This research explores the vital role of business legality in supporting the growth and sustainability of Micro, Small, and Medium Enterprises (MSMEs) in Indonesia. Through a combination of interview and direct observation approaches, we investigate the challenges faced by MSMEs in obtaining appropriate business legality and its impact on market access and financing. The findings indicate that a lack of understanding of the importance of business legality, complex licensing processes, and the need for specific requirements are major obstacles for MSMEs, especially those operating at the micro and small levels. Furthermore, we conclude that complete and legally valid business legality forms a solid foundation for the growth of MSMEs, enabling broader access to formal markets and financial resources. The approach of mentoring in obtaining the Business Identification Number (NIB) emerges as an effective solution in assisting MSMEs in overcoming challenges related to business legality. Comprehensive mentoring programs, ranging from education about the registration process to practical assistance in gathering required documents, provide much-needed support for MSMEs like Bu Siti in navigating complex registration processes. Evaluation and feedback, as well as effective information dissemination, also prove crucial in increasing MSMEs' awareness and understanding of licensing procedures and the benefits of having complete business legality. Thus, collaborative efforts from various parties can help create a more conducive environment for the growth of MSMEs in Indonesia.

The improvement of micro, small and medium enterprises (MSMEs) plays a significant role in driving the local economy. One of the crucial steps in developing MSMEs is through coaching and mentoring in the licensing process, including the creation of a Business Identification Number (NIB). This study aims to examine the coaching and mentoring conducted by students in making NIBs to advance soybean juice MSMEs in Sidoarjo. This research was conducted using qualitative methods through observations and interviews with Ms. Diah as the owner of the soybean juice business in Gading Fajar Sidoarjo.  The results showed that the involvement of students in coaching and mentoring NIB can have a positive impact by increasing the awareness and ability of MSME owners in taking care of their business licenses.

Not only that, this research also examines the economic, social and environmental aspects of Estona Coffee MSMEs in Jember Regency, East Java. This research produces analytical responses regarding the business feasibility of Estona Coffee MSMEs in Jember Regency, East Java.

This study explores the implementation of the process of obtaining the Business Identification Number (NIB) and halal certification for the Micro, Small, and Medium Enterprises (MSMEs) of Rujak Kikil Ibu Sulfaillah, serving as a case study in the culinary sector. The process of obtaining NIB and halal certification is crucial in ensuring compliance with prevailing regulations and standards, as well as unlocking opportunities for business development in an increasingly competitive market. Through a qualitative approach using direct observation and interviews, this study uncovers the challenges, obstacles, and impacts of the licensing and halal certification process on these MSMEs. Findings reveal that the slow licensing process can hinder business expansion, reduce competitiveness in the market, and limit access to certain market segments. Implications of these findings are discussed to identify necessary strategies to address these negative impacts and ensure the growth and sustainability of the business of Rujak Kikil Ibu Sulfaillah MSMEs.

This study aims to analyze the effectiveness of assistance provided to Small and Medium Enterprises (SMEs) in business licensing and the implementation of modern management practices in Keruak Village. The method used involves a qualitative approach through in-depth interviews and participatory observation. The results indicate that the assistance has improved the understanding and capabilities of SME actors in managing business permits and applying modern management principles. This has had a positive impact on enhancing the competitiveness of SMEs in both local and regional markets. The study recommends the need for a sustainable and integrated assistance program to ensure the continued development of SME capacity.

This study examines the meticulous and thorough execution of the Online Single Submission (OSS) in the Tanjung Pinang City Investment and One Stop Integrated Service Office.The main focus involved the complexity of the community’s lack of deep understanding of the business licensing stages, while also exploring the technical barriers that accompanied the integration of the OSS system. The research objectives included an in-depth evaluation of the programme’s operational success, an analysis of the level of stakeholder satisfaction involving business owners, as well as a detailed investigation into the level of efficiency of the OSS implementation. The research method, applied in a descriptive qualitative approach, involved in-depth interviews, rigorous documentation analysis, and a comprehensive literature review. The findings highlight positive progress, although obstacles remain, both in terms of public understanding and technical constraints in OSS operations. In conclusion, the research provides very specific recommendations, including a careful restructuring of the OSS system, a more focused socialisation strategy and breakthrough interventions to improve the effectiveness of the OSS in the future.

