DIAGNOSA: Jurnal Ilmu Kesehatan dan Keperawatan 2024 International Forum of Researchers and Lecturers

Background: According to the Regulation of the Minister of Health of the Republic of Indonesia Number 24 of 2022 concerning Medical Records, they are documents that contain patient identity data, examinations, treatment, procedures and other services that have been provided to patients. Minimum Hospital Service Standards Completeness of filling in medical records 24 hours after completion must reach 100%. Objective: To determine the completeness factor in writing the patient's name in the patient's medical record at the hospital. Method: This research uses a literature review method. Results: The highest percentage of completeness in writing patient names was in research journals with a percentage of 98%, while the lowest percentage was 56%. Conclusion: From the results of a review of the completeness of writing patient names in hospital medical records, it was found that the completeness results were not 100% and not all hospitals had SOPs regarding procedures for writing patient names. Suggestion: Create an SPO for procedures for writing patient names that comply with standards so that officers can carry out these activities with guidelines. Background: In accordance with Republic of Indonesia Health Minister Regulation Number 24 of 2022, medical records are records that include information about a patient's identity, medical examinations, treatments, procedures, and other services rendered to them. Minimum Requirements for Hospital Services Within 24 hours of finishing, all medical records must be 100% complete. Goal: To ascertain the degree of completeness in entering the patient's name in the hospital's medical file. Method: A literature review approach is used in this study. Findings: Research journals had the highest percentage of complete patient names (98%) and the lowest percentage (56%) of complete patient names. Conclusion: A review of the completeness of writing patient names in hospital medical records revealed that not all hospitals have standard operating procedures (SOPs) pertaining to patient name writing, and the findings were not 100% complete. Recommendation: Establish a standard operating procedure (SPO) for writing patient names that adhere to standards so that officers can perform these tasks in accordance with protocols.

This research focuses on differentiated learning in biology subjects at SMAS Al Hikmah, which emphasizes the unique characteristics of each student. However, there are various obstacles in its implementation. The purpose of this study is to analyze the strategies used by biology teachers, the challenges faced, and the solutions applied in overcoming these problems. The research method used is qualitative descriptive, with data collection through interviews and documentation. The research sample consisted of Biology Teachers at SMAS Al Hikmah Sirampog. In practice, differentiated learning faces a number of challenges, including time constraints that force teachers to be more careful in planning the time for each material to be taught. In addition, teachers have difficulty in implementing content differentiation because the majority of students (90%) are students who are not allowed to use mobile phones. To overcome these obstacles, teachers are advised to develop a lesson plan that includes teaching strategies, learning media, and learning procedures. This aims to maximize time during the teaching and learning process in the classroom. In addition, teachers can replace content differentiation with activities related to P5 (Pancasila student profile strengthening project), such as making videos or podcasts, to minimize time limitations.

In order to prevent medical malpractice an activity or practice that is incorrect or deviates from the proper provisions or procedures dental experts adopt a professional approach. What constitutes criminal culpability for dental and oral therapists who engage in medical misconduct while working independently is the problem statement for this study. Determining criminal culpability for dental therapists who engage in medical misconduct while working independently is the goal of this study. The relevant law approach, the conceptual approach, and the problem approach are the research methods employed. According to the research findings, dental therapists must be held criminally responsible for any violations of their obligations that resulted in criminal acts while practicing independently. Articles 359 and 360 of the Criminal Code outline the criminal penalties that apply when a dental or oral therapist makes a mistake (negligence) that causes patients to suffer serious injuries or pass away. The therapist faces a maximum prison sentence of five years or a maximum prison sentence of one year. It goes without saying that criminal law theory must be followed in order to establish the criminal liability of dental experts for breaching their duties or engaging in careless behavior while working independently.The study's conclusion is that dental therapists must adhere to all applicable regulations when conducting their private business; if they do not and endanger patients, they will be held accountable and subject to criminal penalties.

