This study aims to examine the implications of Minister of Finance Regulation (PMK) Number 37 of 2025 on the national fiscal balance and the resilience of micro, small, and medium enterprises (MSMEs) in the context of the rapid development of e-commerce in Indonesia. This PMK introduces a collect at the source mechanism, which is the appointment of certain marketplaces as collectors of Income Tax (PPh) Article 22 on online merchant transactions. This policy is seen as one of the strategic steps to expand the digital tax base, improve fiscal efficiency, and support the principle of compliance by design. The research uses a descriptive qualitative approach through documentation studies of official government documents, academic literature, and relevant publications. The results of the study show that the implementation of PMK 37/2025 has the potential to have a positive impact on state revenue through digital taxation optimization. In addition, this policy can strengthen the fiscal balance by minimizing the potential for tax avoidance in the growing digital economy sector. However, on the other hand, the policy also poses a number of challenges for MSMEs, especially related to administrative readiness, limited fiscal literacy, and adaptability to the tax digitalization system. For most MSMEs, additional tax liabilities can be a burden that affects cash flow, competitiveness, and business sustainability, especially for MSMEs that are still in the growth stage and have limited resources. The policy implications identified include the importance of improving fiscal education and literacy programs, the development of user-friendly digital reporting systems, and active collaboration between fiscal authorities, marketplaces, and MSME actors. Thus, the success of the implementation of PMK 37/2025 is not only determined by regulations, but also by the extent to which the policy is able to be implemented in an inclusive, adaptive, and sustainable manner in supporting national economic development.

This study aims to analyze the role of organizational culture in optimizing employee performance in Lebak Bulus Village, South Jakarta. A strong organizational culture is considered to have a significant contribution in improving the effectiveness of government officials and the quality of public services to the community. This study uses a qualitative descriptive approach with a phenomenological method, which emphasizes an in-depth understanding of the experiences, views, and behaviors of employees in carrying out their duties in their work environment. The research focuses on actors (employees), social situations, and activities that occur within the village environment. Data collection techniques were carried out through observation, in-depth interviews with key and primary informants, and documentation. Data validity was tested through triangulation of sources and techniques to increase the validity of the research results. The results show that the organizational culture in Lebak Bulus Village has strengths in the aspects of innovation and risk-taking, orientation towards results, orientation towards people, and stability. However, several weaknesses were still found, such as low individual initiative, lack of attention to detail, weak team orientation, minimal levels of aggressiveness, and limited employee experience and accuracy. Opportunities for improvement can be pursued through ongoing training and the digitalization of public services, although challenges remain, including a passive work culture and resistance to policy change. Overall, organizational culture plays a crucial role in supporting employee performance improvement, but a sustainable strategy is needed to strengthen professionalism and build a more adaptive and progressive work culture. Efforts to address identified weaknesses, such as improving communication between employees, developing leadership skills, and enhancing discipline in carrying out tasks, are essential for the continued development of a positive organizational culture. Furthermore, awareness of the importance of collaboration across organizational divisions must be instilled to create a more productive and efficient work environment.

Manado City is highly vulnerable to hydrometeorological disasters due to its geographical conditions, rapid and uncontrolled urbanization, and the intensifying impacts of climate change. These risks underline the importance of effective disaster mitigation strategies that go beyond government intervention and involve active participation from communities and non-governmental organizations. In this context, collaboration among various actors becomes a crucial foundation for developing an adaptive and participatory disaster governance system. This study aims to analyze the dynamics of actor collaboration in disaster mitigation efforts in Manado City, with particular emphasis on patterns of interaction, role distribution, and structural as well as cultural barriers that influence the effectiveness of multi-stakeholder synergy. Employing a qualitative case study approach, this research relies on secondary data gathered from official documents, government policy reports, and relevant academic publications. Data were analyzed using thematic analysis to identify key themes and relational dynamics among stakeholders. The findings reveal that although strong driving factors exist—such as a high level of disaster risk, increasing public awareness, and the availability of institutional frameworks—collaboration remains largely procedural and government-dominated, with limited engagement from non-government actors. Challenges such as weak trust among stakeholders, insufficient substantive dialogue, and the absence of an integrated disaster information system continue to hinder the realization of effective collaborative practices. The study concludes by highlighting the urgency of adopting a collaborative governance model that emphasizes equality, mutual trust, and meaningful participation. Theoretically, this research contributes to the discourse on disaster governance by providing insights into actor relations in a disaster-prone urban context. Practically, it proposes an adaptive collaboration framework that can be replicated in other cities facing similar disaster vulnerabilities, thereby strengthening resilience and community preparedness.