The importance of business licensing as a matter of legality is a manifestation of legally valid permits given by the government to business actors to carry out their business officially. The birth of the Job Creation Law gave birth to a business licensing system which previously contained the Online Single Submission system version 1.1 which was later developed into a risk-based approach/RBA or based on the level of risk of the business to be carried out. The aim of this research is to determine the implementation of business licensing for Surakarta City MSMEs through the Online Single Submission Risk Bassed Approach. This research method is empirical juridical legal research and uses a qualitative approach. This research uses primary data and secondary data. The primary data obtained came from interviews conducted at the Surakarta City Investment and One Stop Integrated Services Service. Then supported by secondary data obtained from library materials. Due to the convenience of the OSS-RBA system, system errors often occur or the server goes down, thus hampering the goal of facilitating business licensing, becoming a barrier for business actors to issue their business permits quickly. These obstacles make it difficult for business actors to log in or register on the OSS page, which means that the NIB is not immediately published. And many business people are still confused about the process flow for using OSS-RBA and are still blind to internet technology. However, despite these obstacles, the Surakarta City DPMPTSP has made various efforts to improve the quality of business licensing services in the City of Surakarta.

This research aims to study and analyze the viability of the business at Sego Babat Sapi’I Jember with the attention of licensing aspects, aspects of production engineering, marketing, management, financial, as well as economic, social, and environmental aspects. The research method used is a type of qualitative descriptive method using primary data types through interviews with owners and employees. The results of the research explain that based on validity analysis on Sego Babat Sapi’i enterprise it can be concluded that the enterprise is worthy to be carried out. This is because even though the licensing aspect has not yet been licensed, other aspects support the business to be run well.

When the identification was carried out, various problems were found, including poor product development (packaging), labeling that did not meet standards, minimal mastery of digital marketing, financial reports that had not been implemented properly and legalities such as Business Identification Number (NIB) permits that were not yet owned by several actors. MSMEs in Raja Village. Based on this problem, the aim of this activity is the socialization and registration of business identification numbers (NIB) for the community in business development in Raja Seberang Subdistrict. The method used in this activity is the delivery of material and practice in making NIB using OSS. This activity can provide information on the importance of legality such as NIB and other permits so that MSMEs can move up in class and develop following the development of the times and information technology.

Research on public services in Batam City has been carried out with various focuses and approaches. Research conducted at the Batam City Public Service Mall aims to analyze the level of satisfaction with public services with changes to the business licensing regulatory system. The research results show that the majority of people express satisfaction with the services provided by the Batam City Public Service Mall, however there are improvements that need to be made, especially regarding understanding the procedures for processing business permits. Apart from that, other research highlights the influence of service quality and facilities on Batam City Government customer satisfaction at Public Service Malls. The results of this research provide an understanding of the importance of service quality and facilities in influencing customer satisfaction Apart from that, the implementation of public services during the Covid-19 pandemic in Batam City is also the focus of research. This research highlights the challenges in running public services according to the minimum standards that apply during the pandemic. The research results show that the implementation of public services during the Covid-19 pandemic is still not running effectively and efficiently From these various studies, it can be concluded that public services in Batam City are an important topic to evaluate and improve, especially in terms of customer satisfaction, the influence of service quality and facilities, as well as challenges in providing public services during pandemic conditions.

