Karya Nyata : Jurnal Pengabdian kepada Masyarakat 2025 Lembaga Pengembangan Kinerja Dosen

The First National Congress (MUNAS) of the Indonesian Civil Servant Lecturers Alliance under the Ministry of Education, Culture, Research, and Technology (ADAKSI), held on May 2–4, 2025, in Jakarta, served as a pivotal moment for the consolidation and advocacy of civil servant lecturers at the national level. This event successfully formulated the organization’s strategic direction, ratified its Statutes and Bylaws (AD/ART), and developed a medium-term work plan for 2025–2028. The inaugural MUNAS of ADAKSI also produced twenty strategic policy recommendations to the government, particularly concerning the welfare and professionalism of civil servant lecturers. In addition to electing the national executive board, the congress affirmed ADAKSI’s role as both a strategic partner and a critical counterpart to the government in higher education reform. This article not only outlines the key outcomes of the congress but also examines the contributions and impact of strengthening the institutional position of ministerial civil servant lecturers within the national education ecosystem.

This study aims to determine the application and considerations of criminal law to the criminal act of car sales fraud committed by members of the Indonesian National Police based on Decision Number 3/Pid.B/2024/Pn Rtg. The research method used is a normative research method. Normative research is a method that focuses on analysis that is conceptualized and developed by examining the rules, norms, and rules related to the problem being researched. The results of the study show that (1) the perpetrator of a crime committed by a member of the police who is a civil servant, the judge imposes a general crime but does not apply a code of ethics hearing, which should be subject to disciplinary sanctions and code of ethics sanctions. (2) The judge in considering a decision should pay close attention to the incriminating matter of the defendant, namely the defendant's actions that are contrary to his work as a law enforcer.

Physical activity is essential for optimizing human health. According to the WHO, more than a quarter of the world's adult population (1.4 billion people) is inactive in physical activity, and this figure increased during the COVID-19 pandemic. Inactivity is one of the risk factors causing NCDs. According to the Ministry of Health, NCDs cause the deaths of 41 million people (71% of global deaths) every year, and physically active has been shown to reduce the incidence of NCDs and can increase body muscle mass as an indicator. The purpose of this study was to determine the relationship between work, gender, age, and physical activity with muscle mass in the people of Uteunkot Village, Lhokseumawe.This non- experimental study used a cross-sectional approach with a total sample of 94 samples obtained by the accidental sampling technique. Physical activity data were obtained with the 2003 IPAQ questionnaire, and the percentage of muscle mass was measured using the Tanita BC-730 scale. The results showed that the majority of respondents between the ages of 17-25, working as Civil Servants/BUMN/ BUMD, doing moderate physical activity, have a normal percentage of muscle mass, while women have low muscle mass. The conclusion of this study is that there has been no proven relationship between physical activity and muscle mass, However, a significant relationship with a strong correlation was found between sex and muscle mass in the people of Uteunkot Village, Lhokseumawe.

This study aims to obtain empirical evidence of the influence of human resource competence and the use of information technology on the quality of financial reports of the East Sumba Regency local government. The population in this study were all Civil Servants (PNS) in the East Sumba Regency OPD. Sampling was carried out by purposive sampling, namely the head of the financial sub-section, the expenditure treasurer and accounting staff. The research thesis human resource competence does not affect the quality of the East Sumba Regency local government financial reports. The use of information technology affects the quality of the East Sumba Regency local government financial reports, human resource competence and the use of information technology simultaneously affect the East Sumba Regency local government financial reports. In conclusion, the quality of the East Sumba Regency local government financial reports is influenced by the use of information technology, while human resource competence significant effect.

The study aims to determine the condition of discipline and efforts to enforce discipline, such as discipline in work attendance, complying with all regulations in work procedures, obeying superiors, being aware of all work and having a sense of responsibility. The type of research applied in this study is an analysis using a descriptive method that relies on a qualitative approach. Data collection techniques are carried out through observation and interviews. For the research subjects interviewed for data collection, they are employees of the Malang Regency DPRD Secretariat. The data analysis technique used is the Miles & Huberman method, which involves data reduction, data presentation, and drawing conclusions. The results of the study show that work discipline is very important to support employee success. The purpose of the work needs to be in line with the plan, both in terms of discipline in work attendance, complying with regulations in work procedures, obeying superiors, being aware of all work and having a sense of responsibility. The work discipline of state civil servants at the Malang Regency DPRD Secretariat shows quite good results, although there are still some violations of work discipline that occur, therefore work discipline must still be improved.

