The development of artificial intelligence (AI) has significantly transformed human resource management, particularly in recruitment and employee selection processes. AI-based recruitment systems utilize algorithms to enhance efficiency, speed, and objectivity in evaluating candidates. These systems allow organizations to process large volumes of applications more quickly and identify suitable candidates based on data-driven criteria. However, despite these advantages, the use of AI also presents challenges, especially concerning algorithm transparency and the potential for bias, which may compromise fairness in decision-making. Therefore, the role of human resource (HR) leaders becomes crucial in ensuring that AI systems are implemented in a transparent, accountable, and ethical manner. This study aims to analyze the application of algorithm transparency in AI-based recruitment and examine the role of HR leaders in overseeing and auditing these technologies to minimize algorithmic bias. The research adopts a Systematic Literature Review (SLR) approach by analyzing various scholarly articles related to AI in recruitment, algorithmic bias, and AI governance. The review process includes stages of identification, selection, evaluation, and synthesis of relevant literature from multiple scientific databases. The findings indicate that algorithm transparency is a key factor in developing fair and accountable recruitment systems. HR leaders play a strategic role through oversight mechanisms, algorithm audits, and the establishment of governance policies. Without proper supervision, AI systems risk perpetuating historical biases embedded in training data. Therefore, integrating AI with responsible HR leadership is essential to achieving transparent, fair, and sustainable recruitment practices.

This study aims to analyze the governance of health service policies in improving the quality of public services in Semarang City. Health services are one of the essential sectors in public service delivery that require policies which are effective, transparent, and responsive to community needs. This research employs a qualitative approach with a descriptive method to understand the processes of policy formulation, implementation, and coordination among actors in the governance of health service policies. Data were collected through literature review, policy documentation, and analysis of health service delivery practices at the local government level. The results indicate that the governance of health service policies in Semarang City has undergone several improvement efforts through the strengthening of regulations, enhanced inter-agency coordination, and the utilization of health service innovations. However, several challenges remain, such as limited resources, inequality in service access, and the need to improve the quality of human resources in the health sector. Therefore, strengthening policy governance that is more collaborative, accountable, and community-oriented is necessary to sustainably improve the quality of health services. This study is expected to contribute to the development of public policy, particularly in the field of regional health service delivery.

Stunting is one of the chronic nutritional problems that remains a major challenge in health development in Indonesia. This condition not only affects children’s physical growth but also influences cognitive development, productivity, and the quality of human resources in the future. The government has developed various policies to accelerate the reduction of stunting through specific and sensitive intervention approaches implemented in an integrated manner across sectors. Semarang, as one of the urban areas in Indonesia, has also implemented these policies through various health, nutrition, sanitation, and community empowerment programs. This study aims to analyze the policies of specific and sensitive interventions in addressing stunting in Semarang and to identify factors influencing the effectiveness of their implementation. This research uses a qualitative approach with a policy study method through document analysis, observation, and interviews with relevant stakeholders such as the health office, community health centers, and other local government agencies. Data analysis was conducted descriptively by examining program integration, inter-agency coordination, and community participation in policy implementation. The results show that the implementation of specific and sensitive intervention policies in Semarang has been carried out through various programs such as maternal and child nutrition services, improved access to sanitation, health education, and family empowerment. However, several challenges remain, including suboptimal cross-sector coordination, limited resources, and varying levels of public understanding regarding stunting prevention. Therefore, strengthening policy governance, improving synergy among institutions, and enhancing community participation are necessary to ensure that efforts to accelerate stunting reduction can be implemented more effectively and sustainably.

Investment serves as a primary driving force in accelerating regional development and economic growth. This study aims to analyze the influence of investment on development and economic growth in Bandar Lampung City through a literature review approach based on previous research findings. As the center of trade and services in Lampung Province, Bandar Lampung holds strategic potential but continues to face challenges in infrastructure and human resource quality. The findings reveal that private investment, both Domestic Investment (PMDN) and Foreign Investment (PMA), consistently contributes positively and significantly to the growth of Gross Regional Domestic Product (GRDP) and employment absorption in Bandar Lampung. Investment generates a multiplier effect that stimulates productive sectors such as trade, services, and MSMEs. Beyond physical capital, synergy with human capital development is identified as a crucial factor in optimizing the impact of investment on community welfare. In conclusion, fostering a conducive investment climate through supportive policies and infrastructure improvement is essential to achieving sustainable economic development in Bandar Lampung.