The main problem in this research is to examine the issue of the concept of Law Number 11 of 2020 concerning Job Creation Using a Beneficial Approach, regarding the view of Islamic Law regarding Law No. 11 of 2020 concerning Job Creation, benefits of Law no. 11 of 2020 concerning Job Creation for workers and the existence of Law no. 11 of 2020 concerning Job Creation from a Sharia Economic Law perspective. The type of research used in this research is library research. The data sources used are primary data and secondary data. The results of this research are that the review of Islamic law in Law no. 11 of 2020 concerning Job Creation is a form of preserving the soul (hifzh al-nafs) in the principles of maqashid sharia as a means of maintaining their economic rights to survive. As for the benefits of Law no. 11 of 2020 concerning Job Creation that can be felt at this time, namely: creating jobs, encouraging investment, an easier and faster licensing system, and simplified investment requirements. The value of Sharia Economic Law is viewed from Law no. 11 of 2020 concerning Job Creation, providing sharia economic growth, especially in the sharia financial industry in Indonesia such as Sharia Banks, Non-Bank Sharia Financial Industry, Sharia Cooperatives and Sharia Capital Markets, in the future there will be great opportunities in running their business.

Technological developments to date have had a rapid impact on all aspects of life, including economic aspects and aspects of government administration; many things have arisen and have had positive impacts, such as ease of access to information and simplification of services by the government. So that technology-based services can be prepared and implemented based on a policy that cannot be separated from the legal theory that binds it. In order to support ease of investment services, the Government has initiated an Online Single Submission (OSS) system since October 2017 as an implementation of Presidential Regulation Number 91 of 2017 concerning the Acceleration of Business Implementation and has conducted concept trials in three locations, namely: Purwakarta, Batam, and Palu. The design of this Information Technology-based system is basically by interconnecting and integrating the existing licensing service system at BKPM/Central PTSP (SPIPISE), a regional PTSP that uses the Ministry of Communication and Information's SiCantik system. In practice, the licensing implemented uses a one-door system, which makes it quicker for investors to process port permits. In this case, BP Batam provides services in the form of Indonesia Batam Online Single Submission or IBOSS. Licensing that previously used manual or conventional methods has switched to an electronic system connected directly to the national system. Port permits are now also handled directly by the BP Batam One-Stop Integrated Services (PTSP) Directorate, which impacts the speedy completion of port permit processing. However, in implementing technology-based services, it is essential to pay attention to regulatory or legal aspects so that implementation remains safe and does not cause material or non-material losses. To safeguard data, the application guarantees that the data recorded by Business Actors is only for Business Licensing services. However, even though there are guarantees or clauses, comprehensive research must still be carried out regarding technology-based services in order to support increased investment, considering that data security is an essential thing in running services.

Online Single Submission is an electronically integrated business permit issued by the OSS institution in order to accelerate the business permit process. In Indonesia, licensing is actually the main obstacle for business actors. Too much bureaucracy, a lot of time, costs and the addition of many unofficial fees, make business people think about registering their business. These problems make the licensing system unhealthy and continue to recur from year to year. The implementation of licensing services through the Online Single Submission (OSS) system at the DPMPPTSP of North Sumatra Province can be considered less than satisfactory, as it still encounters issues. Specifically, business operators may not fully comprehend or utilize internet-based services. This research aims to assess the quality of public services provided through the Online Single Submission (OSS) system at DPMPTSP North Sumatra Province. The research employs a descriptive method with a qualitative approach. The findings indicate that the quality of public services through the Online Single Submission (OSS) system at the DPMPPTSP of North Sumatra Province is generally good but not yet optimal. It is recommended that the DPMPPTSP of North Sumatra Province should actively engage in outreach efforts to educate the public about the utilization of the Online Single Submission (OSS) system, allowing individuals to register their permits independently, without reliance on intermediaries or third parties.

This community service is located in Mulyoagung Village, Dau District, Malang Regency. The problem faced by partners is the lack of a guarantee of business legality. The next problem is product packaging and labels that are less attractive and do not meet standards, which make it difficult to market products. Solutions that can be proposed with training and assistance to obtain a business license or business legality certificate are in the form of business identification numbers (NIB), home industry food production certificates (SPP-IRT), labels and brands, and product halal guarantees. There is training and assistance in making product packaging and labels, considering that packaging is a very important factor for maintaining quality and attracting customers to buy products when they are marketed. In addition, training and assistance for entrepreneurs in using information technology to market products to a wider market online and offline.