Pesantren, as an Islamic educational institution that has long been a center of religious learning and character development, has great potential in advancing entrepreneurship based on local wisdom. The role of pesantren is not only limited to teaching religious studies, but also includes coaching students to have economic independence and competitiveness in the midst of the Times. Local wisdom that grows around pesantren can be an important capital in developing businesses that are relevant to the needs of the community. However, optimizing the function of pesantren in producing students who are independent and able to compete still faces various challenges. One of the main obstacles is the development of Human Resources (HR) which is not only oriented to mastering the theory, but also on practical skills and understanding of local values. Without the right strategy, such great potential is difficult to realize sustainably. This study aims to explore strategies that can be applied in the development of human resources in order to improve the performance of local wisdom-based entrepreneurship in the boarding school. The research method used is a qualitative approach with case studies on several boarding schools that have succeeded in forming productive business units by utilizing local potential, such as agriculture, fisheries, crafts, and food product processing. Research findings indicate that several crucial factors in building entrepreneurial human resources in pesantren include: strengthening character and work ethic, hands-on practice-based training in the field, collaboration with local business actors for knowledge transfer and market networking, as well as historical and philosophical understanding of local wisdom values. The success of entrepreneurship development in pesantren depends on the integration of spiritual aspects, practical skills, and knowledge about the potential of the region. Based on the results of the study, an integrated entrepreneurship training model that combines science, faith, and concrete action is recommended. This Model is expected to produce great pesantren entrepreneurs, competitive, and able to adapt and face global challenges without leaving their identity and noble values.

The development of information and communication technology (ICT), particularly the use of Artificial Intelligence (AI), the Internet of Things (IoT), and big data, has transformed Indonesia's national security threat landscape. Threats that previously focused on traditional military aspects have now shifted to non-traditional cyber threats, such as cyberattacks, digital espionage, and infrastructure sabotage. According to PROXSIS IT GRC data, in 2024, more than 19 million cyberattacks were recorded against websites in Indonesia. While this figure is a decrease compared to the previous year, this trend is thought to reflect a shift towards more structured and organized tactics by threat actors. In response, the Indonesian government established the National Cybersecurity Action Plan 2024–2028 as a strategic guideline. Furthermore, cyber diplomacy is being promoted through bilateral and multilateral cooperation, for example through the signing of memorandums of understanding (MoUs) with the UK and Kaspersky. This cooperation includes the exchange of intelligence information, strengthening human resource capacity, raising public awareness regarding cybersecurity, and protecting critical information infrastructure. This study uses non-traditional security theory and defense diplomacy to analyze the strategies, challenges, and prospects of Indonesia's cyber policy. The analysis demonstrates that cyber defense diplomacy plays a crucial role as an instrument for integrating technology, regulation, and international collaboration in safeguarding digital sovereignty. In addition to strengthening threat detection and mitigation capabilities, this diplomacy also builds networks of trust with partner nations, which is essential amidst the increasing complexity of global threats. Therefore, in the era of digital globalization, full of interconnections, cyber defense diplomacy serves not only as a national protection tool but also as Indonesia's contribution to global cybersecurity stability. This effort prioritizes synergy between technological innovation, law enforcement, and sustainable international cooperation.

In the digital era, local governments face significant challenges in building a positive public image of regional leaders. The changing public communications landscape driven by technological advancements demands public relations (PR) strategies that are not only informative but also able to engage the emotional and symbolic dimensions of society. The main problem identified is the limited effectiveness of PR content strategies in changing public perceptions. Most content still emphasizes the delivery of factual information, but does not optimally develop narratives, symbols, and interactions that can strengthen the leadership image. This study analyzes this problem using the ADO (Antecedent-Decision-Outcome) approach. Within this framework, PR content innovation is positioned as a prerequisite factor (antecedent), digital communication strategies as the decision (decision), and the formation of the regional leader's image as the final outcome (outcome). The study was conducted using a Systematic Literature Review (SLR) of seven scientific articles that met the inclusion criteria. The analysis is supported by Image Management Theory, Government Communication Theory, and the New Public Governance paradigm, which emphasizes collaboration, transparency, and public participation in governance. Research findings indicate that innovative digital communication strategies—such as the use of social media, visualization of leadership activities, personal narratives, and two-way interactions with citizens—have a significant impact on building and strengthening a positive image of regional leaders. This approach not only increases public trust but also creates more meaningful engagement between leaders and the public. The study's findings confirm that PR plays a strategic role as a key actor in shaping public perceptions of regional leadership in the digital era. The success of image building depends not only on the quality of the message, but also on PR's creativity, consistency, and ability to adapt modern communication technology to meet the dynamics of public information needs and expectations.

