Traffic congestion is one of the major transportation problems in Malang City. In general, this problem is frequently encountered at intersections throughout Malang City, one of which is the Bondowoso–Retawu intersection. One of the causes of congestion is traffic irregularity at the intersection, which is an unsignalized intersection. Therefore, a solution is needed as an alternative to overcome the congestion problem. The proposed solution is to convert the intersection type into a signalized intersection. The design of the signalized intersection was based on the Indonesian Highway Capacity Manual (MKJI) 1997. The results of the signalized intersection performance design show that a two-phase intersection is feasible to apply based on the degree of saturation value, but it does not yet meet the recommended cycle time requirement. The two-phase signalized intersection design obtained a cycle time of 134 seconds, with phase 1 having 58 seconds of green time and phase 2 having 68 seconds of green time
