The determination of compensation in the process of land acquisition for infrastructure development in Indonesia still faces various complex legal problems. Although has been regulated in Law Number 2 Year 2012, its implementation often creates inequality, both in terms of compensation value and procedures for community involvement. The phrase “decent and fair” in the regulation opens wide room for interpretation, so there is often a mismatch between the value set by the government and the expectations of the community. This imbalance is exacerbated by weak public participation, lack of legal literacy, and the dominance of legal-formalistic approaches. Agrarian conflicts, legal uncertainty, and disregard for the social and cultural values of indigenous peoples also exacerbate the situation. Therefore, policy reforms based on a participatory approach, institutional strengthening, and the use of digital technology to realize transparency and accountability are needed. Fair compensation must ensure protection of citizens' human rights and build trust in the legal system in the development process.

Oil palm (Elaeis guineensis Jacq) is a key strategic commodity in Indonesia, playing a vital role in national exports and supporting various industries, including food production and renewable energy. Harvesting is a critical phase in oil palm cultivation, and its outcomes are significantly influenced by agronomic practices and environmental conditions, such as waterlogging. This study aimed to compare oil palm yields between waterlogged and non-waterlogged fields and to assess the statistical significance of any differences observed. The research was conducted at Tanjung Buluh Estate, Division 3 of PT Socfin Indonesia, located in Teluk Mengkudu, North Sumatra. A Randomized Complete Block Design (RCBD) was employed, focusing on a single factor: land condition (waterlogged vs. non-waterlogged). Results showed that the average fresh fruit bunch (FFB) yield from non-waterlogged plots was 109.4 kg, notably higher than the 78.9 kg recorded in waterlogged areas. A T-test yielded a P-value of 0.0929, approaching the 10% significance threshold, suggesting that waterlogging can potentially reduce oil palm productivity.

Land cover change has a significant impact on the hydrology of watershed areas, including increasing flood risk. This study aims to analyze land cover changes in the Siborgonyi and Acai sub-watersheds between 2013 and 2022 and their impact on flood potential. The methods used include spatial analysis with GIS, flood modeling using HEC-RAS, and Curve Number (CN) calculations to identify changes in soil infiltration capacity. The results show that land cover changes have a substantial effect on the increase in flood risk. The reduction of forest areas and the expansion of built-up land indicate a large-scale conversion of natural vegetation into residential and infrastructure areas. CN values in 2022 increased across most areas, indicating reduced soil infiltration capacity and increased surface runoff. Flood modeling shows that both the extent and depth of inundation significantly increased in 2022, particularly in downstream areas with basin-like topography.