Quarantine is a system of preventing the entry, exit, and spread of quarantined animal pests and diseases, as well as supervision and control of food safety and food quality, feed safety and feed quality, Genetic Engineering products, Genetic Resources, Biological Agents, Invasive Foreign Species, Wild Plants and Animals, and Rare Animals that are introduced into, spread from one area to another area, and removed from the territory of the Unitary State of the Republic of Indonesia. To maintain, protect, and improve the quality of animal/livestock resources, animal/livestock health, animal welfare, and the provision of safe, healthy, whole, and halal (ASUH) food of animal origin, as well as maintaining peace or eliminating/preventing public unrest, it is necessary to provide guidance, regulation, control, and supervision of livestock businesses and animal health services. To create a conducive business climate and legal certainty in animal husbandry and animal health, it is necessary to regulate the mechanisms and procedures for licensing livestock and animal health businesses in the regions. The problem faced by the Batam Class I Agricultural Quarantine Center is caused by cows entering Batam Island that do not have an entry permit and are not by Law Number 21 of 2019, which states that every entry or release must be carried out through a designated Place of Entry and Place of Expenditure.

The problems that exist in the Pekalongan Regency Tourism, Culture, Youth and Sports Office (Disporapar) on the one hand are problems in the organisational structure, especially in charge of Tourism, which has no sub-fields, even though the workload is very high. Another problem is that many tasks in the tourism sector have not been handled properly, such as the implementation of the licensing process and public services in the tourism sector, the implementation of qualifications and administration of tourism services, coordination and formulation of standards, norms and tourism promotion, and facilitation of tourism product development and the tourism business world and the creative economy in the tourism sector. On the other hand, it is a heavy responsibility for Disporapar to coordinate, communicate and socialise due to the low participation of the community to become "people aware of tourism".The purpose of the study was to analyse efforts to develop institutional capacity in public services in the field of tourism in Disporapar Pekalongan Regency. Analyse the factors that hinder and support capacity development efforts in public services in the field of tourism in Disporapar Pekalongan Regency. The data used are primary and secondary data. With data collection techniques using interviews, observation and documentation. Data analysis techniques through four stages that must be passed, namely information collection, data reduction, data presentation and drawing conclusions.Based on the results of the analysis of the above research, the conclusion is that first, the development of institutional capacity in coordinating public services in the tourism sector at the Pekalongan Regency Disporapar is not yet sufficient internally, such as budget improvement, improvement of organizational structure, recruitment of human resources apparatus, and provision of infrastructure facilities. Second, externally, there has been no development and improvement of tourism objects that are adequate for the consumption of local and foreign tourists in Pekalongan Regency. Thirdly, there is a lack of participation and awareness of the people to form "Rakyat Sadar Wisata" groups, but more people are not aware of tourism, so there is still "robbery" and destruction of tourist attraction facilities, illegal parking in tourist attraction areas, inadequate number and condition of tourist attraction facilities, and a lack of investors. However, there is a relief in the support from the Provincial and Central Governments as well as the availability of large areas of coastal, inland and mountainous land in Pekalongan Regency and the many potential natural resources in Pekalongan Regency that have not been utilised. The government is required to always adjust to what is needed by the community, one of which is the need for decent public services. Collaboration is a stage to give birth to a service innovation in the public sector, therefore collaboration in innovation seems endless to always be discussed by the government as well as organizations and other sectors. In the last ten years, the practice of collaboration and innovation in the administration of the government bureaucracy in Indonesia has been revealed in a number of literatures. One of them is in Penatih Dangin Puri Village, East Denpasar District. According to Government Regulation Number 17 of 2018 concerning sub-districts, it is stated that the task of the Perbekel is in the field of service in the working area. In accordance with the mandate of the government regulation, one form of service in Penatih Dangin Puri Village is business license services through Online Single Submission (OSS), land services, and non-licensing services. The purpose of this research is to find out the collaboration process in the implementation of business license services through the Online Single Submission (OSS) system in Penatih Dangin Puri Village, East Denpasar District and to determine the achievement of collaboration results in the implementation of business license services through the Online Single Submission (OSS) system. in Penatih Dangin Puri Village, East Denpasar District. The theory used by Penta Helix Collaborative according to Howkis (2009: 34) is, optimizing the role of academic, business, community, government and media (ABCGM), in developing goals because it relates to policies made by the government because this theory is a breakthrough and new strategy in In this millennial era, some regional heads have even made the Pentha Helix concept a new strategy to deal with several problems that occur in the region. This study uses a qualitative approach where the qualitative approach is an approach based on the philosophy of postpositivism, while for researching on natural objects, where the researcher is the key instrument, the data collection technique is done by triangulation (combined). Where data analysis is inductive/qualitative, and qualitative research results emphasize the meaning of generalization. Researchers have made direct observations to Penatih Dangin Puri Village. In addition, the authors also conducted observations and documentation studies on existing documents and policies, as well as in-depth interviews with all informants related to the implementation of the Online Single Submission (OSS) permit service.