Writing this paper or research paper has the aim and objective of knowing the Procedure for Handling the Arrival and Departure of Export Ships Loaded with Liquid Bulk at PT. Tarahan Cipta Kencana Branch, Lampung Branch. The methods applied are the literature method or (library research) as well as the field inspection method (field research) by describing the Arrival and Departure Handling Procedures for Export Vessels Containing Liquid Bulk Cargo at PT. Tarahan Cipta Kencana Branch, Lampung Branch. In this paper we have explained the obstacles faced, including the cargo not being ready from the shipper and the cargo analysis results not yet being published from the customs and excise agency. There are things that can be done to achieve the goal so that the ship is not hindered in the ship loading process and there are no delays in the ship's departure. So that the ship agency service process can run smoothly, precisely and quickly, PT. Tarunabuat Kencana must pay attention to and prepare all the facilities and infrastructure needed in the ship service process.

This research aims to determine the impact of the infrastructure of the Burake Tourist Attraction on the economic growth of the community around the Burake Tourist Attraction. The research method used in this research is qualitative research. Data was collected through interview and observation procedures. The informants for this research consisted of 7 people consisting of 2 local people, 2 people who were business actors at the Burake Tourist Attraction, 1 levy collector at the Burake Tourist Attraction, 1 tourism service employee, and 1 tourist. The research results show that the existence of the Burake tourist attraction has an impact on the economic growth of the local community and has a good influence on the development of infrastructure such as roads and electricity. The development of infrastructure supports and makes it easier for people who are business actors at the Burake Tourist Attraction, especially road infrastructure, making accessibility easier for both local people and tourists. Indirectly, the existence of the Burake Tourist Attraction which is supported by adequate infrastructure can help the economic growth of the community around the Burake Tourist Attraction. This economic growth includes creating jobs, increasing income and opening up business opportunities.

This research aims to analyze the protection of human rights at a minimum in the implementation of emergency constitution The research used is a critical analysis with a qualitative approach that involves the analysis of legal documents and related literature. This research reveals the formation of emergency constitutional regulations that still pay attention to human rights, which must be carried out at a minimum. The type of research used in researching the problems in this study is normative juridical. This research is a normative juridical research because the researcher will analyze the laws and regulations related to the implementation of the emergency constitution from the perspective of human rights. Library materials and secondary data can be called normative legal research or library research by collecting legal materials both primary, secondary and/or tertiary. The government has a strategic role in determining the emergency conditions of a country. Traffic conditions caused by military, civilian attacks and disease outbreaks that cause the state to be unable to implement constitutional law normally, if not immediately will threaten the safety of the community and the country.  Therefore, it is necessary to have written regulations or laws that provide a framework of procedures, formalities and frameworks to manage emergencies. The results of the research are expected to provide a comprehensive overview of the central government's implementation guidelines in carrying out emergency state administration.

The One Stop Service provided by the Indonesian Food and Drug Authority is designed to streamline the registration procedures for herbal medicines, cosmetics, and health supplements. This service is essential for improving efficiency, accessibility, and user satisfaction; however, empirical evaluations of user satisfaction remain limited. Previous studies highlight that service quality, communication, and responsiveness are key factors influencing satisfaction, but specific research on BPOM’s OSS is scarce. This study aims to evaluate user satisfaction levels, identify key determining factors, and provide recommendations for improving the service. A quantitative approach was employed, collecting data through questionnaires from participants who engaged in the service, both offline and online. The results indicate that most respondents were satisfied, particularly with processing time, ease of access, and staff responsiveness. However, areas requiring improvement include the development of digital features, more equitable service distribution, and enhanced transparency in communication. This study offers novelty by emphasizing the importance of a holistic approach that incorporates dimensions of communication, privacy, and inclusivity.

