This study aims to explore the application of human resource management (HRM) strategies in improving the work motivation of the State Civil Apparatus (ASN). ASN work motivation is a critical factor that affects the performance of government organizations, the efficiency of public services, and the achievement of national strategic goals. In this context, various aspects of HR management such as recruitment, training and development, performance appraisal systems, and provision of incentives and rewards are identified as key factors that can increase ASN work motivation. This research methodology uses a qualitative approach through literature studies. The results showed that transparent and meritocracy-based recruitment, continuous training, and a fair and objective performance appraisal system are very influential in increasing ASN work motivation. In addition, the provision of appropriate incentives and rewards for work achievements has also proven effective in encouraging ASN enthusiasm and productivity. This study also revealed that a conducive work environment and inspirational leadership play an important role in building ASN's intrinsic motivation. The conclusion of this study confirms that strategic and integrated HR management is key to improving ASN work motivation, which in turn will contribute to improving the quality of public services and the effectiveness of government organizations. Practical recommendations from this study include the implementation of more inclusive HR policies, development of training programs relevant to ASN needs, and improvement of performance-based reward and incentive mechanisms. This research provides valuable insights for policymakers and HR managers in an effort to strengthen ASN motivation and performance in Indonesia.

  Abstract, Fiscal and monetary policies have an important role in sustainable economic growth in Indonesia. This research aims to evaluate the effectiveness of fiscal and monetary policies in achieving sustainable economic growth. The research method applied is descriptive analysis using secondary data obtained from various trusted sources. The research results show that fiscal policy, which includes budget regulation, taxes and subsidies, has made a positive contribution to economic growth. However, efforts are still needed to improve the efficiency of budget management and transparency in the use of public funds. Meanwhile, monetary policy, which includes setting interest rates and the money supply, also has a significant impact on economic growth. However, the need to balance price stability and economic growth remains a challenge. In conclusion, to achieve sustainable economic growth, close coordination between fiscal and monetary policies is needed. In addition, comprehensive structural reforms and increasing institutional capacity are very important to create a supportive environment to ensure sustainable economic growth in Indonesia.

This research aims to analyze the financial performance of Bandung Metropolitan City based on the concept of Value for money from 2020 to 2022 by considering economic, efficiency and effectiveness perspectives. The use of this research method is Descriptive Qualitative Analysis Method. The analysis method used includes financial data regarding the city's income, expenditure and investment during this period. This study uses an evaluative approach to assess the efficiency of regional financial management and its impact on the regional economy. The results showed that the financial performance of the Bandung City Government was able to maintain its economic index. In terms of efficiency, the financial performance of Bandung City Government from 2020 to 2022 is less stable. This shows that the Bandung City Government basically needs to minimize the use of resources and again increase efficiency. In terms of effectiveness, it is clear that the Bandung City Government has been able to implement the applicable standards for three years.

This study aims to determine the analysis of government financial performance in increasing PAD in East Nusa Tenggara Province. The type of research used in this study is descriptive with a quantitative research approach. The source of data in this study is secondary data with document study data collection techniques. The technical data used in this research is secondary data with data collection techniques of document study. The data analysis techniques used are financial independence ratio analysis, financial effectiveness and efficiency ratio analysis and financial decentralization ratio analysis. The results of this research show that the Regional Financial Independence Ratio during the 2019-2023 period has slightly increased. However, the level of independence is still relatively low because there is still a dominant role of the central government. The Regional Original Revenue (PAD) Effectiveness Ratio in NTT Province during the 2019-2023 period can be categorized as less effective. The Efficiency Ratio of Regional Original Revenue (PAD) shows that the financial performance of the NTT Province government can be categorized as very efficient. For the average ratio of the degree of decentralization within a period of 5 (five) years, it has slightly increased every year, but its financial capacity is still in the less capable category.