Micro, Small, and Medium Enterprises (MSMEs) have an important contribution in supporting the national economy, especially in terms of job creation and strengthening the local economy. However, most MSMEs still face challenges in compiling financial statements that are in accordance with applicable accounting standards. This study aims to analyze the extent to which the implementation of Financial Accounting Standards for Micro, Small, and Medium Entities (SAK-EMKM) has been implemented by MSME actors, as well as identify the obstacles faced in the process. The research approach used is qualitative descriptive, with data collection techniques through interviews, direct observation, and document review. The findings of the study show that the level of understanding of MSME actors towards SAK-EMKM is still low, and the implementation of these standards is not evenly distributed. The main causative factors include limited accounting knowledge, lack of professional assistance, and lack of access to technical training. In addition, most MSMEs still rely on manual recording without referring to correct accounting principles, making it difficult in the audit process or applying for loans to financial institutions. Another obstacle is the lack of digital literacy in financial management, as well as the assumption that the preparation of financial statements is not a top priority. In fact, well-structured financial statements can be an important tool in business decision-making and open access to funding. This study recommends the importance of collaboration between the government, academics, and financial institutions to provide training, mentoring, and a simple reporting system that is in accordance with the characteristics of MSMEs. This effort is expected to increase the awareness and ability of MSMEs to manage finances in an accountable and transparent manner, as well as support business growth and sustainability in the long term.

This study discusses the strategy of expanding the local Micro, Small, and Medium Enterprises (MSMEs) market through the development of Tourism Villages as a solution to limited market access and low competitiveness of MSME actors. MSMEs in Indonesia often face obstacles in aspects of the marketing mix such as venues, prices, products, and promotions. Through a qualitative approach, this study analyzes the direct impact of Tourism Villages on increasing market access, product innovation, and the role of innovation diffusion in encouraging technology adoption by MSME actors. The results of the study show that Tourism Villages such as Pujon Kidul, Taman Sari, and Sokobanah Daya are able to become a catalyst for the local economy by attracting tourists as potential consumers, reducing operational costs, and creating an innovation ecosystem that supports the growth of MSMEs. BUMDes (Village-Owned Enterprises) play an important role in digital promotion, product packaging development, and strengthening the capacity of local business actors through training and mentoring programs. Moreover, Tourism Villages encourage collaboration between stakeholders such as village governments, educational institutions, and private sectors in building sustainable local entrepreneurship. They also facilitate knowledge sharing and cultural preservation while integrating economic, social, and environmental values. Although there are still challenges such as lack of managerial skills, limited access to capital, and dependence on tourism seasons, the potential for long-term impact remains high. This study concludes that the integration of Tourism Village development with MSME strengthening strategies can be a model for inclusive and sustainable village economic empowerment. These findings provide practical recommendations for village governments, BUMDes managers, and MSME actors in building effective synergies that accelerate local economic growth and resilience.

The development of information and communication technology has changed the global trade landscape, including in Indonesia. The city of Pekanbaru as the capital of Riau Province has great potential in the development of e-commerce that is integrated with the concept of a smart city. This research aims to analyze the optimization of e-commerce through the implementation of the smart city concept in Pekanbaru. Using a qualitative approach and secondary data analysis, this study examines technological infrastructure, government policies, and community participation in supporting the e-commerce ecosystem. The results show that the implementation of the smart city concept can improve the effectiveness of e-commerce platforms through improved digital connectivity, integrated payment systems, and more efficient logistics services. The adoption of technologies such as big data, Internet of Things (IoT), and geographic information systems (GIS) also supports more responsive decision-making, both by business actors and government agencies. In addition, the involvement of local MSMEs is an important component in expanding the adoption of e-commerce in an inclusive and equitable manner throughout the city. This research also highlights the importance of digital literacy among the public, including micro business actors, to optimize the use of digital technology in business transactions. The local government is expected to strengthen regulations, provide supporting infrastructure, and open cross-sector collaboration to accelerate digital transformation in Pekanbaru. A sustainable education strategy for the community is also needed through training, digital socialization, and technical support so that all levels of society can actively participate in the digital ecosystem. Thus, synergy between the government, business actors, academics, and the community is the main key in creating an adaptive, efficient, and sustainable digital ecosystem, as well as making Pekanbaru a smart city that excels in the field of electronic commerce.