This paper explains the payment process for mooring and pilotage of PT. Pelayaran Nusabhakti Tatasegara Batam. The method used in this observation is field research. The author of the paper with library research activities where the author gets material or paper materials from books in the library or other reading sources related to the subject matter taken from PT. Pelayaran Nusabhakti Tatasegara is one of the companies engaged in the agency sector. PT. Pelayaran Nusabhakti Tatasegara Batam serves many types of ships ranging from tugboats-barges to LCT (Landing Craft Tank) cargo ships at Batam port. In its payment system using the BSIMS system after the PUK (General Statement of the ship) is issued at Bsim, it can be continued by carrying out the Fund hold process until it is paid off. The purpose of this paper research is to find out how the Payment Process for Mooring and Pilotage in the BSIMS Special Batam system by PT. Pelayaran Nusabhakti Tatasegara Batam. The process starts from registration to Paid Off. The conclusion of this paper is the payment process for Anchorage and Pilotage on the Special BSIMS System for Batam by PT. Pelayaran Nusabhakti Tatasegara Batam runs smoothly and in accordance with existing procedures, but there are still various obstacles experienced including network disruptions in the system which cause difficulties in inputting data into the system, double holds occur in the officer system, PUK does not come out because the PUK activity at the previous port has not been closed, which causes the PUK not to come out.

The transfer of land ownership certificates is an important legal process in Indonesia's land system, regulated by various laws and regulations, such as the Basic Agrarian Law and its implementing regulations. The procedure for transferring ownership certificates begins with a legitimate sale and purchase transaction, followed by registration with the National Land Agency (BPN). However, in practice, obstacles often arise, one of which is when the seller's whereabouts are unknown, which can hinder the process of transferring land rights. In this situation, the buyer can take various legal actions, including filing a civil lawsuit in the District Court to obtain a court ruling confirming the legal transfer of rights, or submitting a request for a decree to the Administrative Court (PTUN) if BPN rejects the application for the transfer of land rights. The perspective of the PTUN legal procedure explains that the buyer can challenge the BPN decision if it is deemed contrary to the law or the principles of good governance (AUPB), with sufficient evidence to support their claim. In this case, PTUN plays a role in providing justice and legal certainty for the aggrieved party. Therefore, even when the seller’s whereabouts are unknown, through the appropriate procedures and legitimate legal actions, the buyer can still acquire ownership rights over the land purchased.

The reliability of sterilization equipment, such as autoclaves, is essential to ensure patient safety, infection control, and operational continuity in healthcare facilities. Damage or malfunction of autoclaves may disrupt sterilization processes and pose significant risks to medical services. This study aims to develop an expert system for autoclave damage detection using the fuzzy logic method to support faster and more accurate diagnostic decision-making. The proposed system applies fuzzy inference to evaluate the level of damage based on input symptoms provided by users. By handling uncertainty and varying symptom intensities, the fuzzy logic approach enables proportional assessment rather than rigid rule-based classification. The system was designed through knowledge acquisition from technical experts and implemented using fuzzy membership functions and inference rules to determine damage severity levels. Experimental testing was conducted to evaluate system performance and diagnostic accuracy. The results indicate that the expert system successfully generated diagnosis outputs for all tested scenarios, achieving functional diagnostic accuracy within the defined test cases. The system was also able to calculate a quantified damage severity value of 11.6235981% based on the given symptoms, demonstrating its capability to assess damage levels numerically and objectively. Furthermore, the developed system significantly reduces the time required for damage detection compared to manual diagnostic procedures. Automating the evaluation process, it assists electromedical technicians in identifying faults more efficiently and taking preventive or corrective actions promptly. Overall, the implementation of a fuzzy logic-based expert system provides an effective, accurate, and practical solution for improving autoclave maintenance management and supporting healthcare service reliability.

This study aims to analyze the effect of accounting policies on the quality of financial reporting of listed companies in Indonesia, with company size as a control variable. In this context, accounting policies refer to the rules and procedures applied by companies in preparing financial statements, while financial reporting quality includes the accuracy, completeness, and transparency of the information presented. This study uses panel data from five companies listed on the Indonesia Stock Exchange during the period 2018 to 2023. The analysis method used is multiple linear regression with t test and F test to test the research hypothesis. The results showed that accounting policies have a significant effect on the quality of the company's financial reporting, while company size has no significant effect.