This research aims to analyze the effect of tax socialization and tax system digitalization on taxpayer compliance with tax knowledge as an intervening variable among individual taxpayers in Lampung Province. The research employs a quantitative approach with data collection through questionnaires distributed to 147 individual taxpayer respondents residing in Lampung Province who are over 25 years of age and work as individual entrepreneurs, private employees, or civil servants. Data analysis uses path analysis techniques to examine the direct and indirect effects between variables. The results show that tax system digitalization has a positive and significant effect on taxpayer compliance, both directly and through tax knowledge as an intervening variable. However, the hypothesis stating that tax socialization affects taxpayer compliance is not supported by the research findings. This research model has an R Square value of 0.87, indicating a very strong relationship between tax system digitalization and taxpayer compliance. This research provides important contributions for tax authorities in formulating strategies to improve taxpayer compliance through strengthening tax system digitalization and enhancing tax knowledge.

This study examines public perceptions of the practice of "dawn attack" in the 2024 election, which is a form of money politics that is still rampant in Indonesia. This study aims to understand how the public assesses the impact of such practices on democratic integrity and voter behavior. This study involved 101 respondents with diverse backgrounds, the majority of whom were students, and some came from other professions such as civil servants, teachers, entrepreneurs, and medical personnel. Data collection was carried out through an open questionnaire, which was then analyzed using thematic methods to identify the main patterns in the community's view. The results of the study showed that the majority of respondents considered the dawn attack as a form of political manipulation that undermined the principle of fairness in elections. As many as 56.4% of respondents admitted that they had seen or knew of this practice, with the main impact in the form of temporary economic benefits and changes in voter behavior. This study highlights the importance of concrete steps in suppressing the practice of money politics, including through stricter law enforcement and political education for the public. Thus, this research is expected to contribute to efforts to create a fairer, more transparent, and democratic electoral system in the future.

This study aims to reconstruct the narrative of the establishment and struggle of the Aliansi Dosen ASN Kemdiktisaintek Seluruh Indonesia (ADAKSI), a collective movement advocating for the welfare of civil servant lecturers (ASN), particularly concerning the delayed disbursement of performance allowances (tukin). Using a narrative inquiry approach, this research traces digital records and real-world actions taken by ASN lecturers across Indonesia, including a symbolic flower board protest in January 2025, an audience with the Minister of Higher Education, Science, and Technology, and the organization of the first National Congress (MUNAS I ADAKSI) in May 2025. These narratives are analyzed as expressions of shared grievances, solidarity, and the formation of a collective identity among ASN lecturers who have long lacked institutional representation through official bodies like KORPRI. The findings reveal that ADAKSI functions not only as an advocacy platform for welfare but also as a socio-professional movement driven by intellectual ethics in demanding structural justice. Its actions, demands, and outcomes from MUNAS I mark a significant transition from fragmented protests to an organized national consolidation. The study recommends that policymakers create more inclusive spaces for dialogue with ASN lecturers and formally recognize independent professional organizations as strategic partners in the reform of Indonesia’s higher education system.