This study explores the critical role of law in preventing and addressing crimes within the trade sector, focusing on specific economic crimes such as corruption, embezzlement, market manipulation, and smuggling. These crimes are on the rise, primarily driven by social and economic inequality. Unequal wealth distribution, weak regulatory oversight, and legal loopholes create opportunities for individuals and groups to pursue illicit financial gains. Powerful economic entities often exploit these weaknesses to maintain monopolistic control, deepening inequality and obstructing fair competition. Moreover, inadequate law enforcement and a lack of transparency within bureaucratic systems contribute to the widespread practices of bribery and collusion between business actors and government officials. This undermines the effectiveness of existing regulations and diminishes public confidence in the legal framework. The consequences of such economic crimes extend beyond financial losses; they significantly affect the broader society. These include rising poverty and unemployment, the deterioration of public trust in legal institutions, and increased social instability, all of which threaten sustainable economic development. To address these challenges, this study applies criminological and legal perspectives, underlining the necessity of multisectoral collaboration. It advocates for stronger government and legal institutional efforts, along with active community engagement, to enhance oversight mechanisms and promote transparency. Firm and equitable enforcement of laws is essential in ensuring justice and restoring trust. Ultimately, a collective commitment to legal reform and accountability is vital to building a trade environment that is fair, inclusive, and conducive to long-term national growth.

Traditional salted fish is a widely consumed food product in Indonesia due to its high shelf life and distinctive flavor. However, the production process, which is generally carried out conventionally and openly, has the potential to cause contamination by pathogenic microbes, which can endanger consumer health. This study aims to identify and analyze the presence of pathogenic microorganisms in traditional salted fish products through a microbiological approach. Salted fish samples were taken from various traditional markets and analyzed using microbial culture methods, biochemical identification, and molecular confirmation for pathogenic bacteria such as Salmonella spp., Vibrio spp., Escherichia coli, and Staphylococcus aureus. The results showed that most contained pathogenic bacteria exceeding the threshold set by SNI and BPOM, indicating weak sanitation and hygiene control in the processing process. These findings emphasize the importance of implementing hygiene standards and quality control in the home industry of salted fish processing. Furthermore, environmental factors such as sea air quality, drying methods, the use of unclean containers, and minimal knowledge of business actors regarding hygiene practices are the main causes of contamination. In some locations, salted fish is dried directly on the ground or on unsterilized surfaces, increasing the risk of exposure to dust, insects, and microorganisms. The study also found that labeling and date information were not available on most products, making it difficult for consumers to assess their safety. As a preventative measure, educating producers and providing training on Good Manufacturing Practices (GMP) and Sanitation Standard Operating Procedures (SSOP) is crucial. Collaboration between the Health Office, the Food and Drug Monitoring Agency (BPOM), and local governments is also recommended to conduct regular inspections and provide food safety certification facilities for small businesses.

This community service program aims to improve the capacity of 25 raw cassava chip MSMEs in Solok Regency through holistic training that integrates managerial, collaborative, and spiritual aspects. The activities are designed with the real needs of business actors in mind, both in terms of technical business management skills and strengthening business ethics values. The training is conducted in a classical manner through the delivery of entrepreneurship and financial management materials covering basic business management concepts, simple marketing strategies, and cash flow management. In addition, participants participate in group simulations and ice-breaking games to foster a spirit of collaboration and build trust among business actors. Assistance in financial recording practices is carried out using the financial records application v1.1, which is designed to facilitate recording daily transactions, tracking production costs, and simple profit and loss analysis. A special contemplation session is also held to foster awareness of ethics and spirituality in entrepreneurship, including the importance of honesty, social responsibility, and sincere intentions in running a business. The program is evaluated through a 20-question digital quiz taken by all participants. The evaluation results show a significant increase in the understanding of basic management concepts, cash flow recording skills, and a responsible attitude in managing the business. These findings confirm that a values-based training approach combined with hands-on practice can effectively strengthen the foundations of MSME sustainability, both in terms of operational performance and moral resilience. Given the positive results, this program is recommended for replication in other regions with similar business characteristics. Continued support from local governments, educational institutions, and business partners is essential to expand the program's impact, ensure business sustainability, and foster competitive and integrated community-based economic growth.