Gillnet fisheries play an important role in supporting the local economy and the welfare of coastal communities. However, fishermen still face challenges related to unequal access to livelihood assets and high vulnerability to external factors such as seasonal changes, catch fluctuations, market pressures, and environmental conditions. This study aimed to analyze the level of vulnerability, identify livelihood assets, and formulate strategies for sustainable livelihood development among gillnet fishing communities. The study was conducted in Margasari and Muara Gading Mas Villages in September 2025 using a mixed-method approach, combining questionnaires, in-depth interviews, and field observations. Samples were selected through purposive sampling, and data were analyzed using descriptive quantitative and qualitative methods supported by a Likert scale. The results showed that fishermen’s vulnerability is relatively high (54.5%), affecting income stability. Social (81.4%) and natural (78.7%) assets are relatively strong, while human (38.6%), physic (48.3%), and financial (43.20%) assets remain relatively low. Limited education, lack of training, and restricted access to financial resources are the main constraints, leading to low adaptive capacity and limited livelihood diversification. Recommended strategies include improving human resource capacity, strengthening access to financial capital, and developing livelihood diversification based on local potential. These efforts are expected to enhance household economic resilience and support sustainable livelihoods among gillnet fishing communities.

This study analyzes the governance performance of information systems at the Career Center of Universitas Muhammadiyah Jambi using the COBIT 2019 framework. The primary objective is to evaluate the maturity level of IT governance and provide recommendations to enhance the efficiency and effectiveness of information systems in supporting the institution’s strategic objectives. Data were collected through interviews, observations, and questionnaires involving system users and decision-makers within the Career Center. The findings indicate that several areas require greater attention, particularly Managed IT Changes, Managed Risk, and Managed Operations. These domains are considered critical in improving the management and reliability of the existing information systems. The study also identifies several challenges affecting system performance, including limited system integration, insufficient human resources, and the use of outdated technology. Based on these findings, the research recommends strengthening the organizational structure, improving the competence of human resources, and optimizing IT processes in accordance with COBIT 2019 standards. Implementing these improvements is expected to increase IT governance maturity, enhance service quality for students and alumni, and better support the university’s strategic development goals.

The use of population data plays a crucial role in improving the quality of public services and supporting data-driven policymaking. The Population and Civil Registration Service (Disdukcapil), as the agency responsible for population administration, is responsible for providing accurate, up-to-date, and integrated population data. This study aims to analyze collaborative patterns of population data utilization and public service innovation at the Serang City Population and Civil Registration Service. The research method used is a qualitative method with a descriptive approach. Data collection techniques were carried out through observation, documentation, and literature studies from various relevant academic sources. The results show that collaborative patterns of population data utilization are carried out through the integration of population information systems, data exchange between government agencies, and the development of information technology-based services. Public service innovations carried out include the digitization of population administration services, the use of online service information systems, and improving the quality of digital technology-based services. This collaborative data utilization can increase the effectiveness of public services and accelerate the population administration process for the community. Therefore, strengthening inter-agency coordination, improving the quality of human resources, and developing information technology infrastructure are important factors in supporting the successful utilization of population data and public service innovation.

The rapid advancement of technology has brought significant changes to the field of education, requiring adjustments in the roles and competencies of educators to improve the quality of human resources. The teaching profession is no longer limited to delivering knowledge but also demands the ability to adapt to technological developments, utilize digital tools, and create innovative and relevant learning experiences. This study aims to examine the challenges faced by the education profession in improving the quality of human resources and to identify strategies that can be implemented to address these challenges. This research employs a literature review method by analyzing ten relevant scientific articles using a descriptive qualitative approach. The findings reveal several major challenges, including limited teacher competence and professionalism, constraints in the use of technology, weaknesses in human resource management in education, and the lack of optimal training and professional development programs. In addition, disparities in access and readiness for digital transformation also hinder the improvement of educational quality. The results suggest that improving the quality of human resources through education requires a comprehensive approach, including strengthening teacher competencies, providing continuous professional development, improving educational management, and ensuring adaptive policy support. Therefore, the education profession is expected to play a crucial role as a driving force in producing competent, high-quality human resources who are well prepared to face future challenges.