This study aims to identify the optimal model in the integration of philosophical disciplines in the structure of the educational program of “Public Administration” students, as well as explore the features of the management of educational strategies suitable for the training of civil servants. The main focus of this research is: 1) academic management strategies to overcome curriculum overlap due to the dominance of philosophical disciplines in public administration study programs; 2) adaptation of educational programs for public administration students to be in line with the needs of the world of work, both at national and international levels; 3) characteristics of internationalization of public administration education programs, especially in the context of academic mobility and adaptation of the Indonesian public administration system to global standards. This research uses the cultural-historical analysis approach, comparative method, structural-functional method, and expert evaluation to explore and analyze problems and develop solutions. The research findings show that the dominance of traditional philosophy courses in the curriculum is often ineffective in shaping the competencies needed in the world of work. The research identified three main challenges: saturation of the curriculum with theoretical courses, lack of connection between the curriculum and the practical needs of the working world, and low use of English in teaching key courses. To address these issues, this research proposes restructuring the curriculum through the integration of three disciplinary groups: applied logic, cultural studies, and applied political science. In addition, the implementation of a contextualized bilingual learning model is also considered as a solution to improve the relevance of the curriculum. The uniqueness of this article lies in its approach that combines philosophical studies with managerial strategies in curriculum design, complemented by empirical experiences from international and cross-institutional cooperation. This article offers a reinterpretation of the utilization of philosophy as a tool for the development of professional competence in public administration education, not just as an abstract worldview.

This study investigates the effect of role stress and job resources on emotional exhaustion, with work-family conflict as a mediating variable among higher education personnel. Employing a quantitative research design with a causality analysis approach, data were collected through a structured questionnaire using a five-point Likert scale. The sample consisted of 200 educational staff at XYZ institution in Bogor Regency, including civil servants, permanent employees, and contract workers. Data analysis was conducted using the Structural Equation Modeling-Partial Least Squares (SEM-PLS) technique with SmartPLS 3 software. The findings revealed that role stress has a positive and significant impact on emotional exhaustion, indicating that increased stress from role demands contributes to higher levels of emotional fatigue. Conversely, job resources were found to have no significant direct effect on emotional exhaustion. Furthermore, work-family conflict significantly mediated the relationship between role stress and emotional exhaustion, suggesting that stress from conflicting work and family demands intensifies emotional exhaustion. However, work-family conflict did not mediate the relationship between job resources and emotional exhaustion. These results emphasize the critical need for effective stress management strategies and support systems that can help reduce work-family conflict to maintain the emotional well-being of education personnel. This study contributes to understanding the psychological dynamics in the workplace and provides insight into improving employee resilience and productivity in educational institutions.

This study aims to analyze the effect of work involvement, organizational culture, and cohesiveness on the performance of agricultural extension workers at the Department of Agriculture and Food Security of Yogyakarta Special Region. The approach used is quantitative, the population is 263 civil servant extension workers and the sample is determined as many as 154 respondents. the sampling technique used is proportional random sampling. Data analysis was carried out with the Partial Least Square (PLS) approach using the SmartPLS 4.0 application. The results showed that work involvement and organizational culture had a positive and significant effect on the performance of extension workers. In addition, cohesiveness was shown to partially mediate the effect of work engagement on extension worker performance, which indicates that cooperation and solidarity between teams play an important role in strengthening the impact of individual engagement on performance. Finally, cohesiveness mediates the effect of organizational culture on the performance of agricultural extension workers. This study concludes that improving the performance of agricultural extension workers requires a comprehensive strategy, not only through increasing individual engagement, but also through strengthening the work culture and cohesiveness of a supportive team.

This study was conducted with the aim of understanding and analyzing the role of bureaucratic leadership and work discipline in improving the performance of employees at the Jambi Province Department of Industry and Trade. This study uses a quantitative method with data collection techniques by distributing questionnaires to 85 respondents who are civil servants at the Industry and Trade Office of Jambi Province, with sampling conducted using the census technique. The data analysis techniques in this study used Multiple Regression Test, t-test, F-test, and Coefficient of Determination (R2) using the IBM SPSS Statistics 25 program. The results of this study indicate that, partially, the variable of bureaucratic leadership has a positive and significant effect on improving employee performance. Partially, work discipline also has a positive and significant influence on employee performance. Collectively or simultaneously, bureaucratic leadership and work discipline have a positive and significant effect on employee performance. The better the bureaucratic leadership and the higher the work discipline of employees, the better the performance of the employees at the Jambi Provincial Department of Industry and Trade.