This research aims to analyze the impact of collaborative governance models on public service delivery. Specifically, the study will examine how stakeholder-inclusive governance approaches can influence the effectiveness, efficiency, and quality of services provided by local governments. Collaborative governance involves the engagement of various stakeholders, including government agencies, non-governmental organizations, and the private sector, in the decision-making process to improve public service outcomes. This study posits that such inclusive approaches can enhance transparency, accountability, and responsiveness in public service delivery. Employing a qualitative case study methodology, data will be collected through interviews, observations, and document analysis. The selected case studies will encompass a diverse range of collaborative governance initiatives at the local level, providing a comprehensive understanding of different contexts and practices. By examining these cases, the research aims to identify the key factors that contribute to the success or failure of collaborative governance efforts. The analysis will focus on the impact of these initiatives on institutional capacity, such as the ability of local governments to mobilize resources, coordinate actions, and implement policies effectively. Furthermore, the study will evaluate the outcomes of these collaborative efforts in terms of service quality, accessibility, and user satisfaction. The findings are anticipated to offer valuable insights into the success factors and challenges associated with implementing collaborative governance models. These insights will be crucial for policymakers and practitioners seeking to enhance the performance of local governments in delivering improved public services. Ultimately, the research aims to contribute to the broader discourse on governance and public administration by highlighting the potential benefits and limitations of collaborative approaches in the public sector.

Employee attendance information systems are an important component in human resource (HR) management in various organizations. Auditing attendance system information is necessary to ensure that the system runs effectively and efficiently, and complies with applicable regulations and policies. COBIT 4.1 (Control Objectives for Information and Associated Technologies) is an audit framework that can be used to deploy attendance information systems. This research aims to conduct an audit of the employee attendance information system using the COBIT 4 framework. This audit was carried out to evaluate the effectiveness of internal control, compliance with regulations, and operational efficiency of the employee attendance information system at XYZ company. The research method used is a combination of qualitative and quantitative, including interviews, observation and testing. The research results show that in general the employee attendance information system has been running well, but there are still several findings related to control and compliance weaknesses that need to be improved. The recommendations provided include improving access rights management, monitoring activities, as well as improving procedures and documentation.  

Management Information Systems (MIS) have become a crucial component in enhancing operational efficiency and effectiveness in various educational institutions, including elementary, middle, and high schools. This article examines the implementation of MIS in schools, with a case study at SMP Negeri 11 Lhokseumawe. The implementation process, including planning, organizing, execution, and evaluation, is detailed comprehensively. The findings indicate that MIS can improve data management accuracy, expedite administrative processes, and increase parental involvement in the educational process. Despite facing challenges such as human resource readiness and infrastructure, proper support and systematic approaches enable schools to maximize the benefits of MIS. This article concludes that MIS is an effective tool in supporting school management and improving the quality of education.

Gresik district is experiencing problems with subsidized fertilizer from the government. The scarcity of fertilizer in Gresik district is not only caused by a lack of fertilizer availability, but can also be caused by delays in distribution. Finally, there is a risk of excessive fertilizer use. The purpose of this study is to determine the availability and needs of subsidized fertilizers, evaluate the implementation of fertilizer distribution, and provide recommendations for developing effective and efficient fertilizer distribution in Gresik Regency. This research uses a qualitative method. This research refers to the evaluation theory according to William N Dunn which consists of 6 indicators, namely effectiveness, efficiency, adequacy, equity, responsiveness and permanence. The result of this research is that the distribution of subsidized fertilizers has been effective, but there are still a few obstacles to scanning ID cards for the T-PUBRES application. Based on data from the Gresik Regency Agriculture Office, there is no shortage of subsidized fertilizer in Gresik Regency, but indeed the Gresik Regency subsidized fertilizer allocation from the Ministry of Agriculture is only part of the e-allocation. The delivery of subsidized fertilizer to kiosks is also good where the distribution is also in accordance with the policy. The implication of this research is that the Gresik Regency Agriculture Office needs to collaborate with the Gresik Regency Population and Civil Registry Office to improve the KTP of farmers so that it can be read by the REKAN KIOS application to make it easier for farmers to get subsidized fertilizer.

This research aims to analyze village financial management in terms of efficiency and effectiveness based on the performance of the village head in Banjarejo Village, Batanghari District, East Lampung. Village officials should be transparent in managing the village budget APBD in accordance with the principles of accountability, participation and budget responsibility. Village financial management includes planning, implementation, management and reporting stages. The village head's performance is measured using indicators of productivity, service quality, participation, responsibility and accountability. The number of research methods used is explained, and the research subject is the Head of Banjarejo Village. Primary data was obtained through direct interviews with village heads, while secondary data was obtained from books. Good and fair forecasts are made based on budget figures and determination of village income and expenditure in 2022 and 2023. The research results show that productivity reaches 100% in 2022 and 2023, which means the village head's performance is effective. The efficiency level which reaches 100% in 2022 shows good performance, but falls to 89% in 2023 which shows good performance. This situation shows that village fund management must be improved for the success of village funds.