This study analyzes the gap between legal certainty and justice in patent protection in Indonesia through a case study of the transfer of patent rights for the Spider Nest Construction. The problem formulation includes two things. First, what is the form of distortion of legal certainty in the transfer of patent rights. Second, how is the violation of the inventor's moral and economic rights and the institutional factors that cause it. The method used is normative juridical with a statutory, case, conceptual, and comparative approach. The results of the study indicate that the distortion of legal certainty occurs because the registration of the transfer of rights only uses a Power of Attorney without an authentic deed, which violates Article 11 of the Patent Law. In addition, the unilateral action of the Directorate General of Intellectual Property to freeze and revoke the freezing of patents without a court decision violates Article 132 of the Patent Law. Violation of moral rights is manifested in the form of false attribution in the JALLA patent. Economic rights are ignored through embezzlement of royalties. The peak of injustice is the accusation of plagiarism against the original inventor for his own development invention. Inhibiting factors include institutional weaknesses within the Directorate General of Intellectual Property, excessive judicial intervention, low human resource capacity, regulatory disharmony, and an unsupportive legal culture. Strengthening strategies include institutional reform, revision of the Patent Law, ratification of international conventions, digitalization, international certification, and the establishment of a specialized intellectual property court. In conclusion, without strengthening integrated intellectual property legal policy, the gap between procedural legal certainty and substantive justice will continue to weaken the national innovation ecosystem.

The purpose of this study is to describe the strategy of implementing digital marketing to increase the revenue of the Makicha banana chips MSME. This research method uses descriptive qualitative with data collection through interviews, observations, and documentation. The results of this study indicate that the implementation of digital marketing in the Makicha Banana Chips MSME has a positive impact on business development, especially in increasing visibility, market reach, and business revenue. The transition from conventional marketing to the use of social media such as Instagram, WhatsApp, and TikTok is a strategic step in reaching a wider consumer base, including from outside the region. Although the implemented strategy is still simple, such as uploading product photos, testimonials, and sharing information through the story feature, it has been quite effective in attracting consumer interest and increasing the number of orders. However, the implementation of digital marketing is not optimal due to still being constrained by limited human resources, time, and a lack of consistency in content management, so the development of a more structured strategy in content creation is needed. The results of this study are expected to provide an overview for other MSMEs regarding the importance of utilizing social media in expanding the market to increase business revenue.

The management of essential drug inventory is a strategic component of hospital pharmaceutical services because it directly influences service continuity, cost efficiency, and the overall quality of healthcare delivery. Poor inventory control can result in excessive stock accumulation, increased risk of drug expiration, inefficient budget utilization, and potential drug shortages that may compromise patient care. This study aims to evaluate the effectiveness of essential drug inventory control at Pekerja General Hospital by applying the ABC-VEN, Economic Order Quantity (EOQ), and Reorder Point (ROP) methods. It also examines differences in inventory management efficiency between 2024 and 2025 based on inventory value, cost of goods sold (COGS), and Inventory Turnover Ratio (ITOR). A mixed-methods approach with a sequential explanatory design was used. Quantitative analysis involved a paired sample t-test comparing inventory data from 2024–2025, while qualitative data were collected through in-depth interviews and analyzed thematically using NVivo. The findings reveal a significant improvement in inventory management in 2025 (p < 0.05), reflected in reduced inventory value and COGS, along with an increased ITOR. However, the implementation of ABC-VEN, EOQ, and ROP methods has not been fully integrated, and challenges such as limited human resources and procurement bureaucracy persist.In conclusion, although inventory control became more efficient in 2025, further integration of inventory methods and strengthening of human resource capacity are necessary to ensure sustainable improvements.

This research aims to analyze the capacity building of government personnel in implementing the Electronic-Based Government System (SPBE) at the Department of Communication and Informatics of Gresik Regency, which plays a strategic role in digital governance. This study uses a qualitative approach focusing on capacity development strategies and constraints at individual and organizational levels. The findings show that capacity building is carried out through two main strategies: human resource development and organizational strengthening. In human resource development, the establishment and training of an internal assessor team serve as key instruments in supporting SPBE implementation. This team represents institutionalized capacity, enabling the organization to independently conduct monitoring, evaluation, and quality assurance processes in a sustainable manner. This approach reflects a long-term strategy to strengthen institutional independence and reduce reliance on external parties. In organizational strengthening, capacity building focuses on optimizing organizational structure, work systems, coordination mechanisms, and regulatory support, including standard operating procedures. However, several constraints were identified. At the individual level, there is an imbalance in technical competencies, especially in information technology skills. At the organizational level, the lack of optimal follow-up after training highlights the need for more integrated human resource planning. These findings indicate that capacity building in SPBE implementation requires a systemic, well-planned, and sustainable approach to achieve effective, adaptive, and responsive digital government governance in the public sector.