Tourism is a sector strategy in encouraging regional economic growth, cultural preservation, and improving community welfare. Binjai City, as one of the buffer areas of Medan Metropolitan, has a number of areas that have the potential to be developed into leading tourist destinations. However, un-til now there has been no directed and integrated development strategy for areas that have this potential.This research aims to identify and analyze the potential for the development of leading tourist areas in Binjai City through the Mixed Methods approach, which is a combination of qualitative and quantitative methods. The focus of the study is directed at three strategic areas, namely Taman Merdeka Binjai, the Binjai Grand Mosque Area, and the Jalan Veteran Culinary Village, which have strong historical, so-cio-cultural, and local economic potential but have not been optimally exploited.Data was collected through a survey of 150 respondents consisting of tourists, MSME actors, local communities, and government officials, as well as in-depth interviews with 12 key informants. The re-sults of the quantitative analysis showed that the attractiveness of the area and community support re-ceived the highest score in respondents' perception, while infrastructure and the use of digital technolo-gy are aspects that still require special attention. Qualitative analysis supports these findings, where vari-ous technical and institutional constraints are still found that hinder sustainable development.The results of data integration show that the potential for the development of leading tourist areas in Binjai City is quite high in terms of location, cultural value, and support from the local community. However, to realize a competitive region, strategic interventions are needed in the form of improving the quality of infrastructure, digitizing promotions, and collaboration between sectors. Policy recommenda-tions are filled with institutional capacity strengthening, community empowerment, and the establish-ment of tourism development programs based on local and sustainable potential.

Abstract. This study aims to examine the role of social innovation in accelerating community economic development through a participatory approach based on local potential. Social innovation is seen as an effective new solution to address various social and economic problems, particularly at the community level, by involving communities as key actors of change. This study highlights the importance of collaboration between communities, government, academia, the private sector, and non-governmental organizations in creating an inclusive and sustainable development ecosystem. The results indicate that social innovation can strengthen community economic independence, create alternative economic models such as digital cooperatives and community-based economies, and encourage broad participation in the development process. However, various obstacles remain, such as low digital literacy, limited access to funding, and weak policy support. Therefore, systemic interventions and more progressive policy support are needed to expand the impact of social innovation on sustainable community economic development.

This study aims to analyze the efforts made by the Sukabumi City Civil Service Police Unit (Satpol PP) in enforcing Mayor Regulation Number 05 of 2014 concerning restrictions on the operating hours of night entertainment venues. The regulation was implemented to maintain public order, reduce social disturbances, and ensure community comfort, particularly during nighttime hours in urban environments. Using a sociological legal approach with qualitative methods, data were collected through interviews with relevant stakeholders, field observations, and literature reviews. The findings reveal that Satpol PP has undertaken various enforcement efforts, including routine patrols to monitor venue compliance, educational outreach to business owners regarding regulations, and administrative sanctions such as written warnings and temporary closures for violators. Despite these initiatives, several challenges hinder the optimal enforcement of the regulation. These include limited human resources and operational infrastructure within Satpol PP, inconsistent public awareness of the regulation, and resistance from certain business actors who view the regulation as a barrier to economic activity and local tourism development. Moreover, coordination between relevant agencies, such as tourism and licensing departments, remains suboptimal. This study emphasizes the need for stronger inter-agency synergy, increased budget allocation, and ongoing public education to foster better compliance. It also suggests capacity-building programs for enforcement officers and the implementation of community-based monitoring systems to enhance transparency and support. In conclusion, although Satpol PP has shown commitment to implementing the regulation, the effectiveness of enforcement can be significantly improved through strategic resource optimization, cross-sector collaboration, and a participatory approach involving both authorities and the community.

For small and medium enterprises (SMEs), digital technology opens up great opportunities to expand market reach and compete in the international arena more effectively. Technologies such as e-commerce, social media, big data analytics, and cloud-based platforms enable SMEs to break through geographical boundaries, facilitate access to global customers, and accelerate product distribution and marketing processes. This paper explores the current academic literature that discusses the influence of digital technology on the internationalization of SMEs. A total of five relevant studies were analyzed to identify common patterns, challenges, and successful strategies in the use of digital technology. The results of the study show that the adoption of digitalization not only improves operational cost efficiency, but also encourages business model innovation, such as digital platform-based marketing, cross-border virtual collaboration, and the development of a more adaptive global business ecosystem. In addition, the ability to utilize digital technology gives SMEs a competitive advantage through access to real-time market information, personalization of offers, and more targeted branding strategies. However, the research also found obstacles, such as limited human resources, technological infrastructure, and digital literacy among SMEs. Therefore, synergy is needed between business actors, the government, and academia to support the acceleration of digital technology adoption through training, mentoring, and policies that support innovation. The paper also highlights future research opportunities, such as the integration of artificial intelligence (AI) technologies, automation, and blockchain in supporting the global expansion of SMEs. These findings are expected to be a strategic reference in designing sustainable internationalization policies in the digital era.