The rise of trade in protected wildlife threatens the preservation of biodiversity in Indonesia, especially in the Aceh and North Sumatra regions. This is because punishment does not provide a deterrent effect to the perpetrators and the involvement of officials in its implementation, so that law enforcement against the trade in protected wildlife has not been felt effective in the eyes of the public. In this thesis, the author wants to know the extent of the effectiveness of law enforcement carried out by Forestry Civil Servant Investigators (PPNS) against protected wildlife trade through issues related to law enforcement, obstacles in law enforcement and efforts that have been made to overcome these obstacles. This research was conducted in Section I of the Sumatra Regional Environmental and Forestry Law Enforcement Center. The research method used is a case study with a qualitative approach. Data was collected through interviews with PPNS Forestry and related parties, as well as analysis of documents related to protected wildlife trafficking cases. The results of the study show that the effectiveness of law enforcement by PPNS Forestry has been quite effective, although it is still faced with several obstacles in its implementation. Law enforcement against the trade in protected wildlife starts from preemptive, preventive, repressive and judicial actions. Light punishment, the use of undercover buy techniques, proof of evidence, involvement of officials, facilities and infrastructure, human resources and public awareness are still factors that hinder law enforcement. Therefore, efforts have been made to overcome these obstacles by revising the law, strengthening intelligence networks, adding and increasing human resources, coordinating with related agencies and socializing to the community. The author recommends that socialization be carried out to law enforcement officials regarding the equality of perception in the implementation of Law Number 32 of 2024 and establish close cooperation with the TNI and Polri intelligence networks and make strict rules against officers involved in the trade of protected wildlife.

Digital bureaucratic transformation has become a crucial component of public administration reform in Indonesia through the utilization of technology to enhance public services. This study examines the implementation of the M-Paspor application as one of the strategic policy innovations in the immigration sector. The application was developed as a solution to problems found in the conventional service system. M-Paspor simplifies the passport application procedures, increases bureaucratic effectiveness and efficiency, and strengthens accountability in public service delivery. The presence of M-Paspor has brought significant changes to the structure and work system within the Directorate General of Immigration. However, its implementation still faces various challenges, including unequal digital access, limited infrastructure, low digital literacy among civil servants, and resistance to changes in bureaucratic work culture. This study uses a descriptive qualitative approach based on literature review, with sources selected using search strings tailored to the research objectives. The results of this study are expected to serve as a reference for further discussions regarding the benefits, challenges, and sustainability of M-Paspor in supporting the broader digitalization of public service programs in Indonesia.

The local government management system is expected to focus on increasing accountability and, at the same time, improving civil servant performance that is oriented toward outcomes. This research aims to conduct a bibliometric examination of local government civil servant performance. This study analyzed 439 articles published from 2013 until July 2022 in the Scopus database on civil servant performance in government. The VosViewer program was utilized in the process of analyzing to find results on the most contributing authors, the number of citations, areas, organizations, publications, and co-occurrences of keywords. These results could create new gaps in the research that will be conducted in the future. The result shows civil servant performance relies on appraisal and work environment improvement. A conducive environment fosters mutual assistance, open communication, and conflict resolution, ultimately improving employee performance and fostering better relationships. Also, performance analysis is crucial for public administration and the public sector.

The film Upin and Ipin contains many good lessons to study, but no one has studied the characteristics of a simple life that characterizes the film. This article aims to reveal education about the simple life of the film Upin and Ipin from the perspective of the Qur'an. The author uses qualitative methods with descriptive analysis, with the main data source being the animated film Upin and Ipin, and supported by secondary sources in the form of journal articles, books, interpretations of the Al-Qur'an and web sources, which support the data to strengthen the arguments in the analysis. The animated film Upin and Ipin is an education on simple living that is in line with the conception of the Qur’an. For the Qur'an, the birth of humans, society, culture, civilization, language, race, tribe and clan as well as the fall of nations are signs that humans must ponder and learn from, so that the Qur'an. A modest life as referred to in the Qur'an includes not being excessive and not being too stingy, therefore, people who distribute their wealth to people in need are good people. Allah SWT through the Qur'an has ordered His servants to live modestly. This is because by living simply, humans can control their lives and not fall into hedonistic lifestyles that tend to lead humans into traps. In this way, the education of modest living contained in the film Upin and Ipin is in line with the conception of the Qur'an. The research implications of the importance of moderation in life create a stable and flexible life.