Digital transformation in the public sector has driven various service innovations, including pension administration services for State Civil Apparatus (ASN). This study aims to analyze the development of digital-based public service innovations in pension administration and identify the benefits and challenges of their implementation. This study used the Systematic Literature Review (SLR) method by reviewing various relevant scientific articles from national journals that discuss the digitalization of public services and pension administration. The literature selection process was carried out systematically to identify, evaluate, and synthesize research findings related to digital-based pension service innovations. The review results indicate that digitalization of pension administration services through the use of electronic service applications and platforms can improve administrative efficiency, accelerate data verification and pension fund disbursement, and increase transparency and accountability in public services. The implementation of digital services also contributes to simplifying bureaucratic procedures and increasing service accessibility for retirees. However, the literature review also revealed challenges in implementing digital pension services, including low digital literacy among retirees, limited access to technological devices, and suboptimal dissemination of service information. The findings of this study indicate that the success of digital-based service innovations depends not only on technology, but also on human resource readiness, the organizational capacity of government institutions, and the level of public acceptance of the use of digital technology. Therefore, developing digital-based pension services requires a comprehensive strategy.

The effectiveness of public sector organizations in delivering quality services and achieving their mandates depends critically on how they manage their human resources. This study examines the relationship between strategic human resource management (SHRM) practices and organizational performance in Indonesian public sector organizations. Employing a mixed-methods research design, data were collected from 312 public sector managers and HR professionals across 45 government agencies through surveys and 32 in-depth interviews. The research investigates five key SHRM dimensions: strategic recruitment and selection, performance management systems, employee development and training, compensation and rewards, and employee engagement. Findings reveal significant positive relationships between SHRM practices and multiple performance indicators including service quality, operational efficiency, employee productivity, and organizational innovation. Regression analysis demonstrates that SHRM practices collectively explain 47.3% of variance in organizational performance scores. Qualitative data illuminate implementation challenges including limited HR professional capacity, rigid civil service regulations, political interference, and resistance to performance-based management. The study identifies critical success factors such as top management commitment, alignment between HR strategy and organizational strategy, investment in HR analytics capabilities, and cultural transformation toward merit-based practices. Results indicate that high-performing public organizations distinguish themselves through systematic talent management, data-driven HR decision-making, continuous learning cultures, and stronger linkages between individual performance and organizational outcomes. This research contributes empirical evidence on SHRM effectiveness in public sector contexts and provides actionable recommendations for HR practitioners and policymakers seeking to leverage human capital for improved public service delivery.

Non-profit organization financial reports are a form of accountability to stakeholders, especially donors and the community. This research aims to analyze the suitability of applying ISAK 335 in preparing financial reports at the Humanitarian Foundation. The research uses qualitative methods with a descriptive approach through documentation and document analysis. The research results show that the implementation of ISAK 335 can increase the transparency and accountability of financial reports, although there are still obstacles such as limited understanding of accounting standards and a simple recording system. Financial reports in accordance with ISAK 335 are expected to provide a clearer picture of the financial position and activities of nonprofit organizations. Among the challenges identified is the lack of human resources trained in the application of this accounting standard. Therefore, training and coaching for organizational financial managers is essential. Furthermore, the development of a more modern and integrated financial recording system is also needed to support greater transparency and accountability.

This study aims to investigate the determinants of job performance by integrating the variables of capability, social interaction, and Organizational Citizenship Behavior (OCB) as a moderating variable. The phenomenon of employee turnover and discrepancies in staff discretionary behavior within the hospital setting serves as the primary rationale for this study. Using a quantitative approach, data were collected from 240 respondents at Magelang City Islamic Hospital through purposive sampling. Data analysis was conducted using Structural Equation Modeling (SEM) based on AMOS software to test the causal relationships among variables in the structural model. The research findings provide empirical confirmation that individual capabilities and the quality of social inter-actions have a positive and significant influence on stimulating the formation of OCB. Furthermore, statistical test results demonstrate that capabilities, social interactions, and OCB simultaneously make a significant contribution to improving employee work performance. The presence of OCB is identified as a crucial factor capable of strengthening organizational performance outcomes. The practical implications of this study emphasize the need for hospital management to formulate human resource development strategies focused on strengthening technical skills and social cohesion to mit-igate the impact of turnover and accelerate the sustainable performance of healthcare services.