Management Information Systems (MIS) have an important role in the transformation of government towards E-Government. E-Government is a government effort to provide public services electronically to the public and businesses. In this context, SIM plays a role as the main support in managing information and making effective and efficient decisions. The role of Management Information Systems (MIS) in realizing E-Government is very important in increasing the efficiency and effectiveness of public services. SIM helps governments manage information, plan strategies, coordinate activities, and make better decisions. Through SIM, the government can increase information accessibility for the public, speed up the decision-making process, and improve the overall quality of public services. Thus, effective and efficient implementation of SIM will make a major contribution to realizing an E-Government that is transparent, accountable and responsive to community needs.

. In the city of Surabaya, a large number of female online ojek drivers face problems such as prejudice, non-disclosure, and dangerous working conditions. While there are laws against violence, the quantity of sexual incidents suggests a lack of consistency in their application. By providing skills development, legal support, and psychological counseling, the Gerakan Sayang Perempuan Ojek Online (GASPOL) initiative seeks to strengthen safety and self-determination for female online ojek drivers. This research uses descriptive qualitative methodology and collects data through observation, documentation, and interviews. William N. Dunn developed evaluation criteria for the GASPOL program, which include effectiveness, efficiency, adequacy, alignment, responsiveness, and accuracy. The GASPOL program met the needs of the participants, was efficient in using resources, and effective in improving the safety and competence of women drivers. In addition, the program was sensitive to feedback from participants and successfully distributed benefits equitably. Despite the success of the program, there are still challenges that influence public opinion, such as gender bias. As a beginner in the business of exotic animals provider, Rumbur Exotic Pet run the business activities manually and do not utilise advanced technology, so it’s performance is less effective and efficient. Therefore, adequate technological support is needed to improve business performance and productivity through designing a Java-based sales information system. This research use the Waterfall model as one of the SDLC (System Development Life Cycle) software development methods. The system design tools that used are Data Flow Diagrams (DFD) and Entity Relationship Diagrams (ERD). The results of designing a Java-based sales information system can increase work effectiveness and efficiency, facilitate data collection and storage of sales information, produce detailed and accurate reports, and encourage productivity and profitability.     

This research aims to assess how efficient and effective regional financial management in Semarang Regency utilizing secondary data from the Central Statistics Agency (BPS) for the years 2018–2022. Data were collected through literature study, non-behavioral observations, and data analysis using efficiency ratio and effectiveness ratio. The results showed that the level of efficiency of Semarang Regency’s regional financial management fluctuated and was generally inefficient, with a ratio ranging from 91% to 108.51%. Meanwhile, The efficiency of local financial management tends to be better, with a ratio ranging from 93.62% to 121.10%. Therefore, the Semarang Regency government is advised to increase Regional Original Revenue (PAD) and optimize the efficiency of financial management through improving the quality of human resources.

Management is a very important process in an organization, especially in the field of education. Management can help create a conducive environment for students, improve the quality of education, and achieve the desired educational goals.  Therefore, this research aims to increase the effectiveness and efficiency of the education system at SMP N 27 Medan through the implementation of effective and sustainable education management. Educational management is considered a process consisting of several stages, namely planning, organizing, directing and controlling. The techniques used in this research are theoretical and literature analysis methods, as well as data collection through surveys and observations. The research results show that the majority of teachers at SMP N 27 Medan feel that the education and management system in their school is quite effective and efficient. However, there are several areas that require further improvement or improvement. This research shows that effective education management must focus on improving the quality of teaching staff, utilizing technology to increase access and effectiveness of learning, and strengthening the bureaucratic system to make it more efficient and responsive to educational needs. In this way, the education system at SMP N 27 Medan can run more effectively and efficiently, as well as improve the quality of education, effectiveness of learning and the quality of teaching staff.

This study examines the implementation of East Manggarai Regency Regulation Number 15 of 2019 regarding the acceleration of stunting reduction in Kota Ndora and Rana Loba Urban Villages, Borong District. Through a juridical-empirical approach, primary data was obtained through interviews, observations, and document studies. The results show that the implementation of the regulation is still not effective due to factors such as ineffective human resources, inadequate infrastructure, limited budget allocation, and low community participation. The study recommends improvements in training and education for human development cadres, increased budget allocation for stunted families, and a reassessment of budget allocation to ensure efficiency and effectiveness in addressing stunted families.

