Providing accessible open educational resources (OER) is essential for users with impairments to access university resources. To achieve this, web content accessibility guidelines (WCAG) have been developed. In this study, we used the AChecker web accessibility evaluation tool to assess the content of 42 federal university websites in Nigeria and recorded their conformance level to the WCAG. The findings show that at Level A (Minimal Compliance), there were 855 known problems, 55 likely problems, and 7536 potential problems. At Level AA (Acceptable Compliance), 2516 known problems, 58 likely problems, and 15537 potential problems were identified. At Level AAA (Optimal Compliance), 2679 known problems were found, while there were no likely problems, and 16772 potential problems. The results indicated that most websites did not conform to the accessibility guidelines, highlighting the need for educational institutions to comply with WCAG2.1 content standard. The study recommends introducing accessibility training courses in web design and development to ensure effective OER creation for people with diverse abilities. Furthermore, enforcing the implementation of these guidelines by flagging down non-compliant educational websites was suggested. There is a problem of lack of accessibility in federal university websites in Nigeria, leading to unequal access to web content for users with varying abilities. The study aimed to identify aspects of the websites where accessibility needs to be improved and promote diversity and inclusiveness for users with different abilities to have equal access to web content.

The research in this paper aims to find out more about the legal validity of online auctions via Instagram social media and how legal protection is for online auction participants on Instagram social media. The method used by the author in writing this article is a normative legal research ethod with a statutory approach. Research shows that the legal basis for carrying out online auctions via Instagram social media is Article 1320 of the Civil Code and 1338 of the Civil Code because the implementation is not submitted to an official auction house so it cannot be said to be an official auction and in implementing online auctions on Instagram social media there are weaknesses, namely in advertising goods. In the auction, information about the goods and services being sold is unclear, causing misperceptions among consumers or online auction participants on Instagram and is only based on trust. Legal protection for victims of social media online auction fraud is contained in Article 1243 of the Civil Code, Article 19 of Law Number 8 of 1999 concerning Consumer Protection, Article 28 paragraph (1) of the ITE Law, and dispute resolution is contained in Article 38 of the Law Republic of Indonesia Number 11 of 2008 concerning Information and Electronic Transactions.

The purpose of this study was to find out the process of using the budget funds carried out by Kenagarian in the expansion of Nagari in every sub-district in West Pasaman Regency. The approach used in this study is descriptive qualitative, that is, after the data has been collected, a qualitative analysis is carried out and describes one data with other data in such a way as to obtain a complete general picture of the problem under study. Then the data collection method uses observation, interviews, and documentation. The results of this study indicate that the use of government funds in each Nagari is considered not good. The system for using it is by giving funds from one party to another so that there is a discrepancy between the amount of funds budgeted for and the use of funds in each Nagari. This is because responsible parties such as the head of the Wali Nagari do not go directly to the field, but only utilize staff or give this responsibility to their subordinate staff. Therefore, it can be suggested that there be further training and coaching regarding the implementation of the Government Fund budget for Nagari apparatus, which of course is organized training on management and administration of ADD management from professionals in their fields, the Nagari Government must involve more of the entire Village community in Development activities. The Nagari government must be more disciplined in carrying out its duties and responsibilities, especially in preparing accountability reports.

Research background, that the development of food security and sovereignty needs to be carried out through the provision and establishment of sustainable food agricultural land. But in urban areas, efforts to maintain the existence of agricultural land are quite complicated problems. The high demand for land due to the development of housing, trade, services, industry and others causes a large proportion of the agricultural area to continue to decline every year. The reason is that paddy fields in the city of Surakarta are not productive because there is no technical irrigation network available, the majority of the livelihoods of the people of Surakarta are not as farmers, and the high demands of settlement needs as a consequence of the development of urban areas. This is in accordance with the results of identification by the Department of Agriculture, BPN and BAPPEDA that out of 111 hectares of agricultural land listed in the Regional Spatial Planning of Surakarta City No. 1 of 2012, the total area of agricultural land is less than 111 hectares and only 80-90 hectares of land. agriculture that is not cultivated and partly in the form of paddy fields surrounded by housing. The absence of a regional regulation that stipulates the protection of sustainable agricultural land causes in practice there is no clarity regarding protected land, sanctions for violations or incentives that will be accepted by the community if they do not carry out or protect the agricultural land they own.