This research is motivated by problems in the implementation of the strategy of the Ciamis Regency Small and Medium Business Cooperative Office in the development of Micro and Medium Small Enterprises in Kujang Village, Cikoneng District, Ciamis Regency. The method used in this study is descriptive with a causative approach. Primary data is sourced from the results of interviews with 6 selected informants who are relevant to the problem. Secondary data is sourced from documents, books, journals, reports, and legislation. Data collection was carried out based on interviews, observations, and documentation with data analysis techniques through data reduction, data triangulation, and conclusion drawn. The results of the study show that the MSME development strategy through digital platforms has not been running optimally. Obstacles occur in the lack of communication, active participation of MSME actors in policy formulation, mentoring activities, facilitation, evaluation, and programs that are still top-down.  Efforts to overcome obstacles are to increase the initiative of MSME actors in learning independently through digital media such as YouTube, and TikTok through e-commerce. The Kujang village government supports the implementation of training and facilitation if it is involved by the relevant agencies. The Cooperative Office, Small and Medium Enterprises and Trade is improving its strategy through further collaboration with village governments that have not received attention, especially Kujang village MSMEs in participating, mentoring, coaching, and facilitating.

The issue of prostitution in Yogyakarta, especially in the Bong Suwung area, reflects the complexity that involves social, economic, and legal aspects. Despite regulations, prostitution practices continue to increase, presenting challenges in law enforcement and individual protection. The process of relocating Bong Suwung by PT KAI faced protests from residents who felt they were not treated fairly. In this context, the application of the concept of Collaborative Governance is important, with collaboration between the DPRD, local governments, and the community to achieve more humane and equitable solutions. The DPRD plays a role as a mediator, accommodating the aspirations of the community and ensuring transparency in the relocation process. This research shows that success in addressing prostitution and relocation issues is highly dependent on the collaborative capabilities of various actors, as well as the application of Collaborative Governance principles to create responsive public policies and reduce potential conflicts

 Gaten Hamlet, Sumberrejo Village, holds significant local economic potential through the Micro, Small, and Medium Enterprises (MSMEs) initiative and the active participation of Family Welfare Empowerment (PKK) mothers. This study aims to analyze in depth effective empowerment strategies in supporting economic strengthening in Gaten Hamlet, by integrating and prioritizing the value of mutual cooperation as the main pillar. Using a descriptive qualitative approach, data were collected through in-depth interviews with MSME actors, PKK members and administrators, and community leaders, complemented by participatory observation and implementation of training. The results of the study indicate that the synergy of capacity building training programs, facilitation of access to capital and marketing, and strengthening community networks based on mutual cooperation have been proven to significantly increase MSME productivity and family economic independence. Mutual cooperation not only functions as a social glue, but also becomes a driving force for collaboration in various stages, from production, distribution, to promotion of local products. The implications of this study highlight the importance of developing policies that support community-based economic ecosystems and the sustainability of empowerment programs through active participation and community ownership.

The Nganjuk Regency Government shows a commitment to strengthen the capacity of MSME actors through activities such as digital training. However, the challenges of digital transformation demand a more adaptive strategy. The omah away program is present as a regional innovation in accelerating the digitalization of MSMEs, in line with the national vision towards the smart economy and digital transformation targets announced in the RPJMN. Based on the theory of Dynamic Governance with 3 variables such as Thinking Ahead, Thinking Again, and Thinking Across, this omah away program offers digital training, business legality facilitation, and marketing through digital platforms. This study highlights how the away house becomes an integrative model that not only provides technical training, but also builds a collaborative ecosystem between the government, business actors, the private sector, communities, education and society. Despite the impact on increasing the participation of digital MSMEs and reducing the unemployment rate, obstacles such as low business legality and online marketing effectiveness are still found. Therefore, critical reflection and cross-actor collaboration are key to the sustainability of the program. These findings strengthen the relevance of Dynamic Governance theory in the context of local-based digital transformation, as well as support efforts to achieve smart economy in areas with growing potential such as Nganjuk Regency.