The results indicate that digitalization through applications and electronic platforms enhances administrative efficiency, accelerates data verification, and improves the speed of pension fund disbursement. It also strengthens transparency and accountability while simplifying bureaucratic procedures and expanding service accessibility for retirees. However, several challenges remain, including low digital literacy among retirees, limited access to technological devices, and insufficient public awareness regarding digital service usage. The findings suggest that the success of digital-based public service innovations depends not only on technological availability but also on human resource readiness, institutional capacity, and the level of public acceptance. Therefore, a comprehensive strategy is required, including improving digital literacy, strengthening information technology infrastructure, and optimizing communication efforts to ensure effective adoption.

This research was conducted to analyze the process of providing social services for abandoned children at the Sayap Ibu Foundation. Abandoned children are seen as a group with a high level of vulnerability and therefore require special intervention in fulfilling basic rights, protection, and developing their personal capacity so they can develop optimally. The research method applies a qualitative approach that uses interview processes, observations, and documentation studies to obtain the required information. Research findings show that the services provided include aspects of protection, education, fulfillment of basic needs, and psychosocial development which are implemented in an integrated manner by professional staff and volunteers. In its implementation, this service still faces a number of obstacles, including limited human resources, infrastructure, and minimal support from the community, which has an impact on the suboptimal service. However, the Sayap Ibu Foundation still has a significant contribution in improving the welfare of abandoned children through various programs oriented towards social rehabilitation, character strengthening, and empowerment. Therefore, it can be concluded from this study that it is necessary to strengthen comprehensive and sustainable services, as well as closer collaboration between institutions, government and the community in order to increase the effectiveness of handling neglected children by utilizing the functions and roles of foundations to the maximum. Then, the implications of the results of this study can be used as consideration for policy makers and social actors in designing more effective service programs for neglected children.

Education plays an important role in shaping the quality of human resources, particularly in developing students' critical thinking skills. In the learning process at school, teachers not only act as providers of information but also as facilitators who are able to create active, creative, and participatory learning environments. However, in practice, the learning process is still often dominated by one-way lecture methods, which tend to make students passive and less involved in the learning process. This condition affects the development of students’ critical thinking skills. Therefore, learning strategies that actively involve students are needed, one of which is through the implementation of Problem Based Learning (PBL).This study aims to analyze the strategies used by Islamic Religious Education teachers in implementing Problem Based Learning and its impact on students’ critical thinking skills at SMA Pembangunan V YAPIS Waena. This research employed a qualitative approach with a descriptive research design. Data were collected through observation, interviews, and documentation, while data analysis used the Miles and Huberman model which includes data reduction, data display, and conclusion drawing.The results of the study indicate that the implementation of Problem Based Learning is carried out through several stages, including presenting problems related to daily life, group discussions, problem analysis, and the presentation of discussion results by students. The implementation of this learning model increases students’ activeness in the learning process and encourages the development of critical thinking skills, such as identifying problems, analyzing information, expressing opinions, and drawing logical conclusions. Therefore, Problem Based Learning can be considered an effective learning strategy for improving students’ critical thinking skills in Islamic Religious Education learning.

The development of digital technology in recent years has had a significant impact on almost all sectors, especially the financial sector. Digitalization is no longer an option but a fundamental necessity for financial institutions, including Savings and Loan Cooperatives (KSP), to remain competitive and capable of providing efficient, accurate, and high-quality services. The need for technology that can improve service processes, data management, and transactions has become increasingly urgent amid the growing complexity of cooperative members’ demands and the increasing competition among financial institutions.This study aims to analyze the transformation of financial services at KSP Credit Union Bahtera Sejahtera through the implementation of the Escete Program, an online-based digital system. Before 2019, this cooperative used the SIKOPDIT CS system which operated offline, resulting in difficulties in data synchronization and service efficiency. The method used in this study is a qualitative descriptive approach using the perspective of Institutional Theory to examine the motivations behind organizational change.The results of the study indicate that the transition from SIKOPDIT CS to the Escete Program is not merely a technical change but also a form of organizational adaptation to three institutional pressures: (1) Coercive Pressure arising from regulations requiring financial transparency; (2) Mimetic Pressure as an effort to emulate the success of banking digitalization; and (3) Normative Pressure to meet members’ expectations and the professionalism of human resources. The implementation of the Escete Program has proven to improve real-time data accuracy, accelerate services through Android integration, and transform the organizational work culture into a more modern and transparent one.
