The budget preparation process is a technical process since it involves numerous key calculations that can be used to quantify the anticipated revenues, the cost of activities likely to be obtained in the year and estimation of the planned expenditures. The process of preparing the budget through the traditional ways (line-item budgeting) does not contribute to the optimal planning and budget allocation of the state and, therefore, the fulfillment of the goals laid out by the countries. This paper advises on the need to focus on the current approaches in the budget preparation because they enhance governmental performance, enhance the effectiveness and efficiency of state expenditures, strive to diversify the income, and convert the policies and goals of the state into a definite and actualized reality on the ground, with the help of standards and indicators that modern means of preparing the budget have offered. And to act to modernize the budget system in Iraq, profiteering with the experience of other countries in this domain, and that modernization be a progress, commencing with the budgeting of some ministries or departments within ministries and bodies gradually with the aim of acquiring more experience and expertise, and then meet the impediments which will emerge to proceed to a complete transition.

In this era of ongoing digitalization, the use of information technology in records management is becoming increasingly crucial to ensure work efficiency and effectiveness. This study aims to examine the implementation of a dynamic archive storage system in the General Ledger Accounting Division of PT KPN Plantation. Specifically, this study identifies the obstacles encountered and analyzes the efforts made to overcome these challenges. Using a qualitative approach, primary data was collected through observation, interviews, and documentation studies with informants from General Ledger Accounting employees. Data analysis was carried out through a series of processes, including data collection, data reduction, data presentation, and conclusion drawing. The results of the study show that although the stages of archive management have been carried out systematically through a combination of physical procedures and digitization using E-Archive, its implementation still faces significant obstacles. The problems identified include managerial aspects such as high transaction volumes that cause document backlogs and space limitations, technical aspects such as the instability of the E-Archive system, and limited human resources with expertise in archiving. Collectively, these obstacles reduce the effectiveness and efficiency of the system, requiring a comprehensive and integrated improvement strategy to achieve reliable and sustainable archive management

The Job Loss Guarantee Program (Jaminan Kehilangan Pekerjaan/JKP) is a social protection scheme designed to support workers affected by employment termination. However, its implementation at the local level still faces significant challenges. This study aims to examine the implementation of the JKP program in handling layoffs at the Manpower and Transmigration Office of Sukabumi Regency. The research employs a qualitative descriptive approach, using observation, in-depth interviews, and documentation studies as data collection techniques. Data analysis is conducted using Edwards III’s policy implementation model, which focuses on communication, resources, disposition, and bureaucratic structure. The findings reveal that the implementation of the JKP program in Sukabumi Regency has not yet been optimal, as reflected in the low proportion of laid-off workers who successfully receive JKP benefits compared to the total number of layoffs. In terms of communication, policy information has been delivered formally and consistently, but its outreach and intensity remain limited. Resource constraints, particularly in human resources and budget allocation, also hinder effective implementation, despite adequate authority and supporting facilities. Meanwhile, implementers demonstrate a positive disposition and strong commitment, whereas bureaucratic structure issues persist due to the absence of specific standard operating procedures and fragmented institutional roles. This study concludes that strengthening communication, resources, and bureaucratic structure is essential to improve the effectiveness of JKP program implementation at the local level.

This study aims to evaluate the implementation of civil servant discipline enforcement based on Surabaya Mayor Regulation Number 44 of 2022 at Gubeng Subdistrict. The research employs a qualitative approach with a case study design. Data were collected through in-depth interviews, observation, and document analysis, and analyzed using the interactive model of Miles and Huberman within the Context–Mechanism–Outcome (CMO) framework. The findings indicate that the regulation has generally improved civil servant discipline, particularly in attendance, punctuality, administrative compliance, and public service quality. This improvement is supported by organizational context factors such as daily work culture, active leadership, and the integration of digital attendance systems. Key mechanisms driving compliance include layered supervision, persuasive coaching, and the gradual application of disciplinary sanctions. However, challenges remain, including high workloads and limited human resources, which require continuous guidance for certain employees. The study concludes that the effectiveness of civil servant discipline enforcement is largely shaped by the interaction between organizational context and policy implementation mechanisms.
