The port terminal serves as a place for berthing, storing goods, and loading and unloading, which has the potential to jeopardize work safety. The implementation of Occupational Health and Safety (OHS) protects workers from workplace hazards. However, the lack of awareness of workers at the port in wearing Personal Protective Equipment (PPE) while working in the port area is still a problem. This study aims to identify the risks, impacts and efforts to overcome work accidents in the ship berthing process at Tanjung Perak Port Surabaya. Given the importance of using PPE in doing work at the port, work safety is a crucial aspect that must be considered. Using the HAZOPS (Hazard and Operability Study) method, this study identifies potential hazards and provides mitigation actions needed to reduce the risk of accidents in the ship berthing process. This study used purposive sampling technique with a total of 40 officers in the patrol and enforcement section at the Tanjung Perak Surabaya Syahbandar and Main Port Authority (KSOP) Office. Data collection methods are direct observation, documentation, and questionnaires. The results showed that the main factors causing work accidents were equipment failure, human error, and the environment. The highest percentage of accidents is caused by equipment failure, with 63% at the extreme level and 20% at the high level. Therefore, it is necessary to carry out risk control or risk mitigation in the form of routine maintenance on work tools at the port.

Innovation communication is a way of conveying the discovery of new ideas to society so that social change occurs. A new innovation that is a solution to Jasa Raharja services which is caused by the high number of accidents in Pekanbaru City. In-person support services take a lot of time and take a long time, online updates make it easier for users of these support services. This research aims to analyze the communication innovation of raharja services in implementing online compensation services for accident victims in Pekanbaru city. This research uses qualitative research methods, with data collection techniques using interviews and analyzing the media used in the innovation diffusion process. As for determining research subjects, a purposive technique was used with five informants, then the data analysis technique used Miles and Huberman data analysis techniques which included data collection, data reduction, data presentation and conclusion drawing. This research uses Rogers and Shoemaker's theory of diffusion of innovation. This theory examines messages in the form of new ideas or thoughts, which cause social change. From the research results, this innovation communication has 4 stages, namely. In this research it can be concluded based on the results of the analysis using Roger's theory which has 4 points, This innovation distribution explains that the involvement of communicators provides information in the form of socialization in the form of a content that states information about how to claim or submit compensation from Jasa Raharja. A communicator does not only work alone, this communicator is the Head of Public Relations, Jasa Raharja, who works together with the compensation service staff to collaborate with the community to make it easier and more affordable. With new innovations, since 2009, compensation services for accident victims have gone from conventional forms to online services. This communication channel uses social media, namely in the form of Instagram and Tik Tok, then uses print media, television media and radio media. By implementing the Innovation Division, it has made progress, but of course there are still new innovations, of course this is influenced by factors that hinder the establishment of this innovation, one of which is awareness. The awareness of users or local people who use vehicles in traffic, whether land, sea or air, of course they do not have awareness.

Traffic accident law enforcement is a crucial element in efforts to improve justice and road safety in Indonesia. In the jurisdiction of the Tanjung Pinang Police, the problem of traffic accidents is a serious concern considering the high number of accidents that occur every year. This study aims to identify obstacles that hinder the optimization of traffic accident law enforcement and formulate effective solutions to overcome these obstacles. The research method used is a qualitative method with a case study approach. Data was collected through in-depth interviews with law enforcement officials, document analysis, and direct observation on the ground. Data analysis was carried out descriptively to understand the dynamics of traffic accident law enforcement in this region. The results of the study show that there are four main obstacles in traffic accident law enforcement at the Tanjung Pinang Police: limited human resources and equipment, lack of socialization and education about traffic safety, legal culture that has not been well formed in the community, and coordination between law enforcement agencies that is not optimal. Limited resources cause case handling to be less efficient, while the lack of socialization and education results in low public awareness of the importance of obeying traffic rules. In addition, the weak legal culture makes people reluctant to report accidents or provide information as witnesses. Poor coordination between the police, prosecutor's office, and the courts slows down the case resolution process. To overcome these obstacles, this study suggests increasing the allocation of resources and ongoing training for law enforcement officials, intensifying education and socialization programs on traffic safety to the public, applying a restorative justice approach to build public trust in the law, as well as the formation of joint working teams and the use of integrated information systems to improve coordination between institutions. With these steps, it is hoped that traffic accident law enforcement can run more effectively and efficiently, so that justice and road safety in Tanjung Pinang can be achieved.