The system (OSS RBA) is a platform for administering business licensing that is digital-based and has been issued for business actors who will carry out business activities assessed based on the level of risk of business activities. The purpose of this study is to find out the Application of the Policy Contents of Government Regulation No. 5 of 2021 Concerning the Implementation of Risk-Based Licensing Services for MSME Actors by the DPMPTSP of Bintan Regency. The related indicators in this study are: 1). Government Regulation, 2). Resources, 3). Communication, 4). Disposition or Attitude of Executors, 5). Assisted Services Clinic. This type of research uses a qualitative descriptive analysis technique with 8 informants. The results of the research (1) In Government Regulation No. 5 of 2021 the Bintan Regency Investment and One-Stop Services Service already has Standards, Goals and Targets in implementing the OSS RBA system. (2) Resources which include, Human resources that are adequate and have obtained BIMTEK in providing services to business actors, Financial Resources are still inadequate because DPMPTSP applies a budget priority scale for OSS RBA system policies, and Adequate Resources for Facilities and Infrastructure in the process implementation of OSS RBA system services. (3) Communication, DPMPTSP has collaborated with DKUPP Bintan Regency which has been granted derivative access rights for the OSS RBA system and socialization has been underway to business actors who are micro, small and medium enterprises

NIB Registration Assistance Activities in One of the areas targeted by the MBKM KKNT in 2022 is Rontu Village with an entrepreneurial and creative economy scheme. From the results of surveys and field observations, partner problems were found, such as that many people in the Rontu Sub-District do not have a Business Identification Number (NIB), which is important for MSMEs because it can lead to big profits and can attract other consumers and also generate higher sales. In addition, the community considers business licensing which was previously considered insignificant because the management is troublesome and not easy, however, MSMEs need business licensing to encourage business development, protect business locations and business competitiveness which is getting tougher in the current era. Therefore the purpose of this research is to provide assistance and understanding of the registration of Business Identification Numbers (NIB) in order to improve the MSME economy in the Rontu sub-district.

The government made a policy where MSME actors were expected to have complete and legal licensing documents. Of the 10 MSME actors listed by the UMKM coordinator in Sumurmati Village, all of them have not been registered and have a Business Identification Number (NIB). Therefore, with the KKN-T MBKM Group 62 UPN "Veteran" East Java in Sumurmati Village, as a form of service to the community, KKN-T MBKM Group 62 created a program where these students will help MSME actors in Sumurmati Village to have a Business Identification Number (NIB) by conducting socialization and also helping these MSME actors to register their businesses through Online Single Submission (OSS). By having complete and legal permits, MSME actors can be protected by law so as to prevent them from legal disputes that can be detrimental to their business, facilitate business development, provide opportunities for them to obtain business assistance or training from the government, and make it easier to obtain venture capital because their businesses already have complete and legal permits.