Law No. 12 of 2006 on Indonesian Citizenship is a significant step in citizenship law reform, responding to the challenges of globalization and international mobility. This law adopts the jus sanguinis principle as the basis for determining citizenship, with limited application of jus soli to prevent statelessness. Children born from mixed marriages between Indonesian and foreign nationals are allowed dual citizenship until they reach the age of 18. This study aims to analyze the implementation of Law No. 12 of 2006 in the contemporary social and political context, and to identify the challenges that arise in its application. The research employs qualitative analysis and literature reviews from academic journals and empirical data. The findings reveal challenges such as complex bureaucratic procedures, lack of public awareness of citizenship rights and obligations, and inadequate protection for Indonesian citizens abroad. It is recommended that administrative procedures be simplified through digitalization, citizenship education be enhanced, and the protection of Indonesian citizens overseas be strengthened. These improvements are expected to enable the law to be implemented more effectively and to better respond to the needs of Indonesian citizens in the global era.

Since 2017, the Ministry of Agrarian Affairs and Spatial Planning/Head of the National Land Agency has been tasked by President Joko Widodo to complete land registration across Indonesia by 2025 through the Complete Systematic Land Registration Program (PTSL). Based on Ministerial Regulation ATR/BPN Number 12 of 2017, updated with Number 6 of 2018, this program aims to provide legal certainty and protection of land rights for the community. However, many people, especially in North Gorontalo Regency, still do not understand how to obtain land certificates due to a lack of information and education about PTSL. This research aims to explore government policies that provide land ownership certificates as legal protection for the community. Better coordination is needed between local governments and the Ministry of ATR/BPN to raise public awareness of the importance of land certificates, which not only guarantee ownership but can also be utilized as business capital. The PTSL program is expected to improve community welfare and reduce land disputes. Research findings indicate that public understanding in North Gorontalo Regency remains low, with obstacles such as a lack of information, complicated procedures, and limited access. Government policies need to include regulatory simplification and increased transparency as well as public services.

The system created will facilitate recording, managing, and monitoring patient health status in real-time. Current manual procedures often result in inaccurate recording, slow administration, and substandard medical data management. This information system is expected to facilitate medical decision-making and smooth the flow of information from patient registration and health checks to treatment and follow-up.

This Electronic Medical Record is a digital version of a medical record, the same as a paper-based manual medical record, this electronic medical record also contains information regarding health history, diagnoses, laboratory results, examination notes, medications given, medical procedures, and other data. relevant to the patient's health condition. It is hoped that the implementation of Electronic Medical Records can increase the efficiency of BPJS claims and improve the quality of service. Therefore, this study aims to analyze the use of RME using the Delone and Mclean method. The Delone and Mclean method is an information system quality evaluation framework that includes six dimensions, namely information system quality, information quality, service quality, use quality, user satisfaction, and user impact. In this study, we apply this method to analyze the quality of RME management. This research uses a quantitative approach by collecting data through questionnaires distributed to RME users in hospitals. The questionnaire measures user perceptions of information system quality, information quality, service quality, use quality, user satisfaction, and impact of using RME. The results of this research are expected to provide better insight into the use of RME in the context of work efficiency. The findings of this research will provide input for RME developers to improve the quality of information systems, the quality of information, and the quality of services provided to users. Apart from that, this research also contributes to theory and research in the field of information systems by applying the Delone and Mclean method in the context of RME management.

Waiting time for healthcare services is a key indicator of quality, particularly for BPJS patients in outpatient settings. This study aims to examine the waiting time for BPJS patient services at Siti Khadijah Islamic Hospital Palembang and identify factors contributing to delays. A quantitative descriptive method was employed, with data collected through observation, questionnaires, and checklists. The sample consisted of 97 BPJS outpatient respondents. Findings revealed that 68% of patients experienced waiting times exceeding 60 minutes, surpassing the established standard. Key factors contributing to delays included inconsistent doctor schedules and high patient volumes in specific clinics, such as geriatrics. The study concludes that waiting times need improvement through the implementation of written Standard Operating Procedures (SOPs), increased medical staff, and optimized service schedules. The findings emphasize the importance of effective time management in enhancing service quality and patient satisfaction.