The purpose of the Federal Capital Territory (FCT) of Abuja is to implement government directives in order to achieve national development goals. To accomplish this, recruitment and retention strategies in the civil service (CS) play a crucial role in providing the human resources needed. This study empirically investigates the recruitment and retention strategies applied in the FCT. The study utilized a survey method by distributing questionnaires to civil servants and conducting structured interviews to collect the necessary data to achieve the research objectives. To analyze the collected data, the study used the chi-square analytical technique. The findings reveal that the recruitment strategy in the CS is based on a combination of political and merit-based factors. Regarding employee retention, the study found that the CS has implemented relatively effective incentives to retain its workforce. However, while these incentives are sufficient for short-term retention, they are inadequate to retain skilled employees compared to the incentives offered by private companies. The recommendations from this study suggest that, in order to maintain a skilled workforce and enhance performance, the CS must implement more competitive incentives that are comparable to those offered by the private sector in order to attract and retain the best talent in the long run.

Chemotherapy is an effective treatment for the destruction of cancer cells, but often causes side effects that affect the quality of life of patients, such as nausea, vomiting, hair loss, and fatigue. Chemotherapy patients need physical and psychological motivation to overcome these side effects. In these side effects, self-equipment is the key to treating and improving symptoms properly. The purpose of this study aims to determine how to manage self-care in patients undergoing chemotherapy. Quantitative research with a descriptive design Data were collected through purposive sampling techniques on 230 respondents. And statistical tests were used to process the data. Of the 230 respondents, most were women (53 percent), with an average age of 56-63 years (54.8%), the most recent education was PT/Academic (46.5%), most of the jobs were civil servants (32.2%), had undergone chemotherapy for <1 year (56.1%), the most cancer stage was stage IV (30%) and for the most side effects experienced hair loss/weight loss (42.2%). In this study, self-care management in the adaptive category was (66.5%) and in the maladaptive category (33.5%). It can be concluded that self-care management is very effective in reducing the side effects of chemotherapy.

Appearance is one of the important factors for humans in living their lives. However, each individual's perception of their own body tends to be inconsistent with the good anthropometric body standards. This body image perception is closely related to lifestyle, diet, physical activity, and environment. This study aims to explore the body image perception of workers in Jayapura City. This research is an exploratory study to gain an in-depth understanding of the body image perception of workers in Jayapura City. The subjects of this study were 379 workers domiciled in Jayapura City. Data was collected using a body image perception questionnaire and anthropometric measurements were conducted on the workers. The results showed that 53% of respondents were female, 60% were in the early working-age category, and 47% worked as civil servants, military personnel, police officers, or employees of state-owned enterprises. Furthermore, most respondents had normal nutritional status (60%) and 87% had a negative body image perception. Cross-tabulation analysis found that a positive body image perception was mostly found among respondents with normal nutritional status. However, many respondents with normal nutritional status still had a negative body image perception. Further studies are needed to investigate the factors related to body image perception to develop interventions that improve workers' understanding of the ideal body shape.

This research aims to examine the influence of motivation and training on performance with work culture as an intervening variable. The study was conducted on Civil Servants in General Functional Positions and Certain Functional Positions in the City of Tasikmalaya. Sampling was carried out using techniques proportionate stratified random sampling, with a total sample size of 374 samples, in 37 regional apparatus organizations in Tasikmalaya City. The research instrument used was a questionnaire with scale likert. The analysis technique used is path analysis using the SPSS application. The results of this research show that 1) Motivation, Training and Performance are in good condition. Meanwhile the Work Culture is in Very Good Condition; 2) Motivation has a positive and significant effect on work culture; 3) Training has a positive and significant effect on work culture; 4) Motivation has a positive and significant effect on performance; 5) Training has a positive and significant effect on performance; 6) Work culture has a positive and significant effect on performance; 7) Motivation and training have a positive effect on work culture; 8) Motivation, training and work culture have a positive effect on performance.
