Utilization of information technology in the judicial process can increase the effectiveness and efficiency of the performance of the judiciary, so that it can answer the public's sense of justice. Because the main problems that are often faced in our judiciary are the slow handling of cases, the difficulty of accessing cases and the integrity of the judicial administration apparatus. This article is intended to examine how to regulate the use of technology in the judiciary, and how it impacts on access to justice. This article concludes, Electronic court proceedings need to be regulated in the law itself or accommodated in the current procedural law. Because the mission of adaptation and harmonization of various legal developments is very necessary. In addition, the government must also pay more attention to the readiness of courts in Indonesia to carry out using technology. For example, providing direction for building or upgrading electronic facilities for trials, both in courts and correctional facilities, as well as recruiting and providing IT human resources. So that by using technology can run effectively and efficiently.

This article examines the role of bureaucratic digitalisation in advancing good governance in post-New Order Indonesia based on a narrative literature review. Employing an integrative framework that connects Good Governance theory, E-Government, Digital Era Governance, and Institutional Theory, this study analyses literature published between 1998 and 2024 drawn from academic journals, policy documents, and national–international institutional reports. The findings indicate that, although Indonesia has achieved notable progress in digital regulation and infrastructure, reflected in the adoption of SPBE and the increase in the EGDI from 0.3690 (2012) to 0.6612 (2022), implementation continues to face severe structural and institutional constraints. Five key themes emerge: progressive policy development yet uneven implementation; a transparency paradox between rhetoric and practice; severe interregional digital divides; institutional resistance rooted in patrimonial administrative culture; and the ambivalent effects of digitalisation on public service quality. This study concludes that the digitalisation of bureaucracy has not fundamentally transformed good governance due to an excessive emphasis on technological solutions in the absence of institutional and cultural reconfiguration. Policy recommendations include contextual strategies based on local capacity, sustained investment in civil servant capacity building, and reforms to bureaucratic incentive structures. This study contributes to the e-government literature in developing countries by providing a critical analysis of the persistent gap between policy adoption and actual implementation.

This study examines the complex interplay between formal legal structures, customary practices, and rapid urban development in shaping land ownership dynamics in Batam's old villages (kampung tua). Through a qualitative case study approach, incorporating document analysis, semi-structured interviews, and field observations, we investigate the challenges in reconciling traditional land rights with modern property laws in the context of Batam's development as a free trade zone. Our findings reveal that approximately 70% of land parcels in the studied villages lack formal titles, highlighting the prevalence of informal ownership systems. The research identifies significant legal pluralism, where national land laws, local regulations, and customary (adat) practices coexist and often conflict. Notaries emerge as key actors navigating this complex landscape, often expanding beyond their formal mandate to mediate between different systems of authority and ownership. The study underscores the limitations of current legal frameworks in addressing the unique challenges of land administration in rapidly urbanizing areas with strong customary traditions. We propose the need for more adaptive land governance approaches that can accommodate both formal and informal ownership structures, including specialized legal frameworks for recognizing customary land rights in urban contexts. This research contributes to the broader understanding of land rights issues in the face of rapid urban development and offers insights for policymakers, legal practitioners, and urban planners grappling with similar challenges in other developing regions.

The quality of health services is a level that shows the perfection of health services that can create a sense of satisfaction in every patient. Service quality has a positive and significant relationship with the level of patient satisfaction that cannot be denied. By showing the high and low level of patient satisfaction is influenced by the high and low quality of service provided. Service quality starts from patient needs and ends at patient expectations. Satisfied patients are a very valuable asset because if patients are satisfied they will continue to use the services of their choice, but if patients are dissatisfied they will tell others twice as great about their bad experiences. So if there is dissatisfaction with the patient, it is something that needs to be considered. This study aims to determine the analysis of the quality of hospital administration services on patient satisfaction in the outpatient installation unit at the Hospital. This study uses an analytical observational design based on crosssectional, quantitative analysis. The population in this study were 10444 patients. The sampling technique used Accidental sampling, with a sample of 100 samples. The instrument in this study was a questionnaire, the data analysis used was simple linear regression. This study shows that all indicators of service quality (Tangible, Reliability, Responsiveness, Assurance, Emphaty) together have a positive influence on the quality of service of hospital administrative personnel on patient satisfaction in the outpatient installation unit at the Hospital.

Hospital Information Systems (HIS), or Sistem Informasi Rumah Sakit (SIRS), play a critical role in enhancing administrative efficiency, decision support, and healthcare service quality. However, their implementation and effectiveness vary significantly across healthcare settings, particularly in low- and middle-income countries (LMICs). This study aims to systematically evaluate the existing literature on HIS effectiveness, implementation barriers, and administrative impact. Using a PRISMA-based Systematic Literature Review (SLR) approach, we examined 14 high-quality studies from multiple scholarly databases including PubMed, Scopus, ScienceDirect, and Garuda. The review applied a hybrid thematic synthesis grounded in HOT-FIT and DeLone & McLean models, combined with a normalized quality scoring system. The findings reveal that HIS implementations positively influence administrative workflow, billing accuracy, and patient throughput, though outcomes are context-dependent. Key challenges include lack of interoperability, resistance to change, and insufficient training. Notably, regulatory mandates and national digital health policies were found to significantly enhance HIS adoption and sustainability. This review contributes a multidimensional synthesis of HIS performance, highlighting the importance of human, organizational, and policy alignment. It offers an evidence-backed framework for HIS evaluation that bridges theory and practice. We conclude that integrated, context-sensitive HIS models are essential for advancing hospital management and public health systems, and recommend further empirical studies on long-term impact and cross-sector integration.

Teaching the Al-Qur’an is the core of Islamic education, with the main aim of guiding children in reading, studying and understanding the Koran from an early age. The Al-Qur'an Education Park (TPQ) serves as an important platform to instill a love of the Al-Qur'an in children. Even though many TPQs have been successful with good administration and management and a large number of students, there are still TPQs that have not developed, such as the TPQ in Glidah Kedamean Village, Gresik. Observations show that learning management at TPQ does not meet recognized management and curriculum standards in education, resulting in suboptimal educational attainment. Responding to this problem, the Glidah Village TPQ Teacher Management Optimization team, together with KSPPS BMT Khoiru Ummah, initiated an intensive community service-based mentoring program using the Participatory Action Research (PAR) method. The mentoring process involves several stages, starting from identifying problems through field observations, organizing and planning programs, to implementing program actions. The results of discussions and implementation of mentoring revealed a number of problems faced by teachers regarding TPQ management. The implementation of this mentoring activity has been empirically proven to have a positive impact, increasing the effectiveness of management and the quality of education at the TPQ.
