With a qualitative descriptive approach, the research uses data collection techniques through interviews, observation and documentation. The results of the analysis relate to handling the water crisis by the government, NGOs and the community, making infiltration wells and greening the area around the springs. Regarding power and coercion, he emphasized that there has not been good cooperation between institutions, but each institution has its own participation in handling the water crisis, such as carrying out traditional rituals, using village funds to manage the water crisis, but there are problems such as, there is no good collaboration, management is still based on secular ego, participation between government, private sector and society is still limited. The crisis shows that every government and non-government institution, and the community, has a way to be involved in managing the drinking water crisis, such as coordinating with various parties, creating joint discussions involving the entire government and community, managing rivers, and cleaning water sources. In 2023, Batam City will record 550 homeless people and beggars undergoing rehabilitation. In 2024 (January-July), this number will drop significantly to 237. The aim of this research is to determine government collaboration in handling homeless people and beggars in Batam City. The method used is descriptive qualitative, there are eight informants with data collection techniques through interviews, observation and documentation. Data analysis was carried out through data reduction, data presentation, and drawing conclusions. This research uses Collaborative Governance theory from Deseve, namely Network Structure (Organizational Structure), Commitment to a Commom Purpose (Commitment to the goal), Trust Among the Participants (mutual trust between actors), the existence of Governance Certainty, Access to Authority (Access to power), Distributive Accountability (Sharing responsibility), Information Sharing (Sharing Information), Access to Resources (Access to Resources. (2) Commitment to a Common Purpose: Satpol PP and the Social Service are committed to outreach and reducing the number of Social Welfare Recipients, which is evaluated based on the budget. (3) Trust Among the Participants: collaboration between Satpol PP and the Social Service is running well thanks to open communication, regular coordination meetings, and mutual assistance. (4) There is certainty of governance: the role of Satpol PP and the Social Service is regulated in Regional Regulation No. 6 of 2002 and received support from other institutions. (5) Access to Authority: handling homeless people is regulated by Law no. 23 of 2014, with Satpol PP on patrol duty and the Social Service handling social problems through a budget supervised by the Inspectorate and BPK. (6) Distributive Accountability: The Social Service appoints the relevant OPD and forms a TRC which collaborates with Satpol PP in networking, while the TRC supports large or special activities. (7) Information Sharing: The Social Service shares the latest data and regulations in coordination meetings. (8) Access to Resources: Satpol PP and TRC have resources with a supporting budget as well as contributions from Srikandi PLN in counseling, equipment, and Pelni for the repatriation of homeless people and beggars. Therefore, researchers put forward suggestions, namely that the government should reach out more to the community and provide full assistance so that homelessness and beggars can be reduced.

This research explores the dynamics of public administration in Indonesia by comparing the roles and interactions of the formal and informal sectors in service delivery. Utilizing a qualitative approach, the study examines how these two sectors function independently and collaboratively within the broader context of governance. Data were collected through semi-structured interviews and focus group discussions with stakeholders from both sectors, including government officials, community leaders, and informal service providers. The findings reveal that while the formal sector is essential for providing structured public services and ensuring accountability, it often faces challenges such as bureaucratic inefficiencies and limited responsiveness to local needs. In contrast, the informal sector plays a critical role in addressing gaps left by formal institutions, offering agile and community-driven solutions, particularly in underserved areas. However, the informal sector also encounters significant challenges, including a lack of recognition and resources, which can hinder its effectiveness. The study highlights the importance of fostering collaboration between the formal and informal sectors to enhance public service delivery. By integrating the strengths of both sectors, it is possible to create a more responsive and effective public administration system. The research emphasizes that recognizing and supporting the informal sector as a complement to the formal sector is crucial for improving governance outcomes in Indonesia. The study provides actionable recommendations for policymakers to promote synergy between these sectors, ultimately leading to better public services that meet the diverse needs of the Indonesian population.

This study aims to analyze the role of smart technology in achieving sustainable cities through the implementation of the smart city concept. Using a qualitative approach based on library research, the study explores the relationship between smart technology and urban sustainability, encompassing three main pillars: governance, energy efficiency and environmental management, and social inclusivity. The findings reveal that smart technology enhances transparency and efficiency in governance through e-governance and digital applications, fosters multi-stakeholder collaboration via collaborative governance, and improves government responsiveness to public needs. In the environmental aspect, the implementation of smart technologies such as smart grids and smart sensors significantly contributes to more efficient energy management and carbon emission reductions. Moreover, technology-based waste management demonstrates great potential in supporting urban environmental sustainability. On the social dimension, smart technology must ensure inclusivity by addressing vulnerable groups and bridging the digital divide, where digital literacy and community empowerment play a crucial role in creating sustainable social impacts. However, implementation challenges such as infrastructure gaps, limited budgets, and human resource readiness remain barriers that need to be addressed. This study highlights the importance of integrative and collaborative approaches in smart city implementation, alongside strong strategic policy support to maximize the potential of smart technologies in achieving sustainable development. With the right approach, smart cities can serve as a strategic solution to urbanization complexities and improve the quality of life for future generations.

Stunting remains a public health challenge in Mataram City. The Population and Family Planning Control Agency (DPPKB) of Mataram City plays a crucial role in stunting prevention efforts, but the results have not been optimal due to a lack of cooperation and synergy among parties. The collaborative governance approach offers a solution by emphasizing the importance of cooperation and synergy among the government, communities, academics, and non-governmental organizations. The DPPKB has implemented this approach through the formation of the City Stunting Forum, involving various relevant stakeholders. The forum serves as a platform for coordination, synchronization, and collaboration in stunting prevention efforts. The implementation has yielded positive results, with a decrease in the prevalence of stunting from 23.6% in 2021 to 20.1% in 2023. This approach has proven effective in enhancing cooperation and synergy in stunting prevention efforts, and these efforts need to be continued to achieve the target of reducing stunting in Mataram City.

This study uses qualitative research with a case study approach. The informants of this study, namely the Pekanbaru City AIDS Commission (KPA), the Pekanbaru City Health Office and other related institutions conducted interviews, observations and documentation so that the required data were obtained such as primary data and secondary data and then analyzed so that conclusions could be drawn from the existing problems. The results of this study can be said to be not optimal, because there are still inhibiting factors in its implementation, namely the low participation of the community, especially the suspect community who are reluctant to admit to avoid discrimination from the surrounding community and the limited infrastructure provided.

The problem of waste is a complex problem that will never end, especially in developing countries. The increasing population of humans is accompanied by an increase in the amount of waste generated. Sidoarjo Regency is a regency that is registered as the regency with the largest volume of waste in East Java, which causes overload of waste in its landfill. This research aims to clearly understand the process of collaborative governance in the waste reduction program at Jabon Landfill, Sidoarjo. This research method uses a qualitative method. Data collection was carried out through documentation and literature study. The data analysis method in this study is descriptive-qualitative. The theory used in this study is the collaborative governance theory by Ratner (2012).