The research is concerned with analyzing and measuring the impact of exchange ratechanges and their repercussions on local investment in Iraq during the period (2004-2022), asthe relationship between them is affected by global economic conditions such as high or lowoil prices and demand for the exchange rate internationally, as the response of the investmentsectors in Iraq to changes in the exchange rate varies, as the decline in the exchange rateencourages investment in the export sector and proves investments in the import-dependentsector, unlike its rise, which negatively affects the local economy The authorities are workingto take some measures and procedures such as providing financial support and incentives tosupport projects and thus promote local investment, as well as the political and securityfluctuations in Iraq that affect investor confidence and investment decisions and thus affecteconomic stability, and the relationship between local investment in Iraq and exchange ratechanges is somewhat complicated as they are affected by each other, so the monetaryauthority and investors must understand this relationship and understand its strategies in away that enhances and supports the investment climate in the Iraqi economy, Domesticinvestment and the exchange rate significantly affect the economic relations described in theARDL model , so it is recommended to develop fiscal and monetary economic policies thatsupport domestic investments and improve exchange rate stability to achieve moresustainable economic results.

Probative value refers to the extent to which the evidence provided is able to prove the facts being disputed. Evidence may be relevant in the sense that it relates to the case at hand, but relevance alone does not guarantee that the evidence will be well received or considered to have a significant influence. This study uses a qualitative research method with a conceptual approach. The data collection method was collected using library research, then analyzed using qualitative methods and presented descriptively. The results of the study show that the process of proof in criminal law plays a central role in upholding substantive justice. Evidence not only functions as a mechanism to test the truth of claims or accusations brought in court, but also as a tool to protect the human rights of the accused by ensuring that everyone is considered innocent until proven otherwise. Failure to assess probative value can lead to serious injustice in the form of wrongful conviction or wrongful acquittal. To address this problem, it is necessary to increase technical literacy among legal practitioners, as well as the application of more careful procedures in testing the validity and reliability of evidence.

Public service is a key focus for the government in improving the quality of life of the community. The implementation of e-government is the government's effort to increase the efficiency, transparency, and accessibility of public services through the utilization of information and communication technology. The Department of Population and Civil Registration (Disdukcapil) of Padang City has implemented an online service innovation called SIRANCAK to facilitate the community in accessing population administration services. However, there are still several obstacles such as lack of socialization, uncertainty in procedures, and lack of public understanding in using the SIRANCAK online service system. This study aims to analyze the reliability, responsiveness, and assurance of the services provided by the SIRANCAK online service, as well as provide recommendations to improve the quality of public services at the Disdukcapil of Padang City.

Objective: The study aimed to assess the adjuvant role of dexamethasone in multimodal analgesia to control postoperative pain for various laparoscopic surgical procedures.  Methods: From January to April 2023, a study was conducted at Baghdad Teaching Hospital involving 80 patients prepared for various laparoscopic procedures, classified as ASA grades I and II. The participants were divided into groups (A and B) of 40 patients. There were no significant differences between the groups regarding gender distribution, age, BMI, ASA grade, anesthesia duration, and surgical procedure duration. Group A comprises patients administered dexamethasone 8 mg intravenously one hour before the induction of anesthesia, whereas Group B patients received a normal saline (placebo). The analgesic effect was assessed by measuring the VAS score for each group at 1, 3, 6, and 24 hours post-discharge from the recovery room. The study also evaluated the necessity for potent analgesics among the study population in each group. Results: The study findings indicate that dexamethasone significantly reduces postoperative pain, as evidenced by lower VAS scores in patients administering dexamethasone compared to those receiving a placebo, especially at 6 and 24 hours post-transfer from the recovery room. Additionally, patients administering a placebo exhibit a significant demand for potent analgesia in contrast to the group receiving dexamethasone. Conclusion: The study indicated that a single-dose injection of dexamethasone 8 mg administered preoperatively for various laparoscopic procedures significantly decreases postoperative pain. Effective pain management promotes early recovery and shortens hospital stays, reducing staff stress and providing financial benefits to the institution. We recommend using dexamethasone as a safe and effective medication for alleviating postoperative pain.