Abstract :The financial performance of PT Semen Baturaja (Persero) for the period 2020-2022 needs to be evaluated to determine the effectiveness of management in managing the company's finances. The purpose of the study is to measure the financial performance of PT Semen Baturaja (Persero) through financial statement analysis over the period 2020, 2021, and 2022. This study uses various types of financial ratios such as Liquidity, Solvency, and Profitability. The research method used is qualitative with a quantitative approach. The data used is sourced from the financial statements of PT Semen Baturaja (Persero) Tbk for the years 2020, 2021, and 2022, obtained from the Indonesia Stock Exchange. The analysis results show that the company has good liquidity because current assets are higher than current liabilities. The solvency ratio level is quite healthy. Although the Debt to Asset Ratio (DAR) indicates high debt, the low Debt to Equity Ratio (DER) values show that most of the assets are still funded by equity. The company's profitability level is less healthy. Although the Gross Profit Margin (GPM) shows positive results and is higher than the industry average, other ratios such as Operating Profit Margin (OPM), Net Profit Margin (NPM), Return on Assets (ROA), and Return on Equity (ROE) indicate that the company has significant room for improvement in operational efficiency, cost management, and optimization of asset and equity utilization. Utilization of Artificial Intelligence-Based Paraphrasing Improves Efficiency of Student Assignment Completion in Surabaya. In this era of over-evolving technology, artificial intelligence technology (AI) has made significant contributions in various fields, including education. One potential implemantation of artificial intelligence technology is an automated AI-based online paraphrasing tool in education 4.0 era. This research aims to examine the effectiveness of using AI-based online paraphrasing in improving the efficiency of student assigntment completion in Surabaya. The research metodolgy involved a survey with student from various universities in Surabaya with a descriptive approach technique. The results show that the use of AI-based online paraphrasing tools can significantlu reduce the time needed to complete assignments without reducing the quality of the content. This tools helps students to understand the material, develop writing skills, and avoid plagiarism. This research result is expected to encourage the use of digital technology in the learning process, which is expected to improve academic productivity. Thus, AI-based online paraphrasing tools can be part of a more modern and effective learning strategy.

Policy program evaluation is a systematic process for evaluating the effectiveness, efficiency, relevance and impact of a government policy or program. The main objective is to understand the extent to which the program or policy has succeeded in achieving its objectives, as well as to identify areas of improvement or adjustments needed. Policy evaluation is a step important in a sustainable public policy cycle, helping to ensure that policies can provide maximum benefits for the community. The State Children's Village is a program designed by the Surabaya City Social Service to provide services and protection to children who are in need and have social problems in their area. Evaluation of the development program for children with social welfare in the Surabaya City Social Service's State Children's Village was carried out comprehensively to ensure the effectiveness and positive impact of the program. The State Children's Village Program is an initiative of the Surabaya City Social Service which aims to provide guidance and assistance to children who suffer from social welfare. need, especially those who are considered recipients of social welfare or have social problems. This program focuses on developing children through training, coaching and mentoring so that they can live better, more humanely, and learn to behave normally. Through a comprehensive evaluation, the coaching program Kampung Anak Negeri can ensure that efforts to develop children in the city of Surabaya really have a significant impact in improving their welfare and creating better conditions for future generations.

This research creates a technique of making paper bones in 3-dimension makeup character using materials that easy to find and affordable price. The methods used are literature, experiment, documentation, interview, questionnaire, and public test. Based on the results of feasibility tests of paper bone’s technique assessed by 6 validators on indicators of application effectiveness declared feasible, time efficiency indicators declared feasible, cost indicators declared very feasible, indicators of ease of discovery of materials declared very feasible. Based on the results of the feasibility test, the appearance of the effects of torn wounds using bones from paper assessed by 6 validators on indicators of wound composition was declared feasible, indicators of color combinations were declared feasible, indicators of similarity to the original wound were declared feasible, and indicators of detail were declared feasible. The results of the public test were conducted by 81 respondents. 96.3% said the wound effect similar to the original one. 100% said this technique affordable. 97.5% said this technique can be an alternative for 3-dimension makeup character cosmetic. 98.8% said this technique is easy to use by beginners. 100% said the ingredients are easy to find. 100% said paper bone can support zombie’s character appearance. 97.5% said interest with this technique. 98.8% said they like this technique. So can be concluded, this technique is worth to apply in 3-dimensional makeup character.
